Proposed Cabinet Meeting at Gairsain

Chief Secretary Alok Kumar Jain here today held a meeting to discuss preparations for the proposed Cabinet meeting to be held at Gairsain on November 3. He directed the officials concerned to include programmes related to the development of the hill areas in the Cabinet agenda. He laid emphasis on preparing the programme which would yield concrete results and asked the officials to present the programmes as Cabinet notes.

2 books on forest sector released

Khadi tourism industrial fair opens in Chamoli
Pokhri to have polytechnic college, tourism guest house

Uttarakhand Chief Minister Vijay Bahuguna inaugurated the Khadi Tourism Industrial Farmers Development Fair at Nagnath Pohkri in Chamoli district today.

Stating that the government was committed to overall development of the state, he said owing to natural calamity, the development process was hampered. But now it would be resumed again.

He announced to establish a polytechnic college and construct a tourism guest house at Pokhri. He nominated Badrinath MLA Rajendra Bhandari as the Vice-Chairman of the 20-Point Programme of the state.

Bahuguna said 290 villages were to be rehabilitated for which the proposal had been sent to the Centre.

"The Centre has so far given approval for rehabilitation of four villages only," he said. Bahuguna said in the first phase, 90 very sensitive villages would be rehabilitated. He said a separate budget would be made for the development of hill regions.

The disbursement of unemployment allowance would start from November 9. "The government is committed not only to provide unemployment allowance, but also to generate employment opportunities in the state," he asserted.

The Chief Minister said Rs 100 crore would be invested in SIDCUL Phase-2. He also reiterated that the APL card holders would be provided 10 kg rice on the subsidised rate of Rs 6 per kg.

"The Centre has already given permission to purchase rice," he said.

The Chief Minister said a Cabinet meeting would be convened on November 3 at Gairsain in which several important decisions would be taken. Bahuguna said the honorarium of doctors had been increased to Rs 56,000 per month to invite doctors to work in the hills and soon 68 new doctors would be appointed.

Also present on the occasion were Garhwal MP Satpal Maharaj, Badrinath MLA Rajendra Bhandari, Panchayat Chairperson Rajni Bhandari, MLA Karnprayag Anusuiya Prasad Maikhuri and District Magistrate SA Murugeshan.

Proposed Cabinet Meeting at Gairsain

Chief Secretary Alok Kumar Jain here today held a meeting to discuss preparations for the proposed Cabinet meeting to be held at Gairsain on November 3.

He directed the officials concerned to include programmes related to the development of the hill areas in the Cabinet agenda. He laid emphasis on preparing the programme which would yield concrete results and asked the officials to present the programmes as Cabinet notes.

He said these programmes should aim at improving the living standard of the people of hill region and open up employment opportunities for them.

Jain was told that boarding and lodging arrangements had been made at the GMVN guest houses at Gairsain, Gochar and Karnprayag and Kaleshwar Guest House. Besides, the Guest Houses of the PWD, the Forest Department, the ITBP and the BRO had also been reserved. The DGP has chalked out an action plan for security arrangements and traffic. Arrangements for ferrying government officers and mediapersons had also been made.

DGP Satyavrat Bansal, Principal Secretary, Agriculture, Om Prakash, Principal Secretary, Planning, S Ramaswami, Secretary, Tourism, SS Sandhu, Secretary, Information, MH Khan and other senior officials attended the meeting.

Redressing public woes my priority: Khatima MLA

Khatima MLA Pushkar Singh Dhami said yesterday that public had realised the mistake they made in electing the Congress in the state.

He assured a delegation from Khatima of full support in raising the Khatima bypass road issue in the state Assembly.

“My priority is to solve woes of the public. Without public confidence, one cannot be a legislator or public representative,” said Dhami.

Terming the upcoming project of SIDCUL phase II in Sitarganj as a public gimmick to hide the follies and ill governance of the Congress, Dhami said Chief Minister Vijay Bahuguna had failed on all fronts.

Comparing the previous BC Khanduri-led BJP government, Dhami said the country had hopes from the BJP owing to its clean and corruption-free governance.

“The present government has no development vision or plan for the state. The public has taught a lesson to the Congress in the Tehri bypoll,” he asserted.

ITBP raising day on Oct 24

To commemorate its 50th raising day anniversary of the force, 21 jawans of the ITBP today started their 740-km journey from Mangti on the Indo-Nepal border point in Pithoragarh district to Dehradun on bikes. They will reach the destination on its raising day on October 24.

“Before reaching at the northern border headquarters of the force at Dehradun on October 24, the group of Himbirs will cross the towns of Champawat, Tanakpur, Bareilly and Haridwar where it will give information about the force to people of the country and will try to persuade the youths to join the force,” said Anand Singh Yarso, Commandant of the 36 battalion of the force.

