Late surrender, dodging police put Kanda in the dock
Gurgaon, August 20 Kanda is the prime accused in a case of abetment to suicide of Geetika Sharma, who used to be an air-hostess with the now defunct MDLR Airlines, owned by the former minister. Geetika committed suicide at her home in Delhi and held Kanda responsible for her death in a suicide note. After the Delhi Police lodged an FIR against Kanda, he was forced to quit the minister’s post. After resigning, Kanda stated that he had been asked to join investigations by the Delhi Police and he would do so. However, Kanda was untraceable after he left his home in the Civil Lines area of Gurgaon on the morning of August 8. The former minister resurfaced when he surrendered before the Delhi Police in the wee hours on August 18. Like the surrender episode, the 10-day period during which Kanda was on the run also seemed to be inspired by some Bollywood blockbuster. The former minister reportedly kept on changing his locations while the police was looking for him. Kanda was provided shelter by his friends, relatives and reliable political acquaintances. According to sources, he mainly stayed in the national capital region (NCR); reportedly also went to Jaipur, Sirsa and Goa; and is said to have travelled by a helicopter at least once during this period. In a bid to mislead the investigators looking for Kanda, his cellphone was sent to Nepal at one point of time. The Delhi Police officials, who had been relying on the location of Kanda’s cellphone to track him, were stumped by the move. Kanda surrendered after he was pushed to a corner and left with little choice. His bail applications had been rejected and non-bailable warrants issued against him. The former minister’s counsel reportedly advised him to surrender so that his fresh bail plea could be considered sympathetically. However, with the Delhi Police hell bent on arresting Kanda rather than letting him surrender by his own will, the surrender, too, was not a convenient option. Hence, a surrender strategy was chalked out. Around midnight on the intervening night of August 17 and 18, Kanda’s brother, Govind, went to the Ashok Vihar police station in Delhi and stated that Gopal Kanda wished to surrender before them. The police officials present there informed their bosses. In a jiffy, all roads leading to the Ashok Vihar police station were swarming with police personnel. Numerous barricades and checkpoints were instantly set up to prevent Kanda from reaching the police station. However, Kanda did manage to reach the police station by a media van of UP News channel. UP News as well as Haryana News channels are owned by STV, a company owned by the Kandas. By travelling in the media van, he dodged the police personnel manning the barricades and checkpoints en route. |

Sirsa, August 20 Except for the political parties, particularly those in the opposition, who seem thirsty for his blood, common people have been observing a studied silence on the issue, though many of them express their views on condition of anonymity. Ever since Kanda has emerged on the political scene of Sirsa, he has remained in the thick of one controversy or the other. While he has no dearth of enemies in the opposition parties, particularly the INLD, where he took his first lessons of politics, Kanda does not enjoy many friends in the ruling dispensation, too. Leaders of the INLD have been leaving no stone unturned to castigate Kanda after his arrest in the Geetika Sharma case. Former Chief Minister Om Parkash Chautala, who recently addressed two rallies at Gorakhpur in Fatehabad and Kalanwali in Sirsa, concentrated his speech on Kanda. The party secretary-general, Ajay Singh Chautala, went to the extent of demanding his removal from the Haryana Assembly and said the party was also exploring legal options for this. The BJP and the HJC burnt his effigies. However, those in the Congress have been maintaining a silence on this issue. The Sirsa MP, Ashok Tanwar, who does not see eye to eye with Gopal Kanda and the two have had a spat in the public on more than one occasion, refuses to make any comment on the recent controversy involving the former minister. So are most of the Congress leaders, who, though, are not able to hide their joy at the development as they see it as a political opportunity for them. Gokul Setia, son of one such contender, Sunita Setia, even organised a procession against Gopal Kanda after the Geetika Sharma incident surfaced. The local people, particularly the businessmen, are neither happy with the Kanda supporters not of the INLD, who both forced them to lose their business and keep their shops closed on the issue recently. However, they have their own views on the episode, which they express only on condition of anonymity. “It has come to me as a shock that a man, who feigned being religious, has been accused of moral turpitude of the lowest order,” said a local doctor on Dabwali road of Sirsa town. “I wish the police investigate the case in a transparent manner and Geetika Sharma’s family gets justice,” she said. A college Principal also echoed the sentiments of the doctor and said the truth should prevail in the end and the guilty should not be spared, however highly placed he might be. |
