20 unscrupulous traders booked
Legal Metrology Department launches special drive in 2013

After facing criticism for failure to take action against traders charging inflated rates and selling underweight products to the consumers, nearly 20 traders have been booked for cheating people since January 1. A special drive has been launched by Legal Metrology Department (LMD) to hunt for the manufacturers and traders befooling consumers.

Squads of Legal Metrology (LM) Department led Deputy Controller Consumer Protection, VS Sambyal, conducted a surprise inspection at Malik Market, Warehouse, Narwal and Railway Station. They detected 10 traders violating different provisions of J&K Weights and Measures Act 1997.

Defaulting traders were booked under relevant provision of the Act and a fine of Rs 13,000 was imposed on them for cheating. The department has further instructed the manufacturers to pack items in standard packs as per packaged commodities rules.

In the recent past, with the price rise becoming a routine, there have been increased complaints of manufacturers and traders inflating Maximum Retail Price (MRP) of packaged commodities in absence of any central and state law to regulate them.

The government had also announced establishment of three new laboratories to deal with increasing number of cases of cheating with the consumers and take effective measures against traders and businessman found involved in bungling on the quantity and quality of products.

According to data, nearly 1,500 traders have been exposed by Legal Metrology department in 2012 for selling low-quantity goods and charging inflated rates from consumers.

A senior officer from the department said the focus of a large chunk of the business community in the state seems to be on how to swoop on the customers and snatch their hard-earned money through profiteering.

It’s a crawl lane on the highway

With resumption of vehicular traffic flow after clearing of snow on the Jammu-Srinagar national highway today, Kashmir-bound passengers, drivers and traffic policemen had a tough time today.

Between Chenani and Patnitop, the vehicles were seen crawling sluggishly because of the traffic snarls after every few minutes and hundred metres as policemen were allowing traffic from both ends turn by turn after a while to regulate traffic and avert traffic jams.

A slippery highway around Patnitop early in the morning because of freezing owing to overnight sub-zero temperature led to vehicles being driven slowly.

Although reportedly, no vehicle was allowed towards Jammu from Kashmir, local vehicles of Ramban, Doda and Kishtwar districts besides convoys of the military and paramilitary forces stranded between Chanderkot and Banihal caused traffic snarls.

It took vehicles several hours to cover the distance between Udhampur and Batote. “I had started from Jammu at 8.30 am and reached Patnitop at 4pm,” said Manzoor Hussain, a taxi driver of Anantnag.

The policemen had even put up a barrier at Batote to regulate the traffic flow.

Lakhs of children administered pulse polio drops in state

Minister of State for Health, Shabir Ahmed Khan on Sunday launched a round of pulse polio immunisation campaign by administering pulse polio drops to a newborn and other infants up to the age of five years at Government Hospital Gandhinagar and Railway Station, Jammu.

Around 19,03,297 children are being administered pulse polio drops through 11,224 booths established across the state in the first phase of the campaign, Shabir said.

The minister said 45,672 trained personnel have been deployed to man the booths and hold a door-to-door campaign with 284 mobile and 276 transit teams. He said for the purpose, 25,55,100 pulse polio doses (vaccines) have been kept available at the hospitals and designated booths in both the divisions of the state.

The minister said this campaign will continue for another two days by way of house-to-house activity to trace and administer polio drops to the children left out on the first day of the round. He said it should be ensured that the children of snow-bound areas like Guraz, Machal and Karnah, Zanskar, Drass, Numa in Kashmir division and Padder, Warwan and remote and snow-bound areas of Rajouri, Poonch, Bani in Jammu division.

Shabir said that special attention will be paid to sensitive areas like slums, isolated hutments, brick kilns, floating or migrating population and construction sites so that no child is left uncovered in these areas.

Sounding a note of caution for young parents, the Health Minister advised, “Once couples become parents, they should be aware about the vaccination schedules and take their respective children to get immunised on time against the deadly disease polio.”

