Jalandhar, May 9 The accused were identified as LIC clerk Alok Sharma of Anand Nagar, Maqsoodan, Amanit Kumar Sharma of Maryana, Himachal Pradesh, presently living in New Azad Nagar locality, and Rakesh Kumar of Datwar, district Mandi, Himachal Pradesh. The LIC employee also hailed from Himachal Pradesh. Rajinder Singh, Superintendent of Police, Operation, initiated the preliminary investigation after Vijay Kumar, senior manager, Punjab National Bank of Kartarpur lodged a complaint in this regard. Accordingly, a case under Sections 409, 420, 465, 466, 467, 468, 471 and 120 B of IPC was registered against the accused in April at Kartarpur police station. On further inquiry, carried out by in charge of Crime Investigation Agency (CIA) Angrej Singh and Sub-Inspector Shiv Kumar, the role of LIC employee came to fore. About the modus operandi of the accused, Angrej Singh said the LIC clerk Alok, who used to deal with policy accounts in the branch, in connivance with his friends Amanit and Rakesh, hatched a conspiracy to forge a cheque. For the purpose, Alok stole a cheque (no 988372) from the cheque book of some policy holders of LIC, the police said. He then managed to get the imprints of the signatures of LIC officials and forged the signatures on the stolen cheque. The forged cheque was meanwhile deposited in the PNB branch of Kartarpur and from where the whole amount was transferred in the account of Rakesh’s bank account in Himchal Pradesh, which was also encashed few days later. The police has only been able to recover Rs 6,62,000 from the accused so far. During investigation, it was found that after encashing the cheque, the accused Amanit and Rakesh took to lavish lifestyle. They spent lavishly in drug addiction and stayed in 5-star hotels. |
Police launches snatching victim relief helpline
Jalandhar, May 9 Though the city police already has a toll free police control room number ‘100’ for any kind of emergency, higher police officials claim this helpline is specifically meant to deal with snatching cases and to provide quick relief to victims. Police sources said April saw more than 40 snatching incidents. Additional Deputy Commissioner of Police (ADCP), Mahal, said the helpline was launched to reduce the response time in reaching the spot where the incident took place so that miscreants could be nabbed. The helpline would remain active for 24x7, he added. Mahal said one Assistant Sub-Inspector rank official and three others cops including a woman would record complaints of the victims. Callers at the helpline would have the complete details of all the police stations and their jurisdictions. Mahal said after receiving complaint from the victim, the attendee would immediately inform the police station concerned to reach the spot. |

Jalandhar, May 9 Taking a serious note of the news item published in these columns on Tuesday, Police Commissioner Gaurav Yadav today directed the Additional Deputy Commissioner of Police (ADCP), Headquarter, Navjot Singh Mahal to look into the matter. The city police on Monday called a press conference to divulge details of the arrest of criminals. The Additional Deputy Commissioner of Police, Crime, LPS Khaira, Assistant Commissioner of Police (ACP), Crime, Rajinder Singh Cheema and senior officials of the CIA were present. The moment the press conference started, ACP Rajinder Singh Cheema started behaving awkwardly and was seen waving his hand in the air in front of the media and higher police officials. Interestingly, when the ACP was behaving in a strange manner, ADCP crime, senior of the former, was seen standing helpless along with him. During the conference, the ACP was loudly asking the media to click his photograph and other police officials sitting along with him were also feeling awkward. As the press conference was on, the ACP left the room and urged the media to click his photograph with his new Mercedes Benz. "Yar badi mushkil nal eh car layi a, tusi meri photo lagao is car nal newspaper ch (Friends, please click my photographs with my car)," ACP said. When asked about his odd behaviour and fumbling voice, ADCP, Crime, Khaira said:"Cheema has some physical problem and that's why he behaved abnormally." Otherwise also, Cheema is a frank person and he spoke like this always, he added. When asked if the ACP was fit for the police job, the ADCP said: "Ye.. yes, he is fit for the job, but sometimes he acts like that." |