Encroachments on land
Ambala, August 20 According to senior officers of the Army, who had ordered the demolition drive against the MES contractors, a total of three acres of Army land in Ambala Cantonment had been encroached upon by the contractors. The officers stated that the land had been given to the contractors for a period of 11 months to set up stores while undertaking construction works in the cantonment area. But, instead of vacating the land after completion of the work, the contractors continued to occupy the Army land illegally. The contractors lamented that the Army demolished their stores without issuing them a notice, following which they had been staging a dharna outside Army offices here for the past two days. They had accused the Army authorities of causing huge losses to them. Senior officers of the Army maintained that the MES contractors had been served with two notices prior to the demolition drive. According to the standard operating procedure (SOP) adopted by the Army, any contractor undertaking construction work in the cantonment area is allotted 200 square yards of land to set up a store. This land is given to him for 11 months or till the construction work is completed, whichever is earlier. But in this case, as many as 22 contractors who had been given small plots to set up stores had encroached upon the Army land and started using it as their workshops for the past eight years. Some had even managed to get illegal power connections allegedly in connivance with MES officials and were drawing power, the bills of which were being paid by the Army. Some had set up welding workshops at these sites, Col Baljit Singh, administrative officer of the cantonment said. Not only this, labourers deployed by the contractors at these stores, who had migrated here from Bihar and Uttar Pradesh, had even managed to get their voter cards and ration cards made at these addresses, even as the land belonged to the Army. Meanwhile, Rakesh Kumar Garg, president of the contractors association, said the action taken by the Army was uncalled for as many of them were still undertaking construction works for the Army. Later in the evening, Yashwant Singh, chief engineer of MES, met the contractors and assured them that the Army would provide them with some other land to set up their stores. |

Govt mulls over right to play Act: Bhukkal
Jhajjar, August 20 Geeta Bhukkal, Haryana Education and Social Empower Minister, stated this while interacting with mediapersons after listening to pubic grievances at her residence here recently. She said, “Sport is the sign of development and the government is determined to introduce the Right to Play Act and make Haryana a model in sports promotion”. The minister said the move aimed at creating sports atmosphere even at the block level, hunt for talent by
involving parents and propagates the belief that a child should pursue at least one sport. Bhukkal said as many as 224 Rajiv Gandhi Gramin Khel Parisars, each on an area of six acres with outdoor and indoor facilities for 10 to 12 disciplines, were being built up at block level in the state. She said procedure to appoint PG teachers in government schools had already been initiated after constituting a teacher selection board. All vacant posts of PG teachers would hopefully be filled before end of the year. “The state government is determined to make the state a educational hub hence branches of various international-fame educational institutes are being established here so that students of the state can get professional education,” said the minister. She said it was the primary duty of educated youth of the state to play a positive role in providing proper education to poor children. Bhukkal said teachers of government schools, who have been doing commendable work, would be felicitated with various awards on the occasion of Teachers day with a view to boosting their moral. Applications for the awards had also been invited, she added. |
Cong shielding criminals, says Chautala
Hisar, August 20 The INLD supremo said the Coalgate scam, the 2G scam and the Delhi Airport scams were only examples of the kind of corruption indulged in by the Congress and its coalition partners. “Should an independent enquiry be ordered, it won’t be surprising to find that there was a scam behind every file approved and signed by any minister,” he added. Referring to Haryana, he said the Hooda Cabinet had become a safe haven for criminals and crooks. He said the Gopal Kanda case had shown how the Congress was shielding criminals just to survive in office. He said the people would punish the Congress suitably in the next Assembly elections. Chautala said the HJC-BJP combine did not stand any chance of faring well in the Assembly elections as both these parties lacked grassroots support. He said Kuldeep Bishnoi would find it difficult to find 90 candidates for the Assembly seats. |
