Biting fact: 94 dengue cases so far
Ludhiana, September 28 The state has witnessed two deaths due to swine flu and three due to dengue this year. While both patients suffering from swine flu were from Ludhiana, those who lost their lives to dengue belonged to Kapurthala, Sangrur and Muktsar. Dr Dipak Bhatia, project programme officer and project coordinator, Integrated Disease Surveillance Project, Punjab, said: “The state received its first swine flu patient in 2009 from Jalandhar. But cases are now being reported from almost all districts, particularly Jalandhar and Ludhiana. We are taking preventive measures and have issued instructions to the civil surgeons of all districts to send the samples for testing to the Virology Laboratory at the PGI, Chandigarh. These tests can also be conducted at the National Centre for Disease Control, Delhi, and Religare Laboratory. “We also urge the public to get these tests done through the health department, as these are conducted free of cost. If a patient tests positive, we take corrective steps and start prophylactic (precautionary) treatment to contain the infection,” he said. Dr Bhatia said Temiflu tablet was administered twice a day for five days to patients suffering from swine flu. The attendants and close relatives of the patients were given prophylactic treatment i.e. one Temiflu tablet daily for 10 days. Dr Gagandeep Singh, State Epidemiologist, said: “It’s an ideal time for the spread of swine flu and dengue. Dengue cases keep pouring in till the end of November. This year, we have received 159 samples of suspected patients, out of which 94 have tested positive for dengue. Of these, 44 are from Ludhiana district, nine from Mohali, eight from Jalandhar, six and five from Gurdaspur and Bathinda, respectively.” “Awareness is being raised to contain the disease in Ludhiana district. Last year, 600 cases of dengue were reported in the district till September, but only 94 cases have been reported this year.” Punjab is the first state to constitute district and state-level committees to review dengue deaths. The MAC ELIZA test is done free of cost in 15 districts, barring Tarn Taran, Nawanshahr, Ropar, Muktsar and Barnala. |
Jalandhar in grip of viral fever
Jalandhar, September 28 Around 200 viral fever patients were reported at the Civil Hospital. Of these, IG MAC ELIZA tests (meant to test dengue) were carried out on around 40 dengue suspects. The number may go up if the viral fever cases that have remained unreported are also taken into account. While eight persons tested positive for the disease in the district, two of them died. Five of the cases were reported from the rural areas. The two patients who died were from Phillaur and Dolike village in Adampur. The remaining five were from Beerbansian village in Jandiala, Gannan Pind in Phillaur, Paddi Jagir in Phillaur, Mithu Basti and Basti Nau in Jalandhar. The hospital authorities said while another dengue case was reported from Kangnial village, it could not be traced. Contrary to the claims of the Civil Hospital authorities, the premises remains dotted with stagnating water. The state of hygiene across many city areas also leaves much to be desired. Basti areas, Gandhi Camp, Bhargo Camp are among the worst-hit areas. Dr RL Bassan, Civil Surgeon, said: “We have been conducting regular surveys in the city and its peripheries, raising awareness and carrying out fumigation. Another survey will be conducted shortly to prevent dengue.” |

Lack of sanitation poses threat
Ferozepur, September 28 Health officials said dengue larvae had been found at several places, including areas with high population density like Housing Board Colony and Udham Singh Chowk in the city. Sources said besides the confirmed cases in the district, several patients suffering from the disease had been shifted to hospitals in Ludhiana and Faridkot. Sources said the government had failed to release funds for the launch of an awareness drive besides adopting preventive measures against malaria and dengue. Residents alleged that the municipal authorities had failed to ensure proper cleanliness and sanitation in the city. Piles of garbage and overflowing sewerage were posing a serious threat to the health of the residents. |

Amarinder lambasts police for not tracing abducted girl
Chandigarh, September 28 In a statement issued here today, Capt Amarinder while expressing solidarity with the parents of the victim, said it was tragic that the parents of the abducted girl had to undergo such trauma while police and administration were sleeping. Supporting the protest and the bandh called by the local residents against the police’s callous attitude in finding the criminals, he said, the people had no other way to express their anger.