ITBP officers are elated as according to them the force has many achievements to its credit in the last 50 years of its raising. “We have not only scaled the highest peak of the world, the Mount Everest, but also took clean the Ganga expedition on paragliding from Gomukh to Ganga Sagar to attract the attention of the nation towards the polluting rivers of the country,” said the Commandant.

According to ITBP sources, a score of programmes will be organised on the raising day of the force at the battalion headquarters all over the nation.

13 super specialists for hospitals

The Department of Health and Family Welfare has cleared the way for the appointment of 13 contractual super specialists in different hospitals, for which advertisements will be released shortly.

After receiving approval for the appointment of contractual 13 super specialists by the Cabinet in August this year, the Health Department has now passed an order, empowering the Chief Medical officers (CMOs) or the Chief Medical Superintendents to make the appointments.

Owing to a delay in the renewal of yearly contracts of super specialists, Doon Hospital, Coronation Hospital and hospitals in Haldwani, Pauri, Almora, Kotdwar and Srinagar have been without their services for the past more than nine months.

Though it is already clear that the super specialists would be contracted for a period of three years instead of one year, the department has added several provisions for increasing their accountability. According to the new terms, the super specialists would have to discharge emergency duty and a separate register would be kept for their attendance.

Initially, a total of 50 posts were created for the appointment of super specialists. But shortage of manpower forced the Health Department to restrict it to 13. In Uttarakhand, there are a total of 13 posts of super specialist. Out of these six posts are meant for Doon Hospital. The specialists comprise nephrologist DM (one post), neuro surgeon, MCH (one post), neuro physcician (DM) one post, plastic surgeon, MCH (five posts), gastroenterologist, DM (two posts), endocrinologist, DM (two posts), urologist (one post).

Training in efficient use of wood ends

A five-day short-term training course on “Finger jointing for efficient wood utilisation” held at Forest Research Institute concluded here today.

Eight participants of various levels from Naval Dockyard, Mumbai, took part in this programme. During this training, Dr Sadhna Tripathi, Head, Forest Products Division, informed the participants about the recent research developments of the division.

Dr Tripathi impressed upon the trainees about the indirect contribution of this technique to the conservation of forests through reducing wood wastage in saw mills and wood workshops by adopting finger jointing.

He elaborated on the possibilities of adopting this technique in the manufacture of various parts of daily furniture like chair and table. Besides this, other scientists and research staff of the division discussed with the trainees about other aspects like the adhesive used, the level of seasoning, original strength aspects of the wood used and the role of chemical used for preservation in providing strength to the finger joint.

The possibility of making stronger sections out of the ‘not so strong’ mango wood through finger jointing was also discussed with the trainees.

Director, Forest Research Institute, Dr PP Bhojvaid asked the trainees to use the techniques learnt during the course in their future works. He handed over the certificates to the participants.

2 books on forest sector released

The Indian Council of Forestry Research and Education (ICFRE) books, "Forest Biodiversity in India" and “Forest Sector Report India 2010,” were released by Jayanthi Natarajan, Union Minister of State for Environment and Forests during the Eleventh Conference of Parties (COP-11) meeting in Hyderabad today.

To provide insight into the unique treasure of India's forest biodiversity, a coffee table book "Forest Biodiversity in India" presents a spectacular visual work and successfully highlights the message of biodiversity conservation for the human well-being.

It also looks beyond the data to understand the human expectations, demands and contributions to conserve, protect and nurture the treasure of biodiversity. This coffee table book comprises 12 chapters and is an effort to bring out the different facets of the Indian Forest Biodiversity. This coffee table book is first of its kind in India in the field of forest biodiversity depicting various dimensions through photographs and will be of tremendous value to the readers in understanding the unique heritage of the country.

The book has been written in easy-to-understand language on the complex biological features of the country and was published with the financial support from the National Biodiversity Authority, Chennai.

In addition to the book, "Forest Sector Report India 2010", prepared by the ICFRE on behalf of the Ministry of Environment and Forests, was also released.

The report gives details of the forestry sector activities like investment in the forestry sector, international conventions related to the sector, the National Afforestation Programme, use of modern technology like GIS in the forest management, contribution of the forests to the Indian economy, development of non-timber forest resources, management of human resources.

Dr VK Bahuguna, Director General, ICFRE, was also present on the ocassion.

BJP agitation will continue till Cong govt falls: Chuphal

BJP state chief Bishen Singh Chuphal said today that the nationwide agitation started by the party against corruption from October 17 would last till the resignation or ousting of the Congress government led by Prime Minister Manmohan Singh at the Centre.

Chuphal, who has started his party’s pre-announced programme at his constituency of Didihat, said the prices had gone up in the country due to corruption by Congress ministers.

