Talking to The Tribune, the contractors alleged that stone crusher owners in the state, especially those located on the border areas adjoining Punjab, had increased the rate of crushed material from Rs 8 per cubic feet to Rs 18 per cubic feet.

Shimla, July 5 In fact, sowing of maize, the main crop, had been completed in only about 40 per cent of the area as it is mostly grown in rainfed areas. Normally, sowing is completed latest by June 25 and as such there is already a delay of 10 days. The first spell of rain has brought down the overall deficiency from 74 per cent to 58 per cent. In case of Hamirpur, the driest district, the deficiency has declined from 90 to 62 per cent, followed by Chamba (85 per cent), Solan (84 per cent), Bilaspur (82 to 63 per cent), Mandi (78 to 55 per cent), Kangra (77 to 27 per cent) and Shimla (67 to 51 per cent). However, there has been no respite for the rain-shadowed tribal district of Lahaul and Spiti (73 per cent) and Kinnaur (82 per cent) which did not receive any rain. The average rainfall has doubled from a meagre 27 mm to 54.1 mm, which is still short of the normal precipitation of 128.5 mm as on July 5. Director of Agriculture JC Rana said any further delay in the arrival of the monsoon would have spelt doom for the farmers. Now, they could complete the sowing over the next two or three days and hope for a good crop. In case of paddy, the situation was better as it was mostly transplanted and the process could be completed even as late as July 20. He said the production target for maize had been fixed at 7.35 lakh tonnes and for paddy at 1.31 lakh tonnes. Last season, the state achieved a kharif production of 8.63 lakh tonnes against the target of 9 lakh tonnes and the target for the current season is 8.87 lakh tonnes, which is still achievable if regular rain continues till September 15. The state has witnessed four consecutive bumper crops. It achieved the highest-ever production, crossing the 15-lakh-tonne mark in 2010-11 and 16 lakh tonnes in 2011-12. CHAMBA: Widespread rain in the Dalhousie and Chamba areas on Thursday has brought cheer to farmers in the district, who are now hopeful of a good kharif produce. The rain has helped farmers sow maize seeds. Dalhousie hills have been experiencing cold conditions following the rain. High hills have been covered under thick fog. |

5 Even though there were conflicting claims by the two feuding camps over the reason behind the sudden change of mind, this has made it amply clear that the bickering is far from over. “I decided to retain Health as Ravi requested me that since he was already overburdened with the IPH and Parliamentary Affairs portfolios, it would be difficult for him to devote time for this additional responsibility,” the Chief Minister said. On the other hand, it was within hours after Dhumal informed that the temporary charge of the Health and Family Welfare Department had been given to Ravi that the Shanta camp took no time in conveying its displeasure over the move straight to the high command. It is reliably learnt that Shanta Kumar, on getting to know about this development, rang up senior leaders Arun Jaitley, Sushma Swaraj and Ram Lal. It was on the personal intervention of senior leader Arun Jaitley, who spoke to Dhumal last night, that the Chief Minister decided to retain the Health portfolio
with himself. The fact that after getting the charge of the Health Department, Ravi would have had direct interference in the Vivekanand Hospital, the dream project of Shanta coming up at Palampur, seemed an indigestible proposition for Shanta loyalists. “I am indebted to the Chief Minister for having reposed faith in me, but owning to my pre-occupation, I have conveyed my inability to take on this responsibility,” said Ravi. “Shanta ji went to the extent of saying that this latest move by the Chief Minister was nothing short of adding insult to injury, which he would not take at any cost,” said his loyalists. He even threatened that if this “incorrigible behaviour” of the Chief Minister did not change, he would neither attend the July 8 rally at Kangra nor attend any of the other programmes as decided earlier. The Shanta loyalists were also sore over the fact that Ravi, who has been at the receiving end for allegedly interfering in the Assembly segments of the Shanta loyalists in Kangra district, was being made even more powerful than before. “Rather than clipping Ravi’s wings, who in his desperation to find an Assembly segment for himself has rubbed everyone the wrong way in Kangra, the Chief Minister is giving him even greater importance,” said an MLA. |
