Two polytechnics, 3 ITIs for Haridwar, US Nagar still a distant dream

Dehradun, October 26
Two polytechnics and three ITIs promised for the welfare of minorities by the state government under the Multi-Sectoral Development Programme (MSDP) in 2010 have still not taken shape in the districts of Udham Singh Nagar and Haridwar. The delayed tactics adopted by the Department of Technical Education have resulted in this.

A sum of Rs 39 crore allocated for the polytechnics and ITIs has remained unutilised. A total of Rs 59 crore was allocated under the 11th five year plan for the MSDP to the Department of Welfare of Minorities. Out of this, the Department of Technical Education cornered Rs 39 crore for the construction of polytechnics and ITIs.

For the sanctioning of projects, detailed project reports (DPR) were prepared by the Department of Technical Education identifying sites in both the districts. The DPRs were approved by the high-powered central committee in New Delhi.

But far from beginning the construction in the earmarked areas in Haridwar (SIDCUL) and Udham Singh Nagar (SIDCUL in Sitarganj), the Department of Technical Education sat on the entire project.

In 2012, the Department of Technical Education informed the Department of Welfare of Minorities that it was unable to find land for the construction of ITIs.

The land finally allocated for the construction of polytechnic in Haridwar also did not match the land shown in the DPR.

“The land where the Department of Technology is now planning to build a polytechnic in Haridwar is an area that is away from road and the majority of the amount allocated for the polytechnic would be consumed for making land suitable for the construction,” said a senior official.

Not only did the Department of Technical Education take the high-powered committee for a ride but also changed the norms for the construction of polytechnics unmindful of the Government of India rules. “The land shown in the DPR does not match the place where the Department of Technical Education now intends to carry construction for the Haridwar polytechnic,” added the official.

Similarly, the construction of polytechnic at Udham Singh Nagar (Sitarganj) has not started despite the stone-laying ceremonies carried out by former Chief Minister Ramesh Pokhriyal and incumbent Chief Minister Vijay Bahuguna in 2012.

Goat worth Rs 1.55 lakh centre of attraction in Haridwar
Tribune News Service

Haridwar, October 26
A goat worth Rs 1.55 lakh has become the centre of attraction in Haridwar as it is the highest-priced animal to be sacrificed on the occasion of Eid-ul-Zuha here tomorrow. Not only Muslims, but Hindus also thronging Jwalapur in a large number to have a glimpse of the goat.

It has been brought by Irshad Khan of Mumbai from Rajasthan. It weighs 180 kg and is 5.10 ft in height. For the past few years, Irshad had been bringing high-priced goats for sacrifice during Eid-ul-Zuha in Haridwar. Last year also, his goat was the highest-priced one in Haridwar.

He said since sacrificing a goat was a religious ritual, he made it sure that it was healthy and did not have any injury as it was not considered auspicious to sacrifice a goat that was unhealthy or injured.

Tanveer Ali, a resident of Mohalla Kassaban, said inflation and price rise had also drastically affected the festivity of the Id. “The prices of goat have touched all-time high with a normal goat being sold at Rs 10,000. Earlier, it would be easily available for Rs 4,000,” said Tanveer.

On the other hand, a section of the clerics said it was not important to sacrifice a goat during Eid-ul-Zuha. If one could not afford buying a goat, blessings could also be obtained by offering namaaz and homemade dishes.

Qawwali programme in memory of Baba Bulleh Shah
Our Correspondent

Mussoorie, October 26
An Urs and qawwali programme was held in memory of Baba Bulleh Shah at his symbolic tomb near Bala Hissar here. The programme was organised by the Baba Bulleh Shah Committee yesterday.

The celebrations began with the ’chaddar ceremony’ in which members of the committee and the devotees gathered from far and wide and offered chaddars at the tomb of Bulleh Shah as a mark of gratitude and to seek his blessings.

Following this, qawwali in Sufi style was performed by Saajan Babu Ghoongroowale and Rais Anees Sabri. The qawwals sang from the verses of Baba Bulleh Shah and other noted Sufi saints from around the world. Through their music, the qawwals communicated the message of unity and spiritual oneness, the mainstay of the Sufi teachings.

The congregation consisted of people from all religions, castes and creeds.

While talking to mediapersons, members of the Bulleh Shah Committee Bulleh Shah was believed to have been born in 1680 in a small village of Uch Bahawalpur, Punjab, now in Pakistan. His ancestors had migrated from Bukhara in modern Uzbekistan. His father, Shah Muhammad Darwaish, was a preacher in the village mosque and a teacher. His father, later, got a job in Pandoke, about 50 miles southeast of Kasur. He acquired his early education in Pandoke and moved to Kasur for higher education to become a student of prominent professor Ghulam Murtaza. He also received education from Maulana Mohiyuddin. His spiritual teacher was eminent Sufi saint Shah Inayat Qadri.

Bulleh Shah was a contemporary of Sindhi Sufi poet Shah Abdul Latif Bhatai. His lifespan also overlapped with legendary Punjabi poet Waris Shah of the Heer Ranjha fame and the famous Sindhi Sufi poet Abdul Wahad, better known by his pen name as Sachal Sarmast. He died in 1758 and his tomb is located in Kasur, Pakistan.

Bulleh Shah’s poetry and philosophy strongly criticises Islamic religious orthodoxy of his days.

He maintained that violence was not the answer to violence. His popularity stretches uniformly across Hindus, Sikhs and Muslims, to the point that much of the written material about this Muslim thinker is from Hindu and Sikh authors. In the 1990s, Junoon, Asia's biggest rock band from Pakistan, also rendered such poems as Aleph (Ilmon Bas Kareen O Yaar) and Bullah Ki Jaana. His verses have also been adapted and used in Bollywood film songs.
