A park and a shopping mall would be constructed at the old jail site.

The local police has arrested two persons, including a middle-aged woman, in connection with the murder of a youth in December 2011. The accused have been remanded to police custody till April 20.

Constable booked on rape charge

Yash Pal, a constable in the Delhi Police, reportedly intruded into his neighbour’s house at Surehli village, near Kosli, last evening. He allegedly overpowered his neighbour’s 20- year-old daughter and raped her. The girl was alone in the house at that time.

Cheap wheat from UP floods Palwal
Government cracks whip against official-politician nexus

The Hooda government has cracked the whip against the official-politician nexus responsible for bringing large quantities of cheap wheat from UP into Palwal district on the Haryana-UP border for procurement by the state agencies.

After assessment by Arun Gupta, Director-General, Food and Supplies the government has banned procurement from farmers outside the state. Wheat from Haryana farmers would only be procured, a senior official told The Tribune here today.

Besides, regular nakas
are being set up to keep a tab on trucks and tractor-trailers bringing wheat from UP to Haryana grain markets, specially to the Palwal grain market, the official said.

While the rate of wheat in UP is around Rs 1,100 per quintal, Haryana’s procurement agencies bought wheat at Rs 1,285 per quintal.

Against the backdrop of the alleged official-politician nexus, the arrival of huge quality of wheat last week alarmed senior officials here. While wheat arrival is yet to pick up in several large grain markets, including Sirsa, Hisar, Rohtak, Faridabad and Sonepat, the state procurement agencies procured over 37,000 metric tonnes of wheat from a comparatively smaller grain market in Palwal till April 11. Nearly 39,000 metric tonnes of wheat was procured from Palwal in the corresponding period last year.

Almost 100 per cent wheat is procured by the state agencies- the Food and Supplies Department, HAFED, FCI, Haryana Agro Industries Corporation (HAIC), the Haryana Warehousing Corporation (HWC) and Haryana State Federation of Consumers Cooperative Wholesale Stores Limited (CONFED).

INSO activists lathicharged'

Members of the Indian National Students Organisation(INSO), the student wing of the INLD, who were protesting against Maharshi Dayanand University’s (MDU) functioning, were canecharged at the medical crossing here this morning. The INSO has been staging a protest for the past about a week, seeking a high-level probe into the functioning of the MDU. However, the PRO of the Police Department denied having any information to this effect.

Pardeep Deswal, head of the INSO unit of the MDU, said over 10 students were hurt in the lathi charge. Deswal said the students wanted to burn an effigy in protest against rampant corruption in the functioning of the university but police officials had perhaps been instructed to crush the protest. Deswal claimed that INSO activists were able to set the effigy on fire despite the massive police force present there.

Demanding a CBI probe into the varsity affairs, a spokesperson said the INSO would not keep quiet till the demand was met.

KAITHAL: The INSO organised a procession here on Monday to protest against the worsening law and order in the state, price rise, hike in electricity charges and other anti-people policies of the Centre and the state. Protesters reached the mini-secretariat and handed over a memorandum to the Deputy Commissioner in support of their demands .

Illegal mining in Gurgaon, Mewat '

The Supreme Court today directed the Haryana Government to submit a report within two weeks on the action taken against illegal mines in the Gurgaon and Mewat region.

A Bench comprising Justices KS Radhakrishnan and CK Prasad passed an order after Additional Advocate-General Manjit Singh Dalal assured the court that the state government had cracked down on illegal mining in the area.

Dalal said mining activities had been stopped in the region and an inquiry had been ordered by the Gurgaon Commissioner. He, however, sought time to file a detailed report.

Making it clear that the court would like to have a comprehensive action taken report (ATR) from the state, the Bench posted the next hearing for April 30.

Taking suo motu notice of illegal mining activities in Mewat district, the Bench had asked the SC-appointed central empowered committee (CEC) last month to conduct an inspection and submit a report within two weeks.

On the basis the CEC report, the Bench had issued notice to the state government and district officials on April 2.

Dalal today informed the Bench that the Divisional Commissioner, Gurgaon, who was conducting the inquiry, was being assisted by officials from the Police and Forest Departments.

The Bench said there was no justification for allowing illegal mining because a mining inspector was killed in the area about 20 years ago. This would not be permitted, it clarified.

In its March 12, 2012, order, the SC had taken notice of illegal mining activities in the villages of Kota, Gangani, Sarai, Mohammadpur and Kharag Jalalpur. The mining had been going on in violation of the SC orders banning mining in the area, the Bench had noted.

There is a new twist in the case of arrest of three college girls under the Immoral Traffic Prevention Act by the Sirsa police.
SP Devender Singh Yadav who probed into the matter after public outcry has found the role of the city police questionable in the matter.

Though the SP is yet to submit his report to his seniors, he admitted that the police did not deal with the girls fairly.

The city police had arrested four couples from a guesthouse and had booked them for immoral traffic.

Three girls and three boys out of these four couples were college students
from Sirsa.

The police action had raised many eyebrows and shocked people, as it not only sealed the young careers forever, but also brought a social stigma to their families.

