Roll back fee hike: JU scholars
Jammu, January 6 Terming the decision as “totally unjustified” and “unilateral”, scholars have started working on a strategy to “corner” the Vice-Chancellor, Prof Mohan Paul Singh Ishar and threatened to launch “indefinite protests” and “boycott research work” if the varsity doesn’t order withdrawal of the notification. “The university has taken the decision unilaterally as scholars and students were not taken into confidence before revision of fee and other charges. It was completely a wrong decision and we will not accept any decision imposed on the student community,” Rakesh Chib, president, Jammu University Research Scholars Executive Association (JURSEA), said. He said they have decided to meet the Vice-Chancellor on the issue in the next couple of days and all the Department Representatives (DRs) would also meet to chalk out the future strategy if the varsity didn’t accept their demand for withdrawal of the notification. “We are not in favour of agitation and therefore, we want to give the authorities a chance to reconsider their decision, failing which, there will be indefinite protests on the campus,” Chib said. The revision in fee and other charges was notified by the university authorities on December 19 last year in a “clandestine manner” to avoid the students’ uproar and hullabaloo. Even senior officers of the university were kept in the dark while implementing the decision as they had no information whatsoever regarding the decision. According to the notification, the Registration Fee for Ph D courses had been increased from Rs 635 to Rs 1,210, library deposit from Rs 690 to Rs 1,100, examination fee from Rs 805 to Rs 1,210, supervisor fee (to be paid by the whole-time as well as part time research scholars at the beginning of each year) from Rs 805 to Rs 1,210, fee for supply of copy of examiner’s reports of
Ph D thesis from Rs 150 to Rs 610 and maintenance fee from Rs 25 to Rs 120. Mahesh Koul, another research scholar, remarked, “The decision was completely unjustified as the university has not conceded the long-pending demand for hike in scholarship of the research scholars so far. There should be proportionate increase in scholarship being given to the scholars so that they don’t face any difficulty in carrying out their research work.” The scholars said the education system was being run in a “capitalist way”. “The exponential increase in fee and other charges is virtually strangulating quality research work as most scholars, on the other side of 30s, can’t burden their parents, who are retired in a majority of cases. Instead of burdening the scholars, the varsity should bring maximum scholars under the ambit of scholarship.” |

Jammu, January 6 The police said a party led by SHO police station Nowabad Jaipal Sharma under the supervision of SSP Jammu Prabhat Singh intercepted four persons when they alighted from a bus in Jewel area, in the heart of the city here. As many as 12,800 capsules were recovered from their possession. SSP Jammu Prabhat Singh visited the Police Station Nowabad and appreciated the role of staff concerned. He also directed the policemen to intensify their campaign against rampant use of narcotic drugs amongst youth. |

BOSE looks to stem paper leakage
Jammu, January 6 Sources said after the infamous incident of leakage of class XII question paper at Miran Sahib centre (RS Pura) in 2009 came to the fore, the BOSE authorities were criticised for their poor management. An FIR was lodged wherein several arrests were made and an inquiry was ordered. “With not too much time left for the commencement of annual examinations, the school education board does not want any more cases of paper leakage because it creates a bad image of the department in the eyes of parents who get the impression that BOSE is not capable of keeping a check on that,” sources in JKBOSE said. “We want smooth conduct of the annual examination and the department will go all-out to ensure it. The process of introducing a tamper-proof envelope is under consideration but we are keeping our options open and if necessary, we will not hesitate to go for a temporary arrangement,” a BOSE official said. |

Bovine smuggling bid foiled, smugglers flee
Rajouri, January 6 Reports said police held a special naka upon a specifically developed input regarding the smuggling of bovine animals to the Valley by Additional SP Parshotam Sharma at TCP Bridge and rescued six bovine animals. They have traced a vehicle (JK11A-0290) on its way from Nowshera to Rajouri, but smugglers managed to escape from the spot. Police has registered an FIR under relevant sections in the police station concerned. |

Jammu, January 6 The police said a woman lodged a formal complaint with the police that an Army jawan passed unparliamentary remarks and molested her in Jewel area last evening. Acting on the complaint, police registered a case of eve-teasing and molestation against the Army jawan. |

He raises a question: “What kind of India will they leave behind?” He believes that the dawn will come from this horizon, from the east where the sun rises. He prays for a day to come when the undefeated man would retrace his path of conquest, despite all barriers, to win back his lost human heritage. |

Call for zero-tolerance against traffic violations
Rajouri, January 6 Addressing a sizeable gathering in the ongoing road safety week at Rajouri, the Deputy Inspector General urged drivers to abide by traffic rules and regulations with sincerity and keep passenger and pedestrian safety in mind while while they go about driving. He deplored the use of mobile phones while driving a vehicle. Terming the act as a heinous offence, he noted that it amunted to playing with lives of passengers. Uncertainty over stadium continues
Jammu, January 6 Sources said though the decision regarding the set up of a committee was yet to be taken but the department had made up its mind to know the circumstances that led the sudden stopping of the ambitious project. The Tribune had already reported that the DYSS had identified nearly 20 kanals of land at Falain Mandal village few years back for constructing an art stadium to be equipped with all the necessary facilities. The department had also informed the state government regarding their requirements for constructing the stadium. The authorities in the better interest of the sportspersons gave its green signal to the department to construct the stadium. But due to some unknown reasons, the construction work on the project stopped suddenly. “Finally, the authorities have taken a serious note on the pathetic condition of the identified land which is crying for immediate attention,” sources in DYSS said. “More than 10 years have gone and not even a single official from the department has taken an initiative to visit the venue and it is only after the department faced hardships in conducting events at other venues, it has decided to do something,” sources added. “Whenever the committee will be constituted, its first task is to prepare a detailed report of the decisions that were taken at the time of identification of land and other factors that were responsible for hanging of the dream project,” sources said. “Ever since the creation of the department, we are emphasising upon the creation of infrastructure so that we do not have to beg before other departments to utilise their venues for holding competitions. Recently, the State Sports Council has also not allowed us to utilise MA Stadium for conducting the competitions and we had no option but to approach the University of Jammu,” a senior DYSS official. “Thankfully, everything is sorted out now and we are organising competitions at MA Stadium but an exclusive stadium is must for the department to conduct its activities without any hinderance,” he said. |

