Dussehra celebrations
Cost of effigies escalates over the years
PPCB to monitor noise pollution on Dussehra; efforts on to check the rising decibels

Bathinda, October 22
With the city residents gearing up for Dussehra celebrations, the Punjab Pollution Control Board (PPCB) is also set to monitor the noise pollution created due to burning of crackers at number of places in the city. Over the years, inflation has raised the cost of effigies prepared for burning on Dussehra. The chief secretary of the Sanatan Dharam Mahavir Dal, Atul Gupta, said in the past three years, the total cost of effigies for Dussehra had almost doubled.

"This year, we have spent around Rs 75,000 on the all three effigies. The amount includes the costs of labour, crackers and other inputs. While the labour charges have not increased much, the prices of crackers and other material used in preparing an effigy have sky-rocketed," he added.

Former municipal councillor Vijay Kumar from Paras Ram Nagar area said he had spent over Rs 1 lakh on all the effigies.

Besides the usual effigies of Ravana, Meghnad and Kumbhkaran, he would set ablaze an effigy of some politicians also.

"The political leader’s effigy will also have 10 heads representing a big demon. The effigy has an unusually big stomach mentioning that it is still hungry. We will have caricatures of cylinders tied around the legs of the effigy," he said. Another effigy representing social evils, inflation, corruption and female foeticide will also be set on fire.

Vijay Kumar said the main aim was to awaken people and protest against the malpractices of the government.

Dussehra will see effigies of Ravana being set on fire in other parts of the city as well.

Meanwhile, like all the previous years, the Punjab Pollution Control Board (PPCB) will be monitoring the pollution level on Dussehra (October 24).

However, the exercise had been monotonous and an unsuccessful annual event till the previous year, as only the data on noise pollution created is tabulated but no action is taken against any of the offenders.

"This is because there are no guidelines on the noise-level that is permitted during Dussehra or Diwali. The data just becomes another figure that finds place in our files. It is redundant unless and until it is used to punish the offenders or motivate people not to use crackers," said one of the PPCB officials requesting anonymity.

In 2011, the PPCB had recorded the level of sound during day time at Dussehra grounds between 75 and 96 decibels.

In the evening, the level measured 117 decibels. The level is higher than the normal noise limits mentioned in the Noise Pollution (Regulation and Control) Rules.

It is pertinent to mention here that the permissible noise-level during day time in commercial areas is 65 decibels while in residential areas, it is 55 decibels.

At night, the permissible sound limit in commercial areas is 55 decibels and in residential areas, 45 decibels.

Festive season is here
Low customer turnout has become a cause of worry for city traders
Gurdeep Singh Mann
Tribune News Service

Bathinda, October 22
The local business houses and sellers are missing the feel-good factor ahead of the festive season owing to low customer turnout. They say it was due to recently-imposed taxes by the Punjab Government and ever-rising power bills.

Some shopkeepers in the local Dhobi Bazaar, the Amrik Singh Road and the Mall Road said rising competition, distribution of customers with the advent of malls in the city and decreasing paying capacity of people have had a negative effect on their sales.

"Though there is no decrease in the footfall, the actual buyers are not turning up. People do visit shops but refrain from purchasing," said Gaurav Kumar, the owner of the Gothi Worldwide, a cloth shop.

He said the buying spirit was low among city residents this season "but we expect it go up in the next few days or so".

Gaurav said they were not offering any special discount or have made any festive offer so far.

Expressing similar sentiments, a local jeweller Manmohan Kukku said the low turnout of customers from salaried class was witnessed this season. He pointed out that even as the festive and wedding seasons have begun, the number of customers turning up to make purchases was comparatively low than previous years.

Rajesh Gupta of Punjab Cycle Store said though the shopkeepers were trying to keep themselves afloat in the market, heavy taxes and exorbitant power bills dashed their hopes of making good business during this festive season.

"Most of the customers these days enquire about the loan to purchase anything," Gupta said.

Bhushan Bansal of Bombay Steel and Crockery House said the number of customers was the same but the buying capacity of the people has reduced this season. "More than 20 per cent business has been hit this time as compared to the previous year. We have reduced the cost of articles to attract customers this time," Bansal said.

Pawan Kumar of Raj Emporium said the trend has been similar for the past couple of years. "We hope to come out of the tight spot in the coming days," he said.

Bathinda, October 22
A minor girl and a boy reportedly in love for the past some time consumed poison at Maur Mandi. Though the girl died, boy is undergoing treatment at Bathinda Civil Hospital. The police has registered a case of murder and abduction of the minor girl at the Maur police station under Sections 302, 366 and 366-A of the Indian Penal Code (IPC).

The accused boy has been identified as Sandeep Kumar, a resident of Maur Mandi.

According to the station house officer (SHO) of the Maur police station, Jaswinderpal Singh, the 16-year-old girl was instigated to elope by the 22-year-old boy.

While the girl, a resident of Gehribara Singa village, was studying in class XII the boy was in a job.

The SHO said the girl used to catch a bus for her school from the Maur bus stand and the boy's house was situated nearby.

They came in contact with each other.

However, their relationship was opposed by their parents due to their different castes. The girl’s family was into farming while the boy's family had a shop in the Mandi.

The SHO said the girl left her house barefoot on the previous night when all other members of her family were asleep.

She was reportedly with the boy in a hut where an electric motor was installed to irrigate the fields.

The boy called up the girl's family members and informed them that she had died and her body was lying near the motor.

The girl’s family members found a glass laced with a poisonous material, reported to be celphos. They brought the matter to the notice of the police.

The SHO said it seemed that the boy enacted a drama to commit suicide by consuming the poisonous substance.

"The girl was minor and perhaps could not understand the boy's motive and consumed poison. Doctors have stated the boy’s condition to be stable but not good,” the SHO added.

SHO Jaswinder Singh said the body of the girl had been handed over to her family members after a post-mortem examiniation was conducted at a hospital in Talwandi Sabo.
