Dehradun, December 1 ND Tewari, who is being wooed by Mulayam Singh Yadav, was in Lucknow on the express invitation of the Samajwadi Party supremo. Tiwari had a closed-door meeting with Mulayam Singh Yadav and Uttar Pradesh Chief Minister Akhilesh Yadav for nearly 45 minutes. Later, Tiwari, when asked about the meeting, quipped that political boundaries were shrinking as seen in Europe with the emergence of the European Union. In a politically significant statement, Tiwari said that Mulayam Singh Yadav would look after the country, while Akhilesh Yadav would take care of Uttar Pradesh. This showed the inclination of Tiwari towards the Samajwadi Party in the run-up to the crucial Lok Sabha elections of 2014. For the past some time, Tiwari has been cribbing about his neglect by the Congress. ND Tewari was sidelined by his own Congress Party following his alleged misadventure in Hyderabad Governor's house in 2010 where he was Governor of Andhra Pradesh. He was forced to quit. Later, he found himself embroiled in a paternity suit filed by Rohit Shekhar. Tiwari's DNA test proved that he was the biological father of Rohit Shekhar. These controversies made him a persona non grata in the Congress Party. After his falling from grace, most of the Congress Party leaders have maintained a safe distance from him. Tiwari in a statement showing his pain had alleged that he had been made a victim of conspiracy by his own people and his party had failed to investigate. After the veteran Congress leader and former Uttarakhand Chief Minister gave vent to his feeling of neglect by his own Congress Party on his 88th birthday on October 18, 2012, the Samajwadi Party has started wooing the senior politician, who had been twice Chief Minister of Uttar Pradesh. The Samajwadi Party tried to win him over with an aim to consolidate it's vote share amongst Brahmins of Uttar Pradesh in the general elections of 2014. It all started with Samajwadi Party supremo Mulayam Singh Yadav praising ND Tiwari and inviting him to come to Lucknow and live there. He announced that the state government would fully take care of the medical needs of the veteran politician. He also eulogised the role played by Tiwari in the development of Uttar Pradesh. Amidst such neglect of Tiwari, Mulayam Singh Yadav, who has been looking for a senior Brahmin face following the demise of Janeshwar Mishra, has started making overtures to Tiwari. After his statement inviting Tiwari to Lucknow, Mulayam Singh Yadav sent a delegation of four senior party leaders to call upon Tiwari at his residence at Dehradun. He was presented a CD of the speech made by Mulayam Singh Yadav in honour of Tiwari last week. Sharda Prasad Shukla, a senior SP legislator from Lucknow, called upon Tiwari and urged him to come to the Uttar Pradesh capital to give his advice to the Uttar Pradesh government. He also eulogised the role played by Tiwari as a politician and as an able administrator at the state as well as the national level. He recalled Tiwari's long association with Socialism. A few weeks ago, Samajwadi Party leaders of Uttarakhand celebrated the birthday of Mulayam Singh Yadav at the residence of ND Tiwari in Dehradun. Tiwari started his political career as a legislator of the Praja Socialist Party in 1952. He was associated with the Socialist movement till 1963, when he joined the Congress. According to political observers, a shrewd Mulayam Singh Yadav, who always had a soft corner for Tiwari, could use his clout and image amongst the Brahmin community of Uttar Pradesh in the coming Lok Sabha polls in case Tiwari decides to shift loyalities. However, Almora Congress MP Pardeep Tamta denied any move by Tiwari to shift loyalities. Asked to comment on the statement made by Tiwari in Lucknow today, Tamta said that it was made in his personal capacity and not as a senior leader of the Congress Party.