Clear snow-bound roads, officers told

Minister for Law Mir Saifullah has directed the district administration, Kupwara, to open all the snow-bound interior roads of the district that are still closed due to the recent heavy snowfall.

Appreciating the administration for acting swiftly to clear all the main roads of the district on the first day, the minister stressed upon the administration to clear all the link roads of the border district, particularly the far off roads of the area of Budnambal, Jumgund, Kralpora, Dardsun, Panzgam of Kupwara, Kalaroos, Tikipora, Haithpora, Kurhama, Lalpora of Lolab, Mawar, Nowagam of Langate and Viilgam, Zachaldra area of Handwara so that stranded movement of people is restored at the earliest.

He said the clearance of all road communications, particularly the rural areas of the district was the priority of the administration to ensure hassle-free movement of the local people.

Mir asked the Bacon authorities to accelerate their men and machinery for immediate reopening of the Kupwara-Tangdhar road.

The minister directed the Deputy Commissioner, Kupwara, to monitor personally the restoration of electricity, particularly in far-off villages and ensure availability of ration, kerosene, cooking gas and other essentials in every area of the district so that people could not face any inconvenience.

He further directed that the disaster management committees at the district-level needed to be operationalised to set the defected public delivery system back on rails.

‘Expedite restoration in Rajouri, Poonch’

Minister of State for Health Shabir Ahmed Khan today asked District Development Commissioners, Rajouri and Poonch, to gear up administration for rapid snow clearance, especially from main roads of the districts. “Roads leading to remote areas should also be cleared to ensure free vehicular movement for convenience of the people,” he said.

Shabir directed the Power Development Department functionaries concerned to ensure early restoration of the power supply to the consumers affected due to heavy snowfall.

The minister also asked the DDCs to ascertain damages caused to transmission lines and other public utilities due to recent snowfall in Rajouri and Poonch districts so that necessary action from the government would be taken for immediate facilitation of the inhabitants of these areas.

He directed field functionaries to remain punctual at their duties for succour of the people, adding that any complaint in this regard would be viewed seriously for stern action, as fullfilling of people’s aspirations is the first priority of the government.

The minister further exhorted upon officers to put in place infallible system for ensuring winter attentiveness, especially in areas experiencing heavy snowfall.

Phase-I of pulse polio campaign in Rajouri sees low turnout

The hilly border district Rajouri has reported a sharp decline in turnout at pulse polio vaccination campaign booths compared to previous years, owing to bad weather conditions including snowfall.

According to official reports, only 67% turnout of people was recorded at all 625 polio booths set up by the district administration in district Rajouri. The health department’s figures previously indicated 98% turnout.

Giving a detailed briefing to The Tribune on phone, Sadiq Khan, mass media officer of the health department, said, “We have the target to reach out to 96,000 children of the border district Rajouri for pulse polio vaccination to eradicate polio.”

He said, “We have received 46% turnout of people at polio vaccination booths in Dharal, 62% in Kandi, 90% in Sundarbani, 82% in Nowshera, 72% in Kalakote and 75% turnout in Manjakote for vaccination of children in these hilly and difficult areas mostly cut off from all kinds of connectivity owing to bad weather conditions.”

Dharal, Kandi and Manjakote are the most affected snowbound areas as road connectivity has largely remained suspended till now. Teams covered miles to reached out to booths, he said. “Our teams will reached to every family for polio drops, so that not a single children remains without vaccination,” he added.

“We had added a few days to the first phase of this campaign. As per schedule, our first phase will conclude on January 24, but now, it will conclude on January 27. The second phase of the pulse polio vaccination campaign will start from February 24,” he added.

“We have over 2,000 vaccinators, 129 supervisors and others, also for high-risk areas like brick kilns, slums and other nomadic target populations. Teams of volunteers and Rotary Club are also on the job,” he stated.

Some outstanding sportspersons from the state have claimed that the state government has done injustice to their potential by not providing them adequate job opportunities under SRO-349. The players say had they achieved such feats for other states, they would have been rewarded suitably either in the shape of a respectable job in a government department or a cash award.