Steep Hike in Prices of Crushed Material
Dharamsala, July 5 This meant that the contractors would now have to pay about Rs 3,000 more per truck of crushed material to the stone crusher owners. Sources said the steep rise in the prices of crushed material in the state was the result of a sharp rise in the demand from the adjoining state of Punjab. Since stone crushers in Punjab had been lying closed for quite some time, the demand for crushed material was being met from stone crushers in Himachal. Since there was no bar on the sale of crushed material outside the state, stone crusher owners in the state were making a quick buck by making the most of the present situation. Government contractors have alleged that the increase in the prices of crushed material in the state had hit their limited margins hard. They said they generally got an increased cost of works in case there was an escalation in the prices of diesel or the minimum wages to be paid to workers. However, there was no provision for claiming the cost of the increase in the prices of crushed material. A group of government contractors met Kangra Deputy Commissioner KR Bharti, who called a meeting of stone crusher owners of the district. He requested the stone crusher owners to reduce the prices of crushed material to Rs 12 per cubic feet. The Deputy Commissioner said though there was no control over the prices of crushed material, he had requested the stone crusher owners in the state against such a steep hike in the prices of crushed material. He expressed the hope that since now the operations of stone crushers in Punjab were about to resume, the prices of crushed material were likely to moderate in Himachal. |

Hamirpur, July 5 Addressing a parivartan rally, organised by the HPCC at Gandhi Chowk here today to put a show of strength in the Hamirpur parliamentary constituency ahead of the next Assembly elections, he said, “I have seen many governments, but Chief Minister PK Dhumal has started a new culture of victimising his political opponents by implicating them in false cases. He has got several cases registered against me, but I have been exonerated by the court and the CBI, and will come out clean in the CD case also.” Enthused by the response from the crowd, Virbhadra Singh said, “I am glad to see the public response. My heart is overflowing with joy and with your support I can face even 20 false cases registered against me by Dhumal.” Earlier, addressing the rally, AICC general secretary and in charge of Himachal Birender Singh Chuadhary attacked the BJP for allegedly having double standards. He said, “The party is different when it seeks votes, but when in power, its character changes and it indulges in money making and forgets the public.” He urged the voters to help defeat the BJP, saying, “The future belongs to the Congress in the state and people will have to decide whether they want a communal and corrupt BJP government or a progress-oriented Congress government.” Addressing the rally, HPCC president Kaul Singh Thakur rubbished the allegation of discrimination levelled by the state government against the UPA government. He said, “Such allegations are unfounded. The UPA government has given aid and projects of about Rs 25,000 crore to the state and funds for several big projects like the Rohtang tunnel.” Attacking the Dhumal government, he alleged, “Large chunks of land have reportedly been sold by the BJP government to non-Himachalis and several leaders of the party are involved in corruption cases.” CLP leader Vidya Stokes accused BJP leaders of allegedly buying land through benami deals and said, “They are working for their own development and have amassed wealth worth crores. War of words between CM, Virbhadra intensifies
Shimla, July 5 The two leaders have been engaged in a verbal duel, trading allegations, mostly pertaining to the CD case in which charges have been framed against Virbhadra Singh by a trial court. The latest salvo has been fired by Virbhadra Singh by accusing Dhumal of concocting a story that he had requested him to deploy AP Singh, an IPS officer of the state cadre, as his private secretary following his induction into the Union Cabinet. The Chief Minister had been indulging in blatant falsehood to tarnish his image. The officer never recommended the registration of an FIR in the case and nor did he ever conduct investigations. After assuming charge as a Union Minister, he did make a courtesy call on the Chief Minister, but there was neither any talk about deputing a private secretary nor the name of AP Singh figured