RS Chib declares open football tournament
Jammu, January 6 More than 10 teams/clubs drawn from Jammu district are participating in the tournament being played on league-cum-knock out basis. Deputy CM reviews winter stocking, snow clearance preparedness
Jammu, January 6 Addressing the meeting, the Dy CM called upon the Deputy Commissioners of these four districts for additional efforts to complete stocking of essential commodities in accessible snow-bound areas. Reviewing the arrangements for road clearance during snowfall on the national highway and other internal vital links of the districts, Tara Chand issued instructions to the DCs for the deployment of sufficient snow clearance machinery at the vintage points to ensure uninterrupted traffic movement during the winter season. The Dy CM was apprised that adequate stock of essential commodities in traditional snowfall areas of Udhampur, Doda, Kishtwar and Ramban has already been dumped for next three months. The Deputy Commissioners further informed that the district officers concerned have been directed for timely supply of ration and other essentials to inaccessible areas. Expressing his serious concern over the frequent road accidents especially in hilly areas, the Dy CM asked the officers of traffic department to constitute mobile checking squads to keep a strict vigil over the menace of overloading. The Deputy Chief Minister also reviewed the performance of local bodies of these districts under district plan and state and Centrally-Sponsored schemes. Issuing instructions to the officers of local bodies, Tara Chand called for accelerating the tendering process and using latest machinery in the execution of different projects for their timeline completion. He asked the DDCs for taking regular review meetings of different municipalities of their respective districts. He also asked them to ensure that Public Disclosure Law be implemented in their districts in litter and spirit. |

Separate budget for agriculture sought
Jammu, January 6 Addressing the meeting, AJKKU chairman Ashok Kumar Sharma reiterated that all the farmers should be covered under Kisan Credit Card Scheme through provision of special relief package of Rs 500 crore to farmers of Jammu region to compensate for damage to their crops. He also called for effective implementation of crop and cattle insurance scheme in the state. Sharma added that diversification of agriculture coupled with assured means of irrigation should also be ensured across the state. The meeting also decided to carry forward the signature campaign highlighting the demands of the farmers. Thereafter, these signatures would be presented to the authorities concerned at the Centre and in the state. Jammu, January 6 Earlier, winning the toss and batting first, J&K posted a total of 139 runs in the 20 overs losing three wickets in the process. Shahid Rasool was the top scorer with 50 runs while Dar Haseeb contributed 35 runs. Skipper Tehseem and Mohammad Wani chipped in with 18 runs each. In reply, Chhattisgarh could manage only 89 runs in their allotted quota of overs for the loss of eight wickets. Aman (22) and Saayat (17) were the notable contributors. For J&K, Owais, Mujeeb, Rohit Sharma and Zamin Zahoor shared two wickets each. Shahid Rasool was adjudged man of the match. Jammu, January 6 Earlier, in the first match, LDA scripted a narrow six-run win over President’s XI Sunderbani in a keenly fought contest. Batting first, LDA accumulated 143 runs in the stipulated 20 overs. Bharat Malhotra struck a brilliant half-century (55 runs) off 42 balls. President XI Sunderbani, in reply, could garner 137 runs in 19.5 overs to lose the match by 6 runs. Bharat Malhotra of LDA was adjudged the man of the match. He was presented a cash prize of Rs 1,500 along with trophy by Kulbushan Khajuria, Chairman, Anti-Corruption Society, Kathua. In another match, BSNL overcame the challenge of JCC by 90 runs in a one-sided affair. Batting first, BSNL scored 182 runs in 20 overs. Niranjan Behra was the top scorer with 44 runs. ‘Enhance Income Tax exemption for salaried class’
Jammu, January 6 Addressing a meeting of NMC activists here, Shastri said with price rise and inflation, the salaried class was facing a lot of economic hardship, adding that raising the Income Tax limit to Rs 5 lakh would make for a genuine measure to provide them some relief. Shastri also demanded early sanction of 20% interim relief and merging of 50% DA into their basic pay and pension to offset the economic hardship of salaried class in view of steep hike in the prices of all essential commodities. He said with the DA already touching 72% of the basic pay and pension, interim relief and merger of 50% DA had become due when DA crossed 50%. He urged that the Central government should provide special package to all states for meeting the expenditure on account of interim relief, so that there were no financial constraints for them to provide interim relief to the state government employees and pensioners. Shastri said their wage should be raised to Rs 10,000 per month in view of the cost of living index having gone up due to rising prices. Shastri also pleaded for immediate constitution of the 7th pay commission with provision for simultaneous implementation of its recommendation in favour of the Central and state governments staff of the country.
