Jails to have de-addiction centres: DGP

DGP (Jails) Shashi Kant addresses inmates at the Central Jail in Faridkot on Wednesday. About two months after DGP (Jails) Shashi Kant kicked off a row, claiming that a nexus between the drug mafia and politicians was to blame for the drug menace, the official today said about 250 prisoners and inmates in different jails of Punjab have been identified for their involvement in the supply of drugs in the jails.

The registration number PB-30-J-0003, which earlier hit the headlines when a youngster had bid a whopping `12 lakh to get the number for his LML Vespa scooter, finally went for `1.85 lakh during an auction of fancy numbers held at the District Transport office here today.

Jails to have de-addiction centres: DGP

About two months after DGP (Jails) Shashi Kant kicked off a row, claiming that a nexus between the drug mafia and politicians was to blame for the drug menace, the official today said about 250 prisoners and inmates in different jails of Punjab have been identified for their involvement in the supply of drugs in the jails.

These inmates and prisoners were working as facilitators in the supply of drugs to the jail. While these inmates received the drug supply during their appearance in court cases, the prisoners in the jail further help them in distributing the drugs to potential addicts, said the DGP (Jails).  “We have already shifted these inmates to other jails in the state,” he said.

Shashi Kant was in Faridkot today to inspect the Central Jail and preside over a cultural function on the jail premises.

Speaking about the alarming dimension of addiction in Punjab, Shashi Kant said about 70 per cent youth in Punjab consume one drug or the other. Even 66 per cent of school-going adolescent students have already tasted the drugs once or twice, said the DGP (Jails) while quoting a survey report about drug menace in Punjab.

The parents need to keep a close watch on their wards if they notice any change in their behaviour and should either counsel them on their own or seek the advice of experts, he said.

To check drug menace and rehabilitate drug addicts in jails in Punjab, the state government has decided to establish de-addiction centre in eight Central Jails of Punjab and `4 crore has already been sanctioned for the project, he said.

Every de-addiction centre would have four doctors, five pharmacists and four counsellors and there would be separate barracks for the addicts to keep a close vigil on their activity, said the DGP.

“We have also decided to shift the jail staff which has had an extended duty in one jail. The list has already been prepared,” he added.

Registration number 0003 re-auctioned for Rs 1.85 lakh

The registration number PB-30-J-0003, which earlier hit the headlines when a youngster had bid a whopping `12 lakh to get the number for his LML Vespa scooter, finally went for `1.85 lakh during an auction of fancy numbers held at the District Transport office here today.

A resident of Tarkhanwala village, Baltej Singh, has now obtained the number for his Mercedes car.

Earlier, Ricky Brar, a resident of Khunde Halal village, had made an unprecedented bid of `12 lakh for the fancy number, but had failed to pay the amount within the prescribed time-limit of seven days. The second highest bid was `10 lakh during the first auction held on February 22 this year.

Meanwhile, in the auction held today for the fancy leftover registration numbers in the H and J series, PB-30-H-0005 was auctioned for `1.26 lakh to a resident of Warringkhera village, Sumit Marwah, who obtained it for his sports model Mercedes car of about `2.25 crore.

Sandeep Rishi, DTO, Muktsar, said, “The auction was held for all fancy leftover numbers in the H and J series. Most of the numbers have been auctioned and the remaining would go under hammer again.”

PPP to announce dist heads by April end

After losing the state assembly elections, the People’s Party of Punjab (PPP) is now preparing for the civic bodies’ polls and 2014 parliamentary elections.

The party chief Manpreet Singh Badal has been meeting party workers in each district to form the party structure by the end of this month.

Manpreet, who was here on Monday to attend one such meeting, said he would announce all the district presidents of the PPP by the end of April, adding that the block-level presidents would also be appointed soon. 

He said he would also make separate wings of the PPP like youth wing, women wing, legal wing and ‘kisan’ wing. “Their state heads would also be appointed soon, so that the party could perform better in the coming elections,” added Manpreet.

It may be mentioned here that at present, the PPP only has its general council members and does not have district or block-level presidents.

Attempt to murder case against Congress leader
Police submits list of 25 accused in sessions court

The Bathinda police today submitted a list of 25 suspects in the case of attempt to murder lodged against the former MLA from Rampura Phul constituency, Gurpreet Singh Kangar, and his supporters.

The Dyalpura police presented a list of 25 people in the court of additional sessions judge, ending the mystery that the list carried. On January 11, the SAD and the Congress workers had clashed in Rampura Phul. The Congress had accused the SAD candidate Sikandar Singh Maluka's son, Gurpreet Singh Maluka, of buying votes and a cross case was filed.

Thereafter, on March 2, a case of attempt to murder was registered against Kangar and his men. The police had named 47 unidentified people in the FIR, number 4, lodged. However, the court directed the police to submit the names of these people. After the court orders, Congress workers had been running helter-skelter seeking interim bail from the court.

