While the police failed to nab any of the three accused a day after the murder of Gurvinder Singh, the post mortem of the deceased revealed that a sharp-edged weapon had punctured his heart resulting in a profuse bleeding that led to his death on the spot.

Gurvinder (21), a resident of Jattan Majri village and former student of local government college, was stabbed to death allegedly by Pavittar Singh, Sukhjinder Singh and Jatinder Singh. While Pavittar and Sukhjider, belonging to Bhaowal village are siblings; Jatinder, a resident of Chhota Suratpur village, is a student of the government college. Gurvinder had come to the college to collect his detailed marksheet when the accused allegedly stabbed him near the principal office.

According to police sources, the location of mobile phone of one of the accused had been traced to Anandpur Sahib yesterday evening, and the police parties raided a few places after that. However, the police had no clue regarding the accused till late evening.

While the government college where the murder took place did not open today, hundreds of students reached the civil hospital where the post mortem of the deceased was scheduled to be conducted in the morning. Alleging that the police did not take sufficient steps to arrest the accused, Surmukh Singh, Gurvinder’s grandfather, said they would not allow the post mortem till the accused were not arrested. Following this, the Superintendent of Police Raminder Singh along with Deputy Superintendent of Police Harbir Singh Atwal reached the spot and assured the family that arrests would be made soon.

PS landline ‘out-of-service’, people face inconvenience
 BSNL disconnects number for non-payment of Rs 9,127

People are facing difficulty in reporting several incidents to Baldev Nagar police station as landline number of the station has been disconnected by the Bharat Sanchar Nigam Limited (BSNL) due to non-payment of telephone bills for several months.

The number (2556057) is said to be temporarily out-of-service. The landline connection was disconnected on August 17 as the police station has failed to deposit an amount of Rs 9,127. As per BSNL rules, a telephone line is supposed to be disconnected if bill amount is not paid within 35 days of the issuing date.

It is one of the most important police stations of Ambala City. Several important areas, including Civil Hospital, Central Jail, women polytechnic, model town, HUDA Sector 1, DC and DCP residents, fall under this police station.

Moreover, the police station is located on GT Road and therefore people use this number to report any case of road accident to the police.

It is one of the model police stations of Haryana which was inaugurated by DGP (Haryana) Rajneev Dalal last year.

When contacted, DCP (Ambala) Simardeep Singh said it was brought to his notice very recently. He said the disconnected landline telephone would be resumed at the earliest. He also said the police control room number (100) and the mobile phone of SHO, Baldev Nagar police station, was already working round-the-clock. People may contact the police on these numbers till the landline telephone number starts working again.

Betting racket busted
Police recovers Rs 11.95 lakh

Ambala, August 29
Continuing its drive against betting, the crime investigation agency staff of the Ambala police recovered Rs 11.95 lakh of betting money during a raid at the Housing Board Colony late last night. The police also recovered several mobile phones, a LCD television and documents relating to betting from the spot. This was the biggest recovery made by the Ambala police in its drive against satta (betting) operations in the town.

The CIA staff had got a tip-off that cricket satta was being played at a house in the Housing Board Colony. The satta operator, Ajay Kumar, who was arrested from the scene, was produced in the court today. He was remanded to the police custody for one day.

Residents protest against police inaction

Residents of the area and relatives of a schoolteacher, Charu, who died about a month ago, staged a dharna in front of the DSP office on Tuesday and demanded the arrest of accused.

The protesters, including Charu’s father Parshotam Lal, mother Kavita, brother Raman, youth Akali leader Rahul Kaushik and other residents, alleged that the police had failed to arrest in-laws of the victim.

Meanwhile, SHO, Dera Bassi, Gurdyal Singh said the husband of victim had been arrested and investigations were on. — OC

SI gets two-year term for molesting woman

The Court of Sessions Judge SK Goel today sentenced a 55-year-old UT police Sub-Inspector to two years imprisonment in a case of outraging the modesty of a woman under Section 354 of the IPC. The court convicted Sub-Inspector Satpal Sharma and also imposed a fine of Rs 500 on him.

The convict was however acquitted in the case of attempt to rape registered against him as the prosecution failed to provide any evidence in this case.

The case was registered on July 24, 2007 at the Sector 39 police station after a 40-year-old woman alleged that the Sub-Inspector molested her and also attempted to rape her after forcibly entering her house. Following her complaint, Sub-Inspector Satpal Sharma was arrested in a case under Sections 452, 354, 376/511 of the IPC.

