Appointment of Punjab DGP
Govt knew of Saini’s case status, HC told
Tribune News Service

Chandigarh, June 1
Responding to a petition filed in public interest against the appointment of Sumedh Singh Saini as the Director General of Police, Punjab, the Central Bureau of Investigation (CBI) today made it clear that the Punjab Government was fully aware of the developments against the IPS officer while ordering his elevation.

In a reply submitted to the Punjab and Haryana High Court, the premier investigation agency claimed that the status of the case against Saini was informed to the Punjab Government from time to time by the CBI and "it is up to them to decide suitability or otherwise of an officer who is facing trial". The investigating agency added the CBI has nothing to do in the impugned appointment of accused Sumedh Singh Saini.

The High Court in April had put the CBI and the State of Punjab on notice on the petition challenging his appointment on the ground that he was facing a criminal trial in an abduction case. Notice has also been issued to Saini. The petition has been filed in public interest by Voices for Freedom through its director-cum-advocate Simranjit Singh.

Going into the background of the matter, the petitioner contended: "On the basis of allegations that Saini is involved in the abduction and physical liquidation of three persons sometime in 1994, this court referred the investigation against him to the CBI.

"After detailed investigation, it filed a report confirming the abduction and physical liquidation of three persons and accordingly charge sheet was filed and sanction was accorded by the competent authorities". The petitioner contended one of the "questions of law of substantial public importance" was "whether a person, who is facing a trial before the CBI Court for abduction etc can be treated as having very good record for the purpose of being appointed to the post of DGP?"

Graft allegations against counsel: HC marks probe

Chandigarh, June 1
Just about two days after a client created a flutter in the Punjab and Haryana High Court by claiming that an advocate had received Rs 36 lakh for procuring a favorable decision, a Division Bench today marked an inquiry into the matter to District Judge (Vigilance).

The advocate, Satvinder Singh Sisodia, has already been issued a notice to show-cause why contempt proceedings be not initiated against him. During the resumed hearing of the court case, Sisodia filed a detailed affidavit, giving his side of the story. Sisodia has been claiming that the litigant, Darshan Singh, had taken a friendly loan of Rs 25 lakh, which he was not paying. The Bench asked Sisodia to hand over copy of his affidavit to the amicus curiae appointed by the court.

After going through the affidavit, the amicus suggested the need for a deep probe. He pointed out that a legal notice issued by Sisodia's counsel had accused Darhsan Singh of cheating Sisodia by providing him with fabricated documents for filing the case.

After hearing the arguments, the bench marked the inquiry and directed the advocate and Darshan Singh to appear before the District Judge (Vigilance). — TNS