With the names out today, the others have heaved a sigh of relief. Anticipating the registration of case, around 50 people had applied for interim bail, whereas only 47 have been mentioned in the FIR.

The names of four former sarpanches, two NRIs, three businessmen and one former government official figure in the list submitted before the court. The court has directed that the names of those in the listed be tallied with the names of those who have sought interim bail. The list includes NRI Baltej Singh from Kangar and former sarpanch NRI Tarlochan Singh from village Maluka. Tarlochan Singh came to India during the polls, while Baltej Singh returned on January 20.

Others include former SP, Punjab police, Balvir Singh Khaira, Bhupinder Singh, retired teacher Nachhattar Singh from Jalal, village Gauspura patwari Bhupinder Singh, Ashok Kumar from Rapura, Bharat Bhushan alias Bhola, Major Singh from Rampura, a cousin of former MLA Kangar, Shamsher Singh, Darshan Singh and Harvinder Singh from village Bhai Rupa, former sarpanch Dullewala Surinder Singh, Bhupinder Singh from Dullewala, former sarpanch Gauspura Harbhajan Singh, Bharpur Singh alias Bhura from village Burj Gill, Gurpratap Singh from Gumti Kalan, Gurbinder Singh from Dyalpura Mirza, Resham Singh from Maluka, Gurtej Singh from Kangar, former sarpanch of village Nuhar Ajit Singh, Durga Das from Kotha Guru, Bikker Singh and Dharampal Sharma from village Phool and former sarpanch of Rajgarh village, Malkit Singh.

The additional session judge has fixed April 25 as the next date of hearing. The Dyalpura police said that 27 people named in the FIR have joined in the investigations and raids are being conducted at the houses of others.

The Physical Education Paper-A of BA Part-III was first cancelled and then re-scheduled for May 6, as per the orders of the Controller of Examinations of Punjabi University, Patiala.

The problem started after the students, sitting for the exam, realised that they were being given the question papers for Paper-A while they had prepared for Paper-B. When the principals of the colleges under the Punjabi University, Patiala, checked with the Controller of Examinations, they were told that the university had notified, on its website a month back, about the change.

The Controller of Examinations, Pawan Kumar Singla, told TNS that the university had converted Paper-A into Paper-B and vice-versa in June last year and the same was updated on the university website.

“We sent the new syllabus to the colleges in February this year. Presumably, the teachers continued teaching the students according to the old syllabus and the students and teachers realised the discrepancy only in the morning. After the students were distributed the question papers this morning, they raised a hue and cry that the content of their paper should have been in Paper-B, which is scheduled to take place on April 24,” he said.

According to the information uploaded on the university’s website today, the BA Part-III Paper-A has been rescheduled for May 6, while the Paper-B will be held as per the schedule and the prescribed syllabus.

Parents ‘disown’ wayward wards to avoid legal hassles

Parents of drug addicts are resorting to the ‘Public Notice’ column in newspapers to avoid legal hassles that an illegal activity by their wards entails.

It is learnt that on finding themselves unable to control their wayward young children addicted to drugs, the parents have started ‘disowning’ them.

Many cases have come to light where while chasing drug addicts for their involvement in criminal activities the police reached their houses for investigation only to got a terse reply from the family members — the accused boy was disowned, so the family is not responsible for any of his act. To support their claim, the family members show a newspaper clipping of the public notice containing a declaration made by the family about disowning the young member for his unruly behaviour.

While investigating the snatching of a bag from a Pakistani woman in Faridkot two days ago, when the police reached the houses of some young suspects, many families said they had nothing to do with the youth and he was already disowned.

However, disowning a family member is not confined to drug addicts. Even in the cases of elopement and dowry demand, the police came across families escaping the responsibility by showing the public notices they had inserted in newspapers about disowning the accused, said Gurmit Singh, DSP Faridkot.

In most of the dowry demand cases, not only the son but even the daughter-in-law is disowned so that the families can claim they have nothing to do with the crime.

“We know most of these ‘disowned’ members were living with their family in the same house and these public notices have no legal importance, but families try to use these to build pressure and avoid their duty to help the police,” said the DSP.

2 accused sent to judicial remand

The two accused arrested in the Nihang clash case at Talwandi Sabo have been sent to judicial remand.

SHO Paramjit Singh said the arrested accused, Chamkaur Singh from Sekha village in Barnala and Dinesh Rai, a native of Bihar, have been sent to judicial remand.

The clash had taken place on Tuesday on the issue of the headship of the Budha Dal. Five Nihangs were injured in the clash. — TNS

Acting on the CM’s directions to ensure that all officers and staff remain present in their offices during the working hours, Deputy Commissioner Paramjit Singh conducted surprise raids at various government offices for the second day today. He, however, found everyone present in the office.

Yesterday, the DC had found three accountants, two excise and taxation officers (ETOs), one excise and taxation inspector (ETI) and a Suwidha Centre employee not present at their respective seats. Eventually, they were issued show cause notices. — TNS
