Traders Protest cap on LPG
Srinagar, October 8 Kashmir Traders’ United Front (KTUF), which is leading the protests against the LPG cap in the Valley, had already given a call for a three-day agitation. Shouting slogans against the Central and the state government, the protesters took out a march from the Court Road to the Residency Road. They demanded that the Central Government should terminate the order, which puts a cap on the number of subsidised cooking gas cylinders per family per year to six. KTUF president Mohammad Sadiq Bakaal said the Central Government should take its order back on the subsidised cooking gas cylinders. “We have a very different topography and climate. Here, winters are very harsh and six cylinders just won’t do. The government must increase the limit of the subsidised LPG cylinders to 12,” he said. The KTUF president said the paperwork required for issuance of LPG cylinders, as ordered by the government, should be ended at the earliest because most of the papers needed by the gas agencies had been lost during ‘turmoil’ in the past 20 years when ‘thousands of houses and properties were burnt’. “It is not only difficult but impossible to find documents,” Bakaal said. The protesters, who planned to move towards the residence of Chief Minister Oman Abdullah on the Gupkar Roak, were stopped by a large posse of policemen when they reached the Press Colony. Later, a delegation of the protesters was allowed to go to the residence of the Chief Minister to handover a memorandum of demands to him. At the Chief Minister’s residence, the delegation met Minister of State for Home Nasir Aslam Wani and Chief Minister’s advisor Mubarak Gul, who assured them that their demands would be looked into within next two days, said Ghulam Ahmad, general secretary, KTUF. Ahmad said the delegation refused to handover the memorandum to Wani and Gul as it was meant for the Chief Minister, who was not available at his residence. The KTUF general secretary said leaders of various organisations would hold a meeting to decide the venue for the second day of the protest which would be held on Tuesday. The decision to limit the number of subsidised LPG cylinders to six and the compulsory paperwork has in the past week triggered several protests, including by a leading opposition party. |

Cooking gas crisis in Baramullah
Baramulla, October 8 Besides, the government inaction on this front has given rise to a chaos, as the markets checking squads of CAPD (Consumer Affairs and Public Distribution Department) are nowhere in the sight. The LPG dealers have cited the pending verification process as one of the reasons for stopping the supply of the LPG cylinders to the consumers. The dealers are currently busy in verifying the gas connections across the state following the decision by the Central government on September 14 to fix the number of subsidised LPG cylinders to six per family annually. At many places in the north Kashmir towns like Baramulla and Sopore, consumers could be seen in long queues outside the offices of the gas dealers. While many of them were in the queues waiting to get their documents verified, majority of the consumers were enquiring with the gas dealers about the supply of the LPG cylinders. “I have been enquiring about the LPG supply for past many days and I am told that the supply of the cylinders will resume once the verification process is over,” said Bashir Ahmad, a consumer who was waiting outside the office of Bombay Hi Gas agency, which supplies the LPG cylinders of Hindustan Petroleum to majority of the homes in the north Kashmir. “Why should we wait till the gas dealers complete their verification process? To avoid crisis they should supply the LPG cylinders and resume home delivery in the meantime,” said Javed Ahmad, who was also waiting outside office of a gas dealer in Baramulla for his turn to complete the verification process. A consumer said the gas dealers were creating artificial crisis by resorting to hoarding so that they could avail benefits from black marketing later on. “The government should form checking squads and look for the filled LPG cylinders in the godowns of these LPG dealers. I myself bought the cylinder from one such goodown,” said another consumer at Baramulla. MLA Langate Engineer Rasheed today refused to acknowledge that he was an Indian. During the Assembly proceedings, Rasheed said Kashmir was a “disputed” and that the issue be resolved as per the UN resolutions. Despite being asked by Speaker Mohammad Akbar Lone and MLA Gurez Nazir Gurezi if he was not an Indian citizen, MLA Langate avoided a direct answer. “Kashmir is disputed”, I do not accept the Indian constitution,” he said in response. A few MLAs even demanded that Rasheed’s remarks be expunged from the records. While the Speaker did not agree to the demand, he reminded Rasheed the oath he had taken as an MLA. Parliamentary Affairs Minister Ali Mohammad Sagar said Rasheed was “playing to the gallery” as he often made controversial statements to “remain in the news”. MLA Langate then walked out of the House while daring Sagar to hold plebiscite for the resolution of Kashmir issue. As many as 2,123 families are homeless in the state at present. This was said by Deputy Chief Minister Tara Chand in a written reply to a question by Councillor Bashir Ahmad Veeri. Kupwara, October 8 Students said, “They feel cold during winters and sweat due to intense heat wave conditions during the months of June, July and August.” “Since we sit on thin mats spread on the ground inside the tin sheds, we are feeling cold for the past two weeks,” said the students. Students from far off areas, including Doolipora, Hundi, Kabamarg, Laderwan and Awoora are enrolled in the school. The institute also does not have a science laboratory. Science students said they were unable to take important practical classes as the existing laboratory was ill-maintained and lacked equipment. “The practical work is being affected in the absence of a proper science laboratory. The practicals carry 40 per cent marks in the science subjects. The existing laboratory, housed in a small room, lacks necessary equipment and lighting,” said Suhail Ahmad, a student of Class XII. Teachers are equally concerned about the accommodation problem and demanded that the additional rooms be made functional at the earliest. “Higher authorities are in the know of the accommodation problem but have done nothing to complete the construction work of additional classrooms,” said Mohd Afzal, a teacher. The new building having four additional classrooms has not been put to use for want of windows and doors. Around 80 per cent of the construction work on the additional classrooms has been completed over the past four years. The school established in 1958 as a primary school and was finally upgraded to higher secondary school in 1986. Locals said the Director, School Education, Kashmir, last month visited the school and assured that the additional accommodation would be made available. District Education Planning Officer, Kupwara, Gulzar Ahmad said the school would be provided accommodation under the Rashtriya Madmik Shiksaha Abhiyan scheme. |

