Two weeks after the Powercom imposed a fine of Rs 2.65 lakh on the panchayat of Ghania village for the alleged offence of power theft to run the waterworks in the village, two senior officials of the Water Supply and Sanitation Department, Kotkapura, were detained in the village today when the latter had gone to inspect the drinking water supply there.

Family barracks to come up in jails, says DGP
Bathinda, June 6
The Punjab police is launching the Family Barrack Programme to enable families of the reformed jail inmates to stay with them for certain period of time. Under the scheme, two rooms have already been constructed at the Faridkot jail and efforts are being made to construct such rooms in other jails too. This was stated by DGP (Prisons) Shashi Kant while interacting with mediapersons on his visit to the Bathinda Central Jail today.

Villagers detain officials of water supply dept
Ghania residents opposed the fine that the Powercom had imposed on the village Panchayat for alleged power theft

Faridkot, June 6
Two weeks after the Powercom imposed a fine of Rs 2.65 lakh on the panchayat of Ghania village for the alleged offence of power theft to run the waterworks in the village, two senior officials of the Water Supply and Sanitation Department, Kotkapura, were detained in the village today when the latter had gone to inspect the drinking water supply there.

The officials, including an SDO and a JE, were released in the evening after a team of police and Powercom officials, who had reached to pacify the villagers, gave an assurance to waive off the fine amount and restore the power supply to the waterworks in the village.

According to the details available, the power supply to the waterworks in the village was disconnected last year for non-payment of accumulated electricity bill of Rs 92,000. However, in March 2011, when a new RO (Reverse Osmosis) plant was installed in the village and a new power connection was required to operate it, the Powercom declined to give a connection till the arrears were paid.

The panchayat made the payment by collecting Rs 500 each for each new connection from the general category consumers and Rs 250 each from the poor. The Powercom provided a new power connection for the RO but the electricity supply to the waterworks was not restored as some balance was still pending.

In the meantime, the villagers allegedly used a ‘kundi’ connection to operate the waterworks. However, when an enforcement team of the Powercom conducted an inspection two weeks ago, it imposed a fine of Rs 2,64,800 on the village panchayat.

“Today morning, when I accompanied by a JE went to the village to inspect the water supply, the villagers detained us and asked us to raise the matter with the Powercom authorities to waive off the fine,” said Harbhajan Singh, SDO, Water Supply and Sanitation Department, Kotkapura. He said the waterworks in Ghania village worked under the supervision of the village panchayat since 2004 and it was the responsibility of the panchayat to pay its electricity bills.

After the two water supply department officials were detained, the Powercom and police officials reached the village to pacify the residents. Dharmpal Singh, executive engineer, Powercom, Kotkapura, said he assured the villagers of raising the matter of waiving off the fine with senior authorities.

The officials were not detained and the villagers just wanted them to raise the matter with higher authorities for unnecessary burdening the panchayat with the penalty, Jaswinder Singh, the village sarpanch said.

Toddler killed in roof collapse in Jalalabad
Four of family battle for their lives at hospital

Fazilka, June 6
A pall of gloom descended on a slum locality, Lalla Basti, of nearby Jalalabad town when one-and-a-half years old Jamasu was buried under the debris and four other members of the family, including two children, were injured seriously when the roof of a kucha house collapsed.

It is learnt that a wall of an adjacent under-construction house fell upon the roof of the kucha house of a labourer, Raj Kumar, following thunderstorm and showers on Tuesday night.

Five members of the family, including Raj Kumar, his wife Sheela Rani and their three minor children Jamasu, Akash and Ankush, were buried under the debris. While Jamasu died on the spot, other four family members were injured seriously.

The nearby residents rushed to the site after hearing the cries of the injured. The injured family members were shifted to the Civil Hospital at Jalalabad where their condition is stated to be serious.

Surprise check finds 95 officials missing, told to explain

In a surprise checking of various government offices in Zira and Talwandi Bhai areas conducted by Additional Deputy Commissioner (General) Gurmail Singh this morning, around 95 officials and government employees belonging to various departments were found absent or coming late to their duties.

While giving the details, the ADC said several officials and employees were not present in their respective offices. The erring staff had been asked to tender an explanation for their act following which the matter would be taken up with their departments concerned, he said.

The ADC said nine employees in the Civil Hospital, Zira, six in the BDPO office, five in the BPEO office, another five in the Tehsil, eight data entry operators in the office of the Punjab Land Records Society, eight employees in the Municipal Council office, eight employees of the forest department, three employees in the veterinary hospital, three in the food and supplies office and two officials in the Mandi Board besides a staggering 22 employees of the Market Committee were found to be not present in their offices during the surprise checking.

Similarly, two employees of the Municipal Council, Talwandi Bhai, and another two employees in the office of the Punjab Land Record Society were found absent from their duties in Talwandi Bhai.

The ADC said any official or government employees found coming late or absent without any information would be strictly dealt with.

Family barracks to come up in jails, says DGP

Bathinda, June 6
The Punjab police is launching the Family Barrack Programme to enable families of the reformed jail inmates to stay with them for certain period of time. Under the scheme, two rooms have already been constructed at the Faridkot jail and efforts are being made to construct such rooms in other jails too. This was stated by DGP (Prisons) Shashi Kant while interacting with mediapersons on his visit to the Bathinda Central Jail today.

“Introduction of family barracks would motivate other inmates to reform and let their families live with them,” the DGP said, adding that the move would also give emotional solace to the prisoners who were bogged down by social ostracism. Pointing it as the reason for increasing number of suicides in jail, he said prisoners feel alienated and end up taking their lives.