Govt hospitals not admitting HIV+ mothers
Chandigarh, September 28 Many HIV positive mothers, who were denied admission to government hospitals during the delivery of their child, have complained to the Punjab State AIDS Control Society. An official communication from the desk of the project director of the society, Raji P Shrivastava, said, “The office is receiving complaints from HIV positive pregnant women, who have been refused delivery services by the hospital staff and were being treated disrespectfully. Moreover, the status of pregnant women is being made public, which is against the national guidelines to maintain confidentiality of HIV positive persons.” A relevant case was reported from Government Hospital, Ropar, recently, where an HIV positive mother was allegedly denied admission. The woman went to a private hospital instead and delivered her baby. The case highlighted the staff’s insensitive approach towards HIV positive expectant mothers in government hospitals. As a senior doctor, requesting anonymity said, “There can be no excuse for refusing admission to an HIV positive mother. Besides being unprofessional, it is also inhuman.” The communication of the director read that “any specific complaint on the issue would be thoroughly investigated and the responsibility of guilty officers will be fixed”. Guilty doctors were also liable to face strict disciplinary action, it added. Why govt hospitals?
The Punjab State AIDS Control Society is running Integrated Counselling and Testing Centres (ICTC) at different hospitals to prevent transmission of the HIV virus from parent to child. Besides identifying HIV positive pregnant women, the centres administer prophylactic medicine to the newborn within 72 hours of birth in order to prevent transmission of the infection from mother to child. A prophylactic is a preventive medication. It is therefore considered very important that an HIV positive mother delivers her child at a government hospital. Guv urged to ensure fair probe against Valtoha
Chandigarh, September 28 A disproportionate assets case was registered against Valtoha during the Congress regime in 2003. Gurchet Bhullar was then a Cabinet minister. In a representation to the Governor, Bhullar has claimed that the Vigilance department is trying to save Valtoha and even presenting different facts following a “reinvestigation”. He said the department had registered a case against Valtoha for spending Rs 45 lakh more than his known sources of income during 1997-2002 when he was a member of the Punjab Subordinate Service Selection Board (PSSSB). Following an inquiry, the Vigilance department had established that Valtoha had spent Rs 63 lakh, while his family’s income was Rs 17 lakh. Bhullar said it was ironical that the same officer - Surinderpal Singh - who had registered a case against Valtoha, had gone back on its earlier investigation. Bhullar said Valtoha had filed a reinvestigation plea before the Vigilance bureau, which during a supplementary challan presented before a Mohali court in April, came out with new figures of both the expenditure and income incurred by Valtoha during 1997-2002. The Congress leader said the supplementary challan showed an expenditure of just Rs 17 lakh against the actual family income of Rs 26 lakh. He urged the Governor to direct the Vigilance bureau to reinvestigate the matter in a fair manner. Valtoha has claimed that he has been booked out of vendetta. |

Power company ordered to sign fuel supply pact
Patiala, September 28 While hearing a petition filed by Punjab State Power Corporation Limited (PSPCL), the commission, in its orders yesterday, asked the PSPCL to extend cooperation to the TSPL with regard to the signing of the agreement. The commissioning of the first unit (660 MW) of the thermal plant was scheduled for November 30, which had now been extended to April 13 next year. While the developer had been maintaining that the project was being delayed due to the non-signing of the agreement, the fact remained that the work on various electrical and civil jobs had been running behind schedule. The PSERC order reads: “In the opinion of the commission, the FSA is required to be signed between the TSPL and the MCL and it is one of the critical links in the chain for timely execution of the power project.” Though the TSPL had stated before the commission that Coal India Limited’s subsidiaries had circulated the model FSA with certain changes, pertaining to the supply of domestic and imported coal, which is a matter of concern for them, the PSPCL maintained that it was the duty of the TSPL to sign the agreement, the absence of which could affect the supply of coal for the project. The commission said the TSPL was only trying to cover up its faults and seek extension for the completion of the project. “This is a clear abuse of the court process. There is no basis for claiming extension for the project schedule on account of fuel supply,” the orders read. |