Doctors in remote areas to get higher salaries, says CM
Dehradun, December 1 He said that the government had decided to increase the salaries of doctors serving in remote areas and an agreement was being signed with MBBS doctors. He was speaking at the inauguration ceremony of a Blood Bank Component and Cath Lab in Jeevan Rekha Hospital at Kashipur today. He also announced Rs 10 crore for repair of roads and bridges in the Kashipur areas. Addressing a public meeting in the hospital premises, Bahuguna said that the construction of the lab would mark extension of modern medical facilities in the state. He said that the hospital was known not by the building but it's doctors. He said that it was a matter of great satisfaction that the first private blood bank lab had come into existence which would provide facilities of angiography, angioplasty, heart ballooning and blood bank to the people. Chief Minister Bahuguna, pointing out that the state had lots of tourism potential, asserted that it was necessary to have a high standard of medical facilities as tourism and health were complimentary to each other. He maintained that better health services would boost tourism in the state and this would generate more employment opportunities for local people. “With a plan outlay of Rs 8200 crore, we are definitely heading towards prosperity, provided the officers visit remote areas to ensure better execution of development projects,” he exhorted, and added that any officer found deficient in utilising the allocated fund for the development works would not be safe from negative remarks. Bahuguna said that the main focus was on drinking water and roads. Naresh Trehan, CMD, Medanta, The Medicity, said that the cath lab would facilitate easier treatment of heart patients. He said that it was the first private lab of its kind in Uttarakhand with all modern medical facilities. Hospital MD Ashwini Chhabra said that the hospital would be empanelled for ESI and would benefit workers of various industries. Also present on the occasion were Health Minister Surendra Singh Negi, Small Scale Industry Minister Harish Chandra Durgapal, Lok Sabha MP KC Singh Baba and Chairman, Mandi Parishad, Shailendra Mohan Singhal amongst others.

Dehradun, Decmeber 1 Bahuguna, during the meeting, made several announcements, including upgradation of Roorkee to a city with a muncipal corporation, the authority of setting up 10 handpumps each to MLAs, beautification of Panchleshwar Mahadev Temple and increase in the rents of shops under the municipal corporation. He also announced construction of roads at Haridwar, Mangalore-Danda Bhaneri, Bhandawali, Harchand, Tehri rehabilitation colony, Subashnagar, Jwalapur slum colony, repair of damaged bridges at Roshanabad Stadium, Hasnawala, construction of a hospital at Tehri rehabilitation colony and construction of a bridge at Satiwala, Old Haridwar. He announced repair and renovation of internal roads at Piran Kaliyar with a budget of Rs. 80.95 lakh, reconstruction and renovation of various roads at dargah areas with a budget of Rs 89.35 lakh and construction of roads in SC majority areas with the budget of Rs 64.80 lakh. Reviewing the work of the Power Department, Bahuguna issued directives to resolve power problems by organising camps. He instructed officials to conduct raids but not to trouble the poor, and instal meters on a war-footing as per the demands made by consumers. He asked officers to visit rural areas and work without any fear or pressure. Earlier, Bahuguna chaired a meeting of area MLAs. Meanwhile, Chief Secretary Alok Kumar Jain, too, reviewed the meeting of the development works. Expressing his satisfaction over the expenditure of funds allocated under the district plan directed the officers to further expedite the expenditure. He asked the officers concerned to make a provision of budget for Kanwad Mela jointly with Char Dham Yatra. Expressing his dissatisfaction over shortage of staff in Jal Nigam, he asked the MD to appoint workers on rotation system. Also present at the meeting were Transport Minister Surendra Rakesh, MLA Vijay Pal Sajwan, Principal Secretaries DK Kotia, Rakesh Sharma, S Ramaswami, K Deshraju and other senior officers. Bhookhal Mela ends without animal sacrifice
Dehradun, December 1 The PFA has hailed District Magistrate, Pauri, Chandresh Kumar’s order of upholding the law and saving innocent animals at Bhookhal once again. It also lauded the efforts of officers of the Home, Revenue and Animal Husbandry departments, who resisted slaughter of innocent animals. PFA member-secretary, Uttarakhand, Gauri Maulekhi said the movement against animal sacrifice in Uttarakhand had started with Maneka Gandhi visiting Bhookhal Temple in July 2010. In an attempt to prevent unnecessary and violent slaughter of animals in public places such as temples, People For Animals, Uttarakhand, got a landmark decision from the Nainital High Court on December 19, 2011. “Getting the judgment implemented effectively was crucial. So when a resident of Bageshwar approached the High Court again on December 19, 2012, seeking respite and permission to conduct animal sacrifice, PFA, Uttarakhand, filed an intervention. The plea to conduct sacrifice of Bageshwar resident was rejected the same day as it appeared on December 19, 2012,” Maulekhi elaborated. The PFA subsequently approached the office of the Chief Secretary, the primary respondent in the PIL, and requested for orders for all District Magistrates and Senior Superintendents of Police to prevent animal sacrifice throughout the state. All PFA district units were activated to keep a keen watch on the temples on Dasehra. Gangolihaat Kalinka Temple, the ‘Kuldevi’ of the Kumaon Regiment, was critical as it was the biggest centre of animal sacrifice in the state. “Maneka Gandhi herself spoke to the Chief of Army Staff, General Bikram Singh, and warned him against any contempt of the order of the Hon'ble High Court. MLAs told to be more alive to special privileges
Dehradun, December 1 “Of late the media has begun questioning the freedom of expression and wants the special privileges accorded to
the MLAs and MPs to be codified as these come into conflict with the media’s own right to criticise and report. But the special privileges have evolved and cannot be codified and these are accorded to the MPs and MLAs by Parliament and state legislative assemblies,” said Prakash. Speaking today at the orientation workshop for MLAs, Prakash said that the MPs and MLAs needed freedom of expression to make strong laws. “The MLAs cannot be held responsible by a court of law for whatever he says inside the House for it may lead to breach of privileges. These privileges allow the MLAs to assert themselves and should be used for the greater good of the public,” said Sharma. He also said that if there was any breach of privileges only the House could take action in the matter. At the same time Sharma also cautioned against the misuse of the privileges and said the MLAs
and MPs should also remember that with rights come duties and responsibilities.

