Char Dham pilgrims stranded due to landslides after rain

A large number of pilgrims are stranded at various places in the hills of Uttarakhand due to landslides triggered by widespread heavy rain. The Meteorological Department has forecast heavy rain in southern districts of the state in the next 48 hours.

The state experienced heavy rain today resulting in blockade of various routes of Char Dham, particularly in Chamoli and Uttarkashi districts. While the Rishikesh-Badrinath highway was blocked at Patalganga, the Rishikesh-Gangotri highway was blocked at Badiya in the Garhwal region.

According to the Disaster Mitigation and Management Centre in Dehradun, landslides were reported from Patalganga, Birahi and Lambagarh areas of Chamoli that led to disruption of traffic on the Rishikesh-Badrinath highway. The Rishikesh-Yamunotri highway was also hit by landslides at Bhatwari, causing problems to pilgrims.

In the Kumaon region, the Almora-Haldwani road was blocked at Jaurasi as debris fell on it due to rain.

The district authorities along with the Border Roads Organisation (BRO) are working on a war footing to clear the roads of debris despite an inclement weather.However, the state authorities ruled out suspension of the Char Dham yatra as was done for a week during the monsoon last year.

Meanwhile, Chief Minister Vijay Bahuguna today directed the district authorities to ensure that the pilgrims did not face difficulties due to landslides. He directed them to ensure that the blocked roads were opened soon.

Dilip Jawalkar, coordinator of the Char Dham Review Cell and Additional Secretary to Chief Minister, said all efforts were being made to remove blockades from the Char Dham routes. He added food, water and other arrangements were being done for the pilgrims who were facing inconvenience due to harsh weather conditions. He, however, denied that a large number of pilgrims were stranded.

Chief Minister Vijay Bahuguna has said that all roads in pathetic condition will be repaired or reconstructed on a priority basis after the monsoon.

He said the government had already approved a project worth Rs 200 crore from a special grant received from the Planning Commission for this.

Meanwhile, Bahuguna today visited Doon Hospital and enquired after the health of the Tyuni accident victims. He said their treatment expenses would be borne by the government for which instructions had been given to the officials concerned. Bahuguna said ex-gratia had already been announced by the government.

Bahuguna, taking serious note of overloading, directed the Principal Secretary, Transport, to ensure a comprehensive checking of vehicles against overloading in hill areas and take stringent action against the defaulters.

He said in case of any complaint received in this regard, the respective officials would be held responsible and appropriate action taken against him.

The Chief Minister was accompanied by Rajpur MLA Rajkumar, District Magistrate Ravinath Raman and senior doctors of Doon Hospital.

Food safety licence must for vendors

Roadside dhabas, tea stall owners and pani-puri sellers will no longer get away with unhygienic conditions, especially those setting up stalls near open drains.

Under the new regime of the Food Safety Act (2006) in place in Uttarakhand, along with maintaining hygienic conditions, it has become compulsory for food retailers and even tea stall vendors to procure food safety licences.

The petty shopkeepers and tea stall owners will have to pay compulsory attention towards sanitising their establishments as mentioned in the Food Safety Act. Under Section 69 of the Food Safety Act, the Commissioner of Food Safety will soon empower the Designated Officers (DOs) to compound offences.

"Depending on the nature of the offence, the vendors will be fined under Section 69 (Power to compound offences). The maximum limit of the fine is Rs 1 lakh," said Dr Ranbir Singh, Commissioner of Food Safety (Uttarakhand).

As all mobile and fixed roadside eateries will come under the purview of the Act. Even cooking oil procured from eateries, which sell their used oil to roadside vendors, too will be checked.

While the Act has come as good news to the consumer, the Uttarakhand Government has been slow to adopt the new regime. Along with empowering the Designated Officers, appellate tribunals have to be set up in the state according to the new Food Safety Act.

"So far, the government has not appointed a legal adviser to the Food Commissioner to guide him on the various provisions of the Act. Within six months of the implementation of the Act, the DOs should be given powers to compound offences. If the government does not empower the DOs, the cases would remain pending," said BS Jayaraya, advocate who has already begun receiving cases from petty shopkeepers.

Besides, officials say once the government begins implementing the full provisions of the Act, the unauthorised trading on roadside will come to an end. "Every evening, there is a chaos on the roads of Dehradun with vendors selling fried snacks cooked in oil whose quality may not be good. All this will come to an end once the government begins implementing the provisions of the Act strictly," said Jayaraya.

BJP protests against power cuts

The youth wing of the BJP along with leaders of the city unit of the party held a protest against unscheduled power cuts in Dehradun today.

The leaders assembled at the Clock Tower and blamed the Congress government for ruining the state. “There has been 5-8 hours of unscheduled power cuts in the city. The wrong policies of the Congress are responsible for this grave situation,” said Puneet Mittal, president of the city unit.

Similar protests were held across the state. The BJP leaders urged the Congress government to take the people of the state into confidence and inform them about the problems being faced by the leadership in tackling power crisis.

State secretary of the CPM Vijay Rawat said Capt Luxmi Sehgal’s contribution to society could not be forgotten as she fought against capitalism relentlessly throughout her life.

She united women to fight for right to gender equality.

Other speakers also threw light on her struggle to bring farmers, labourers and other workers on one platform. They also remembered her service to poor and ailing people in her last days in Kanpur.