300 quintals of paddy arrive in two days
Fazilka, September 28 Six government agencies have been allotted the Fazilka grain market. The procurement process will begin from October 1. The arrival of the fine variety of 1121 basmati is expected to start from October 20. While exporters and private traders make bulk purchases of basmati, government agencies mainly purchase the parmal variety. Sources said a total of 17,71,627 quintals of all varieties of paddy had arrived at the market last season. Out of this, a major chunk of 15,81,325 quintals was that of the basmati variety. Basmati growers had alleged exploitation at the hands of private traders with the prices of basmati considerably low as compared to the recent years.They had blamed the absence of a Minimum Support Price
(MSP) policy for the same. Most basmati growers switched over to the parmal variety this season and the area under this variety in Fazilka block has increased from 4,840 hectares last year to 9,731 hectares this season.The area under basmati that was 21,130 hectares last year has shrunk to 19,638 hectares this season. "We are expecting a bumper crop of basmati this year. But the yield of parmal per acre may decrease this year due to the prolonged dry spell during the peak season," said Agriculture Development Officer GS

Villagers protesting PowerCom drive face police wrath
Amritsar, September 28 The village residents were protesting against the installation of power meters outside houses. The police used cane-charge to disperse the crowd, leaving four persons injured. The Bharti Kisan Union
(Ekta), led by Sukhdev Singh Kokrikalan, condemned the incident saying four persons, including a woman, were injured in the clash. He said the farmers and residents were agitating peacefully when a police team, led by the Lopoke police station SHO and the area magistrate, resorted to cane-charge. He claimed that the police detained at least six
persons. Hira Singh Chak Sikander, district president of the union, said the residents resisted the PowerCom employees' move to forcibly install meters outside their houses. The farmers were holding protests outside the Lopoke police station till the filing of the report. They were seeking action against the PowerCom authorities for the incident. Deputy chief engineer (border zone) NS Ball said some inhabitants were unnecessarily agitating against the power authority. He said when the PowerCom employees along with administrative and police officials reached the village, the residents pelted them with stones. They later resorted to a mild
cane-charge. SSP Preetpaul Singh Virk said they were holding talks with the agitating groups. A case had been registered against the protesters. |