One killed, 3 hurt in Dhanaulti mishap
Mussoorie, December 1 The injured were taken to the Community Hospital. However, the woman, who was an employee of the Public Works Department (PWD), was declared brought dead. According to the revenue police, Dhanaulti, the PWD jeep was carrying its own employees and was returning from Chamba after attending a function. The driver lost control of the vehicle over a slippery road due to the frosty conditions and collided with the parapet on the roadside. Nalini Rana sustained head injury and died. The injured persons were discharged after they were given first aid. The body of the deceased was handed over to the family members, who reached the hospital in Mussoorie today. Nalini Singh (58) was a spinster and was a well-known figure in Mussoorie, who had not married, in order to educate her younger brothers and sisters over the years. The senior citizens and other dignitaries of the town extended their condolences to the bereaved family.

Fungal disease damages tomato crop in Haldwani
Haldwani, December 1 Local farmers said they had sprayed the pesticides, but the disease could not be controlled. "Initially, when we found some diseased crops, we sprayed insecticides. However, later the disease spread to the entire field, which has damaged a major area of the crop. If the disease is not controlled, then we will incur huge losses as more than half of the crop will be damaged," said R K
Pandey, a local tomato grower. The disease has attacked the plants as the fruits have developed small black spots and the leaves have withered. The heavily infected leaves have also turned black. However, Horticulture Officer in Haldwani PC Kandpal said if the right pesticides were used on time, the damage could be controlled. “A total of 20 per cent of the crop has been damaged so far. But if it is controlled on time, then the new flowers that are blooming could be saved and the loss could be recovered,” he said. The farmers are hoping the government will take adequate steps to prevent the disease from spreading.

Pithoragarh, December 1 Sources said of 9,250 kv of electricity generated from these mini and micro projects, the district at present is receiving only 2,700 kv. “As the water level in these glacier-fed rivulets has gone down before the set time this year, we are facing difficulties in giving power to local villagers,” said GS Budiyal, DGM, Micro Hydroelectricity Corporation of the state. Most of the 10 micro schemes are located in Dharchula, Munsiyari, Kanalichina and Berinag regions.
