Partial response to ‘Bharat Bandh’ call in Doon
Dehradun May 31 Rallies led by leaders of these political parties began from Gandhi Park and while covering Kotwali, Adat Bazar, Lakhi Bagh, Saharanpur Chowk to Chakrata Road, finally culminated at Gandhi Park. It was ahead of Kotwali that members of the BJP had a minor scuffle with shopkeepers over closing of shops. A few shopkeepers had not down their shutters and were not ready to do so even on the insistence of BJP activists. This led to pulling and pushing among them but with the timely interference of police, the matter was brought under control immediately. The impact of bandh was visible in some parts of the city. Shops at Rajpur Road, Paltan Bazar and Chakrata Road were remained completely closed till 2 pm, the deadline of the bandh. Banks and petrol pumps too were shut. But beyond Saharanpur Chowk, half of the shops in Adat Bazaar were seen opened. Shops across Saharanpur Road near Patel Nagar, the ISBT and Turner Road were open. Political parties somehow drew a positive conclusion from the public response to the bandh. Senior BJP leader Punit Mittal said the party was satisfied with the response of people to the bandh. He denied attempts of forcible closure of shops by BJP activists, saying that they requested shopkeepers to close their shops in support of the bandh and did not force their will upon them. SP state president Vinod Barthwal said the bandh went quite successfully. The chief reason was that no incident of violence was reported from any part of the city. He said people extended support to them on their own as the political parties were fighting on their behalf. Circle Officer, City, Parmender Dobhal said the police was deputed in good strength in all key areas where rally was to be held out and owing to the preparedness and vigilance of the police, no major incident of violence occurred in the city.

Mussoorie: The bandh called by NDA and Left parties to protest against the petrol price hike evoked a lukewarm response in Mussoorie today. The Mussoorie traders' association, as announced earlier, stayed away from the bandh due to which most of the shops and restaurants remained open much to the relief of the tourists here on vacation. Buses, autorickshaws and private vehicles plied as usual and normal life remained unaffected with government offices and commercial establishments functioning without any hindrance, the police said, adding no untoward incidents was reported from the town. The BJP local unit also stayed away from the bandh and completed the formalities by presenting a memorandum to the prime minster via SDM's office, demanding rollback of the fuel prices immediately as it was hurting the pocket of the common man adversely. The local BJP unit president, Roop Singh Kathait, said that the party kept with the popular sentiments aired by the traders that being a tourist town they were against any sort of bandh as the business would be affected as business community was dependent on tourists during these months. Kushal Singh Rana, secretary of the BJP unit, Mussoorie, said that they were not enforcing the bandh in town due to the opposition of the traders but were against the petrol hike. — OC
Haridwar: The much-touted nationwide Bharat Bandh by opposition parties led by the Bharatiya Janta Party failed to have any bearing on the city life as commercial establishments remained open and the city life didn't have any reflection of the closure. Such was the scenario that BJP Haridwar division chief Arun Arora's showroom at Chandracharya Chowk was opened at noon after a symbolic protest by BJP activists led by Arora himself. No impact was seen at Har-ki-Pauri mela zone markets, Moti Bazaar, Upper Road, Shiv Moorti Chowk, Devpura, Ranipur markets. At many places, BJP activists were seen closing the shutters of the commercial shops having verbal duel with shopkeepers. Though youth wing chief Naresh Sharma denied forceful closure of shops by party activists and was seen calming down them as majority of the shops remained open from morning itself. Meanwhile, Congress activists termed the bandh call as flop. JP Pandey, district office-bearer, while staging a protest at Bhagat Singh Chowk, said people realised that petro prices surge was imperative as its oil companies that regulate the oil prices had to increase the rates. — TNS |

First batch to visit Kailash Mansarowar today
Pithoragarh, May 31 "From this year, the pilgrims will be acquainted of not only local Kumaoni cuisine but Kumaoni culture as well, when it reaches Nainital on June 1," said Deepak Rawat, Managing Director of the Kumaon Mandal Vikas Nigam (KMVN), the nodal agency which runs the pilgrimage. "A total of 47 pilgrims will form part of the first batch of this yatra. These pilgrims hail from Delhi, Gujarat, Maharashtra and Madhya Pradesh," said Rawat. According to Kumaon Mandal Vikas Nigam sources, nearly 70 KMVN workers have been deputed for this yatra by the Nigam. "These employees will be deputed at all camps, including all five track route camps of Sirkha, Gala, Bundi, Gunji and Nabhidhang," said the MD. According to ITBP sources, the force has also deputed nearly 150
personnel for this pilgrimage. "These ITBP personnel will be deputed as guide, rescue personnel, medical team member and security personnel beyond the Gunji camp which falls beyond the inner line on this route," said an ITBP Commandant. According to the ITBP sources, the track route between Lakhanpur and Garbyang has remained very critical even this year as the boulders have covered the route. "We have deputed our special team of guides and rescuers on this five km track route to make the
pilgrims cross it as removing of boulders from the route is not possible," said the ITBP Comm
andant. He added that the track route between Nabhidhank and Kalapani was still under snow but the pace of its melting was fast enough to clear by the time the first batch reached there. "We have covered the entire route with coloured flags so the pilgrims
could easily identify the route," said the ITBP Commandant.

Officer trainees visit Dhanaulti Eco-Park
Mussoorie, May 31 The field study tour was organised under the aegis of the Indira Gandhi National Academy of Forestry, Dehradun, with an objective to expose the participants to various participatory tools and techniques of social information gathering for eco-development planning. They were given a tour of the ecological park at Dhanaulti so that they could familiarise themselves with the new methods being adopted to conserve forest. The trainees were also apprised of environmental accounting and green economics. The coordinator of the tour RN Jha, Forest Conservator, explained to the trainees the need to take the stakeholder into confidence for conserving forests so that the community participation could be ensured. |

Senior citizen Narendar Sahni, speaking on the occasion, said that blood collected here will go to the blood bank, from where it will be distributed to the needy.

