16% dental colleges got nod despite deficiencies: CAG

The latest CAG review of dental colleges in India has shown that a large number of these colleges were set up despite negative reports against their managements.

The review between 2006 and 2011 comprising audit of 82 dental colleges approved during the period by the Health Ministry showed that 13 of these colleges (15.85 per cent) were granted permission to set up shop despite negative recommendations of the Dental Council of India, the apex regulator for dental colleges in India.

While many institutes had shortage of faculty, many other could not meet norms as regards college buildings, libraries, attached hospitals, clinical materials like dental chairs etc.

The colleges set up despite negative reports include - Aditya Dental College, Beed, Maharashtra; Hindustan Institute of Dental Sciences, Noida, UP; Institute of Dental Sciences, Bhubaneshwar; Maharashtra Institute of Dental Sciences, Latur; National Institutes of Dental Sciences, Jaipur; Nootan Dental College, Gujarat; Rishirak Keer Dental College, Bhopal; Singhad Dental College, Pune; Sofia Dental College, Trichy; PDM dental College, Bahadurgarh; Vallinayaki Dental College, Puducherry; Vyas Dental College, Jodhpur and Yogita Dental College, Ratnagiri.

In case of Nootan Dental College, Gujarat, the ministry overruled the objections cited by the Dental Council of India. These included - seven medical teaching staff did not possess the required qualifications as prescribed by the MCI; the Principal and two readers had worked for less than one year in their respective previous institutes which was less than the required norms and one associate professor was not present at the time of inspection.

Rishiraj Keer College, Bhopal, was allowed permission despite the council pointing out massive shortage of dental chairs, faculty etc.

In five out of the 13 cases of faulty permission, the ministry ignored the negative recommendations of its own special investigative team set up to examine whether the colleges concerned could be granted approval. The CAG report adds, “In the remaining four cases, audit noticed wide variations between the findings of the Dental Council and the SIT. This was surprising considering the two sets of inspections were carried out within short spans of time,” CAG observed.

For instance, in case of Aditya Dental College, Beed, the council said the building was leaking, equipment missing and no staff quarters were there on campus. The SIT, which held an inspection eight days after the council inspection, said, “All infrastructural shortages pointed out by the Dental Council are incorrect.”

Other findings

The ministry gave permissions for starting 128 PG dental specialities in Master of Dental Surgery despite negative reports by the Dental Council.

In 73 cases, the ministry bypassed the normal mechanism of the council conducting inspections and approved seats citing shortage of dental specialists.

Colleges were found admitting more students than approved. Hindustan Dental Institute, UP, had approval to admit 50, but it actually admitted 96 students.

Baba Ramdev declared today that the next phase of his agitation against the Congress will take off on October 2 in all the states going for Vidhan Sabha polls.

“I’m here to help good people come to power. The government stands exposed with CAG report and all licences should be cancelled. No matter how much it tries to malign my image, the agitation will go on,” he remarked.

While redirecting his guns against the Congress and Prime Minister Manmohan Singh over the coal blocks scam, Ramdev hit out at the government and accused it of hatching a conspiracy against his trusts, which have recently been issued notices by the Enforcement Directorate on transfer of funds from foreign sources.

The Yoga guru alleged here on Saturday that the Centre was using dirty tricks by bribing his employees to produce ‘adulterated’ products with an aim to frame him. Ramdev has lodged a complaint with the police in this regard.

Addressing a press conference, Ramdev said his FIR was against some ‘unknown persons’ who came to his headquarters in Haridwar in a vehicle bearing a Haryana registration number. “There have been attempts by certain people to bribe people in our ashram to go against us. Our employees were offered Rs 10 lakh each and were asked to adulterate health products manufactured by the trust. This clearly indicated that their aim was to create evidence for the authorities to nab me. We are not blaming any particular person but we have evidence to prove our claims,” he said.

China-India defence ties set to get a major boost

A significant positive turn is being expected in defence relations between India and China in the coming days.

The Defence Ministers of the two Asian neighbours will be meeting each other here. They are, expectedly, looking to resume joint military exercises, besides agreeing on taking additional steps to maintain peace along the land border all along the Himalayas.

General Liang Guanglie, Minister of National Defence of China, will be on five-day official visit to India from September 2 to 6, the first such visit by a Chinese Defence Minister in eight years.

He will be accompanied by a 23-member delegation that will include high-ranking members of the Chinese defence and military establishment.

Indian Defence Minister AK Antony and his team of top civil and military officials will engage Guanglie at a ministerial-level discussion in New Delhi on September 4.

The two sides will discuss how to increase the number of measures to maintain peace along the border and the confidence-building measures between the armed forces of both countries.

The resumption of joint military exercises and enriching their content will be part of the confidence-building measures. Indian and Chinese forces had conducted two joint military exercises code-named “Hand-in-Hand” in Belgaum, Karnataka, in December 2008 and in Kunming, China, in 2007. Both exercises were on the theme of counter-terrorism.

This time, more elements of ground forces are likely to be included when the exercises resume.

Military relations had ebbed in 2009 after China refused a visa to a serving Indian General on the premise that he was posted in Jammu and Kashmir.

So, India snapped defence ties. But intervention from the top political leadership on either side improved matters and in December 2011, the fourth Annual Defence Dialogue was conducted in New Delhi where both sides agreed to increase defence exchanges and enrich their content.