TMC takes on ruling Congress in Meham
Rohtak, August 20 Announcing that the TMC will emerge as a political alternative, it has called upon the people to reject all those, including the ruling party, for “promoting” corruption and denying people the basic amenities of water and power in the state even after 46 years of its creation. “Holding its first public meeting in Meham recently, the move has sprung a surprise for many as the TMC was yet to establish its identity in the state and was still in the process of its formation,” claimed Raj Singh, a political analyst. He, however, added that the development was perhaps due to the involvement and interests of some of the locals and political aspirants, who had been feeling bottled up due to various factors, including resentment over lack of pace of development in the region, though it was claimed that the region had been getting a preferential treatment due to its being the home district of the Chief Minister. Shamsher Singh Kharkara, a vibrant political activist and who may have been a force to help the TMC to hold its first meeting under the guise of organising a wrestling event here, said Meham was not averse to other political forces as it was itself a victim of “poor” development. Kharkara, who contested the
last Assembly election from Meham against the ruling party candidate, said Meham came last of all the Assembly constituencies in the state in the matter of development and added that the voters of the constituency had been
feeling cheated as not a single development project had been launched here during the past
several years. Regarding the proposed rail line between Meham and Hansi, the TMC MP, KD Singh, said there had been certain lacunae in the project report. He added that it was the TMC that would be carrying out the work as the Railway Minister belonged to the TMC. Coming down heavily on both the ruling and the main Opposition party, the INLD, he said none of the governments in the past had cared to provide even water and power supply to the people and had been misleading them on the issue of employment. He said the TMC would contest the next elections in the state and would provide voters an alternative to the people who were fed up with false promises and failures on part of the
successive state governments so far. |
School holds workshop on Japanese language
Kurukshetra, August 20 Twentynine students of the school, who had successfully cleared the first level of Japanese-Language Proficiency Test conducted in the school, participated in the workshop and interacted with the resource persons. Funahashi specialises in teaching of Japanese culture and has taught in a high school in Boston, USA, for one year, whereas Suzuki teaches Japanese language to foreign students in a school in Japan. All the students who participated in the workshop termed the interaction as fruitful and educative. They made full use of the opportunity to learn Japanese mannerisms while speaking. The resource persons were surprised to see the students communicate in the Japanese language with a reasonably good pronunciation and intonation in a short span of just six months, when Japanese was introduced as a subject in the school. They told the students that they would be available through video-conferencing, in case they required any guidance. They also distributed some gifts which they had brought from Japan for the participants. The Principal of the school, Anita Rawal, was delighted at the outcome of the workshop and expressed satisfaction that the purpose of exposing students to the Japanese language had been achieved. |

Kurukshetra, August 20 Stating this to mediapersons here recently, NIT Public Relations in charge Prof Dixit Garg said the TBRL was a Research and Development (R&D) Organisation of the Union Ministry of Defence. “The basic aim of the said research council is to give appropriate direction and advice on formulation of futuristic R&D programmes, suggest ways and means on networking with many stakeholders and to review R&D activities in enabling technologies, product cycle development and production plans,” he said. It would also help the laboratories to maintain leadership, promote wider awareness and debate among scientists with much needed strategic vision, he added. Sonepat MC to bring encroachers to book
