New software being developed for MC
Jalandhar, October 3 The software will act as a calculator and take into account various factors, including usage, type, structure, occupancy, age of building etc multiplying the same with unit value in per sq m of different areas fixed by the value determining committee at local levels. The issues were clarified during a training session for EOs of 28 committees at the Municipal Corporation Jalandhar office today. Retired EO and resource person for the project BR Gupta discussed all issues on the matter. As per the details divulged today, the unit value of each area will be calculated in per sq m depending on the rental value of the area, cost of land (primarily on the basis of collector rate) and cost of construction. It will be fixed by committees to be headed by the respective Deputy Commissioners. The members will include area MP or his nominee, area MLA or his nominee, Deputy Director Local Bodies, president or vice-president of ULB and EO of Committee. The unit value will be revised after every five years. There will be same unit value of any area irrespective of whether it is residential or commercial. Five per cent of the unit value will be taken for residential buildings as base charge, 20 per cent of value for malls and five-star hotels and 15 per cent for other types of properties. The age factor for buildings would be calculated slab-wise. All those properties which were constructed less than 10 years ago would pay 1 per cent tax, those between 10 to 20 year old will pay 0.9 per cent, 20 to 30 year old properties at 0.8 per cent, 30 to 40 year old properties at 0.7 per cent, 40 to 50 year old properties at 0.6 per cent and above 50 years at 0.5 per cent. The usage factor would be calculated at 1 per cent for residential, 1.5 per cent for government offices and government educational institutions, 2 per cent for industrial properties, private hospitals, nursing homes and private educational institutions, 4 per cent for two-star hotels and commercial properties, 5 per cent for shopping malls and three and four star hotel properties and 10 per cent for five-star hotels. Structure factor would be calculated at 1 per cent for concrete, 0.75 for semi concrete or 0.5 per cent for kutcha buildings. Tax would be calculated at 0.25 per cent for vacant land and one per cent for fully covered buildings (with more than one-fourth area constructed). For independent houses, multiplication factor would be one while for flats it will be 0.75 per cent. Highlights

Three electrocuted to death in Shahkot
Shahkot, October 3 Sources said the duo was to install a power connection from a pole near the truck union and the moment they were shifting the pole to the desired site, it accidentally came in contact with the high-tension wires and got electrocuted, adding that the duo was immediately rushed to a nearby
private hospital where doctors declared them brought dead. In the second incident, a migrant labourer was electrocuted to death while he was engaged in marble-cutting work at a house in Nawa Pind Akalia village near here on last evening. The deceased was identified as Kishore Yadav, a native of Bihar. The victim’s kin Pappu Yadav said Kishore got electrocuted while he was engaging in marbel-cutting work, when an electric cutter came in contact with naked wires. The victim was taken to the nearby hospital, but he was declared brought dead by doctors. SHO Prem Kumar said the police had not
received any complaint from the victim’s kin for any investigation, hence inquest proceedings under Section 174 of CrPc were initiated. |