Teachers injured in police cane charge at Lambi
Muktsar, September 28 The protesting teachers were marching towards Badal village to gherao Chief Minister Parkash Singh Badal’s residence to press their demand of regularisation of teachers and same pay scale as of the teachers appointed under the Sarva Shiksha
Abhiyan. The incident took place around 12 noon when nearly 150 teachers lodging a protest at Baba Mann Singh Stadium at Lambi marched towards Badal village. The police stopped them near the police station. Due to the police barricades, the protesters sat on the National Highway-10 and blocked it for almost an hour. Meanwhile, Naib Tehsildar Sukhdarshan Singh Brar attempted to pacify the protesters. He made a phone call to Special Principal Secretary to Chief Minister KJS Cheema to communicate the demands of protesting teachers. The latter assured them to have a meeting with Chief Minister on October 3. However, the teachers did not relent. They again started marching towards Badal village when the police resorted to cane charge and water canon to stop them. Three women teachers fell unconscious on the road and a number of others sustained multiple injuries. The police bundled the protesters in government vehicles and took a number of them to the police station. Irate over this, the protesting teachers again gathered outside the police station demanding immediate release of their colleagues, following which the police again resorted to cane charge. Nawanshahr, September 28 Activists of various youth organisations, dressed as Bhagat Singh, raised slogans of 'Inqlab Zindabad'. Abhey Singh Sandhu and Bharat Bhushan Thapar, nephews of Bhagat Singh and Sukhdev, respectively, Prof Bharti Dutt Bagchi, daughter of BK Dutt, former MLA Chaudhary Mohan Singh, PPP president Manpreet Singh Badal and Deputy Commissioner Tanu M Kashayap were among those who paid floral tributes to the martyrs. Prof Bagchi, a close associate of Bhagat Singh, said although she had last visited Khatkar Kalan in 1963, it felt like home. Manpreet Badal and Abhey Sandhu donated blood at a camp organised by the district unit of the PPP in collaboration with the Blood Donors Council. Manpreet refused to make any political comment, saying he was here only to pay tributes to the martyrs. As usual, he recited Urdu couplets on the need to make the youth aware of the philosophy of the great martyrs and inculcate in them a spirit of patriotism. The Deputy Commissioner said that work on the new complex of the martyrs' museum at Khatkar Kalan had already started. Ferozepur: Several functions were organised in the town to mark the birth anniversary of Bhagat Singh. Deputy Commissioner S Karuna Raju paid floral tributes at the samadhi of martyrs at the National Martyrs Memorial. The Sarb Hind Jatt Reservation Sangharsh Samiti took out a rally that culminated at the samadhi. Faridkot residents observe bandh
Faridkot, September 28 The kingpin of the gang, who is facing several criminal cases, including murder and rape, is said to be close to some political leaders. The police had yesterday issued a "lookout" notice in newspapers to get a clue on the whereabouts of the kidnappers, offering a reward of Rs 1 lakh to anyone giving a tipoff. The protesters marched through the bazars and held a dharna in front of the bus stand, blocking traffic and the police station. The protestors, including the women, raised slogans against the police and the state government for ‘patronising’ criminals. The protesters were joined by residents of adjoining villages. Later in the evening, the authorities placed two constables under suspension for their alleged closeness with the kidnappers and giving them information about the police search operation. Faridkot Senior Superintendent of Police (SSP) GS Dhillon declined give details, saying the police was "very close to nabbing the accused". Sources said Deputy Chief Minister Sukhbir Badal today pulled up the local police after the local MLA briefed him on the angry residents blaming political leaders for shielding the accused. |

Evidence to be recorded via video-conferencing
Ludhiana, September 28 Initially, the evidence of expert witnesses will be recorded, said the Principal Secretary (Home) DS Bains. He said with the start of video-conferencing, the government would save an expenditure of Rs 19.6 crore annually. In the first phase, the facility has been installed in 10 jails and 32 courts at a cost of Rs 1.48 crore. "Now we are in the process of covering the remaining jails and 26 more courts by spending Rs 2.23 crore. The work is likely to be completed by October 31 this year," Bains said. Earlier, the facility was started for extending the judicial remand of those in custody, which was a great success. At times, undertrials could not be produced in court due to non-availability of police escort. Also, prisoners would escape from police custody while being escorted for court hearing. "Video-conferencing will save the precious time of expert witnesses," Bains said. "Either the estimates prepared are inflated or the quality of work done will be compromised," pointed out Mayor Baljit Singh Birbehman and Senior Deputy Mayor Tarsem Goyal. Goyal said besides paying for the work, a contractor also has to bear the charges like two per cent income tax, one per cent cess, 5.5 per cent VAT, 3 per cent employees provident fund (EPF) and the department's commission. "I wonder if so much expense leaves any margin of profit for the contractors? We are living in times when no one works for charity," he said. |