Sonepat, August 20 The authorities have taken a new initiative to bring such violators to book after receiving strict directions from higher authorities of the department. As a result, the council has issued notices to the owners of as many as 106 such buildings in the recent past. Talking to The Trubune, the council’s executive officer, Arvind Kumar Bishnoi, said the notices had been issued against unauthorised construction of 106 houses in the city and if there was no compliance with the notices, such constructions would be demolished. Moreover, in the case of around 50 such constructions, the council had already moved the court to obtain orders for demolition, he added. He explained that unauthorised constructions included the construction of a building without obtaining approval of the building plan and also violation of the approved plans. Interestingly, the district town planning office along with the council had carried out demolition of unauthorised constructions a number of times in the past, but because of their neglectful attitude, residents had again constructed unauthorised structures in the same areas. The Kabirpur road, Rajiv Nagar, Patel Nagar, Kakroi road, Gohana road and Kalupur areas have become the hub of such hazardous constructions. Facilities like electricity, pavement of streets, drinking water had already been provided in these unauthorised localities, where most of the constructions were reportedly without any approval. As many as 69 colonies in the city were regularised by the government in 2004 and after that around an equal number of unauthorised colonies have also come up within the extended limits of the council. There has been a significant migration of people from rural areas to the city during the past seven to eight years due to one reason or the other and most of the migrants had purchased plots in unauthorised colonies as they were not required to obtain necessary permissions from the council. |
Ambala-Hisar Highway
Ambala, August 20 This has been causing inconvenience to hundreds of travellers going towards Sirsa, Hisar and Jind. The traffic has been diverted to alternative routes. Around seven days ago, a few cracks had appeared on the surface of the overbridge, posing danger to the passing vehicles.
The national highway administration had suspended the traffic as a precautionary measure. The authority had claimed that the cracks were very minor and the overbridge was quite safe for the traffic. The cracks appeared on the overbridge could have been repaired within a day or two, but even after a week, the repair work is still continuing, indicating some serious problems. The condition of the overbridge is very poor as it was constructed around three decades ago and in comparison to that period, the number of heavy vehicles crossing over it has multiplied. It needs to be reconstructed according to
its load capacity. It is not the first time that this has happened. Earlier, too, cracks
have appeared on the overbridge. The state government has started constructing a local railway overbridge close to this one, but it will take at least another year to complete it. |
Police gears up for Army recruitment rally
Rewari, August 20 Addressing the conference, he said when about 7,000 youths from various parts of Rewari and two other neighbouring districts were expected to participate in the recruitment rally, it was their duty to see that their presence did not led to traffic jams or any other disorder. The district police chief directed senior traffic police officials that while seeking due assistance from the regional transport officer, they should imperatively challan all overloaded vehicles. He told the SHOs concerned to initiate action against bootleggers, gamblers and illicit arms keepers, besides keeping an eye on all such criminals who were out on a bail in their respective areas. |
Jats gear up to fight yet another battle for quota
Hisar, August 20 On August 14, members of the executive committee of the Haryana unit of the All-India Jat Aarakshan Sangharsh Samiti led by Hawa Singh Sangwan met Chief Minister Bhupinder Singh Hooda and expressed their concern over the delay in the submission of the report of the Haryana Backward Classes Commission. The samiti demanded that the report be expedited. On the Chief Minister’s assurance, the samiti decided to wait for a month before deciding on the resumption of the agitation. Not to be outdone, another delegation of heads of various khap panchayats also called on Hooda on August 17. The khap heads included: Sube Singh Samain, Nafe Singh, Kuldeep Dhanda, Tek Chand, Inder Singh Dhull, Inder Singh Hooda, Partap Dahiya and Rajbir Dhanda. These were the khap leaders who were responsible for calling off the pro-reservation stir at Mayyar village near here in March after several days of violence. The khap heads reminded the Chief Minister that he had promised to get the report of the Haryana Backward Classes Commission expedited after which they had called the stir off. At that time, the khap heads had warned the government that they would resume