at the meeting. The authenticity and legality of the CD had been decided by the trial court twice by holding that the prosecution had not been able to prove its origin and maker as required under the law. The Chief Minister, who was in charge of the Home Department, must know the basic concept of law, he said. Further, he never brought the matter before the High Court prior to the registration of a false FIR, but Dhumal had been time and again making misleading statements to give an impression as if he had approached the court. The fact was that a citizen of the state had moved the court to stop the play of the CD and an interim order was passed. The affidavit filed by the previous government was not a binding on it and it was ready to conduct an inquiry. The petition in this regard was filed by SM Katwal against whom the Congress had conducted various inquiries and he was convicted in three cases. False statements of witnesses PC Jain and Kapil Mohan were written by the police allegedly at the behest of the government. The two had filed affidavits before the High Court that they never made such statements before the police. |
CM opens college building, bridges
Shimla, July 5 The Chief Minister dedicated developmental projects worth Rs 25.50 crore in the Sunni area of Shimla district today. These included inauguration of the Rs 11-crore Government Degree College building, a Rs 6.53-crore bridge at Thali on the Sutlej and a Rs 7.52-crore bridge on the Sainj khad. Addressing a public meeting, he said health check-up of students of government schools was being conducted free of cost under the second phase of the Mukhya Mantri Vidyarthi Swasthya Karyakram, besides providing them de-worming pills free of cost. The state was providing 80 per cent subsidy for setting up poly houses and micro irrigation schemes, which had gone a long way in facilitating the farming community, he said. He said Rs 190-crore subsidy had been provided to prevent rise in the rates of electricity. All the ration card holders of the state were being provided three pulses, two edible oils and salt on subsidised rates by providing subsidy of Rs 140 crore. Dhumal said free school uniforms were being provided to students of government schools from Class I to Class X by spending Rs 65 crore year, besides stitching charges of Rs 100 per uniform under the Atal School Uniform Scheme. |

Bilaspur, July 5 A meeting of the sabha, presided over by its president Ram Singh, here recently said this part of the National Highway in Bilaspur district had turned itself into a “virtual death trap” for unwary tourists and two-wheeler riders. The resolution said there were pot holes several feet deep and at points it had become very hazardous. There was hardly a day when there was no fatal accident on this tract. The sabha was of opinion that the Central government had stopped taking any interest in this road due to its proposal to construct an alternate four-lane express highway. But that could take another 10 years to materialise. |
Investors use rain to spill effluents into khad
Solan, July 5 The large-scale fish mortality was noticed by villagers at Moogwal and it was noticed downstream till the confluence of the Chikni khad and the Sarsa river. Villagers informed the local environmental NGO, Himparivesh, who arrived at the spot to take stock of the situation. Jagjit Singh Dhukiya and Balkrishen Sharma, president and general secretary of the NGO, respectively, said they were shocked to witness large-scale fish mortality all along the stretch of the Chikni khad and though they had immediately informed officials of the State Pollution Control Board at Baddi, officials arrived after several hours. Water samples from the site and nearby units were taken by board officials. It was after the NGO raised hue and cry over the issue that officials lifted water samples from the khad. Fisheries officials, who also arrived on the spot after receiving information, took separate water and fish samples to ascertain the cause of fish mortality. The NGO later got a case under Sections 277, 278 and 284, IPC, registered against an unknown unit and the police had also taken water and fish samples from the site. While such instances were routine in the Baddi-Barotiwala-Nalagarh industrial areas, lack of stern action in the past few years had emboldened the wrongdoers. District Fisheries official Tapesh Chauhan said veterinary officials had refused to confirm the cause of fish mortality and water and fish samples would be sent to the Composite Testing Laboratory at Kandaghat tomorrow for ascertaining the cause of death of fish. Jagdish Singh Saini, panchayat pradhan of Dhang Nihli village, said a textile unit located nearby had been letting out such toxic effluents into the Chikni khad and the panchayat had, as per a memorandum, specially requested the unit not to indulge in such mischief as it polluted the water that was used for irrigation and feeding the cattle. Board’s member secretary Sanjay Sood said he would comment on the issue after getting a report from officials at Baddi. |