Talking to The Tribune, the medal winners have expressed resentment over the alleged non-serious attitude of the authorities concerned towards them. “What is the logic of creating a special sports quota SRO-349 when the government is not taking any interest in our achievements?” said one of them.

“Though a notification is issued every year by the government to provide jobs to 25 outstanding sportspersons in various departments, the process is so protracted that finalisation takes long. It seems to be a never-ending wait for outstanding sportspersons to seek jobs in various departments of the state government under special sports quota,” said one of the sportspersons on condition of anonymity.

“We are putting in our best to prepare for competitions and bring laurels for the state by winning medals, but in return, we have to run from pillar to post to get an appointment with the minister,” he added. “After we met him, he announced a cash award, but to get that, he will have to be reminded that the award is yet to be received,” said another sportsperson.

“As far as getting jobs under SRO-349 is concerned, one does not have many choices because there is a limited number of departments and promotion prospects are very less,” he claimed.

“Our counterparts from Punjab have also won medals in the competition. But the basic difference lies in what they get thereafter and promotion policy of the department. Medal winners from other states who were appointed as Sub-Inspectors after winning medals in international competitions have been promoted to the rank of DSP, but as far as our players are concerned, they are yet to get promotion,” the sportspersons maintained.

Sports dept calls for release of additional grant in advance

After being severely criticised by the medal winners of 57th National School Games last year for not disbursing scholarships on time, the Department of Youth Services and Sports (DYSS) has appealed to the higher authorities to release the additional grant well in advance to avoid another humiliating situation in future.

According to sources, the sports department has decided to first award scholarships to outstanding sportspersons of 58th National School Games and for that, the department has already apprised the authorities about their necessity. Sources added that DYSS had also assured the participants of the 58th edition of National School Games which are in progress that there will be no delay in awarding scholarships to them.

“It is a known fact that the department is facing paucity of funds even for conducting domestic activities. But we were satisfied that the outstanding sportspersons get their scholarships on time owing to release of additional grant by the state government. After the last year’s bitter experience of sportspersons and their parents being an aggrieved lot due to non-disbursal of scholarships, the department has appealed to the authorities for additional grant in advance,” sources in DYSS told The Tribune.

“We can understand the feelings of our budding sportspersons who have worked so hard to bring laurels for the state as well as the department. We need to get our act together to achieve a breakthrough otherwise we might lose the confidence of our sportspersons who have their expectations from us,” sources added.

Meanwhile, when contacted, a senior DYSS official said, “The department will spare no efforts in providing scholarships to the deserving players of 57th National School Games. In fact, the medal winners of this edition of the prestigious games would also be awarded scholarships this year”.

“The department is hopeful that the authorities will accept our request to ensure timely release of additional grants,” he added. As per rule, the medallists (outstanding sportspersons) will get a scholarship of Rs 10,000 while the participants in various competitions will get a scholarship of Rs 1,750.

Natrang enacts an ode to rolling stones
Stages ‘Beemaar’, a play originally written by Saadat Hasan Manto

Natrang Theatre, under its weekly theatre series on Sunday, staged a play “Beemaar” in Urdu written by Saadat Hasan Manto and directed by Sumeet Sharma.

A press release said the performance was a tribute to the legendary Urdu writer, who has contributed a lot to the world of literature in different genres using a wide spectrum of expressions.

The use of wit, humour and satire in the play was brilliantly portrayed by the actors. It added to the flavour of the performance, and the new elements added to the play enhanced its impact.

In the play “Beemaar”, the character Kumar is not feeling well even after taking the medicines prescribed by the doctor. While he wants to get well as early as possible, his gullible self takes over. People around him, including his acquaintances, prescribe different remedies for him. Despite having cough, he is suggested to eat sour things like tamarind. The reason proffered: “Diamond cuts diamond”.

He is made to consume rotten vegetables and lots of other items. Even after going in for variegated treatments, his condition deteriorates, which frustrates him. He then resolves to go for one single appropriate treatment. This play suggests in a very humorous manner that one should not be such a rolling stone as to be carried away by suggestions coming from any quarter.

