Audit of RMSA schools begins today

The audit for the Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) schools would begin tomorrow. Fifty-one schools under the RMSA will be audited. The team has been entrusted with the work of auditing all schools under the RMSA in the state.

Journalistic quest over for teachers

Education Minister Sikandar Singh Maluka has issued gag orders for the government teachers barring them from undertaking journalistic pursuits. In a letter issued to the district education officers, the Director General of School Education (DGSE) has clearly mentioned that no teacher would be allowed to write for any publication without a prior permission from the government.

A full-dress rehearsal was held today ahead of the Independence Day. The Tricolour was unfurled by ADC (D) Mohammad Tayyab. Tayyab along with Senior Superintendent of Police Dr Sukhchain Singh Gill also inspected the parade, comprising two contingents of the Punjab Police, one contingent each of the Home Guards, NCC cadets (boys and girls), scouts and guides, which was taken out under the direction of the commander, deputy superintendent of police (DSP) Baljeet Singh.

Canter driver booked for inflicting fatal injuries on rickshaw-puller

The police has booked a canter driver for inflicting fatal injuries to a rickshaw- puller, near the Civil Lines here. In a complaint to the police, Shiv Lal of Shaheed Beant Singh Nagar stated that the rickshaw-puller, Chedeshwar, was trying to take the main road in front of the Civil Hospital from the Bathinda Central Jail side when a recklessly-driven truck canter hit the rickshaw. The collision proved injurious to Chedeshwar who was rushed to the local Civil Hospital where he succumbed to his injuries.

Orientation programme for newcomers at CUP

The new academic session 2012-13 of the Central University of Punjab (CUP) here began with an orientation programme for new students. These students have been admitted to various courses through an elaborate process of selection that involved a written test conducted across India on July 7. As many as 143 students have been shortlisted for admission in various courses at the CUP. They attended the orientation programme today.

Tight checking ahead of I-Day function leads to arrest

Tight security ahead of the Independence Day today lead to the arrest of a gang of robbers involved in seven incidents of snatchings and loot in the area. Material worth Rs 2 lakhs was also recovered from the possession of the accused.

Senior Superintendent of Police (SSP) Dr Sukhchain Singh Gill said the material recovered from the accused included six pairs of gold earrings weighing 60 grams, eight mobile phones of different companies and a Hero Honda motorcycle bearing the temporary registration number of Bathinda.

The criminals arrested by the police were active in looting people in the city and surrounding areas.

"The crime graph is likely to go down slightly with the arrest of these criminals. They never let go an opportunity to identify a victim and attacked him with sharp-edged weapons to loot mobile phones, cash and jewellery," said the SSP.

Police officials said security has been beefed up in Bathinda and surrounding areas ahead of the Independence Day and the accused were arrested during the patrolling and combing operations launched in sensitive areas of the city.

The SSP further said the criminals were arrested by a team of policemen under the supervision of SP (D) Amarjeet Singh, ASP City-II Kuldeep Chahal and ASI Balwant Singh.

The accused have been identified as Nirmal Singh alias Bunty of Arjan Nagar and Sunil Kumar and Sandeep Kumar, both residents of Gobindgarh village of Fazilka. They are hardcore criminals involved in various crimes for the last two years, the police said.

The accused were arrested by a police party patrolling the Parasram Nagar-Gurukul road.

ASI Balwant Singh got a tip-off about the gang members sitting in the park of the Improvement Trust behind an RO plant. The police raided the place and arrested them.

During the interrogation, the three admitted to having looted the women and the elderly while on way to Rampura and other nearby towns. They usually committed the crime early in the morning or late in the evening.

The members of the gang admitted to having seriously injured a resident of Birla Mill Colony near Bahia Fort in the city to loot mobile phones and cash on July 17.

The victim, Sudhir Kumar, a cobbler, had to be admitted to a hospital for many days because of the injuries inflicted by the accused. Sudhir had lost cash and his mobile phone in the incident.

In a similar incident on July 25, the accused admitted to having attacked a resident of Sanjay Nagar, Vijay Kumar, with iron rods. Vijay was robbed of his cash, wrist watch, mobile phone and other things from near the canal bridge at Behman. Vijay too remained admitted to a hospital for many days to recover from the injuries inflicted by the accused.

The SSP stated that the gang was active in the city for the last three or four months.

The gang is suspected to have looted people in areas like Parasram Nagar, Partap Nagar, Geeta Bhawan in Rampura and Bhaleria Mohalla, Bathinda.

Various cases are pending against the accused under sections 382, 341, 380, 56 and 34 of the IPC at the Rampura police station.

Cong objects to tax waiver for institutes run by SGPC
Party says it will give rise to discontentment among other communities

The Congress today objected to the waiver on building application tax awarded to institutes run by the Shiromani Gurudwara Parbandhak Committee (SGPC) as special privilege.

