Legal aid clinic opens in Talwandi Sabo

District Legal Services Authority (DLSA) have started a legal aid clinic in Mata Sahib Girls College at Talwandi Sabo, the first clinic started in district Bathinda. District and session judge-cum-chairman DLSA Jaspal Singh inaugurated the clinic.

Relief for Dhobiana school
Bathinda, January 3
The students and teachers of the elementary school in Dhobiana Basti have a reason to heave a sigh of relief. They today got an assurance from the Deputy Commissioner that the school's land will not be encroached upon. The district administration also promised the school authorities that it will build a boundary wall around the school as and when it can arrange funds for the same.

Driver rams truck into trees near Bir Talab, hurt
Bathinda, January 3
In an accident near Bir Talab village, a driver rammed his truck into trees. The driver was reportedly in an inebriated condition. While four-five trees got damaged, the truck and its occupants were also seriously injured in the accident. Talking about the accident, volunteers of the NGO Sahara Jan Sewa said the injured have been identified as Rimpy, Amandeep Singh and Ranjeet Singh.

Special campaign for enlisting youngsters as voters

A special campaign will be organised for enlisting 18 to 19-year-old youngsters as voters. District election officer Kamal Kishore Yadav said as per the directions of Election Commission of India (ECI), the special campaign will be run from January 6 to January 25.

Female cops to tackle crime against women

After receiving fresh orders from the Director General of Police (DGP), the Senior Superintendent of Police (SSP), Bathinda, has passed instructions to his subordinates to deal with crime against women and girls strictly by women police officials.

Sources in the police said the Additional Director General of Police (Law and Order), Punjab, has sent letters to all the SSPs of the state including Bathinda, wherein it was stated that most women police officials are deployed only to investigate the dowry cases.

The instructions in the letter stated that women cops should be deployed to handle sexual assault, crime against women and other cases related to women.

Orders have been passed to ensure that DSPs and SHOs would personally monitor the cases of assault on women and emphasis should be on written complaint in this regard. Enquiries in this regard would be personally monitored by the SSPs or other senior functionaries.

Police officials said the victims of such crimes should not be embarrassed with unwanted, uncomfortable and needless questions.

Police officials said as per the fresh instructions, the complainant in cases pertaining to crime against women and children, need not make the rounds of police stations. Instead, the police official concerned or officials accompanied by female cops would visit the place of the complainant to record their statements in the presence of their family members.

The policemen have also been instructed not to register cases only on the basis of allegations, misrepresentations and distortion of facts.

Referring to the instructions of Deputy Chief Minister Sukhbir Badal, the police officials said any lapses in connection with such enquiries would be taken seriously.

"Any police official cannot hide the fact on frivolous ground. The police officials usually wash their hands off a crime saying the incident did not reflect in the crime diary," said a police officer, pleading anonymity. He added that instructions have been received to boost the resources to keep them aware of the daily crime.

The police officials have also been told to keep a close watch on the functioning of the sexual assault response teams (SART), which is trained to deal with only crime against women in Bathinda.

Senior Superintendent of Police Ravcharan Brar said the functioning of the police in connection with the crime against women has improved to a great extent and special teams, formed to check eve-teasing and other crime against women, are working well in the district.

Kidnapping bid: Accused had pistol

The police claimed to have recovered a pistol from the Mansa resident arrested for trying to molest and kidnap a minor girl on Tuesday morning. The accused Charanjit Charni was arrested by the police with the help of the people living near Canal Colony when he made a futile attempt to kidnap a school girl. The girl belongs to a poor family and is a student of a government school situated in the area.

Interrogation of the 25-year-old Charanjit Charni by the police is learnt to have revealed the nefarious designs of the accused. He was likely to use an illegal weapon to commit the crime.

The police are also trying to ascertain the criminal background of the accused by making enquiries at other police stations in the state.

Police officials investigating the matter said preliminary investigations conducted into the case revealed that the possibility of physical torture of the girl could not be ruled out at this stage.

"Though we are still investigating and interrogating the accused by taking him on two-day police remand, it is now clear that the intentions of the accused were shocking," said Canal Colony SHO Karamjit Singh.

He said during the interrogation, the accused admitted to possessing an illegal weapon, which was recovered from a secluded place. The weapon is a country-made pistol and the accused could have used it after committing the crime of kidnapping or molesting the girl. The SHO said the girl was rescued with the help of the bystanders and a police PCR deployed near the place of the incident.

The accused was also thrashed by the people present at the spot immediately after the incident.

Senior Superintendent of Police (SSP) Ravcharan Brar, while appreciating the efforts of his subordinates, who acted swiftly in the case, termed the incident as 'foolish' and said exemplary punishment would be recommended by the police in the case.

Police have added sections 25, 54, 59 of the Arms Act in the case already registered at the Canal Colony police station.

Cops crack scrap dealer’s kidnapping case

The Bathinda police today claimed to have solved the kidnapping case of the city-based scrap dealer who was kidnapped on December 29 and had to pay Rs 10 lakhs to the kidnappers. The scrap dealer was found abandoned at a secluded house behind the lakes on Goniana Road.