Uplaksh Singh Kotwal as Kumar essayed his role very well; he was ably supported by Ashwini Bali as Rashid, Sumeet Sharma as Bedi, Sachin Saini as Naresh and Sajra Qadir as Mini. Lights were designed and operated by Mohd Yaseen and the presentations were done by Balwinder Singh.

Wireless service kicks off in Ramban

With the commissioning of the Wireless Inter-Operatability Multi Excess (Wi-Max) system on the Base Transformer Station (BTS) on the Bharat Sanchar Nigam Limited (BSNL) tower at Dharmoond in Batote today, the much-awaited powerful wireless internet service has now fully started in Ramban district.

The similar stations were already commissioned at Kanga near Sawlakot Hydel Project in Dharamkund, Sangaldan, Gool and Bankoot, Banihal, a few months ago.

Due to this facility, one could enjoy the benefit of the internet in any part of the district, especially along the highway from Patnitop to Jawahar Tunnel in Banihal within the range of 20-25 km diameter of each of these BTS towers.

“The Wi Max technology is a faster technology than the GSM technology-used by other cellphone companies through dongles. For getting connected to the internet, instead of a dongle, one has to attach indoor or outdoor Customer Premise Equipment (CPE)- a mini-modem like device, with a port of a laptop or desktop,” said TDM, Avnish Kumar Sharma.

The facility has been found to be more powerful and successful in the rural hilly areas where the cable wires cannot be laid.

“With this facility, not only the working of the mediamen, military or paramilitary officials and other government offices shall be highly benefited but also the union government’s plan to provide the internet facility in the rural institutions, especially the Panchayat Ghars would be quickly implemented,” Sharma said.

Like the broadband, the wi max connections shall be available under various limited or unlimited, pre-paid and postpaid home as well as the commercial plans, almost within the same price, tarrif and bandwidth range.

Prof Bamezai completes his tenure as V-C of SMVDU

Jammu, January 20
On completion of his three-year tenure as the Vice-Chancellor of Shri Mata Vaishno Devi University (SMVDU), Prof RNK Bamezai is relinquishing charge on January 21 and returning to the Jawaharlal Nehru University from where he had come on deputation.

Governor NN Vohra, who is the Chancellor of the University, has constituted a search committee headed by Dr SS Bloeria, Vice-Chancellor of the Central University, Jammu, to recommend a panel of candidates for the selection of a suitable successor of Prof Bamezai.

The selection process is at an advanced stage and the new Vice-Chancellor of the SMVDU is likely to take over shortly.

The Chancellor has directed his Principal Secretary Navin K Choudhary to officiate as the Vice-Chancellor of the University with Prof ML Garg, School of Computer Sciences and Engineering, functioning as coordinator, to help the officiating V-C in dealing with academic issues, till the new Vice-Chancellor takes over.

Dr Mandeep Bhandari, additional CEO of the Shri Mata Vaishno Devi Shrine Board, maintained that the university was running in the best professional manner as per its statutes, with the Vice-Chancellor taking all required decisions and, as in other universities, the University Council of the SMVDU is its supreme policy decision-making body. — TNS

Ministers underline need for preservation of water bodies

A seminar on failure to harness Ravi water was organised by Universal Foundation for awareness and development of civil society, at Press Club, Jammu, here today.

Minister for Medical Education and Youth Service and Sports Taj Mohi-ud-Din was the chief guest on the occasion while Minister for PHE, Irrigation and Flood Control Sham Lal Sharma was the guest of honour.

Taj said the inter-state council meeting was held at New Delhi in 1955 under the aegis of the Government of India. The state was allotted 0.65 MAF water from the river Ravi.

He said the Kathua canal constructed by J&K was utilising 0.215 MAF whereas the rest of the water i.e .475 MAF was to be utilised through the Ravi canal. The project of the Ravi canal was sanctioned by the Planning Commission of India in 1972 at an estimated cost of Rs 29.84 crore, he added.