the agitation if their demands were not fulfilled by December 15. They reiterated their threat. The three-year-old pro-reservation agitation by the Jats has become the proverbial Achilles’ heel for the Hooda government. Every time the Jats took to the streets, the agitation took a violent turn, involving clashes with the police. Hooda has so far succeeded in getting the stir postponed on the assurance that he was pursuing their case. During this period, the Jats have also got divided. Initially, the agitation was spearheaded by the All-India Jat Aarakshan Sangharsh Samiti headed by Yashpal Malik, a self-styled Jat leader hailing from Uttar Pradesh. He was supported by Hawa Singh Sangwan in Haryana. However, over the past few months, the two have parted ways. Sangwan now heads the Haryana unit of the samiti and has been negotiating with the government on the issue of reservation. It was under Sangwan’s leadership that the Jats submitted several memoranda to the Haryana Backward Classes Commission pleading for inclusion of Jats in the OBC list. Sangwan has accused Malik of misguiding the members of the community. He maintains that the reservation for the community must be provided for simultaneously at the Centre as well as in Haryana. He says several states, including Rajasthan, had accorded the OBC status to different communities at the state level, but in the absence of granting such status from the Centre, the benefit could not be extended to the communities concerned. Meanwhile, the proposed rally on September 13 has also seen different factions blowing their own trumpets. The khap heads are scheduled to meet at Jind on August 24 on this issue. The Sangwan faction has already announced a rally at Garhi Sampla village on September 13. The Malik faction is planning to organise one on its own. The Hooda government will have to find a way soon to calm down all these Jat factions if it has to prevent a repeat of the violence that has marked the agitation so far. |

The V-C said the university had set up a revolving fund of Rs 25 lakh for providing financial assistance to students pursuing research studies. The university had introduced moral education subject to give a new direction to their character and general behaviour, he added. The university had started a school, “Savera”, at the university premises to impart free primary education to children of labourers working at the university, he said. He said there was a complete ban on smoking, ragging and alcohol consumption, adding that wearing of helmets on two wheelers had been made mandatory. Besides, Dr BD Yadav, a guar specialist, gave valuable tips to the farmers. Furnishing information regarding diseases affecting the guar crops, Dr BD Yadav took pains to explain to the participants how to use streptocyclin, melodeon and copper oxichloride to save their crops from these diseases. Similarly while Dr Ashok Yadav stressed the need for eliminating weeds to increase production, Dr Malik highlighted welfare projects that had been launched by the state Agriculture Department. Kurukshetra, August 20 The workshop was held under the project “Achieve women’s economic empowerment” based on the theme “earn while you learn”. Dua encouraged girls to take up home science as a subject of study as it offered tremendous opportunities and provided a treasure of knowledge in various fields. She gave practical training to students in preparing delicious and nutritious food items, printing, block painting, interior designing, dyeing and other areas like child development, home management, hygiene, clothing etc. She was of the view that students with creative minds as well as those with hardcore scientific views could benefit from a home science degree in production jobs like food preservation, food analysis and food science, dress-making and specialised cooking. Graduates in home science could also go on to enter textile business and fashion designing or even work in hotels or food industry, research, teaching and do technical jobs also, she added. Dua pointed out that attention to customer services and nutrition was increasing at a tremendous rate, since numerous multinational firms were getting involved in these ventures. Neeraj Verma and Jagdish Matta, both lecturers in home science, gave useful tips to students. The Principal of the school, Meenakshi Chhabra, thanked Dua for her enlightening views on home science and its significance in the modern age of science and technology. |

DLSA to increase legal-aid clinics in district
Fatehabad, August 20 “We are identifying villages, where new LACs are to be set up,” said Chief Judicial Magistrate Harish Gupta after meeting villagers at the Legal Aid Clinic set up in Daulatpur village. Each LAC has two paralegal volunteers