Jalandhar, October 3 Startling revelations came to light as Deputy Commissioner-cum-Chief Administrator JDA Priyank Bharti and Additional Chief Administrator JDA Sarojini Gautam Sharda heard the palace owners. District Town Planner Manjit Singh, tehsildar Jalandhar-2 Aman Pal Singh and officials from the fire department, forest department and PowerComm were there to check various documents, permissions and NOCs. The owner of Sapra Palace did not even have an electricity connection and deposed that he was operating it on generators and that too without any permission of the PowerComm department. He, however, had taken permission for fire safety just yesterday. A 3-acre Nanda Farms on Jandu Singha Road that got opened in April 2012 has come up without any CLU or due permission from the JDA or District Town Planner. The owner of Kartar Palace came without documents. He said that since he had just read about the exercise in newspapers and had not got any separate notice, he did not know what papers he should be getting. The owner of Bhim Ji Palace in Deep Nagar Jalandhar Cantonment said he was in the possession of due permissions from the fire department, PowerComm and the excise department. The officials decided to check his palace for other required provisions, including public convenience and safety. The owner of Ghuman Palace near Mehatpur was asked to approach EO Shahkot who had additional charge of the newly formed committee in Mehatpur. The owners of all palaces were asked to express their willingness in writing as to whether they wanted to get their premises regularised by getting the due approvals. The palace owners had a common question as to what policy had been formed for them, to which Bharti replied that the exercise was just to check documents and the policy would be formed in due course as per the orders of the Punjab and Haryana
High Court or departmental orders. Meeting called Following the intervention of the administration regarding the checking of their legality, an association of the marriage palace owners that has remained dormant for long, has all of a sudden become active. President of the association Ranbir Singh Tutt, who owns two palaces, said a meeting of the owners had been convened for Friday at Hollyhock Gardens to decide their course of action. The association reportedly has nearly 60 of 157 palaces registered with it. |
Encroachments on footpath cause inconvenience
Jalandhar, October 3 Automobile dealers have dumped various parts of old cars on the footpath, parking lot and a portion of the adjacent road, causing a lot of inconvenience to the public. Ram Avtar, who goes daily on foot from a locality near the Ladowali road to a shop near Pratap Bagh, says he and other pedestrians face a lot of inconvenience between Alaska Chowk and Ladowali Chowk due to encroachments by the junk dealers. The authorities concerned should work in the direction to make the footpaths on this road encroachment-free so that pedestrians do not face any problem while walking on this road. A motorist Sangat Singh expressed surprise that the automobile junk dealers had encroached
upon the parking lot and a portion of the road located near the DAC complex and no government authority was making this road free of encroachments for the convenience of the road users. Mayor Sunil Jyoti said he would not allow anything which was illegal to continue. First, a request would be made to the automobile junk dealers to remove the encroachments on their own. If they failed to do so within a stipulated time, the MCJ would not hesitate to take appropriate action against them, he added. |
Dist authorities fail to implement Centre’s guidelines on special children
Jalandhar, October 3 The National Trust Act, 1999, states that it is necessary to implement these guidelines across districts by the respective local level committees. But so far, Jalandhar’s performance has been extremely poor on this front. So much so that there are even examples of parents who had to get health cards for their special children made from Ludhiana because the Jalandhar staff was "unresponsive" and "unaware" of the scheme. The district authorities are seemingly oblivious to the needs and schemes of special children. As The Tribune found out, there seems to be a total lack of coordination in the district machinery regarding the implementation of these schemes. After the delegation’s request in May, the DC ordered the implementation of these schemes and within days, applications began pouring in, giving a ray of hope to both parents and activists. Five months on, the hopes of all have been dashed. Till date, not a single one of these applications has been accepted (reportedly, some have even been returned) and the parents who were earlier trying for the said benefits have given up. The schemes
As per the guidelines of the National Trust (for the welfare of persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities) which works under the Union Ministry of Social Justice and Empowerment; every district is supposed to have a Local Level Committee (LLC) which takes care that the schemes for children falling under the four aforementioned categories are regularly implemented. The schemes include the Nirmaya Health Insurance Scheme - under which special children are entitled to medical treatment up to Rs 1 lakh per year by the government. The other issue is allocation of guardianship for special children (which involves a special procedure different than other children and for which the DC is the certifying authority) as per which, parents of a special child entrust a trusted guardian for their child who shall take care of him/her after the parents’ demise. The National Trust has a plethora of other guidelines and grant allocations regarding the special children and the working of the LLC but so far even the basic work hasn’t been started. On the DC’s immediate instructions, the local Prayas School authorities were entrusted with the task of accepting applications for the Nirmaya Health Scheme (NHS). Sources say though many parents have applied for the Nirmaya Scheme, none of the applications have been furthered to the National Trust by the local authorities so far. Talking to The Tribune, Amarjit Singh Anand, a social activist and president of the local Chanan Association for mentally retarded children, said, “We have been stressing on the implementation of the schemes. Parents had started submitting applications and that had brought a ray of hope for us, but things are back to square one yet again. The applications accepted have been returned and not one of the requests from Jalandhar has actually made it to the National Trust.” “The applications have to be submitted to the National Trust though online IDs created by the LLC. But so far no ID has been created and thus, no submission of online forms has been made,” Anand added. “Although, it clearly seems that the Prayas School authorities themselves haven’t made any submissions, reportedly, some parents were told that the district wasn’t getting any money for the schemes from the National Trust,” Anand added. Although sources claim some guardianship applications have also been submitted, the DC’s office claims they have no application for guardianship lying pending with them presently. Though the LLC has only four members (one of them the DC), both the DC and the DSSO claim that they do not remember who the members of the LLC are. Parentspeak
A parent of a special child in the district said, “I was getting my son treated from the Sir Gangaram Hospital at Delhi, from where I got information about the National Trust. I visited it and they told us all about the various schemes for MR
and other children. They told us about the district LLCs. But back at home, all my efforts to get a health card under the Nirmaya Health Insurance Scheme were thwarted. The Parayas school authorities don’t know about the scheme nor were they willing to cooperate.” “But I needed the money, since we are financially poor. So I took my request to a local activist, who then submitted a request to the Ludhiana NGO responsible for the National Trust schemes. I got my card made from there,” she added. Prayas in denial mode
Jagdish Khera Joint Secretary of the Hospital Welfare Section of Red Cross and Prayas School, interestingly, said parents are no more interested in the scheme. “Initially, parents had called us but gradually no one showed interest. Many had even filled Rs 1,500 drafts but there was no clarity regarding where to deposit these drafts. Five to seven parents had applied for the scheme and made drafts but gradually all of them backed out when the scheme didn’t work. Now we don’t get any applications,” she said. Ranjana Bansal, honoraray secretary of the Hospital Welfare Section and the Prayas School said since she was out of the country and just returned about 20 days ago, she don’t know much about the scheme. Satish Kapoor, District Social Security Officer, Jalandhar, said, “The applications can only be implemented if someone comes to us with them. We have not been approached by any of the parents or members of the Prayas School. If they do, we will gladly grant them the benefits of the said scheme.” Deputy Commissioner Priyank Bharti said, “Right now we do not have any applications of guardianship lying with us.” Speaking on the lax attitude of the district authorities regarding the implementation of the various schemes as per the National Trust guidelines, the DC said, “I will look into the matter and the progress of the scheme will be reviewed properly.” |