FIR registered against Babbar Khalsa International
Patiala, September 28 The FIR would help the agency to check BKI’s funding channels, keep tab on their members and even confiscate their properties. The police in Punjab, Haryana and Delhi have allegedly busted various modules of BKI in the recent past. Sources said regular inputs were shared with NIA counterparts to identify the funding channels of the BKI. “But in the interest of the nation, we cannot discuss such issues,” said a senior police officer of the Punjab Police. According to the NIA, a formal FIR has been lodged at the agency headquarters in New Delhi. Following Ministry of Home Affairs orders, a case was registered under Sections 121 and 121 (A) of IPC that pertains to waging, or attempting to wage war, or abetting waging a war against the Government of India and under Sections 17, 18, 38, 39 and 40 of Unlawful Activities (Prevention) Act. “Many NGOs based in Europe, Asia and Canada, that have donated money to BKI, are under our scanner,” said a senior police officer. In 2011, a confidential letter, shot to the AIG’s (Counter Intelligence Unit) in Patiala, Bathinda, Jalandhar and Amritsar on October 21, 2011, the state police had asked for a review of the list of suspected BKI members on November 9. Many on the list have been missing from Punjab for the past over two decades. While few of the suspects have been arrested, others are still on the run.

Sikh family at heart of Rowling’s Pagford London, September 28 Answering queries from journalists and others at a book-reading event at the Southbank Centre here last night, Rowling, 47, said that when she was in her mid-twenties she knew a Sikh woman who sparked her interest in the Sikh religion. It remained with her all along, so the only non-white family in the book "had to be Sikhs", she said. Rowling said she was particularly struck by the egalitarian principles of the religion and wove in a Sikh family as one of the central features of the book. "I wanted the Sikh family at the heart of Pagford and I wanted them to be second-generation Britons. So they are insiders and outsiders simultaneously. In the book, it is Sikhism that provides religious morality, not the Church of England, which is represented by an empty church," Rowling said. Early Indian-origin readers of the book, released yesterday morning, said they were impressed by the way the Sikh family and Sikhism had been treated in the book. The book devotes considerable attention to Guru Nanak, Guru Granth Sahib, the Khalsa and the "night-time prayer, kirtan sohila." London-based media consultant Mimmy Jain, who grew up in Punjab, said: "I was happily surprised to find that JK Rowling had done her research pretty well. Entertainment city near Phillaur on anvil, says Sukhbir Jalandhar, September 28 This was announced by Deputy Chief Minister Sukhbir Singh Badal while interacting with industrialists at functions organised by the CII and the Engineering Export Promotion Council (EEPC) at a resort on the outskirts of the city today. Sukhbir was accompanied by Revenue and Public Relations Minister Bikram Singh Majithia. “Punjab is a land-locked state.The only option before us to ensure better connectivity by developing existing airports and opening new ones. The Adampur airport is likely to be opened to civil traffic within six months. “A Central team has already inspected the air base for the purpose. Also, we are acquiring over 250 acres of land to further expand the Ludhiana airport,” said Sukhbir. To provide world-class entertainment to the people at one place, the government had decided to open an entertainment city between Ludhiana and Jalandhar. “The entertainment park will be spread on both sides of the Sutlej. The river will be diverted for the purpose,” said the Deputy Chief Minister. He said industry in the state had suffered primarily because the neighbouring states had been given more incentives by the Centre. He said the state government had identified over 5,000 acres of land in the Kandi area to develop industrial clusters. He said the government was now focusing on infrastructure. He said 42 towns would be provided sewerage, water and other amenities at a cost of Rs 8,700 crore. HC petition: MLAs illegally occupying govt properties