(PLVs) and an advocate from the local courts, who visits the clinics every Sunday. The PLVs are generally from the village and are educated up to matriculation or plus two level so that they are able to guide villagers on issues concerning them. While the advocate visits the LAC once a week, the PLVs have to sit at the common village place identified for the clinic twice a week. “The PLVs get Rs 250 per sitting, which is normally Rs 2,000 per month, while the DLSA pays Rs 1,000 per month to the village ‘chawkidar’ for opening the LAC and informing villagers about the schedule of advocates and
PLVs,” Gupta said. The advocates empanelled by the DLSA also get Rs 500 per visit. The legal aid clinics have proved beneficial for the villagers, who get guidance on their cases pending in courts from the lawyers coming to them. Villagers can also get tips on their other official works from the PLVs and the advocates. “Our volunteers and advocates also help people to fill application forms for getting new driving licenses, passports and vehicle registration,” the judge said. The LACs have also provided employment to several village youths and women, who have been able to stand on their own feet due to new jobs. “My husband ekes out a living for the family by doing manual
labour. The income was not sufficient to make our both ends meet. Now, after my job in the DLSA as PLV at my village, I will be able to supplement my family’s income,” said Raj
Bala, a Dalit woman from Daulatpur, who was recently appointed as PLV by the
CJM. Sarpanch Rajender Singh said the LACs had benefited a lot ever since the DLSA had set up the clinic in his village. |

He expressed gratitude towards Chief Minister Bhupinder Singh Hooda for sanctioning the new block at Ismailabad. Chattha said the new block would have 18 villages of Shahabad block, 13 villages of Pehowa block and eight villages of Thanesar block under its jurisdiction. In a short span of time, the Ismailabad block would be well developed on the pattern of Pehowa, he added. Karnal girl bags first prize in painting competition
Karnal, August 20 As many as 13,969 persons had participated in the mega competition held at 222 centres in eight states, setting a new Guinness World Records and selected paintings, which were adjudged the best at the district level, were displayed at the exhibition organised jointly by NIFAA and Japan Information Centre in Tokyo last week. The digital prints of selected paintings and posters were distributed free of cost at Hiroshima peace ceremony, coinciding with the exhibition, which were taken to Japan by a team of NIFAA, led by its president Pritpal Singh Pannu. The names of the winners were finalised by a jury consisting of renowned painter Vikas kumar, convener, Multi Art Centre, Kurukshetra, and veteran artist Rohit Kumar. Sanjana of Nishan Public School, Karnal, and Saraswati of Government School, Jhajjar, won the first and second prize from class VI to class VIII category, while Sanjay Khokar of Nishan School and Deepak Shilkar of Raja Shivaji Vidya Mandir, Thane, jointly got the third prize. In the college and university category, Durjan Singh Rathore and Anil Soni of Mangalatayan University, Aligarh, got the first and third prizes, respectively, while Deepa of Kurukshetra University won the second prize. |

Nominations invited for science awards
Chandigarh, August 20 While stating this, a spokesman of the council said these awards had been instituted to honour eminent scientists, engineers and doctors of the state who have made outstanding contributions in the field of science and technology over the past 10 years. He said Haryana Vigyan Ratna Award was given to eminent scientists, engineers or doctors who were above 40 years of age as on February 28, 2012. This award carries a cash prize of Rs 2 lakh, a citation and a trophy. He added that the Haryana Yuva Vigyan Ratna Award is given to eminent scientists, engineers or doctors of up to 40 years of age as on February 28, 2012. It carries a cash prize of Rs 1 lakh, a citation and a trophy.

Tributes paid to freedom fighters
Sonepat, August 20 After unfurling the National Flag, Haryana Vidhan Sabha Speaker Kuldeep Sharma said youths should know about the sacrifices made by the freedom fighters for achieving the Independence. The weapon of non-violence adopted by Mahatma Gandhi during the freedom struggle against the British Empire got worldwide acceptability and was still being regarded as one of the noblest ways to agitate for any cause, he said. Claiming that the state government was taking full care of the surviving freedom fighters, widows of the freedom fighters and their dependents, the Vidhan Sabha Speaker exhorted the people not to forget the sacrifices of the freedom fighters. The president of the sangthan and widow of veteran freedom fighter Mahavir Prasad Jain listed the activities of the sangthan. BJP legislator Kavita Jain and chairman of the Haryana Swatantrata Sainani Samman Samiti Hari Ram Arya also paid tributes. |