Jalandhar, October 3 The voters have been asked to submit their claims for addition, deletion
or amendment of their votes through forms available online on www.ceopunjab.nic.in or the office of BLOs. As per a release from the election office, the current voter lists would be on display in the offices of gram panchayats, Deputy Director Local Bodies office and Resident Welfare Association offices on October 6 and 9. The claims would be received in the offices of the BLOs of respective booths on October 7, 14 and 21 (all Sundays) from 9 am to 5 pm. The department has issued directions that the BLOs would sit in their polling stations only to receive the claims or objections and not in the office of any political leader, house or any other common place. Since most BLO offices are schools or colleges, the heads have been asked to keep the institutes open on the three dates and ensure the provision of furniture for BLOs and agents of political parties (if any). |

Jalandhar, October 3 Station House Officer Cantonment police station Ram Pal said the police was informed by some passers-by who noticed the body lying inside the bushes on the road. The police said the condition of the body showed that the deceased might have been lying in the roadside shrubs for the past two weeks. Eye witnesses told the police that the body seemed to be of a beggar and many a time, they had noticed him roaming at the Cantonment police station. |

Jalandhar, October 3 The victims, Madan Lal and his wife Kaushlya Devi, alleged that this afternoon, when they were sitting in their courtyard, three unknown youths suddenly entered into their house and pounced on them. The moment they asked them for their identity, the youths forcibly snatched their gold bracelet, gold earrings and a mobile phone. The victims said they could not recognise the miscreants as their eyesight was weak. One of neighbours, after noticing the incident, informed the police control room. A PCR team reached the spot.
