India, Pakistan give nod to group travel across LoC

India and Pakistan today agreed to allow group tourist and pilgrimage travel across the Line of Control (LoC) in Jammu and Kashmir, identifying two points — Uri-Chakohti and Poonch-Rawalakot — for crossings between April and October.

India, Pakistan give nod to group travel across LoC

India and Pakistan today agreed to allow group tourist and pilgrimage travel across the Line of Control (LoC) in Jammu and Kashmir, identifying two points — Uri-Chakohti and Poonch-Rawalakot — for crossings between April and October.

At the conclusion of the meeting here, External Affairs Minister SM Krishna and his Pakistan counterpart Hina Rabbani Khar expressed satisfaction at the increasing number of people of Jammu and Kashmir, who are able to travel across the LoC, and the growing cross-LoC trade.

The ministers accepted the recommendations of the Joint Working Group (JWG) on the cross-LoC confidence-building measures (CBMs) that determined that the designated authorities on both sides of the LoC will have the list of tourist and pilgrimage sites.

Such visits will be conducted by designated tour operators and a group of maximum 15 persons will be allowed to travel. The travellers will be given a 15-day single entry, non-extendable visa. Both sides will facilitate speedy clearance of applications for travel with process time of 45 days. Both sides will also extend necessary assistance to valid entry permit-holders to cross the LoC in emergency situation on crossing and non-crossing days.

Krishna and Hina asserted that the list of 21 products of permissible items for Cross-LoC trade will be respected by both the sides and regular meetings between the traders on monthly basis will be facilitated.

A joint statement also said the work to improve roads and bridges will be facilitated and transportation links on operational crossing points will be upgraded. Both sides agreed to facilitate the exchange of business delegations and decided that the authorities will resolve operational issues concerning cross-LoC trade through regular meetings.

Both India and Pakistan agreed that the JWG on cross-LoC CBMs will meet on a bi-annual basis to review existing arrangements and suggest additional CBMs and measures for travel and trade. The CBMs were recommended by the JWG at its meeting here in July and accepted by both the ministers.

Free train ride for panic-driven to South

Guwahati, September 8
The Assam Government has organised a special train from Guwahati to Chennai and Bangalore on September 20 for free travel of the persons who fled the southern states in August out of panic over the threat SMS that was doing the rounds there targeting people from the North-East.

A state government official said to receive free tickets for the journey, persons should register immediately with deputy commissioners of their respective districts latest by September 13.

Earlier, the Northeast Frontier Railway (NFR) ran a special train to Bangalore on September 1.

Coalgate: Sibal demands CMs’ resignations

Holding Chief Ministers of states who had executed the lease of coal blocks responsible for anomalies, if any, Union HRD minister Kapil Sibal today demanded their resignation.

Talking to reporters at the UPCC headquarters, Sibal pointed out that under the law, the state governments are empowered to execute the lease and if anything was wrong in the allocation, why the chief ministers did not object there and then.

According to him, while the BJP was busy making a hue and cry on the coal issue, it was their Rajasthan Chief Minister Vasundhara Raje who had opposed competitive bidding.

“Those who have black intentions and a black mentality should not talk of coal issues,” quipped Sibal.

Substantiating his point, Sibal said, “The Odisha chief minister - a BJP ally till recently - actually recommended that the coal block should be given to Jindal by cancelling the previous allotment.”

Calling these unpalatable facts as the real reason for BJP trying to disrupt a debate in Parliament, Sibal claimed the Congress-led UPA was not shying away from a debate.

“In fact, the government wants to bring out the facts before the people but it is the BJP with its fascist attitude that is preventing a debate,” he pointed out.

Responding to a question, Sibal clarified that as the coal allocation was for power and steel sectors, it could be termed as a captive investment.

ISRO’s 100th mission today

The 51 hour countdown for the launch of the PSLV C21 by the Indian Space Research Organisation (ISRO) tomorrow is proceeding smoothly, an ISRO official said today.

The Launch Authorisation Board (LAB) of the mission to put two foreign satellites in orbit had earlier cleared the launch that will take place at 9.51 am on Sunday.

The launch, a commercial one, is being carried out in accordance with an agreement between Antrix, ISRO’s commercial arm, and French company Astrium as part of the long-term agreement signed between the two agencies in 2008.

Antrix, however, has not divulged the revenue it is earning for the service.

Sunday’s launch is being touted as the 100th mission by ISRO which has carried out 99 missions till date starting from the launch of the “Aryabhatta” satellite in 1975.

Prime Minister Manmohan Singh may come to Sriharikota for the occasion.

During the countdown, propellant-filling operations of the liquid propellant second stage (PS2) and fourth stage (PS4) of the launch vehicle - ISRO’s workhorse PSLV (polar satellite launch vehicle) - is being carried out.

Besides, mandatory checks on the launch vehicle and spacecraft are being conducted. Also, charging of batteries and pressurisation of propellant tanks aboard the satellite have been done.

The readiness of various ground systems such as tracking radar systems and communication networks is also being ascertained.

The PSLV will put French SPOT-6 and Japanese micro satellite PROITERES into an orbit of 655 km altitude at an inclination of 98.23 degrees.

The 720 kg SPOT-6 is the heaviest satellite to be launched by ISRO.

CRPF man killed in Guwahati blast

Guwahati, September 8
One CRPF personnel was killed and seven others, including three CRPF men, injured in a grenade blast near an Assam State Transport Corporation bus stop at Paltan Bazaar in the heart of the city at 7.40 pm today.

Kamrup (Metropolitan) district Deputy Commissioner Ashutosh Agnihotri said that the grenade was hurled at CRPF jawans on duty in the crowded area. The slain CRPF man was identified as Bhabani Singh. The injured were rushed to Guwahati Medical College Hospital.

The anti-talks faction of the United Liberation Front of Assam is suspected to be behind the attack.