Former Improvement Trust chairman and Congress councillor Jagroop Singh Gill objected to the move saying the other minority-run institutes like the DAV, Sanatan Dharam Sanstha, Wakf Board, Shri Guru Singh Sabha Khalsa Dewan, Akal Academy Baru Sahib, Mahavir Dal, MHR, Buddha Dal and Dera Sacha Sauda too should be extended the same benefit.

"It is wrong to accord such benefit to the SGPC-run institutes only. This will give rise to discontentment amongst the other members of the minority community that have been running the schools, colleges and hospitals for the general public," he said.

The Congress has also written to the Leader of the Opposition in Vidhan Sabha, Sunil Jakhar, apprising him of the issue. "The matter would be taken up in the Vidhan Sabha and at the same time, we will run a movement at the grassroot level," he said.

A meeting of representatives of all such factions will soon be convened wherein the future course of action would be decided. When needed, the Congress leaders will also move the High Court and file public interest litigation (PIL) on the issue.

In Bathinda district, institutes run by the SGPC include the Mata Sahib Kaur College in Talwandi Sabo and a school. As per the April 26 notification, the Governor of Punjab has exempted the schools, colleges and hospitals in Punjab, run by the SGPC, from payment of building application tax.

The municipal bodies impose building tax on residential properties at the rate of Rs 2.5 per square feet and on commercial properties at the rate of Rs 5 per square feet. Exempting SGPC-run institutes in the civic areas of Amritsar, Fatehgarh Sahib, Ludhiana and other districts means huge loss to the respective municipal bodies.

Audit of RMSA schools begins today
51 schools asked to provide relevant details at the DEO office

The audit for the Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) schools would begin tomorrow.
Fifty-one schools under the RMSA will be audited. The team has been entrusted with the work of auditing all schools under the RMSA in the state. The schools have been directed to reach the District Education Officer with their records.

Earlier, the district education officers were asked to take out details of RMSA, Model School, Hindi teachers, Urdu teachers, Girls' Hostel and Inclusive Education of the Disabled at Secondary Stage (IEDSS) scheme, besides the cash book, ledger and balance sheet for the audit team to view.

In Punjab, the audit began on August 6 and the report has to be submitted to the Ministry of Human Resources and Development (MHRD) by August 31.

The shools to be audited include the government schools at Aalike, Ballo, Beerbehman, Bangi Raghu, Burj Gill, Bandi, Chathe Wala, Gumti Kalan, Hamirgarh, Dyalpura Mirza, Dikh, Gill Kalan, Giana, Jeonda, Mirjeana, Teona Pujarian and Jajjal.

Other schools include Koreaana, Kotda Kaura, Kotha Guru Ke (Girls), Kararwala, Lelewala, Mandi Kalan (Girls), Nehianwala, Pathrala, Sandoha, Sekhu, Bhagta Bhai Ka, Bhodipura, Bhokhra, Chak Fateh Singh Wala, Dhadde, Gehri Buttar, Ghanda Banna, among others.

Out of jail on parole, man hangs himself to death near thermal lake

A 30-year-old resident of Prajapat Colony committed suicide today by hanging himself from a tree adjoining lake number one of Guru Nanak Dev Thermal Power Plant.

The deceased, Vinod Kumar, was undergoing imprisonment for murdering his cousin around 10 years ago. He was out of jail on parole and was suppose to return tomorrow.

A suicide note was recovered from his pocket stating that he was committing suicide after being harassed by three persons who have encroached upon a piece of land.

SHO Harpreet Singh said the deceased was unmarried and had committed the crime of murdering his cousin at a young age. Since then, he was undergoing imprisonment.

He has a young brother and elderly parents who live in Prajapat Colony. His brother works at a shop in the city. The family was of modest means and was upset over the court case pertaining to the piece of land. The SHO said the division of the land had not been done properly.

Police said action would be initiated against the three whose names are mentioned in the suicide note.

Earlier, the matter was brought to the notice of the NGO, Sahara Jan Sewa, by some passersby who noticed the body hanging from a tree.

Sahara workers rushed to the spot and rushed him to the Civil Hospital where doctors declared him dead on arrival.

Journalistic quest over for teachers
Gag orders by Education Minister stop teachers from writing for any publication without taking prior approval from govt

Education Minister Sikandar Singh Maluka has issued gag orders for the government teachers barring them from undertaking journalistic pursuits.
In a letter issued to the district education officers, the Director General of School Education (DGSE) has clearly mentioned that no teacher would be allowed to write for any publication without a prior permission from the government.

They cannot even write for the letter to the editor column in newspapers without informing the government about it.

"The move is meant to arrest our freedom of expression at a time when the government itself gives us two marks in annual confidential report (ACR) for any kind of publication. Most of our teachers write in vernacular dailies for the school columns and have been claiming the two marks for the past many years," said one of the teachers requesting not to be named.

Teachers demanded that either the awarding of two marks should be done away with in the Punjab Civil Services Rules (CSR) or the government should give an option to teachers to earn these two marks.

