Mumbai, August 13
The criminal backgrounds of several youths arrested in connection with Saturday's violence in downtown Mumbai has turned the spotlight on the possible involvement of the underworld in the incident, police sources said today.

The questioning of several youths, who were picked up for indulging in violence on Saturday, has revealed that many of them had police records. Some of them had even been convicted for petty crimes in the past, the police said.

In fact, one of the youths who was shot by the police had been barred from entering Mumbai for indulging in anti-social activities.

The police said that many of the youths who attended the rally from distant parts of Mumbai and its outskirts had come with an intention of indulging in violence.

“Many of them came armed with chains, pipes, stones and crude weapons,” said a police official of the Azad Maidan police station.

Security officials posted at railway stations who had seen the youths travel by train had even warned their superiors, but nothing came of it, said sources.

On Sunday, Crime Branch officers probing the matter were also told that several youths were seen moving around with bottles of petrol and other inflammable liquids. But police personnel, who were clearly outnumbered by those gathered at the protest site, chose to keep mum, said sources.

Investigators have now picked up young men from areas as far away as Mumbra on the outskirts of the city, the police said.

Chavan Govt’s dismissal sought

NEW DELHI: The Lok Sabha was adjourned for the day at 2 pm on Monday after the Opposition BJP and Shiv Sena demanded the dismissal of the Maharashtra Government for its failure to prevent violence during a Saturday rally at Mumbai's Azad Maidan where two persons were killed and several injured. The Shiv Sena was the first to raise the issue in the Lok Sabha during Zero Hour with party leader Anant Geete slamming the Congress-NCP government in the state for "miserably failing to foresee the situation" and for "deliberately hatching a conspiracy to undermine the morale of the police forces in the state". This invited sharp rebuttals from Congress members from Maharashtra led by MP Sanjay Nirupam.

Philanthropist adopts children of Sikh preachers slain in US

Delhi-based philanthropist Vikramjit Singh Sahney today announced that he would bear all expanses of the children of the two Sikh preachers who were killed in the recent Wisconsin gurdwara attack in the USA.

Preachers Ranjit Singh and Sita Singh were among the six persons killed in the August 5 incident. Their young sons and daughters are living in Delhi. Sahney, chairman of the Sun Foundation and international president of the World Punjabi Organisation (WPO), said all expenses related to the marriage of daughters of the two preachers would be borne by him.

He has also made fixed deposits of Rs 1 lakh each for the daughters of the deceased.

Besides this, all needs of the young children of the victims would be taken care of by Sahney in terms of their education and upbringing.

Sahney also announced that the WPO would confer a bravery award on Satwant Singh Kaleka, president of the Wisconsin gurdwara, who sacrificed his life fighting the attacker, thus giving enough time to women and children inside the gurdwara to move to safety.

Gadkari & Co finally hop on to Ramdev bandwagon

Five days ago when he began his agitation against corruption and black money, yoga guru Ramdev had declared that he would refrain from attacking any political party or personality. But as he was winding up the agitation at the historic Ramlila Maidan here, his campaign had acquired a political colour with BJP president Nitin Gadkari and Janata Dal (U) president Sharad Yadav sharing the dais with him.

Emboldened by the presence of Opposition heavyweights, Ramdev went on the offensive against the UPA, accusing the ruling coalition of lacking the will to tackle the issue of corruption and black money.

Though he was not allowed to proceed towards Parliament, he has reasons to be satisfied with what he achieved from the agitation-he drew more crowds than Team Anna which recently held an indefinite fast at Jantar Mantar.

Questions are being asked in political circles as to why the BJP decided to shed its inhibition and openly join the Ramdev bandwagon, virtually confirming suspicion that the saffron party has a tacit understanding with the yoga guru.

“The mask has finally come off,” a senior Congress leader was overheard saying in the Central Hall of Parliament as soon as the news came that Gadkari and NDA convener Yadav were sharing the dais with Ramdev.

“You don’t worry guruji...all members of the NDA are with you,” said the BJP chief as he addressed some 6,000 followers of the yoga guru. “We are a rich country with a poor population...if black money is recovered, we can help the poor,” he said, drawing a thunderous applause from Ramdev followers. There were others too from the political fraternity at Ramdev’s show but they were all fringe players.

