Tussle between political leaders leaves residents worried

The claims of SAD general secretary Prof Chandumajra to have got projects worth Rs 100 crore approved from the Punjab Chief Minister and assertions claims of local Congress MLA Kuljeet Singh Nagra that he had raised various issues in the Assembly session have left residents as they apprehend their tussle may affect development projects in the town.

Congress MLA Kuljeet Singh Nagra and SAD general secretary Prof Prem Singh Chandumajra have locked horns over the development projects sanctioned for the Sirhind-Fatehgarh Sahib assembly constituency.

Prof Chandumajra, during a press conference yesterday, had claimed that the Chief Minister had sanctioned projects worth Rs100 crore for Sirhind-Fatehgarh Sahib.

Lashing out at Chandumajra, Kuljeet Singh Nagra termed the claims as a bundle of lies.

He said during the current Assembly session, he had raised 29 questions regarding the development projects and out of these, 19 had got a go-ahead.

He said residents had been demanding that a bus stand be set up in the town. He added that he had taken up the matter with the Chief Minister who had assured him of doing the needful.

Ridiculing the claim of Chandumajra that the CM had sanctioned Rs 30 crore for laying water supply and sewerage line in the town, he said the SAD leader was not aware of the scheme as the complete project was of Rs 37 crore.

He claimed that he had got Rs 7.08 crore sanctioned for water supply.

‘Powerless’ residents block road to lodge protest

Dera Bassi, July 5
Residents of Meerpur and Mubarakpur village today blocked the Bassi-Ramgarh road to protest against the electricity department for imposing power cuts at will. They said they had been reeling under outages for long and an acute shortage of water had aggravated their woes.

The blockade was lifted following police officials' intervention.

They assured the residents that their problems would be solved soon.

Panchayat member Sanjeev Kumar Bobby, Jang Singh and Bhagwan Singh who were leading the protesters said they had been without water for the past 15 days.

They added that unscheduled power cuts had made their lives miserable.

SDO of the electricity department Mahinderpal said only scheduled cuts were being imposed in the area. SDO, public health, Sehal Anand said cuts had led to a water shortage. He assured residents of doing the needful.

Job fair: 312 selected

A corporate job fair at Gurukul Vidyapeeth Institute of Engineering and Technology concluded recently. Total 312 students were selected on an average package of Rs 3.00 lakh per annum.

As many as 32 HR heads from more than 20 corporate houses gathered at the fair to select people. More than 3,000 students from different colleges of Punjab, Haryana, Himachal and J&K participated in the job fair. The companies that took part were: TNS, Airtel Digital TV, Havells, India mart, Angel Broking, Code Studio, Map my India, Pridhi Healthcare, Energies Gym, Apple Blossom and Site.

Manmohan Kumar Garg Chairman of Gurukul Vidyapeeth said that these young professionals would definitely fulfil the expectations of the recruiters.

Faculty development programme

Mechanical Department of Sri Sukhmani Institute of Engineering and Technology organised a five-day faculty development programme on ‘Robotics in Industrial Automation and Advanced Manufacturing’. The PU-sponsored programme will continue till today.

On the inaugural day, Dr GN Verma, principal of SSIET, welcomed the chief guest Dr AK Manna (PEC, University) and guest of honour Dr Ekta Singla (IIT, Ropar), and the participants. Prof Avtar Singh, chairman of SSIET, delivered the inaugural address, advising the participants to put maximum emphasis on up gradation of knowledge and acquisition of modern education.

The overview of the course content was presented by Dr MA Shamshi, Director Research.

One held for fraud

The police has arrested a person for defrauding several persons by giving false advertisements regarding government jobs in the education department and other boards. The accused, Partap Singh, a resident of Badali Aalla Singh village in Fatehgarh Sahib, used to get false advertisements published in newspapers.

"By giving mobile numbers and his office address of Sirhind, he asked clients to send post order of Rs 450 for further documentation at the office address, where he had also appointed two women employees to receive phone calls and money orders," said Yogi Raj, SHO, Kharar police station (Sadar).

A case under Section 420 of the IPC has been registered against the accused.