The UT police had received flak after the incident, as the accused was arrested after two days.

As per the prosecution case, the victim, a resident of Madrasi colony in Maloya village, had approached the Maloya police post on July 23, 2007, along with president of the Bahujan Samaj Party's women's cell, Chanchal, to register a DDR as her husband’s cellphone was missing. Chanchal, also a resident of Madrasi Colony, also had a complaint to register.

While Chanchal's complaint was recorded, the victim was told by the accused that as there was no electricity, thus her complaint could not be recorded. He further told her that he would come to her house for the same.

The next day, the accused came to her house in an inebriated state at a time when her husband was not at home. The victim was taking bath at that time. The SI forcibly entered the house, dragged the victim out from the bathroom and molested her. As the victim tried to raise an alarm, SI Satpal threatened her that if she narrated the incident to her husband or anyone else he would book her husband in a false case and get him dismissed from service. The complainant managed to raise an alarm. She then filed a complaint with the Chandigarh Senior Superintendent of Police through public window the next day. She stated in her complaint that had she not raised an alarm, she would have been raped. Barely two hours after the police had registered the case, the victim's husband tried to commit suicide by consuming poison.

During hearing of the case, the accused admitted that he had gone to Madrasi Colony and asked Chanchal to show him the victim's house, he denied charges of rape and said he was falsely implicated in the case.

Pipelines removed following High Court's intervention

Pipelines reportedly affecting the natural flow of Baltana choe in Mohali have been removed following the Punjab and Haryana High Court’s intervention.

But a petition filed in public interest for directions to the State of Punjab and its functionaries to stop “unauthorised construction” in the area earmarked for the natural choe has failed to find favour with the High Court.

The petition filed by the Sahara Welfare Society, was disposed of by a Division Bench after it was informed that “the alleged choe, if any, existed on private land”.

The directions by the Division Bench of Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain are significant as they have now paved a way for the resumption of construction activity in the area.

Only on May 22, the Mohali Deputy Commissioner was directed to inspect the disputed site at Baltana village. He was also asked to ensure that no unauthorised or illegal construction was raised in the choe. Builders were also restrained from raising any construction.

Pursuant to the High Court's directions, the Deputy Commissioner visited the spot and submitted a report on August 2. After going through the report the same day, the High Court asked the Deputy Commissioner “to get demarcation done of the natural nullah starting from the railway line up to Shagun Hotel”.

He was also asked to remove unauthorised constructions that had come up on public land. “It should also be ensured that nobody is allowed to throw dirty water in the nullah, without permission and meeting the sitting norms laid down by the Punjab Pollution Control Board,” the High Court ordered.

As the case came up for resumed hearing, the Deputy Commissioner filed an affidavit saying Dera Bassi tehsildar, who was directed to demarcate Baltana choe, found that it was not marked on the revenue map. Moreover, the land on which it flowed belonged to “private persons”. He also found that up to 95 per cent area was already constructed and demarcation was not possible under such conditions.

The Deputy Commissioner also informed the Bench that he had directed the Dera Bassi Sub Divisional Magistrate and Patiala Executive Engineer (drainage) to remove RCC pipes from the Baltana choe as per the High Court's directions. In his report, a Sub Divisional Officer submitted that the entire length of RCC pipes laid near Aastha Royal Homes, Baltana, had been removed.

The Bench concluded: “In view of the report of the revenue authorities, it is not feasible to proceed further in the matter because in the absence of demarcation of the area. In this view of the matter, the writ petition is disposed of”.

IndusInd Bank told to pay relief

The District Consumer Disputes Redressal Forum has directed IndusInd Bank to pay Rs 15,000. The bank has also been directed to refund Rs 30,000 withdrawn from the complainant, Sanjeev Jain's, account.

The complainant, Sanjeev Jain, in order to draw money used an ATM machine of the bank on July 3, 2010, situated in Sector 8, Chandigarh, and operated the said machine to withdraw Rs 6,000 as he had to operate the said machine, more than once, the said ATM-cum-debit card got stuck in the machine itself.

The complainant immediately contacted the manager of the bank informing him about the whole episode, who assured that the fault would be rectified within 24 hours and the wrong debit entry would be credited, but could not return the card and asked to come after two days, as it was Friday that day.