Novel method of power theft comes to light
Dehradun, May 31 Vigilance Officer, UPCL, PP Thakur said that the small resistance equipment installed inside the meter stealthily diversified the current flow into the circuit, due to which current recording did not take place at all. He said the modus operandi of committing power theft seemed to have now changed in domestic sector. “There could possibly be a gang operating behind such peculiar kinds of power thefts which is expert in installing these resistance equipments, as there is no tell-tale marks left on meters, which make it further difficult to guess that the meters have been tampered with. The members of the gang are certainly trapping those consumers who want to use four-five ACs or electrical gadgets and do not either want to pay or are unable to pay the inflated electricity bills as a result. The suspects are under the radar of observation and very soon they will be booked,” he said. He said earlier in most of the cases of electricity theft, the crude method of using direct cable commonly known as katiya was spotted. The same case was found in the industrial area of Kashipur during the raid by the vigilance teams where the Himalayan Paper Limited Factory was operating by the direct cable from the transformer. Now the manager of the company had been put behind thebars with a penalty imposed to the tune of Rs 30 lakh. A similar case of direct theft were found in Krishna and Gupta Hotels at Sardar Bhagat Singh Chowk in Kashipur itself and an FIR was lodged in Kashipur kotwali. |

Water shortage hits power generation at Tanakpur
Pithoragarh, May 31 According to the GM, the project gets full capacity water only in the rains from June to October. The first hydroelectric project in the Sharda basin, which has capacity to
generate 7,000 megawatt of electricity, at present, generates 452 million units of electricity," said the GM. According to the GM, the project, which is
situated on the border of India and Nepal also awards 7 mw of electricity free of cost to Nepal for which a 15 km
long 132KV SIC line has been laid to supply power to that country. "Rest of the power generated by the project supplied to northern grid at Bareilly via 220 KV DIC line," said the GM. The GM said besides generating power for the northern grid, the project is also doing philanthropic works for the local people and
has spent Rs18 lakh on these works last year only. "We have not only planted 6.86 lakh trees around the periphery of the project having the 70 per cent survival rate but also helped poor students around the township of Banbasa to continue their education and helped the poor and widows," said the general manager. The project gets water from the15,100 Sq km catchments area of the Sharda out of which 1470 Sq km is the snow catchment area. |

Order on land ownership to benefit several leaseholders
Dehradun, May 31 According to the GO released by Principal Secretary Om Prakash, the ownership of agricultural land to leaseholders had been given under provision of Government Grant Act, 1895. This would facilitate the land owners to sell the land and mortgage it to obtain loans from the banks. The right to ownership has been given by making various amendments in conditions laid for lease holding in Government Grant Act, 1895. According to the GO, the ownership right had been given to those lease holders who had been given land for agricultural purpose that will complete its 30th year on June 1, 2012, or more and the land is being used for agricultural purpose. The GO will not be in effect for lands given for other than agricultural purposes. The lease holders will have to pay the premium as per the circle rate of November 9, 2000, on the basis of 1/10, within six months of the release date of the government order. The right has been given for the maximum holding limit of land owners as per Implementation Act, 1960. This maximum limit stands at 12.5 acres for irrigated land and 18 acres for non-irrigated land. Interestingly, it was the demand of Sitarganj BJP MLA Kiran Mandal who had resigned his Assembly seat to join ruling Congress Party to give ownership rights to Bengali immigrants who had been given agriculture land on lease in Udham Singh Nagar district. There are rumours that Uttarakhand Chief Minister Vijay Bahuguna could contest from the vacated Sitarganj seat in the byelections to enter the state Assembly. He has to enter the Assembly within six months of his election as Chief Minister of Uttarkhand on March 13, 2012. He is presently Lok Sabha MP from Tehri Garhwal seat. However, a state government press release stated that the Chief Minister Vijay Bahuguna, after listening to the problems of land leaseholders, had announced to give land ownership right to them. |

Pithoragarh, May 31 Speaking on the occasion of Hindi Patrakarita Diwas at a seminar organised jointly by the journalists of India and Nepal at the border town of Barbara in Champawat district on the day, journalists from Nepal hoped that the Indian media should play a positive role in building Nepal as a democratic country on the lines it played in the freedom struggle of its own country, and helped India emerge as a Socialist country. "We want Indian media to help our country come out of it's sufferings," said Thapa. More than half a dozen mainstream journalists from far west district of Kanchanpur district of Nepal took part in the seminar, which was addressed by senior mainstream journalists of Kumaon region. "Even in the time of judging the success of media by TRPs, the print media of the country seems still committed to the values of freedom struggle, laid by founding fathers of our Constitution," said Bansidhar Upadhya, chief guest and a noted Kumaoni writer.—OC

Strong labour policy needed: Communist leader
Mussoorie, May 31 Addressing the large gathering of workers at Lakshmi Narain temple, Bhandari said the government should do away with the policy of contractual labour if it was serious about stopping to ostracise of the labourers in the state. He also said a strong labour policy, which was employment-oriented, was the need of the hour. He further said the hotel workers were doing their job with honesty but were being paid paltry sum by their employers. He said it was unfortunate that no labour laws had been formed since the formation of the new state. Town president of the communist party Devi Godiyal said the industrialisation was taken in only three districts of the state and if the government was unable to provide industrialisation in other states, it should declare the other districts as backward so that they could be benefited. Members of the Indian People Theatre Association enthralled the audience on the occasion. Hotel Workers Association president RP Badoni and others were also present on the occasion. |