At the party’s press briefing, BJP spokesman Ravi Shankar Prasad was hard put to justify the presence of his party chief at the Ramdev’s show. “The BJP is a national party. On the commonality of the issue of black money and foreign bank accounts, we have extended our moral support to the agitation,” he said. The intention of the government on the issue of black money was suspect and the whole nation was agitated, he added.

With the BJP openly aligning with the yoga guru, it will naturally be asked in the coming days as to how it is supporting a person who himself is under the scanner of income tax and other authorities over the functioning of trusts run by him.

Like Team Anna, Ramdev has also given clear hints about his political ambitions. The moot question is whether the BJP will get any political mileage from associating with Ramdev or the step will boomerang on the party.

In the Rajya Sabha, BJP leader M Venkaiah Naidu raised the issue during the Zero Hour. Accusing the Congress-led UPA of having completely failed in tackling the issue of black money and corruption, Naidu said even the CBI Director had raised the issue, reflecting its seriousness.

All placatory efforts by Deputy Chairman PJ Kurien that a note had been taken of the “serious issue” failed to pacify NDA members. An assurance by I&B Minister Ambika Soni also could not appease the Opposition, leading to two adjournments.

The Lok Sabha also saw disruptions on the issue with the BJP and Shiv Sena MPs demanding the suspension of Question Hour to raise the issue, in obvious solidarity with Ramdev. Speaker Meira Kumar had to adjourn the House until 12 noon.

Later during the Zero Hour, BJP member Harin Pathak was allowed to raise the matter. “Because top people in the government are involved, the government is doing nothing to bring black money back,” Pathak said.

Sonia in Assam, says refugees’ rehabilitation will take time

The government would take a little more time to send the violence-displaced people - now lodged in relief camps in Kokrajhar, Chirang and Dhubri districts of Assam - to their villages because they were still haunted by fear, UPA chairperson Sonia Gandhi today said after visiting four relief camps with Union Home Minister Sushil Kumar Shinde.

“People of both communities want to go back to their respective villages, but they are afraid to do so as fear is still lurking in their minds. They want security and I have asked the Home Minister (Shinde) and the Chief Minister (Tarun Gogoi) to take the necessary steps,” Sonia Gandhi said adding that none of the camp inmates had any complaint about the distribution of rations.

The UPA chairperson arrived here this morning and took a helicopter from Guwahati airport to Kokrajhar. She straightaway drove to a relief camp at Titaguri High School just outside Kokrajhar and interacted with the Bodo inmates there.

Fifteen minutes later, she visited another relief camp for Bodo tribesmen at Debargaon in Kokrajhar. She then proceeded to neighbouring Dhubri district to visit two more relief camps occupied by violence-hit Muslims.

Elaborate security arrangements had been made for the visit of the UPA chairperson, but she defied barricades that prevented people from getting close to her. She went from room to room in the relief camps to inquire about the facilities being provided to them.

Jagan case: Andhra minister named in CBI chargesheet

A senior Andhra Pradesh Minister D Prasada Rao has landed in trouble with the CBI naming him as one of the accused in a fresh chargesheet it filed today in the disproportionate assets case against YSR Congress president and MP YS Jagan Mohan Reddy.

Rao, who holds the Roads and Buildings portfolio, is the second minister to face the ignominy of figuring in a CBI chargesheet.

Earlier, the Excise Minister M Venkataramana was sent to jail following the CBI chargesheet in the illegal assets case. In its fourth chargesheet filed before a special CBI court here, the premier investigating agency named 14 persons as the accused including two senior bureaucrats of principal secretary rank Manmohan Singh and M Samuel; and leading industrialist Nimmagadda Prasad, apart from Jagan and his close aide and financial adviser Vijayasai Reddy.

The chargesheet specifically dealt with the irregularities in the implementation of Vadrevu and Nizampatnam Ports & Industrial Corridor (VANPIC) project in Prakasam and Guntur districts.

The land allotment was done when Jagan’s father late YS Rajasekhar Reddy was the Chief Minister and while Prasada Rao and Venkatar-amana were holding revenue and infrastructure development portfolios respectively.

Soon after his name figured in the chargesheet, Prasada Rao rushed to Delhi to meet AICC leaders to explain his position. “I cannot comment unless I see the chargesheet. I do not know why my name has been included,” Rao said.

Curfew on in riot-hit Bareilly; 200 held

Curfew continued for a second consecutive day in Bareilly city in Uttar Pradesh Monday even as police said the situation following communal violence was under control.

