Action plans ready for border districts: CM
Dehradun, May 9 Chief Minister Bahuguna was addressing a public rally at Gopeshwar bus stand here today. He said that development of border districts was amongst the top priorities of the government. He revealed that a committee headed by a retired IAS officer would be constituted to identify blocks which were backward and needed infrastructure developments. “Additional funds of Rs 100 crore will be established which will be used for the infrastructure development in these blocks,” he disclosed. He said that government would try to obtain consensus of all the political parties in the coming Assembly session for holding of a session at Gairsen. Bahuguna revealed that the District Restructuring Commission would be set up, which would take stock of the situation and provide it's suggestions on restructuring of new districts. He also announced to establish an engineering college, a polytechnic and an ITI in Chamoli district. He gave his nod to the proposal presented by the local legislators regarding upgradation of various schools and widening of roads. He also gave his consent to upgrade sub tehsil ghat to a tehsil. He said that Vir Chandra Garhwali Self Employment Scheme would be included in the food processing industries. The Chief Minister assured to consider giving border allowance to government employees serving in border areas. Stating that the state government was committed to provide corruption-free governance, he called upon the people to play their role in curbing corruption. Bahguna said that no appointment was needed to meet him and the public could inform him about their grievances through phone, E-mail or facebook. “All are welcome in the janata milan every day between 9 to 11 am at my residence,” he said. Garhwal MP Satpal Maharaj said that efforts were on to include the Garhwali and Kumaoni languages in the list of national languages and he had submitted a private members' bill in Parliament in this regard. Dehradun, May 9 The Chief Minister was holding a review meeting of development works
at Gopeshwar in Chamoli district during his one-day visit today. He asked the officers to listen to the public grievances and redress them and expedite development projects underway. Bahuguna stating that a Border Development Fund had been set up under the District Plan for the development of border districts and the backward areas. He instructed the officers to speed up the works by taking special interest in these. He said looking into the shortage of officers and the resources, alternate arrangements would be made to complete the works. Garhwal MP Satpal Maharaj said the panchayats were being strengthened which would subsequently help in speeding up the development process. He advocated developing other tourist places besides Char Dhams. Describing the closure of Pipalkoti-Vishnugarh hydro power project an unfortunate incident, Maharaj urged the Chief Minister to pursue with the Central Government to restart the stalled projects in the state. He said as far as the Rishikesh-Karnprayag railway line was concerned, approval had been given for the construction of Sirobgarh Tunnel. Earlier, Tharali MLA Jeet Ram, apprising the Chief Minister about Nanda Rajjat Yatra which was due in 2013, revealed that the roads were in a pathetic condition. He said the condition was so bad that at several places people had to cover 50 km distance on foot. He also placed several demands before the Chief Minister relating to his constituency. Karnprayag MLA Anusuiya Prasad Maikhuri apprised the Chief Minister about the drinking water problem existing in the
district and said the Herbal Plants Research Institute situated in district was near
defunct. He demanded a border allowance to government employees so that they did not hesitate in serving in the border areas. Badrinath MLA Rajendra Bhandari, Zila Panchayat Chairperson Vijaya Rawat Gopeshwar Nagar Palika Chairman Prem Ballabh Bhatt also apprised the CM of several problems existing in their respective areas. |

Constitute committee, Peyjal officials told
Dehradun, May 9 The committee would be headed by the Chief Secretary and comprised of Principal Secretary, Drinking Water, as its Member Secretary and the principal secretaries or secretaries of Forest, Water Harvesting, Rural Development, Public Works Department, Power and Revenue Departments as its members. Bahuguna, while presiding over the review meeting of Peyjal Department here today, directed the officials to hold the first meeting of the committee so that suggestion of the committee on the budget could be received. The Chief Minister directed the officials to give top priority to the financial approval for the drinking water projects, keeping in mind the scarcity of water existing in various parts of the state. He asked them to keep preservation of water sources and their re-charging in mind and carry out necessary works using budget provided under the MGNREGA. Bahuguna directed the officials to receive recommendations from high-level committees constituted for strengthening and making improvement in other necessary areas of the department so that further policy decisions could be

Upgraded rural schools in Champawat lack teachers
Pithoragarh, May 9 The primary school in the village was upgraded to high school last year, but instead of appointing teachers the successive state governments instructed primary school teachers to teach in the high schools till new posts of teacher were created, said PR Kohli, District Education Officer (DEO), Champawat. The villagers said financially better off people had already admitted their wards to the nearby high schools at Rithakhal and Devidhura, while students belonging to poor families and girls were only taking admission to the high school at Timlagunth. These students sat idle in classrooms throughout the day. “It is a satirical situation that though the government has started a high school in the area after 65 years of Independence, no teacher has been posted here even after one year,” said Lal Singh Bisht, president of the Parents Teachers Association of the high school at Timlagunth. Besides Timlagunth, other upgraded high schools at Chalsi Patti, Sipti Patti, Sipti and Asi Patti lack sufficient number of teachers. “We have been demanding the appointment of teachers in the high school at Mirtola in Sipti Patti for the last10 years, but the successive state governments have ignored the issue. Now, our wards have to travel 8 km to study in the high school at Birgul as there are no teachers in the new upgraded high school at Mirtola,” said Shivraj Singh Bisht, a resident of Sipti Patti in the district. “More than 80 per cent of the students, most of them girls, leave studies after primary school as they cannot travel 8 km daily to study at the high school at Birgul nor can they cover the school curriculum as they get exhausted due to travelling,” said Prakash Joshi, a social worker at Sipti Patti. Joshi said, “If the school starts morning classes in the summer, children from Timla, Khairni, Bamanchapar, Anarpa, Takna, Mathelachana and Kumaiya Kura villages have to carry a torch as they have to start for the school early morning.” “Due to exhaustion, most of the students from these villages leave studies and start working in their fields at an early age and remain so lifelong,” said Jeewan Chandra Pangaria, a resident of Mogra village in Sipti Patti. The DEO said there were 14 upgraded high schools and four intermediate colleges in the district, but the required posts of teacher had not been created. Primary school teachers were teaching in these high schools and colleges. “We are awaiting the appointment of teachers as studies in these upgraded schools have been badly affected,” said Kohli. The government apathy not to appoint teachers has not only affected school studies in Champawat district, but also in Pithoragarh and Almora districts. There are 31 upgraded schools in Pithoragarh and 14 in Almora which are facing a staff crunch. “We have written to the government several times, but have got no answer with regard to our demand for the creation of posts of teacher in the upgraded schools,” said Mukul Sati, DEO, Pithoragarh and