Demo on direct sowing of paddy

The district agriculture department has succeeded in persuading farmers to sow paddy through direct rice sowing (DRS) method. A team of the agriculture department led by Dr Kuldeep Singh Joshan, chief agriculture officer, demonstrated the new technique by sowing paddy on 6 acres at Damheri village.

Dr Kuldeep Singh spoke on the new method at length. He said under the DRS method, paddy seed was sown in the fields directly not in a traditional manner. — OC

Transfer, suspension of officials by Police Complaint Authority

The Chandigarh Administration today said the Police Complaint Authority exceeded its jurisdiction by ordering the transfer or suspension of police officials. In an affidavit submitted before the Punjab and Haryana High Court, Home Secretary Anil Kumar said, “There are certain instances which have come to light where the Police Complaint Authority has actually ordered the suspension or transfer of an official, exceeding its jurisdiction.”

The Home Secretary added, “These recommendations, which have not been acted upon, are beyond the mandate given to the Police Complaint Authority vide a notification dated June 23, 2010.”

He also denied that the Administration was not responsive or sensitive to the recommendations made by authority. “The police department has received 55 recommendations from the Police Complaint Authority so far and departmental inquiries have been conducted in most of the cases,” he claimed.

Giving details, the Home Secretary said, “The departmental inquiries in 18 such cases are in progress.” Elaborating on the authority’s powers, he said its recommendations “shall ordinarily be binding, unless for the reasons to be in writing, the Administration decides to disagree with the findings of the authority”.

Seeking more teeth for the authority, advocate Arvind Thakur, in his petition filed in public interest, had earlier demanded more powers for it. The petitioner had contended that the Chandigarh Police was not complying with its recommendations.

He had added that the authority should not be reduced to the level of a ‘complaint box’. Along with the petition, Thakur had annexed the authority’s unimplemented orders directing the suspension of officers.

The authority was constituted vide a notification dated June 23, 2010, issued by the Chandigarh Administration. Justice NK Agrawal was its chairman, while retired IAS officer Kanwaljit Singh and Joyshri Lobo were its members.

The authority was set up to inquire into allegations of ‘serious misconduct’ against police personnel, either suo moto or on a complaint received from a victim or any person on his behalf, the national or a state human rights commission, the police or any other source.

‘Serious misconduct’ meant any act or omission by a police officer leading to or amounting to death in police custody, grievous hurt, rape or attempt to commit rape, arrest or detention without due process of the law, land or house grab, extortion or any incident involving serious abuse of authority.

Mandate

The Police Complaint Authority was set up to inquire into allegations of ‘serious misconduct’ against police personnel, either suo moto or on a complaint received from a victim or any person on his behalf, the national or a state human rights commission, the police or any other source.

Immigration fraud
14-day judicial custody for accused

The local court today sent Dolly Arora, who had cheated several persons on the pretext of sending them abroad, to judicial custody for 14 days. Dolly, alias Jyoti Gupta, was arrested by the Zirakpur police last week. The police had recovered about 2.5kg of gold worth Rs 75 lakh yesterday.

She was produced in the court today which sent her to judicial custody.

Meanwhile, Tarlochan Singh, SHO, Zirakpur, said they had recovered cash worth Rs 89,000 and 20 passports of various persons at the behest of Dolly Arora.

"Raids are being conducted to nab her husband Deepak Arora and their accomplice Madhu," said Tarlochan Singh.

The couple had defrauded several persons while running their immigration offices, Jet International Consultant Service at Phase V and Jet International Placement Service at Phase VI. The two had been declared proclaimed offenders.

The police claimed that as many as 74 cases had been registered at the Phase I police station against the couple. They had also opened a jewellery shop, Jet Jewellers at Phase VI.

The couple used to take gold from customers who did not have sufficient amount in their bank accounts and got loans after mortgaging that gold in different finance companies. It was learnt that Dolly was not on good terms with her husband Deepak Arora.

Accused's remand extended

The court has extended the police remand of Veer Devinder Singh and his accomplice Gurmeet Singh for one more day. Pradeep Kumar Yadav, Senior Superintendent of Police, Crime and Cyber Crime, Punjab, said the police had received eight more complaints against the accused, who used to make online purchases of gold coins through fraudulent debit transactions.