Residents of north Kashmir face power crisis
Kupwara, October 8 Kupwara Deputy Commissioner Sarmad Hafeez told The Tribune that he had directed the Executive Engineer of the power division, Kupwara, to take necessary steps to restore power supply to the affected areas and other areas facing darkness due to faulty transformers. The worst suffers were the students, who were preparing for their college examinations. “Barring candles, no source of lighting is available to us. Neither LPG and nor kerosene oil is available at depots. We have not seen electricity during night hours since Wednesday,” said a BA-II student. A delegation from villages, including Ticker, Ganie Mohalla Sogam, Kalaroose, Marhama Gujjar Pati and Andurgbugh, said they were facing the electricity problem due to faulty transformers. Residents of Bakiahar Handwara, 14 km from Handwara town, said their transformer developed a snag on Friday and no one had come take it for repair since then. “We are made to pay the bills in time but are deprived of the power for the past over a week. If the power is not restored at the earliest, we will not pay the dues of the entire October month,” said angry consumers. They threatened to take to streets if the power supply was not restored at the earliest. Many mobile users were seen charging their mobile phones in Kupwara town with generators. “I paid Rs 10 for charging my mobile phone for about half an hour at a shop on the Jamia Road, Kupwara. We are without power since Wednesday,” Bilal Ahad of Warnow Lolab said. Shop owners and compute operators said their business was affected due to the erratic power supply and there was no kerosene oil available at depots. Reports from Rafiabad, Baramulla, stated that there many areas were facing unscheduled power cuts for past the several days. “The power supply becomes very erratic during night hours. The electricity is not supplied according to the schedule,” said a resident of Rafiabad. The striking PDD employees, including workshop mechanics and linesmen, have been demanding the continuation of remuneration for three Sundays in a month besides fulfillment of a few other demands. |

Killing of elderly woman: Village remains shut for the third day
Anantnag, October 8 Reports said the area remained calm; however, all the commercial establishments as well as schools remained closed as a mark of protest against the killing of 65-year-old Mukhti Begu, wife of Sulaiman Naikoo. Meanwhile, former Education Minister Peerzada Muhammad Sayeed, Anantnag Deputy Commissioner Farooq Ahmad Shah and Deputy Inspector General of Police, South Kashmir Range, Vijay Kumar visited the village yesterday to take stock of the situation. “Although the officials have assured us that the culprits will be brought to the book; however, no proper FIR has been registered into the case so far,” said a village elderly. He said the policemen should be booked under the murder charge. Pertinently, some policemen along with a civilian had raided the house of Sulaiman Naikoo at Ahlaan Gadool village and had allegedly beaten his wife to death after an argument. “The police told the family that they have received information that the family is involved into some illegal trade and have come to seize the material,” the locals said. They said, according to family members, the police started beating them and injured Sulaiman Naikoo’s wife, killing her on spot. Earlier, the three policemen and the son-in-law of the deceased had been arrested and a case had been registered. The police, in a press note, had stated that the policemen who raided the victim’s house had planted a precious natural herb outside their house. “A departmental inquiry has been initiated into the case by Anantnag Senior Superintendent of Police RK Jalla,” the press note read. |