The other aspect of the Antony-Guanglie discussion will be to build additional confidence-building measures along the Line of Actual Control (LAC). The LAC is 4,057km long and lies mainly in eastern Ladakh, parts of Uttarakhand, Sikkim and Arunachal Pradesh. Historically, there has never been a demarcated boundary. These are strategically vital portions which are contiguous with Tibet.

In January, the two countries established a working mechanism for consultation and coordination on the boundary issue to maintain peace along the LAC. When Antony meets his counterpart, the two will work to have a more real-time military interface to facilitate an intervention from the two foreign offices to prevent any flare-up.

A protocol is in place since 2005 to prevent gun-totting soldiers on either side from escalating matters, but that may not be enough in today’s scenario.

Differing perceptions about the disputed Line of Actual Control (LAC) between India and China means soldiers on either side have to be under strict protocol.

India and China do not agree on the LAC, hence soldiers on either side patrol up to the point they perceive as the LAC.

India’s Under-19 captain Unmukt Chand is over the moon. He is having his cake and eating it, too — he has excelled in sport, and he’s to slog it in the classrooms and get a college degree too. Delhi University has decided to allow the captain of India’s junior World Cup winning team to continue his course at St Stephen's College here.

Chand might be over the moon, but he has made up his mind to not to get carried away by the success and adulation he has been getting. He is determined to stay humble, grounded and work hard to achieve bigger goals.

Unmukt said the Junior World Cup victory was certainly a big thing to happen in his life, but it was just the beginning of a long journey. Though he was overwhelmed by the response he got when he got back home with the World Cup, he would not rest on his laurels. He says he has to perform consistently at the highest level in all formats of the game to bring out his true potential. He has already scored three consecutive centuries at the Under-19 level, and he says he was lucky to achieve that feat. And the 111 he cracked in the World Cup final against Australia was precious.

“I had to stay and finish the match with the help of others. We were very confident of our chances after chasing the Australian total (of 225). The pressure was on the opposition,” Unmukt said during an interaction in Noida. He said the wicket for the final was “really good to bat on that particular day” and he enjoyed batting in the “second innings than the first innings”. He said the IPL experience (he played for Delhi Daredevils) was a great help when he led the colts in the Under-19 World Cup.

The feeling of becoming an overnight celebrity is slowly sinking in on Unmukt. Suddenly, he’s being besieged by PR managers, promoters and others who like to tag on to an emerging cricket star. But he says his true test will come when he plays at the senior level. He will join the camp for the India A tour of New Zealand after resting at his home here for three-four days. “The World Cup win was a platform from where I can go up. It will definitely help in my future India campaigns,” he said.

Unmukt was besieged by congratulatory messages and calls after India lifted the Under-19 World Cup. But two phone calls that took him completely by surprise were from Yuvraj Singh and Suresh Raina. Yuvraj was as excited as Unmukt at the colts’ triumph, while Raina was talking to him for the first time. “Those calls really touched me,” he said.

Though he has earned his spurs in the World Cup, one of his most unforgettable moments was when he cracked 151 in his fourth Ranji Trophy match when he was in Class XI.

Today, Sarma was eagerly waiting to board the special train at the Guwahati railway station to go back to Bangalore so that he could resume his work and sustain his family.

Dipu Das (22) from Morigaon in Assam had been working as a security guard at JP Nagar in Bangalore for two years before he rushed back home last month with some of his panic-stricken friends. He is now raring to resume his work in Bangalore. Waiting to board the special train, Dipu said, “It was a mistake to rush back home out of panic. I am returning to my job in South India as my friends in Bangalore have told me over the phone that there is no danger to my life in the city.”

A special train today left from here to Bangalore carrying hundreds of people from Assam and other north-eastern states back to their place of work and study in Karnataka and other parts South India.

A source in the Northeast Frontier Railway said the special train left the Guwahati at around 2.45 pm carrying over 1,200 passengers in 18 coaches, including two additional coaches.

Over 500 of the passengers in the special train were persons who had fled South India last month after getting panicky over threatening SMSes doing the rounds there, according to an intelligence source. The train will pick up passengers at six more stations within Assam on the way.

Two additional coaches were added to the train to accommodate those who had arrived here to board the train without any reservation. An Assam Home Department source said a large number of persons had returned to their workplaces in southern states after the ‘threat’ that was doing the rounds turned out to be a hoax.

Mumbai police assures Biharis after MNS threat

After activists of Raj Thackeray's Maharashtra Navnirman Sena (MNS) attacked a theatre screening a Bhojpuri film on Friday night, Mumbai's new police commissioner Satyapal Singh assured migrants that law and order would be maintained in the city.

"Everyone should be able to live in peace in the city. We will not allow anyone to take the law into their hands," Satyapal Singh told reporters this afternoon.

On Friday night, a group of MNS activists disrupted the screening of a Bhojpuri movie at a theatre on Grant Road in downtown Mumbai.

The disruption came hours after Raj Thackeray threatened to brand all Biharis living in Maharashtra as infiltrators after the Chief Secretary of Bihar reportedly wrote a letter seeking action against Mumbai policemen who arrested a youth from Sitamarhi for rioting in Mumbai early last month.

The MNS activists who attacked the theatre shouted slogans condemning the screening of the movie called 'Ek Bihari Sau Pe Bhaari' on the grounds that it hurt the sentiments of the local population of Mumbai.

"Under the project, Narmada waters would be connected to Kshipra, Gambhir, Kalisindh and Parwati rivers in next five years. Bidding for a pilot project will be finalised in October and the first phase of river-linking will be completed in 2014," Chouhan told reporters at Bardwaha in Khargone district. — PTI