MC employees not paid salaries for two months
Nurpur, July 5 Its employees have yet to receive their salaries for the past two months. All development activities in the town have come to a halt as the MC has no funds. The MC has 24 regular and two contract employees on pay rolls. Besides, a number of MC pensioners are still awaiting their monthly pension. The MC is also spending Rs 80,000 per month on sanitation in the town by engaging a number of safai karamcharis through a labour contractor. Executive Officer Lalit Kumar reveals that the MC is used to disbursing annual salaries to its employees to the tune of Rs 84 lakh and pension Rs 9 lakh, whereas it has to receive Rs 75 lakh as grant-in-aid in the current financial year. “So far no grant-in-aid has been received from the state Urban Development Department (UDD), whereas the MC had received the first instalment of Rs 11.50-lakh grant in June last year. The MC has not disbursed salary or pension to its employees for the past two months,” he admitted. Meanwhile, Krishna Mahajan, president, MC, while lamenting over the acute paucity of funds, demanded that the state government should disburse salaries and pensions to the MC employees from the state exchequer through the UDD, and allocate separate funds to undertake development and civic amenities to the municipal councils in the state. She also admitted that the paucity of funds had hit the development activities in the town. |
Power board, MC sort out bill issue
Mandi, July 5 Mandi DC Devesh Kumar invited the Executive Engineer of the board and the president and executive officer of the council to sort out the matter amicably and restore the power supply to the streetlights, which remained disconnected for the past three days. MC president Sushila Sonkhla said the council and the board had arrived at a compromise formula to settle the dispute for the streetlights, pending since 2004. Sonkhla said the council would pay the bill every month. The council claimed that the board had to pay it an octroi of Rs 21 lakh every year and Rs 25 lakh as house tax. The Chief Engineer, Commercial, had disconnected the power supply to the streetlights after the council refused to pay the Rs 8.46 crore bill terming it unjustified. |
Cardiologists save toddler’s life
Shimla, July 5 With the age of Aryan being a major inhibiting factor in the absence of a separate paediatric cardiology department, it was a team led by Dr Arvind Kandoria, Associate Professor, which performed this task on July 3. The team preferred “balloon dilatations” treatment over surgery. The child is likely to be discharged in a day or two. Hailing from a poor family, Aryan’s parents were not in a position to go to AIIMS or the PGI, Chandigarh, for treatment. “Though it was a challenging task, by God’s grace everything went off fine and in a day or two we will discharge the child,” said Dr Kandoria. He added that the child, who earlier suffered breathlessness and fatigue on even a slight physical activity and could not play or suck milk, was now behaving like any other normal child his age. He said the child was now fully fit to lead a normal life, including attending school, playing and running around. “Earlier, his lips would turn blue when he cried and he was fatigued most of the time as the supply of blood to the lungs was severely affected,” he explained. The entire cost of the procedure has been met from the Chief Minister’s Relief Fund. The child hails from Tharas village in the Hurla area of Kullu district. The procedure took less than an hour with Dr Chaudhary being assisted by Dr Neeraj Ganju, Assistant Professor, Dr Nirmal Kolta, Senior Resident, and Dr Rashmi, Registrar in the anaesthesia department. |
Vivekananda hospital to be functional by month-end