Poonch, October 8 He said the Information Commission wanted to implement the Act in letter and spirit but with the limited number of members and without the required staff it was unable to do so. He said the state government was committed to create 17 posts in the Commission against the demand for 70 posts but even after a gap of one-and-half-year, no appointment was made. 7th anniversary of 2005 earthquake observed
Srinagar, October 8 “On the 7th anniversary of the earthquake, a meeting was held under the chairmanship of Divisional Commissioner Kashmir Asgar Hassan Samoon in which it was emphasised upon all deputy commissioners and head of departments to ensure that disaster resistant measures are incorporated in all development activities,” said an official spokesman. The divisional commissioner paid tributes to the persons who lost their lives and properties in the October 8, 2005, earthquake which had a magnitude of 7.6 on the Richter scale. Extensive damage was caused in the north Kashmir town of Uri and Tangdhar as hundreds of people lost their lives. “Instructions were given to the chief engineers of engineering departments to ensure that only earthquake resistant structures are constructed,” said the spokesperson. He said, “People in general were also appealed not to undertake constructions without incorporating disaster resistant measures for their own safety.” |

Court may pronounce verdict in cop’s murder case today
Kupwara, October 8 Constable Abdul Gaffar Mir, a resident of Badugh
Kralgund, was killed by gunmen on September 6, 2006. A case under Section 302 of 7/25 Arms Act was registered in the Kralgund police station. During the investigations, the police arrested the accused persons and a challan was presented in the Sessions court on August 22, 2008. The final hearing was held on Saturday and the court found the accused guilty of murdering the constable. |

Srinagar, October 8 The Governor while interacting with a group of the office bearers of the Meezan Publishers said the availability of the state’s constitution in Urdu would enable a large number of interested persons to get acquainted with the citizen’s rights and duties. Meanwhile, members of the state legislative council Ravinder Sharma and Jahangir Hussain Mir called on the Governor. “The members of the state legislative council discussed with the Governor various problems and issues related to the speedy development of Rajouri and Poonch districts in Jammu region,” said an official. |

Teenaged girl, man attempt suicide
Srinagar, October 8 The girl was shifted to the District Hospital, Anantnag, where she was being treated, the spokesman said. In another case, 35-year-old Mohammad Tayob Khan, a resident of Wantrag village in the district, consumed a poisonous substance at his home. He was shifted to SMHS Hospital in the city, the spokesman said. There has been a sharp increase in suicide bids in the Kashmir valley over the last few years. Experts have for many years warned of growing stress levels among residents in the valley. |

Srinagar, October 8 He said two seven-year-old boys were injured in a road accident in central Kashmir’s Ganderbal district. Owais Ahmad Bhat and Aqib Ahmad Wai, both aged 7 and residents of Eightkhuroo village, were hit by a vehicle near Rabitaar in Ganderbal district. An Uttar Pradesh resident, identified as 23-year-old Sajad Ahmad Halwai, was injured when his car was hit by a bus. In another accident, a man was injured in the city when his two-wheeler skidded off the road near the Boulevard Road, he said. |

Jammu, October 8 The trials will be held to select the state team for the upcoming 35th Sub-Junior National Volleyball Championship to be held at Kereem Nagar in Andhra Pradesh from November 19 to 25. The players born on or after January 1, 1997 are eligible to participate in the trials. The selected team will attend a coaching camp from November 1 to 17 at the stadium in both morning and evening sessions. Governor mourns death of Kargil’s religious leader
Srinagar, October 8 Expressing solidarity with the bereaved family and Sheikh’s followers, the Governor of J&K, NN Vohra, recalled his long discussions with this scholar in 2004 and expressed sympathy with the bereaved family. He prayed for eternal peace to the departed soul. Sheikh, who was also the president of Islamia School Kargil, died on Saturday in Kargil after prolonged illness. He was 76. |