Chandigarh, September 28 Taking up the application, Justice Rajesh Bindal today issued notice of motion for October 8 to Chandigarh Administration. In his application, advocate Surinder Pal Singh Tinna asserted he was "espousing the cause to save the ordinary citizens from political excesses". He added, Punjab's former Principal Secretary Darbara Singh Guru, being a top bureaucrat and close associate of the Chief Minister, was allotted a house before his retirement in December, 2011. Guru contested and lost the elections and "at present he is neither a government employee nor an elected MLA". "He is not entitled for any government accommodation whatsoever, but being a close associate of the Chief Minister, nobody is ready to evict him from the government property". Quoting the example of Rajinder Kaur Bhattal, Tinna said she was allotted government accommodation by Punjab Government during her term as Leader of Opposition from 2007 to 2012. Though she was re-elected as MLA, she could not get elected as the Leader of Opposition and lost her right to be in possession of government accommodation. But, "she is occupying the accommodation for the last more than 19 years by seeking extension one way or the other". Punjab Chief Secretary passed an order on March 22, directing her to vacate the premises. But, it was just an eyewash. No steps were taken for implementing the order. Former Minister of Co-operation Ranjit Singh Brahampura was also allotted government accommodation. During the recent election held in Punjab, Brahampura lost. He is neither an MLA, nor a minister, but is still illegally occupying a house. Former Agriculture Minister Sucha Singh Langah and Speaker Nirmal Singh Kahlon too lost the recent elections and were not entitled to get any government accommodation. Both are yet to vacate the houses. Chandigarh, September 28 Expressing doubts regarding a fair probe by the Vigilance Bureau, petitioner Hari Singh Nagra of Dera Bassi said a huge amount had been allegedly embezzled and a former minister of the ruling coalition was allegedly involved. As such, chances of a fair probe by the Vigilance Bureau were poor. Ranike had on September 16 resigned from the state Cabinet on "moral grounds". Nagra said grants had been allegedly embezzled in the Departments of Animal Husbandry and Welfare of Scheduled Castes and Backward Classes, the portfolios held by Ranike. A scam running into lakhs of rupees in the execution of Border Area Development Funds took place during Ranike's tenure as minister in 2007-08 and an FIR was registered on May 22, 2011. Another FIR was registered on June 25 for alleged embezzlement of rural development funds involving Rs 1.15 crore. "Ranike has not been interrogated despite the FIRs registered in Amritsar," the petitioner said. |
2.5 lakh stolen from Tehsildar’s office
Fatehgarh Sahib, September 28 According to police, the thieves took away the cash after breaking open the safe of the registry clerk in the tehsil office. The amount had been received by the office as registration fee. The investigating officer Assistant Sub Inspector Gurmeet Singh said they had received the information from the Tehsil office this morning that some unidentified persons had decamped with Rs 2,47,340 kept in a safe. He said when his team reached the spot they found the locks of both the cupboard and the safe broken. The police had pressed into service the dog squad and finger print experts. Senior Superintendent of Police Hardyal Singh Mann said they were working on various angles and were hopeful of nabbing the accused very soon. Meanwhile, advocate Jaswinder Singh Grewal, practicing at the adjoining district court complex, said no security arrangements were made by the police administration which was why thieves were roaming freely in the area. He said the Suvidha Kendra in district administrative complex was only a few yards away from the offices of the sub divisional magistrates and the vigilance department. This showed it was very easy for anyone to tamper with the records of the district courts or the vigilance department, he added. Grewal urged the district administration and the police to make adequate security arrangements in the area to prevent such incidents from occurring in the future. |

Dera followers ‘attacked’ at Sangrur village
Sangrur, September 28 This led to an altercation between both sides. Sources said the situation was under control. Malerkotla SDM Rajesh Tripathi, while talking to The Tribune on the phone, said some followers had been propagating their sect at the village when the incident took place. He said they were reportedly attacked by some villagers, as they felt they were disturbing peace of the village. The SDM said the situation was under control and the administration would initiate action in this regard.

19 hurt in road mishap near Barnala
Barnala, September 28 The injured were admitted to the local Civil Hospital. Those who sustained severe injuries were referred to the Ludhiana hospital. About 16 persons were heading to Malerkotla in the pick-up vehicle from a village of Faridkot district when the accident took place. In the accident, both vehicles were damaged badly. SHO of Barnala sadar police station Navdeep Singh today said there were total 19 people in the two vehicles. All of them had sustained injuries. He said the police had registered a case under Sections 279 and 337 of the IPC against the driver of the Ballero, Gurpreet Singh. The driver could not be arrested as he has also sustained injuries. |