Dharamsala, July 5 The management of the hospital will be run by a trust of 15 members, including nine members from the JP Sewa Sansthan and five members from the Vivekananda Trust. The Principal Secretary, Health, will be the nominee of the government. The management is also planning to bring up a medical and nursing college in the area. Vivekananda Trust officials said the decision to this effect was taken in a meeting between Shanta Kumar and Chairman, JP Group of Industries, Manoj Gaur in Delhi. They further said there were two phases in which they had planned to bring up the facilities in the land allotted to the Vivekananda Trust. A few super specialities would be started by the end of this month. They added that since the trust did not have funds to bring up the hospital on its own, it was handed over to the JP group. Shanta Kumar had planned a private super-speciality hospital in Palampur that remained as his home constituency, as no such facility was available for emergency patients in the area. The non-completion of Vivekananda hospital was also a major grouse of Shanta Kumar against Chief Minister PK Dhumal. The initiation of the project is being seen a thaw between the two senior leaders of the BJP ahead of the Assembly elections. However, the decision of the Vivekananda Trust to hand over the project to a trust of the JP Group of
Industries is likely to evoke criticism from the Opposition Congress. Local sources told The Tribune that the Congress was already planning to target the alleged favours given by the present BJP government to the JP group in its proposed charge sheet. Congress leaders are alleging that the government caused loss to the state exchequer by imposing lesser penalties on JP industries for the delay caused in execution of its power project. It will also accuse the government of giving JP group land free of cost to bring up a super-specialty hospital. Congress leaders are already alleging that if the state government was ready to give land free of cost for the hospital project, it should have called open expression of interest. Many corporate houses could have shown interest in the hospital project at a hill station if they were also given land free of cost. |
Mankotia flays govt for going soft on Virbhadra’s kin
Dharamsala, July 5 Mankotia was reacting to news reports in a section of the media regarding land being possessed in excess of the land ceiling Act by Virbhadra’s kin. He alleged that as per the land ceiling Act, Virbhadra’s brother-in-law Arun Sen was entitled to one unit of 150 bigha land. In 1971 Sen was holding 1,548 bigha land in eight different villages. He should have surrendered the remaining surplus land to the government. However, about 40 years have passed since the land ceiling Act was passed in the state, but the successive governments have not been able to vest the extra land in possession of Arun Sen. Mankotia said poor farmers and land owners of the state were forced to surrender most of their lands to government under the Act, but a few politically influential people had been able to retain huge land holdings. Mankotia alleged that as per information under the RTI, now 40 years later only about 818 bighas land was in the name of Arun Sen, out of which as per land records 180 bighas was in tenants’ possession. Still he was the owner of 632 bighas land. He alleged that many portions of the land had also been sold in violation of state revenue laws. Chief Minister PK Dhumal, who was on a visit to Kangra district on Tuesday, said the law of land would take its course in the case.

Extra fare in HRTC special buses irks passengers
Hamirpur, July 5 All regular buses plying to New Delhi, Chandigarh and a few other places from Hamirpur are already packed for almost a month as seats were booked in advance. Passengers have been requesting the HRTC authorities for the past few days to run additional buses as they were not getting seats in regular buses. The HRTC is charging more than the normal fare from passengers in these buses to cover their loss in running the additional buses. Passengers travelling to Chandigarh in these buses are resenting charging a fare of Rs 290 against normal fare of Rs 190. A passenger, Sunil Kumar Singh, said: “I was trying to get a seat for going to New Delhi for the past few days, but could not find it as all seats had already been booked in advance and when I started the journey by a special bus I was charged Rs 100 extra than the normal fare.” Regional Manager, HRTC, Hamirpur, Avatar Singh said: “We are running special buses to Chandigarh on the request of passengers as long-route buses are running packed these days. We are forced to charge extra fare to compensate our loss from passengers because these buses have to return empty from there. We cannot bring passengers in these buses due to timetable bindings and cannot run these on losses and, thus, charging extra fare for a single journey.”