A special team constituted under the supervision of Senior Superintendent of Police (SSP) Ravcharan Brar today brought the main accused from Mumbai to Bathinda. He is on transit remand till January 5. The SSP said Bahadur Singh, a resident of Bhimawari, Gautam Nagar, under Deonar police station in Mumbai, was nabbed the day before yesterday and was brought here today.

The accused has already been booked under sections 365, 384, 323, 34, 120-B and 307 of the IPC at Thermal police station on the complaint of the scrap dealer Dinesh Kumar.

The SSP said Dinesh was taken to a secluded place by the accused, including Gurjeet Singh, Kulwinder Singh, Dimple and Raj Kumar, who have already been arrested by the police.

SSP Brar said the amount (Rs 10 lakhs) was distributed among the accused including the four earlier arrested.

The SSP said the accused were taken on three-day police remand on December 30 and during the interrogation, the name of Bahadur cropped up.

The four arrested revealed that Gurjeet was the owner of the house which was taken on rent for the purpose of keeping the kidnapped person in the house.

They also revealed that Kulwinder acted as the property dealer while Dimple was the agent who took the accused to the property dealer. Raj Kumar Bhagat used his mobile number in the kidnapping. Gobind, son of Bahadur, who is also one of the accused in the case, had earlier been working as a private contractor near Bhisiana airport and had deceived the scrap dealer to offer scrap. The scrap dealer, however, asked the sellers to first show the material to be purchased by him.

The dealer, on the pretext of showing the scrap, was kidnapped and Rs 10 lakh was taken away from him by the accused after dumping him in the rented accommodation.

The SSP said the rented accommodation was not even worth living and the accused had taken it on rent only to keep the victim there. SSP Brar said the accused Bahadur Singh has been brought to Bathinda on transit remand till January 5 and he would be interrogated further to reach the depth of the case.

Interestingly, Bahadur has also been booked at Mumbai in another robbery case under a similar FIR, number 96, in 2011. The FIR number registered at Bathinda in this case is also the same.

Brar said Gobind, his wife Ashu, Ashu’s brother Vinod and a resident of Almora, Rajinder, are still absconding and police parties have been dispatched to Almora and other places to nab them.

The letter of the principal secretary, department of health and family welfare, Punjab, expressing concern over doctors not willing to work in the rural areas, has ruffled many feathers. Doctors in government service have retorted saying that the government should make rural postings attractive enough for them to work.

In the order passed to all the doctors in state, the principal secretary has mentioned the instance of a doctor from Amritsar who was shifted from an urban to rural area. The doctor, however, contested the transfer and moved the court demanding that he be stationed in an urban area only. However, his representation has been rejected as the court declined to interfere. The principal secretary has observed that doctors are not willing to work in the rural areas, which is "painful".

The doctors, however, differed saying the government has not been able to create the work atmosphere that could make rural postings attractive enough.

"There are no extra perks, no facilities for us in rural area. Our children need to be provided with good transport system and we too need decent houses to live in like the other administrative officials in rural pockets. How does the government expect us to work in the rural areas sans any facilities," said the general secretary of Punjab Civil Medical Services Association (PCMSA), Dr Jagroop Singh.

He added that the rural health centres do not even have enough infrastructure and staff that could make the set-up function properly. Another doctor added that in the urban areas, house rent is 20 per cent, while in the rural areas it is 7.5 per cent of the salary.

Doctors said there were no criteria for deputing experienced doctors. Young and new entrants should be deputed in the rural areas and then be shifted to city hospitals rather than the other way round.

Recently, a gynaecologist at the Civil Hospital in Bathinda was transferred to the periphery, where there is less work to do. Similarly, doctors have been transferred from the Civil Hospital to the newly-built hospital at Ghudda.

"The experienced doctors feel let down and discouraged. Such is the condition that many post-graduate doctors are planning to resign from government jobs instead of sitting 'unutilized' at the sleepy stations they have been sent to," added another.

They suggested that the government should introduce a cadre system like the Rajasthan government where doctors are categorized as junior consultant, senior consultant and consultants so that cases are not referred from senior to junior but vice-versa.

MP wants fast track courts for rape cases

Women from different political, religious and educational organisations today took out a peaceful procession demanding strict action against rapists and setting up of fast track courts in the state. Led by MP Paramjit Kaur Gulshan and district SAD women president Gurvinder Pal Kaur, the procession started from Qila Gurudwara Sahib and culminated at the District Administrative Complex after passing through various markets of the city.

The procession passed from the Arya Samaj Chowk, Dhobi Bazar, Mall Road, Fauji Chowk, bus stand and ended at the administrative complex where a charter of demands was given to the Deputy Commissioner.

Speaking at the event, Paramjit Kaur Gulshan condemned Delhi chief minister Sheila Dixit for dancing with rapper Honey Singh who has been booked for singing vulgar songs.