The complainant also requested them to block his ATM-cum-debit card, so as to avoid any misuse of the same but was asked to contact their customer care. The complainant also claimed that he received two SMSes on Sunday regarding the withdrawal of Rs30,000.

The bank, on Monday, issued a certificate that the ATM -cum- Debit card of the complainant was found from the ATM machine and destroyed at their end, but the complainant claimed that the card was never destroyed in his presence.

The bank failed to make an appearance and hence was proceeded against exparte.

ICICI Bank penalised

The District Consumer Disputes Redressal Forum has directed ICICI Bank to pay Rs 20,000 to the complainant. The complainant, RD Verma, was issued a credit card about seven years ago, but the complainant had not used the card at any point even then the bank started insisting the complainant for making certain payments for a health insurance policy which was never purchased by him.

He claimed that he had not signed any application for issuance of such a policy or furnished any document for getting the insurance policy. The statements issued by the bank showed entries about purchases, late payment fee and service tax.

The bank also went ahead and sent notices and the complainant appeared in the lok adalat, but the bank failed to produce any statement.

He alleged that the bank was harassing him.

Bar council officials surrender
 Sent to one-day police remand for accepting a bribe of Rs 1.25 lakh

Two senior functionaries of the Bar Council of India, who were booked for allegedly accepting a bribe of Rs 1.25 lakh to obtain affiliation for law college for Swami Devi Dayal Group of Institutions, Barwala, surrendered before the Central Bureau of Investigation today.

The two accused, Rajender Singh Rana and Daulat Ram Sharma, were taken to Panchkula CBI court where they were sent to one-day police remand.

While Rajender Singh Rana is a BCI member, Daulat Singh is the BCI associating managing trustee. The two accused belong to Delhi and Himachal respectively.

It was on April 18, 2011 when the Chandigarh Anti-Corruption Branch of the Central Bureau of Investigation (CBI) booked three officials, including two senior functionaries of the BCI and the vice-chairman of Swami Devi Dyal Law College in Panchkula on charges of corruption and using malpractice to obtain affiliation for the law college. The third one was Moti Lal Jindal, the vice-chairman of Swami Devi Dyal College.

Rana has a “tainted” past and has been arrested on similar charges by the Delhi CBI in December 2010.

According to CBI officials, Jindal entered into a criminal conspiracy with Rana and Sharma in October-November of 2010 and fabricated the inspections conducted at the college by the BCI members.

They told that Rana and Sharma allegedly accepted an illegal gratification of Rs 1.25 lakh from Moti Lal Jindal for conducting inspections at Swami Devi Dyal Law College and for submitting favourable reports so that the college can continue with its courses like Bachelor of Law (LLB) and Bachelor of Arts combined with LLB.

According to sources, Rana and Sharma “fudged” the inspection reports and granted affiliation or permission to the college to run both courses, after accepting the bribe.

The CBI officials had also seized documents pertaining to affiliation from the college office.

Swami Devi Dyal College of Law was established in 2007 and offers three-year and five-year law degrees.

In December, 2010, the Delhi CBI had arrested Rana and a member of the advisory board of a Ghaziabad-based law college on charges of submitting favourable report in the inspection of a law college for granting recognition to run certain courses, on payment of bribes. Following this, the CBI had kept Rana and his accomplice under surveillance. Rana was caught red handed accepting a bribe of Rs 1 lakh in front of the BCI office in New Delhi.

Four theft cases reported in city

Four cases of theft and one incident of snatching were reported in the city in the last 24 hours. Varun Sharma, a resident of Ambala Cantt, reported that someone had stolen his motorcycle from the parking lot of boys' hostel number 4 in Panjab University on August 28.

In a similar case, Umesh Kapoor, a resident of Sector 23-B, reported that someone had stolen his Maruti Esteem car from the parking lot near the DC office in Sector 17 on August 28. KN Dutt, a resident of Mani Majra, alleged that his domestic help Guddu took away the car on August 3 and never returned. The police has registered a case at the Mani Majra police station. Meanwhile, Brijmohan Kaur, a resident of Sector 15, reported that two motorcycle-borne youths sped away after snatching her purse. She claimed that the purse contained gold earrings, gold rings, Rs 7,000 in cash and some documents. She said the purse was snatched near the Church in Sector 18 on August 28. Separate cases of theft under Section 379 of IPC have been registered.