LPU inks MoU with China university
Jalandhar, May 9 As per the pact, programmes with 2+2 or 3+1 arrangements would be conducted with the first half of their programme in China and the remaining at LPU. As a first step to this initiative, the BUU will send exchange students in the areas of information technology, business and engineering in August 2012. To sign the MoU, chairman of the university council Prof Xu Yongli and a five-member delegation reached LPU for a two-day visit and met Chancellor Ashok Mittal, Pro-Chancellor Rashmi Mittal and Vice Chancellor Dr Ramesh Kanwar and deans of the university to set up the academic collaborative programmes. During this meeting, both the universities also decided to set up a ‘Confucius Centre’- Chinese Language and Culture Learning Centre at LPU.

Punjab’s strict directives make varsity amend rules
Jalandhar, May 9 Following strict directives from the Principal Secretary, Welfare Department, Punjab, to all the universities across the state to ensure that no SC student should be asked to deposit any fee at the time of admission, the university has amended its rules. Registrar of the university Dr Inderjit Singh said, “From now on, the students would not be asked to pay for any fee or funds at the time of admission. Instead, the college would get a bank account opened in the name of the student after the admission and forward his claim to the Centre. The student, however, will have to give an undertaking that as soon as the funds would be made available in their accounts, they would deposit the same in the college account.” Earlier, the SC students had no choice but to pay up thousands of rupees as college fee and university funds right at the time of the admission. It was refunded to them after the colleges sent claims in this regard and the Centre dispatched the scholarship grant, which usually came at the fag end of the year.The move discouraged many Dalit students from taking admission as they could neither manage huge funds nor had any means to take loans for the same. However, most colleges have done nothing to popularise the scheme for the welfare of the students from the category. Not just the colleges, even the social welfare department or education officers have not done anything to promote it. For the same reasons, there are only a few SC applicants against the sanctioned quota. Most colleges reap huge benefit of the vacant seats under the category transferring them to general pool. The Central government provides 100 per cent assistance to SC students whose annual family income is less than Rs 2 lakh. All UG, PG or doctorate courses including those in medicine, engineering, architecture, veterinary sciences, management, computer sciences, BA, BSc, BCom and ITI courses are covered under the scheme. The day scholars enrolled under the scheme are also entitled to monthly maintenance allowances ranging from Rs 230 to Rs 550 while the hostellers can avail Rs 380 to Rs 1200, depending on the courses they pursue. The students are also entitled to study tour charges, thesis and printing charges, book grant and disability allowances. You are directed to follow the government guidelines. If any government or private institution is found levying fee from such students, strict action would be taken against and recommendation for canceling of their recognition would be forwarded to the Central and state government or their council concerned”. |

Jalandhar, May 8 Deputy Commissioner Jalandhar Priyank Bharti has his wife Alaknanda Dayal posted as his counterpart in the adjoining district of Kapurthala. While Bharti joined the post in April 2010, Dayal, his one year senior, got transferred here last month from her previous post as Special Secretary Finance, Punjab. The couple has much more in common. Both are postgraduates in business management. The duo has had parents in government jobs. While Dayal’s dad too was an IAS officer, Bharti’s father was in judicial services and mother remained in civil services in Haryana. The couple first met each other in Delhi during their IAS coaching. While Dayal qualified in 2000, Bharti made it the next year. Asked as to who of the two was boss at home and whether his wife’s seniority at work made a difference, Bharti laughed, “There is no question on that. It clearly is she who heads the house”. Quizzed on whether work was discussed even at home, the couple claims that it did quite often. “At times, we discuss certain law points, notifications, government guidelines, peculiar issues and ways to discuss them. We share our day’s experiences and often during our discussions, we arrive at some interesting conclusions”, Dayal confided. About their seven-year son Sukrit, the couple adds, “We try our best that at least one of us is with him in the evening. In case, we both have to go out, we take him along.” Asked as to how their son felt having both his parents as DCs, they said, “We do not want him to be a protected child and have a feel of his parents being in good position. We send him out to playground all alone, the way the other parents do. There is a tough, competitive world ahead of him and we want him to be prepared to face it.” The second IAS couple in the district is SDM Nakodar Dr Sumit Kumar and his better half Isha Kalia, who joined as SDM-II in Jalandhar on Monday. While Dr Kumar had been here since the past five months, Isha had remained posted as SDM Jagraon and Payal in Ludhiana. Ever since they got wedded, it is now that the officers from the 2009 batch have managed to have a posting in the same district. The couple got engaged just a day ahead of their training and got wedded as soon as they completed it. Isha tells, “There were at least four officers from our batch who made a couple”. While Isha hails from Karnal, Dr Kumar is from Jammu and Kashmir. The couple is currently putting up in Nakodar. Isha is hoping to get an official accommodation in city as SDM-II. “I do not want to be traveling for the time being. I just want him to do it for me now”, she made her point. |