Answering a question on the Vijay Bahuguna government’s performance in the past seven months, the BJP chief said the state government had not only failed to approve new development projects, but it had also demoralised the old works that were sanctioned by the BJP government. “It has resulted in the crisis of flow of currency in the interior areas of the state,” said the BJP chief.

He visited the interior parts of Jamtari, Chrandev and Pipli of his Assembly constituency that are situated at the Indo-Nepal border today. While addressing the people, he said inflation in the country was due to corruption in the country. “Even in the interior parts of the country, people are fed up with the Congress rule at the Centre,” he claimed.

The BJP chief assured the villagers that if the BJP returned to power in the next election, it would plead with the Supreme Court to leave the lower area of the Askot Musk Deer Sanctuary from the sanctuary laws on the ground that musk deer was found at the height of 9,000 ft and above.

He predicted that the Bahuguna government in the state would fall on its own. “We need not do much to push this government as it has already developed a tendency to lead towards its downfall.”

CD on Dakshin Kali Temple

In sync with the ongoing pious Navratri festival, a compact disc was released today on the revered ancient shrine of Shri Dakshin Kali Temple in Haridwar, situated on the foothills of the famous shrine of Shri Chandi Devi.

Releasing the CD titled ‘Dakshin Maam Kali ki Chauki’ featuring noted devotional singler Aadesh Parashar, Dakshin Kali Peethadeeshwar Swami Kailashanand Brahamchari said that to spread devotional and religious messages, compact discs come handy as these easily disseminate religious messages to the listeners.

Heading the release function on the temple premises, Naya Akhada Mahant Bhagar Ram said references of Shri Dakshin Kali Temple is inscribed in religious scriptures, which point to the religious relevance of this shrine since ages.

The religious CD is produced by AP Film Productions and comprises six devotional songs based on Maa Durga.

Mahant Someshwaranand Brahamchari, IIMT group chairman Yogesh Mohan Gupta, S. Pandey, Shambhu Sharan Singh, Gyan Chand Sharma,Taramani Sharma, Dhruv Chand Shukla and Sanjay Patil were among others present at the function.

Academy celebrates prize distribution day

Raja Rammohan Roy Academy celebrated its annual prize distribution day today.

The chief guest, director, Forest Research Institute, Dr Padam Prakash Bhojvaid, lauded the performance of students and exhorted them to excel in every sphere of life.

Bhojvaid said it was a proud movement for him to be in the academy as he affectionately remembered Raja Rammohan Roy whose name the academy carries. He advised the students to learn lessons to get good marks and at the same time keep in mind that the extra-curricular activities were also important to get good jobs in modern world. He also gave away awards to the students for achievements in curricular, co-curricular and sports activities.

Earlier, officiating principal Dr Preeti Saxena welcomed the guests. She also read out the annual report. Activity captain Komal Sajwan delivered a welcome speech which was followed by a Kathak dance portraying the Bhav Nritya.

The gold medal for ISC toppers for the science stream was awarded to Akshay Bhatia, for the commerce stream awards were given to Prachi Mittal and Rachit Raj Lath and for the humanities stream award was given to Nikhit Parveen.

Poonam Bhojvaid and other dignitaries were also present.

Water level in Kali river falls to record low

The water level in the Kali river flowing on the Nepal border has gone record low compared to last year. The situation is being attributed to lack of water in its tributaries due to insufficient rain this year.

According to sources in the Central Water Commission, the water level in the Kali, which was 442.39 cubic metre per second during October last year, has fallen to 390.8 cubic metre this month. “The situation has arisen due to delayed monsoon and subsequent less recharge of local water sources that feed the tributaries of the Kali,” says Durga Singh Mehta, a Central Water Commission officer.

The sources say several rivers, including the Dhauli, the Gori, the Saryu and the Ram Ganga, fall into the Kali giving it the name of Sharda in the plains. Besides these main rivers, small tributaries, mostly fed by watershed basins, have also witnessed less flow this year even after the monsoon. “The rainfall, which is generally around 1,600 mm from January to October every year, has been only 984 mm this year. The less rainfall has resulted in drying up of most of the natural sources water of which fall into these small rivers that ultimately merge with the Kali,” said Mehta.

“If sufficient rain does not occur during the winter this year, the water level in the river could fall to record low,” said the officer.

Training camp for NCC cadets

A training camp is being held for NCC cadets at District Education and Training Institute in Roorkee today.

The Army mode of training is also being given to cadets, including arms training, tactical war training and disaster management. The major focus of the camp is on discipline and all-round development of the cadets.

Under the guidance of group commander Brig TC Uniyal, the camp entered its ninth training day today.

Col DC Shukla, Col LP Gairola and camp commandant Col Shailesh Nanda monitored the camps proceedings.

Ashish, a cadet, said the training camp had been a learning experience for him.