Bribe accused booked under Excise Act
A day after the CBI caught him accepting Rs 10,000 as bribe, the UT police registered a case under the Excise Act against the Superintendent, Home, Punjab, after foreign-made liquor bottles were recovered from his house.

The CBI had yesterday arrested Tejbir Singh Walia, a Sector 19-A resident, in a case of bribe. During search of his residence, the CBI recovered 28 bottles of foreign and country wine. A case under Section 61-1-14 of the Excise Act has been registered at the Sector 19 police station. The accused was produced in the CBI court which sent him to judicial custody.

Decomposed body found
A highly decomposed body of an unidentified man was found near the lake in Dhanas today. The body could not be identified and has been kept in the mortuary of the Government Multi Speciality Hospital in Sector 16 and efforts are on to ascertain the identity of the deceased.

The police said it had recovered a purse from the victim's pocket which had just Rs 100 and his photograph. The official added that the victim appeared to be from Nepal. The police has ruled out the possibility of murder as no external injuries were seen on the body.

"The cause of the death will be determined only after an autopsy," it added.

Prashant Chopra, member of the junior Indian World Cup winning team, has all reasons to cheer after returning to his home town today. The people of Shivalik Vihar, Nayagoan, were never as happy as they were today. “I am very happy to become a reason for their smiles. It’s because of their blessings that I have achieved so much,” said Prashant soon after he entered his residence.

In the city after winning the under-19 cricket World Cup, the team opener has expressed his happiness and the role that the city has played to boost his cricketing career. “My father gifted me the game. He is the one who stood by me at every step and showed me the importance of the game. Sector 16 Stadium was the place where I grew up playing and will continue to play,” he said.

On the recent win, he said, “The team has played well and deserves this victory. The batch was undergoing a decent practice session from past one year and also won many international matches. This win was the outcome of the teamwork and dedication,” said Prashant.

On his family and coaching support he said, “I have gone through many phases in my life but my family stood by me through thick and thin. My father helped me in overcoming all the difficulties and also played an important role during my initial coaching stage. Adding further, “Although I failed to contribute in the final match but the team has played wonderfully,” said Prashant.

“It’s the right time he should understand and take this achievement as his first step to the success ladder. He should work harder to achieve his ultimate goal and make us all proud. Everything will be available to him. All he needs to do is to win laurels for the country,” said Shiv Chopra, Prasant’s father and coach at Sector 16 Stadium.

DAV College-10 swimmers win championship, set new meet records

The swimmers of DAV College, Sector 10, won the Panjab University Inter-College Swimming Championship for Men with a total of 133 points here at the swimming pool of PU today.

The swimmers have made a total of seven new meet records in the championship. The team of Panjab University Campus, SGGS College, Chandigarh, and KLSD College, Ludhiana, secured the second, third and fourth positions with 76, 15 and 10 points respectively.

On other hand, the team of MCM DAV College for Women, Sector 36, won the championship for women with 80 points, while Panjab University Campus, Chandigarh, KLSD College, Ludhiana, secured the second position jointly with the 39 points each. The PG Government College for Girls, Sector 11, secured the third position with 23 points.

Rain plays spoilsport on National Sports Day celebrations

The UT sports department organised a function in collaboration with the education department to celebrate the National Sports Day at Sports Complex of Sector 42, here this evening. However, today’s rain played a spoilsport. Both the participants and the audiences had to face difficulty.

The function today was delayed by half-an-hour and left many school students in the lurch. The students had to deal with non-availability of water during the event. Later after the arrival of the chief guest, the cultural programme started.

“The school children were called to fill the stands. The officials should understand that these students have tuition classes and moreover they are getting late for their homes with the delay in the function,” said a teacher seeking anonymity.

On other hand, the education department felicitated a total of 250 players, including coaches, for bringing home laurels. A total of seven players, including two archers, one badminton player, two Paralympics players, one tennis player and a coach, were awarded with cash prize. While international rower Manjeet Singh, junior India cricket team player Prashant Chopra, ex-hockey team captain Rajpal Singh were also given roll of honour.

Earlier, on Tuesday, high drama was witnessed over the players’ felicitation ceremony after few coaches and players raised objection over the criteria of nominations.

However, when The Tribune team contacted the finance-cum-sports secretary, VK Singh, the decision was revised and it was decided to felicitate the players. “I really appreciate that the matter was brought to notice.