The Ravi canal was constructed in the length of 79 km and 475 km distribution was laid and an expenditure of Rs 134 crore was incurred. The PHE minister said even after 30 years, the Shahpur Kandi Dam was not constructed by the Punjab Government. He said the J&K Government could not get full share of water and the state was left with no other alternative than constructing its own canal from Satwan up to Basantpur. He said the matter was under consideration with the government.

He underlined the need for preservation and protection of water bodies and other allied water sources, adding that, attraction and natural beauty of the state should not get hampered while executing the necessary infrastructure.

He also assured the dignitaries that the canal has been constructed for the benefit of farmers.

Prof N Satyamurthy, Director, Indian Institute of Science Education and Research, Mohali, was the chief guest on the occasion.

Prof Satyamurthy highlighted the importance of the INSPIRE programme and underlined the need to produce the Nobel Prize Winner under the Indian Nationality.

Prof Mohan Paul Singh Ishar, Vice-Chancellor, JU in his presidential address said Prof N Satyamurthy had raised the bar of the Inspire programme by proposing the young audience to aspire for the Nobel Prize.

"It is a great opportunity for the students participating in these camp to explore their self so that they can lead the nation in the time to come,” Prof Ishar said.

Earlier Prof SK Khosa, Dean, Sciences acknowledged the efforts made by the core team of the INSPIRE in streamlining and organising programme of this level.

Prof GM Bhat said holding programmes on a large scale was not possible without the leadership and administrative support. Prof PK Srivastava, coordinator of INSPIRE programme presented the report of activities organised during the programme.

KC Public School bagged the winners trophy in the inter-school quiz competition organised while Presentation Convent had to be contended with the runners-up trophy. The competition was conducted by Nishima and Jawaz Iqbal. All the participants were given certificates.

50 youths participate in essay competition

Jammu, January 20
National Youth, Child and Women Empowerment Society organised an essay competition in collaboration with Nehru Yuva Kendra, Jammu, on the eve of National Youth Week/Day at Western Computer, Satwari.

Vikrant, a social activist, was the chief guest on the occasion. As many as 50 youths participated in the programme. Most of the them participated in the essay competition where Sonali Sharma, Divam Bhatt, Simran Sagoch bagged 1st, 2nd and 3rd prize, respectively. — TNS

SCC log win in T20 cricket tourney

Jammu, January 20
Sony Cricket Club (SCC) thrashed Raman Cricket Club (RCC) by 22 runs today in the ongoing T20 cricket tournament being played at Sarore village playfield here.

Batting first after winning the toss, the SCC batsmen took full advantage of poor bowling by rival team and managed to pile up a total of 198 runs in their allotted quota of overs for the loss of seven wickets.

Ranjan was the outstanding batsmen with an impressive knock of 86 runs containing six boundaries and a six. Rishu and Sonu contributed 20 and 18 runs, respectively. For RCC, Sumesh, Lovely and Pranav shared two wickets each.

Chasing a stiff target to win, RCC got off to a flying start provided by their openers but just could not get the momentum going in the middle overs.

Sandeep and Mridul stitched a brilliant 87-run partnership for the first wicket. At that stage, RCC was cruising along nicely but the dismissal of in-form Sandeep had swung the match in favour of SCC. Sandeep went for a quick-fire 47 runs.

For SCC, Vivek, Ravi and Sridhar shared three wickets each. Ranjan was adjudged man of the match.

GCW Gandhi Nagar, Parade in kho-kho finals

Jammu, January 20
Government College for Women (GCW), Gandhi Nagar, will take on GCW, Parade, in the summit clash of the ongoing inter-collegiate kho-kho tournament tomorrow. Earlier, in the semifinals played, GCW, Gandhi Nagar, beat PG Department of the University of Jammu by one innings and six points.

In another semifinal, GCW, Parade, defeated Degree College, Kathua, by one innings and five points. The tournament is being organised by the Directorate of Sports and Physical Education, University of Jammu. — TNS