Schools and colleges remained closed. Curfew was clamped late on August 11 following clashes between two communities during the Janamashtami Shobha Yatra in which around two dozen people were injured. No casualty has been reported so far.

The city has been reeling under communal tension since July 22. The curfew was relaxed on August 9 but fresh trouble was triggered during the Janamashtami procession when a section of people from one community extended the yatra route provoking the other community to indulge in stone pelting. Curfew has been imposed in four of the seven police station areas of the city. They are Baradari, Prem Nagar, Kotwali and Qila. Two policemen - Sub Inspector Asha Ram and senior constable Babu Ram have been suspended for dereliction of duty while the SHO of the Baradari police station Shashank Shekhar has been shifted to Qila police station following Saturday’s violence.

The violence started near the graveyard area of Jagatpur late on August 11. The Shobha Yatra started from Panbadiya area at 3 pm and reached the graveyard later in the evening from where it was scheduled to turn back. However, some people in the procession extended the route. Some residents of the Sahsawani area, belonging to the other community, objected to it. This verbal duel soon got out of hand and turned violent.

Within no time it spread from Jagatpur to the adjoining areas of the old city with both the communities indulging in a pitched battle. Outnumbered, the police resorted to lathi-charge and even fired teargas shells. But by then, the damage was done. The agitated mob set afire a police van and indulged in looting. Shopkeepers in the area quickly down their shutters in order to escape the wrath of the angry mob.

India today termed its military deployment on Siachen Glacier as an “adequate safeguard” to ensure the integrity of its territorial borders. Congress MP from Ludhiana, Manish Tewari, had questioned the Government, asking it about the “official position on demilitarisation of Siachen Glacier”.

Defence Minister AK Antony said in a written reply, “The issue of illegal and forcible occupation of areas in Jammu and Kashmir by the neighbouring nation remains to be resolved.” A part of the territory of the state (J&K) is under illegal and forcible occupation of Pakistan. The issue that remains to be resolved in J&K is the vacation by Pakistan of the area under its illegal occupation… the area of Siachen Glacier is an integral part of India.”

Antony said, “The Indian standpoint considers Siachen holistically and it is based upon principled and consistent positions…. and ensures that adequate safeguards are in place to ensure the integrity of our territorial borders.” India, Antony said, remains committed to resolving all outstanding issues with Pakistan bilaterally and peacefully in accordance with Simla Agreement (1972) and Lahore Declaration (1999).

Another gang-rape in Kolkata

Kolkata, August 13
A 30-year-old woman was gang-raped by five-six persons on Saturday evening here. According to the FIR lodged by the woman yesterday at Charu Market police station, she was picked up by five-six persons in a car, when she was waiting for a bus to return home from work at around 7 pm on Saturday, near Durgapur bridge in the Chetla area.

She was blindfolded by the occupants of the car. Her shouts for help were of no avail as the car was moving with speed. She was taken to a room in an unknown destination where she was repeatedly raped as a result of which she became unconscious. When she woke up on Sunday morning, she was at a newly built housing complex in the Tollygunge area. A person named as Ajoy has been arrested as he was found making calls to the woman. LS seeks protection for migrating Pak Hindus

The BJP had given notices for the adjournment of Question Hour to discuss this issue along with black money. Not allowed, BJP and Shiv Sena members stormed the well of the Lok Sabha forcing Speaker Meira Kumar to adjourn the proceedings until 12 noon.

When the House reassembled, former BJP president Rajnath Singh flagged the concern demanding the Chair to pass a resolution condemning the persecution of minorities in Pakistan. SP chief Mulayam Singh Yadav also joined the BJP on the issue.

A Bench comprising Justices AK Patnaik and JS Khehar adjourned the hearing on Nupur’s bail plea till September 17 as CBI’s senior counsel Sidharth Luthra contended that going by her track record, she was likely to influence the key witnesses affecting the prosecution case.

Issuance of 10,000 new auto permits starts

New Delhi, August 13
The Delhi Government today started the process for issuance of 10,000 new permits for auto-rickshaw, almost nine months after the Supreme Court allowed plying of more such vehicles in the city.

People having license for driving auto-rickshaw will only be eligible for getting the permits.

"Initially we will issue 10,000 permits. We have decided to issue permits to those who have license to run auto so that only genuine persons get the permits," Transport Minister Arvinder Singh Lovely said. — PTI