Jalandhar, May 9 However, sources said vehicles belonging to politicians, bureaucrats and other local leaders are not being checked stringently so far. A traffic police official on the condition of anonymity said sometimes it becomes difficult to challan vehicles belonging to leaders or bureaucrats as they have their influence and say in the police department. When questioned, the ACP said, “I have asked one of my traffic officials to read the copy of Supreme Court’s rulings, only then I can comment whether the vehicles of police officials will be spared or not”. However, the ACP claimed that he himself took off the black films on his official vehicle. |

ETT examinees rue out of syllabus papers
Jalandhar, May 9 Continuing with the trend, a sizeable chunk (20 marks) of their EVS Science question paper, again came out of syllabus for the ninth consecutive exam on Tuesday. While the teachers had complained in this regard to State Council of Education Research and Training (SCERT) director Neelam Bhagat on April 26th and had demanded action against the paper setters, she had assured them that requisite action will be taken and such carelessness won’t happen in their future exams. The teachers had also demanded that they should be given grace marks for as many marks of a paper as was out of syllabus. But the perpetual repetition of this trend in every paper has angered the teachers, who also plan a statewide protest on May 14. Talking to The Tribune, Nishant Kumar an examinee from the city, lamented that for all their previous papers, question worth certain marks were always coming out of syllabus. “As many as 17 marks of the question paper of the art work and experience exam was out of syllabus, 15 marks of the Punjabi exam, 10 marks of the Emerging India exam yesterday and seven marks of the maths exam.” While the first semester exams should ideally start after 6 months theirs were taking place after 10 months, they said. Swarna Rani, state chief of the AIE teachers Union, said, “Today’s paper was for 30 marks. When 20 put of 30 marks are coming out of syllabus, how is a student expected to make it through?” While the teachers union had also held a meeting at the Desh Bhagat Yadgaar Hall recently against the constant out of syllabus question papers, they will be holding a protest in this regard outside the residence of the Education Minister on May 14 at Chandigarh. Union members said they will also protest by climbing on water tanks to drive the point home. |

Factory workers demand right to vote
Jalandhar, May 9 They submitted a demand letter in this regard to SDM II (addressed to the DC-cum-district election officer) and a copy was also sent to the Election Commission, Punjab and New Delhi. Union leader Gabriel said in their own country, step motherly treatment was being meted out to factory workers. They said 80 per cent of the labourers working in the city were from outside Punjab and despite the fact that they and their families were residing and working within the limits of the Jalandhar MC, they had been refused the right to vote. They said while the election commission on one hand was taking decisions regarding granting the right to vote without documents, on the other hand, the district MC and election officials have constantly been demanding residence proofs along with other documents from them. They said they also wanted the right to choose their elected representatives and said the lection Commission should start a special drive to ensure such rights for factory workers who had been devoid of them so far. |