Known to be vocal about his opinion on malpractices in the police, Shashi Kant said he had faced many threats while being with the jail department and had reeled under lot of political pressure.

He claimed to reveal all such political nexus and vendettas after retiring from the job.

“Since I am a part of the chain, I can’t speak much,” he added.

Shashi Kant’s office has sent to the Punjab and Haryana High Court a list of 125 jail employees involved in drug peddling inside the jail premises. “We have tracked the accused officials for a long period and have collected enough evidence to support our list,” he added.

In order to deal with acute shortage of doctors in prisons, the DGP’s office has also written to the health department demanding 25 doctors urgently. All the jails will also have a tie-up with 108 ambulance facility of health department.

Talking about the need to upgrade existing jails, he said four districts, namely Ferozepur, Amritsar, Faridkot and Bathinda, were being given new jails. The procedure to acquire land for the same had begun in all the districts. The new jails would only be three-storeyed and no construction would be allowed beyond it as it would create monitoring problem in jail, the DGP said.

Former Cong MLA Bhatti joins SAD

The Congress today suffered a jolt when its former MLA from Balluana, Parkash Singh Bhatti, joined the ruling Shiromani Akali Dal (SAD) in the presence of Deputy Chief Minister Sukhbir Singh Badal. Bhatti represented the reserve constituency in 2002.

Sukhbir offered a siropa to Bhatti and assured him of providing befitting status in the SAD. Balluana MLA Gurtej Singh Ghuriana welcomed him to the SAD.

Taking a dig at the Congress, Sukhbir said instead of blaming the SAD for the infighting that dots the Congress, the latter’s leadership should introspect why its stalwarts were frustrated and seeking solace in the SAD.

Commenting on recent statements of some senior Congress leaders in the state, Sukhbir said virtually Punjab Congress was in suicide mode.

He said the Congress leaders had realised the fact that the SAD was the only party that can steer Punjab towards the path of growth and they saw no future of the Congress party in the political scene of Punjab. In fact, no sincere and development-oriented politician wanted to work in a party that was credited with scams running into multi-lakh crore, he observed.

Indicating more and bigger surprises in the political arena during the coming days, the junior Badal said shocking surprises for the Congress were on the cards in the next few days.

About the inquiry entrusted to the CBI in the coal scam, the Deputy CM said he doubted the impartial conduct of the inquiry, as the CBI was working under the directions of those who were named as accused in the scam.

A ruling coalition partner, the BJP, today sought to caution the Deputy Chief Minister that it would be an uphill task to retain power over the “A” class Abohar Municipal Council if sewerage and water supply system was not streamlined on priority basis.

The MC is to go to polls after a year.

Meanwhile, BJP workers led by district president Sita Ram Sharma submitted a memorandum to Sukhbir Badal wherein it was urged that the sewerage system in the town should be properly maintained. The party also demanded that posts of executive officer and municipal engineer in the council should be filled. The deputation expressed concern over poor law and order situation in the area.

Will extend every help to rehabilitate victims of anti-Sikh riots: Sukhbir

Deputy Chief Minister and SAD president Sukhbir Singh Badal said the party stands by the long-pending demands made by the victims of the 1984 anti-Sikh riots to the Central Government and would extend every help to get them rehabilitated.

Without referring to the Blue Star operation anniversary, he said at a function here today riot victims were still waiting for justice and they should be given their due without any further delay. He was here to induct former Congress MLA Parkash Singh Bhatti and his supporters to the SAD fold.

Speaking about the mushroom growth of illegal colonies, junior Badal refuted that the offending colonisers enjoyed political shelter. When informed that the PUDA had identified 52 illegal colonies here, the Deputy CM categorically said such kind of offences would not be tolerated; the law would deal with the promoters of illegal colonies and the bureaucrats who had been helping such elements.

As public representatives regretted that the irrigation officials were harassing the farmers to pay debts of water user charges, Sukhbir Badal said they would be told to stop such practice since the alliance had promised to abolish water tax completely.

Bridge over Ladhuka drain nears completion

The construction of a bridge over Ladhuka seepage drain in nearby Mandi Ladhuka is near completion. It will connect nearly four dozen border villages to the Fazilka- Ferozepur highway.

The villagers had been suffering for over one year as the bridge was dismantled because it had lived its life.

The PWD took more than double time to complete it adding to the miseries to the residents.

During the construction period, a temporary kucha bridge was raised, which used to wash away time and again during the rainy season disrupting the light vehicular traffic.

The heavy vehicular traffic had to cover a long distance to reach the highway

Executive Engineer PWD Inderjit Singh said, “Rs 1.95 crore have been spent on the 53 m long and 12 m wide bridge.”

“Following the rains and excessive release of water in the seepage drain delayed the construction work. Now the residents would be benefited with opening of the bridge soon,” said Fazilka DC Dr Basant Garg.

Woman crushed to death near Malout bus stand

Muktsar, June 6
A 68-year-old woman was crushed under the wheels of a truck after her husband suddenly applied brakes of the motorcycle they were riding near Malout bus stand today.

The police said the deceased, identified as Jaspinder Kaur of Rattakhera village, had come to the town for some work along with her husband Baljeet Singh. The mishap occurred when Baljeet applied brakes of the motorcycle when a vehicle suddenly came in their way. A truck coming from behind hit the motorcycle and crushed the woman, who was declared dead on the spot. A case has been registered. — TNS