BJP may introduce 18 new faces
Solan, July 5 According to an indication given by Chief Minister PK Dhumal recently, 15-18 new faces can be introduced by the BJP in the Assembly polls slated to be held by year-end. Though the BJP had created history by winning all five Vidhan Sabha seats in Solan district in 2007, it lost the Nalagarh seat in a byelection last year to the Congress, thus reducing its seats to four. With the Solan constituency having been reserved after the delimitation exercise, a new face will be introduced from here leaving three MLAs of Arki, Kasauli and Doon to vie for tickets. While the performance of these MLAs is being assessed by the agency, it is reliably learnt that the
party is also in the process of considering some new faces. The performance report being prepared by the BJP is taking into account various factors like anti-incumbency, winning ability, public image, working of the MLA, including his reach within the public, amount of developmental works executed etc. Sources in the BJP said even other factors like reports of state agencies would also be considered so that there was no bias on the basis of a single report. Since Gadkari has also hinted that the survey report will be the decisive factor in granting tickets, the party is taking the issue seriously.

Petition challenging provisions of Religion Act adjourned till July 17
Shimla, July 5 He added that the freedom of religion was subject to reasonable restrictions and the state government was within its right to promulgate such law. The state government also supported the law and said the Constitution of India provided that subject to public order, morality and health and to the other provisions of this part, all persons were equally entitled to freedom of conscience and the right to freely profess, practice and propagate religion. The state added that the Act only prohibited conversion of a person to another religion by the use of force or by inducement or by any other fraudulent means as well as abetment of such conversion. This restriction was a reasonable restriction and in no manner violated the right of petitioners or the public. After hearing the parties, the Bench comprising Justice Deepak Gupta and Justice Rajiv Sharma adjourned the matter for July 17. The state government in 2006 had brought a Bill to provide for the prohibition of conversion from one religion to another by the use of force or inducement or by fraudulent means and for matters connected therewith or incidental thereto. The petitioners, the Evangelical Fellowship of India and Shamsher Masih, have challenged this Act on the grounds that the same was ultra vires to the Constitution of India.

Pension not paid despite amendment to rules
Shimla, July 5 Section 37-A of the CCS Rules, as applicable to the state employees, clearly states that they were entitled to the combined service pension benefit with effect from September 30, 2000. They are, however, still running from pillar to post. President of the State Corporate Sector Serving and Retired Employees and Officers Welfare Association Rajinder Ramaul said the Finance Secretary had agreed that they were entitled to pension for the combined period of service rendered in the government and the public sector undertaking and advised them to send the case through the respective departments. However, the departments declined their request on the plea that their posts were abolished after they were transferred and they had no lien in the government. Further, the government had made exception in some cases and given the pension benefit to those who were transferred to the State Road Transport Corporation, the state electricity board and municipal bodies. He urged the government to take a policy decision in this regard so that all departments adopted a uniform approach in the matter and the employees were not unnecessarily harassed.

Dec deadline set for power scheme works
Chamba, July 5 Disclosing this here today, Himachal Pradesh Vidhan Sabha Speaker Tulsi Tam, who also represents the Bharmour tribal Assembly constituency, stated that Himachal Pradesh State Electricity Board Limited (HPSEBL) was executing the yojna and had set December this year as deadline to accomplish all the remaining works of the yojna. The Speaker said it was for the first time that a 6-km-long underground electrical cable was being laid which would cross over the Saach Pass at an altitude of 4,413 metres connecting the difficult Pangi valley. Under the yojna, 19-km transmission line out of total 64-km transmission line from Tissa to Pangi to connect the proposed 33-KV power sub-station had been completed, the Speaker said, claiming that despite difficult and unfavourable geographical conditions, the HPSEBL had done a commendable job in achieving the targets under the yojna.

Panchayat chief’s suspension order stayed
Bilaspur, July 5 Earlier, Deputy Commissioner (DC) Ritesh Chauhan had suspended the president from her post and ordered her to hand over the charge to the secretary of the panchayat. This order was challenged by Pushpa in the Divisional Commissioner’s court alleging, among other things, that her suspension was based on political considerations and not on facts. The DC had taken action under rules and the Panchayati Raj Act after an enquiry and report against her conducted by the Block Development Officer and the District Panchayat Officer.