"The best way would be to start in-house journals at block or district levels, so that teachers can find a platform to come out with their creative side. In the rural pockets, vernacular newspapers teach children things other than education through the columns written by teachers. The void needs to be filled," demanded teachers.

In Education Minister Sikandar Singh Maluka's own constituency, Rampura Phul, there are 
around a dozen government teachers who double up as journalists of various newspapers.

Teachers felt that the government should have actually issued gag orders for those teachers who charted out election campaigns of SAD candidates during the last Assembly elections.

"Instead of curtailing practices of such people, it's the genuine writers whose pens have been capped," said an irate retired government school teacher who has worked with a Punjabi newspaper in Bathinda city.

Now, teachers cannot…

  • Publish a book, contribute an article for the book or go for compilation of articles.
  • Participate in radio broadcast, write letter to the editor in his or her own name, anonymously or under a pseudonym or in the name of other person.
  • Action would be taken against those violating the orders, under the Punjab Civil Services (Punishment and Appeal) Rules 1970.

As many as 1,600 school children from various private and government schools of the district participated in a PT show and cultural programme.

The cultural programme saw the performance of patriotic songs, gidha and bhangra.

A guest item was also presented by differently-abled students of the Mahant Gurbanta Das Deaf and Dumb School, Bathinda.

Students of the Saint Xavier's High School sang the National Song.

Punjab Education Minister Sikandar Singh Maluka would be the chief guest on the Independence Day function to be held at the Sports Stadium.

He would unfurl the Tricolour on the occasion.

Canter driver booked for inflicting fatal injuries on rickshaw-puller

The police has booked a canter driver for inflicting fatal injuries to a rickshaw- puller, near the Civil Lines here.

Gold earrings snatched from woman

Gold earrings worth nearly Rs 30,000 were snatched from a woman resident of Partap Nagar here.

In a complaint to the police, Sharda Devi stated that she was standing in a shop in her locality when two unidentified boys snatched her gold earrings and fled from the spot. The police has registered a case in this connection under Sections 382, 341 and 34 of the IPC at the Canal Colony police station.

Car stolen from Cantt area

Unidentified persons have been booked for stealing a car. A laptop, a CPU and important documents pertaining to Air Force training were lying in the car.

In a complaint to the police, one Kulwinder Singh of Nathpura village stated that his car was lifted from the Cantonment area on August 11. The total cost of the stolen material is reported to be Rs 48,200. The police has registered a case under Section 379 of the IPC at the Cantonment police station.

Two booked for instigating minor girl to elope

A brother-sister duo has been charged with instigating a minor girl to elope.

In a complaint to the police, Hare Ram accused Vicky Kumar, a migrant, and his sister Saroj Rani of instigating his minor girl to elope with Vicky. He alleged that Vicky not only allured his daughter to enter the wedlock with him but also raped her at his place.

The family members said the girl was recovered from near the Gurdwara Qila Mubarak. A case under Sections 376, 363, 366-A and 120-B of the IPC has been registered at the Cantonment police station.

Three booked for beating villager

The police has booked three residents of Ghudda village for beating a villager.

In his complaint to the police, Lakhwinder Singh of Ghudda village stated that the accused, identified as Pritpal Singh, Ramandeep Singh and Kala Singh, suspected him of goading stray cattle into their farm house. A case under Sections 341, 323, 506 and 34 of the IPC has been registered at Nandgarh police station.

Wife booked for fleeing with another man

The police has booked a married woman for eloping with a Moga resident. Gurnam Singh of Puhla village stated in his complaint that his wife, Amarjeet Kaur, eloped with Sukhmandar Singh, a resident of Bhinder Kalan village of Moga district. He alleged that she took along 55 gram of gold jewellery and cash to the tune of Rs 22,000.

A case has been registered under Sections 380, 109, 497 and 498 of the IPC at Nathana police station. No arrest have been made yet.

The new academic session 2012-13 of the Central University of Punjab (CUP) here began with an orientation programme for new students.
These students have been admitted to various courses through an elaborate process of selection that involved a written test conducted across India on July 7. As many as 143 students have been shortlisted for admission in various courses at the CUP. They attended the orientation programme today.

The event began with the Registrar, Col. Jagdev Kartar Singh, welcoming the new students and detailing the intricacies of selection procedure for the current session. The Registrar also introduced the students who topped in their respective courses pursued during the session 2011-12. The members of the CUP faculty also introduced themselves to the new students.

Prof P Ramarao, Dean, Academic Affairs, congratulated the examination cell headed by Prof RG Saini for successful conduct of admission process.

Vice-chancellor Prof Jai Rup Singh welcomed the students. He also discussed the plan for the upcoming campus of the university at Ghudda village and gave details about its progress.

Prof PS Ramana, Dean, Students Welfare, proposed a vote of thanks while proclaiming that the university offered a ragging-free environment on its campus.