In the wake of the Delhi gang rape case, rapper Honey Singh is being criticised for commodifying women in his songs.

“It is unbecoming of the opposition party’s leader and CM of the capital of the country to indulge in such musings. On one side she claims to fight for the rights of women and on the other she is partnering with people like Honey Singh who are known to disrespect women," she added.

She said the state government had already taken steps to tackle the growing number of crimes committed against women in the society.

The Punjab government has established special dedicated cells in each district to address the problems women face.

Demanding strict punishment for the rapists, she said such offenders should be shot dead publicly so that no one else could dare to repeat such heinous crimes.

The MP also demanded the setting up of fast track courts in the state so that all kinds of crime against women could be speedily tried and the accused be punished.

Municipal councillor Harmandar Singh, Rajwinder Singh, press secretary Om Prakash Sharma, Chamkaur Singh Mann and others were also present during the protest march.

Students exhorted to join the legal literacy movement, educate others about laws

District Legal Services Authority (DLSA) have started a legal aid clinic in Mata Sahib Girls College at Talwandi Sabo, the first clinic started in district Bathinda. District and session judge-cum-chairman DLSA Jaspal Singh inaugurated the clinic. A student legal literacy club was also established on the occasion.

Addressing a seminar held on the occasion, Jaspal Singh motivated the students to get trained as paralegal volunteers and help at the legal aid clinic. He added that students should join the legal literacy movement and educate people about protection of their rights. He also said the clinic will be of immense help for the people in near vicinity.

The civil judge (senior division)-cum-secretary DLSA Kawaljit Singh said efforts are being made to make all sections of society aware of their legal rights. For this, legal literacy camps are being held at different places and students too are being joined with this movement through the legal literacy clubs so that children know about legal rights apart from their syllabus. Legal literature was also distributed at the occasion.

Relief for Dhobiana school

The residents of the area had been sitting on a dharna for as many as 18 days demanding that more land be given to the school so that the school can be upgraded. They alleged that the authorities of the Gurudwara adjacent to the school had been trying to encroach upon the school’s land.

Manjit Singh, Ward No 11 councillor said, “The school has as many as 450 girls and 50 boys. It is quite a shock that despite having 500 students, the school has only two rooms. Most of the classes are conducted at a dharamshala nearby. The school doesn’t even have a bathroom for the students and the teachers. The area residents had been demanding that the school be upgraded."

Speaking to Tribune News Service, DC Kamal Kishore Yadav said, “A deputation of the local residents had met me in the connection. We are aware of the fact that the school doesn't have been rooms. While the decision on the shyamlat land adjacent to the school will be taken later, we've assured the school authorities that some students of the school will be shifted to the school which is being built in Model Town Phase III. This will lessen the burden on the Dhobiana Basti school.”

The injured were rushed to the hospital in an ambulance of the NGO.

NGO president Vijay Goyal said the police had a tough time removing the truck from the place of accident. Leaving the truck there could have led to another accident, he said.

Police was recording the statements of the victims to register a case in this connection.

Car mows down bicyclist

A car, driven by the father of a renowned doctor today mowed down a bicyclist and seriously hurt another on the Dabwali road.

As per the volunteers of the NGO Sahara Jan Sewa who rushed to the place of accident near Sirsa railway crossing said the elderly person driving the car was taken away by his relatives before they reached.

The injured were shifted to the hospital by the NGO volunteers. One of the injured succumbed to his injuries and was declared dead by the doctors at the Civil Hospital.

The deceased has been identified as Ranjit Singh and the injured has been identified as Naib Singh.

The volunteers added that the reason behind the accident could not be ascertained.

The bicycle and car collided head on and the car driver, after losing control of the vehicle, hit one of the bicyclists against the the wall of a house by the roadside.

The volunteers said the bicyclists were on their way to a private company where they work.

The matter has been brought to the notice of the police and statements of the injured were being recorded in this regard.

Yadav said Vidhan Sabha constituency’s booth level officers have been directed to contact the areas’ school in-charges and principals, NGOs, NSS and NCC wings, Nehru Yuva Kendras and all political parties to ensure that no youngster is left out of the voting list.

The BLOs have been directed to get forms of the 18 to 19-year-old voters from the panchayats and municipal councils.

Principals of the schools and colleges are also being contacted.

Senior citizens distribute sweaters among students

Ahsaas Welfare Society, a subsidiary of the Senior Citizens’ Council, Bathinda, today distributed woollen sweaters among the class IX and X students of the Government High School, Daan Singh Wala.

The senior citizens also tasted the mid-day meal that was being served to the students of the school and found it to be satisfactory.

The headmistress of the school said during the morning assembly the students were encouraged to address each other as brothers and sisters. This practice, she said, helped in maintaining a cordial and peaceful environment in the school.

Prof DS Mastana, general secretary of the council RD Gupta and others members of the Senior Citizens’ Council appreciated the steps being taken by the school authorities to maintain a healthy atmosphere in the school.