"The concept does not suit the topography of the country. It is a bluff called by the Power projects companies so that they are not held accountable on the issue of development,"

District courts complex to have new building
Dehradun, May 9 The complaints of space for advocate chambers and office rooms will cease with the construction of the new building. Aggarwal said an amount of Rs 36 lakh had been sanctioned for the preparation of the proposal of the building and subsequent funding would be provided after the submission of a detailed project report to the state government. The building will also encompass the offices of various departments situated in and around the district court complex. President of DBA Surinder Pundir also raised the subject of security in the district courts, saying that all the three gates of the complex remained unmanned and open throughout the day, putting the safety and security of the building at hazard. District Magistrate (DM) Ravi Nath Raman, present on the occasion, assured to provide security men on the gates, who would also filter the inflow of public inside the complex. Pundir also urged for allotment of land to construct premises for State Consumer Forum, as the High Court, Nainital, has ordered it to vacate it's office from the judiciary building. Pundir said State Consumer Commissioner had already received a sanction of Rs 1.20 cr to build the premises but did not have land to do so. DM asked ADM Vinod Sumar to look for suitable land for the purpose. DBA also demanded to increase the amount of advocates' welfare fund from Rs 50,000 to Rs 5 lakh and status of statehood strugglers to those advocates who participated in the agitation for the creation of the state. |
Workshop for Haryana, Himachal, state MLAs
Dehradun, May 9 The ICFRE that has been approved by the Union Government for training state legislators on environment and forestry issues took the decision to hold the learning workshop for legislators of Uttarakhand, Himachal Pradesh and Haryana. Presiding over the meeting on the functioning of FRI Deemed University, Dr VK Bahuguna also stressed on making Forest Research Institute Deemed University an institution of excellence for higher learning in forestry. He was informed that 100 per cent students who pass out from the university were getting certain placements with excellent pay package and even occupying prime position in foreign universities. A detailed presentation was made by Dr PP Bhojvaid, Vice Chancellor, FRI Deemed University. Among major decisions that were taken at the meeting include establishment of chairs of excellence in the frontier areas of forestry for enhancing the academic pool of the university. Setting up of permanent chairs in the university sponsored by a number of organisations, providing opportunities for students, faculty exchange programmes with the leading universities of the world, development of a Web portal of the FRI Deemed University and creating opportunities for e-learning were other key decisions taken at the meeting. Redress problem of child malnutrition: Amrita Rawat
Dehradun, May 9 She also asked them to resolve the problem of shortage of anganwadi centres and ensure proper distribution of nutritious diet to children. Rawat, while reviewing the meeting of the Women Empowerment and Child Development Department today at her office at Vidhan Sabha, instructed the officials to conduct of medical test of children suffering from malnutrition in government hospitals and maintain coordination with the Health Department, anganwadi and Asha workers. She asked them to put special efforts to reduce the work load of womenfolk, improve their living standard and redress problem of child malnutrition in hill areas. She instructed them to give special attention to the functioning of anganwadi kendras and construction of anganwadi kendra buildings. She said maximum women should reap benefits of government schemes and they should be made self-reliant through NGOs. She also directed the officials to ensure timely utilisation of funds as per the set standard and norms. |
IMA demands security Act
Dehradun, May 9 The ordinance on security for doctors signed by the Governor in December 2011 has failed to enthuse the doctors, who say it should pave way for an Act. :"The ordinance would lapse in June 2012. In the interest of the security of the doctors, the government should introduce it in the Assembly so that it becomes an Act,"said Dr D.D. Chaudhury, Secretary, IMA. He said the doctors continued to be attacked as there was lack of awareness about the ordinance brought by the government to provide security to the doctors and their clinics. Besides, the IMA also lodged a strong protest against the Central Government's decision to start three courses in Bachelor of Rural Health, Clinical Establishments (Registration and Regulation) Act 2010. "Before adopting the Clinical Establishment Act, the state government should hold discussions with the private doctors. The Act aims to regulate the private hospitals by making registration mandatory," said Dr Nand Kishore, in-charge press and media (IMA). |
Salawala residents complain to SSP against builder
Dehradun, May 9 Vice-president of the BJP Mahila Morcha Sarita Gaur said a builder, Rajender Aggarwal, had encroached upon land in their area where three seasonal nullahs were located and was constructing flats there. The nullahs situated at a low level also received drain water from the area. If the flats were constructed on the land, rain water and sewage would get blocked, thus creating problems for the residents. BD Maithani, a member of the Salawala Samiti, said, “We have met the District Magistrate and the Mukhya Nagar Adhikari of the Dehradun Municipal Corporation along with necessary documents in this regard. An inquiry has been ordered into the matter. The construction work too has been stalled for the time being but the police is pressuring us to patch up with the builder.” The SSP said she would ask for a copy of inquiry report from the District Magistrate office and the DMC to ascertain the guilty.