The SSP said Veer Davinder Singh (30) was posted as a junior engineer in Pathankot. “After having suffered losses, Veer Davinder had started defrauding people by getting the information of their ATM-cum-debit cards and used it to purchase gold coins online," said Pradeep Kumar.

His accomplice Gurmeet Singh (35) owns a shop in Amritsar.

CCTV cameras help police nab accused

The UT police has solved a hit-and-run case the help of CCTV cameras accused at traffic intersections. Over three months after the accident which claimed a cyclist’s life, the police arrested the truck driver today.

On March 22, information regarding an accident on the Madhya Marg, near the Timber Market at Sector 26, was received.

Sub-inspector (SI) Baljinder Singh reached the spot. Cyclist Samuel was taken to the PGI, but he was declared dead on arrival.

Eyewitness Manoj Kumar met the SI at the hospital and he stated that a truck hit Samuel and the driver drove away from the spot.

During the course of investigation, CCTV footage from various roundabouts and traffic light points, where the possibility of the vehicle was, were taken and photographs of the footage developed.

The CCTV footage and photographs were circulated among beat parties, especially those at the Transport Area, to identify the vehicle.

With the help of deceased’s son Raju Samuel, his friend Amit Diwan and CCTV footage, the police located the vehicle and nabbed its driver today.

The vehicle, bearing registration number HR-26-GA-0304, was impounded. Its driver, Jai Pal of Rajpura, was arrested.

Tourney for budding boxers

Budding boxers in the age group of 12 to 16 years will get a chance to participate in a boxing championship on July 14 and 15. The Chandigarh Amateur Boxing Association is organising the 27th Chandigarh State Sub-Junior (Men) Boxing Championship at PML SD Public School, Sector 32.

The competition will be held under the 12-16 years age category. Boxers born between 1996 and 2000 can participate in the championship under 30 kg to +80 kg weight categories.

According to the organisers, participants must bring their original date of birth certificate along with an identity card or an authority letter duly signed by the head of their institution.

The players will undergo the weighing-in process on the first day of the tourney at 8:00 am. The boxers who are already registered with the Indian Amateur Boxing Federation must bring the medical book of the federation, organisers said.

After sky, Archana now conquers sea

India's ace skydiver Archana Sardana has achieved another feat by becoming the first Indian woman to qualify as the Master Deep Sea Scuba Diver Instructor in Phuket, Thailand, last week.

Earlier in 2011, Archana registered her name in the Limca Book of Records 2011 by becoming the first woman to perform BASE — bridges, antennas, span and earth —jumping. This mountaineer, BASE jumper and deep sea diver has also performed a 'free fall' from a height of 13,500 feet.

"Being known as a master scuba diver is a great achievement for me," she said, adding, "It was always my dream to become a professional diver."

Archana had earlier performed in deep water off the coast of Goa which led to her certification as an Advanced Scuba Diver by the Professional Association of Diving Instructors, USA.

"And now, the same association has awarded me with the professional diver title," said Archana.

Explaining the other adventure sports she has performed, she said, "I have also mastered in BASE jumping and skydiving. Both are different from each other; BASE jumping is performed from static objects, whereas skydiving is performed from moving objects like planes and helicopters."

Archana had made the national record in BASE jumping after completing 25 jumps from a 400-feet high bridge in Utah, USA. In October 2010, she had also performed 12 BASE jumps from the towers Menara Alor Setar and Menara, Kuala Lampur, in Malaysia.

Talking about her future plans, she said, "I would like to train children in scuba diving. The adventure sport is my passion and I want every child to learn it. It is not an easy sport, but needs proper attention and dedication."

Cricket federation seeks trainers

The Cricket Federation of Haryana (Regd) is looking for nodal officers to select and train players for Junior Premier Cricket League Championship for boys (U-17). The organisers would appoint nodal officers in each district for conducting trials and holding coaching camps for the teams.

These teams would be participating in the championship to be held from October 2 to October 7.

The interested persons with requisite knowledge of the sport can contact Honorary Secretary General Amarjit Kumar before July 15 for further details.

The Directorate of Sports, Punjab University, will organise trials for candidates seeking admission in various departments of PU under the reserved category of sports on July 6 and 7.

According to the PU officials, candidates must report at the Panjab University Grounds, near Basketball Courts, at 9 am. Candidates should carry proper kit along with original documents, officials said.