The Nagrik Parishad, Sirsa, led by its president Jagdish Chopra and
District Bar Association president Ramesh Mehta had taken up the
matter with the local authorities and the National Commission for Women accusing the police of “highhandedness”.

Residents said though it was socially unacceptable, it did not amount to immoral traffic by any stretch of imagination. Students of Government National PG College had also boycotted classes and held demonstration against the police last week.

“It was wrong on the
part of the SHO to have booked college girls under the Immoral Traffic Prevention Act, when there was not an iota of evidence to suggest this,” Yadav said. The SP said after getting tip-off, he had deputed a DSP-level officer to verify the facts before registering an FIR. He added that he had completed his inquiry and would submit a report soon.

Kaithal admn cuts hike in collector’s rate

Bowing to protests from the public in general and property dealers in particular, the administration today announced a partial rollback in the hike of the collector’s rates in this district.

The decision was taken at the intervention of Haryana Minister for PWD and Industries Randeep Singh Surjewala, who is also MLA from Kaithal.

Hawa Singh Pachar, SDM, said the revised rates in most cases would be
20 per cent more than
those applicable in the last financial year.

The rates in HUDA sectors would now be Rs 12,000 per square yard as against Rs 18,000 announced earlier. The rate was Rs 10,000 during the past financial year. The new rate in Chiranjeevi Colony would now be Rs 6,000 as against Rs 3,500 last year. In Gandhi Nagar, the rate would be Rs 6,500 as against Rs 6,500 last year. In Professor Colony, the rate would be Rs 6,500 as against Rs 5,000 last year.

All 1,031-odd inmates, including 150 hardcore criminals. have been shifted to the new jail. The new jail was formally inaugurated by Chief Minister Bhupinder Singh Hooda on April 9 . A park and a shopping mall would be constructed at the old jail site.

The shifting of inmates to the new jail took over 10 hours. The authorities deputed 1,000 cops and around 24 vehicles, besides hundreds of employees, for shifting the jail inmates.

This jail, which has seen several senior political leaders, including BJP leaders LK Advani and late Ch. Ranbir Singh, Chief Minister Bhupinder Singh Hooda’s father, lodged here during Emergency, was overcrowded, said police sources.

The new Rs 44-crore jail, spread over 104 acres, can adjust at least 2,100 inmates.

Pak human rights activist sees hope for release

Leading Pakistani Human Rights activist Ansar Burney, who is UN Adviser on human rights, said efforts were afoot to get prisoners on both sides of the border,who were not facing any cases, released .

Burney is visiting the country on Tuesday to hold meetings with members of the families of the MV Iceberg lying hostage in Mumbai . He said he had taken up the matter with the Pakistan Government directly and even through Pakistan courts and a large number of prisoners languishing in various jails were likely to be released soon.

Burney said Pakistan and India were not only neighbours but enjoyed brotherly ties also as people on both sides shared family relations with each other.

Burney, whose organisation-- the Ansar Burney Trust-- is credited with securing the release of around 700,000 innocent prisoners from countries all around the world, said they were working to secure the release of those innocents who were picked up on spying charges both in India and Pakistan.

Ansar Burney, who is also known as the first man to introduce the concept of human rights in Pakistan nearly 30 years ago, said attempts were also being made to do away with capital punishment in Pakistan. He said the Pakistan Government was most likely to announce the release of a large number of Indians soon.

Schoolkids to get free uniforms

All students from Classes I-VIII of government schools in Haryana will now get free uniforms. “Apart from free textbooks, all students from Classes I-VIII of government schools all over the state will be provided free uniforms from the new academic session,” Education Minister Geeta Bhukkal has announced in Jhajjar town.

She said presently free uniforms were given only to students from the Scheduled Castes and below poverty line families. Bhukkal said the new transport policy of the state had been framed to ensure safe transportation of schoolchildren. — IANS

Contractor shot at outside HAFED office

Fatehabad, April 16
After a dispute over contract for lifting of wheat from the grain markets, a contractor shot at another outside HAFED office injuring him seriously.

The victim, Subhash, of Tohana was admitted to the General Hospital, Fatehabad, from where he was shifted to Hisar in view of his serious condition.

It is learnt that Subhash and another contractor, Tarsem Saini, of Baliala had a tussle over the contract for long as both wanted this lucrative business. Today, Subhash was going to the office of HAFED to get some information when Tarsem allegedly shot at him.

Tarsem and his 20 accomplices first attacked Subhash with lathis and sharp-edged weapons. When Subhash tried to run for safety, Tarsem took out a pistol from his pocket and pumped in three bullets in Subhash’s body. The bullets hit him on his chest, belly and ankle.

Mohar Singh, Subhash’s brother, alleged that the accused also snatched their bag containing Rs 4.20 lakh and tender forms. He said the accused had attacked Subhash some time back too.

A case has been registered.

Claims her land being acquired to facilitate housing project

Drawing a grim picture of ecological degradation in Gurgaon, Padma Shri Anjolie Ela Menon also painted the Haryana Government in bad light today by claiming that her land was being acquired to facilitate a housing project.

In a petition filed before the Punjab and Haryana High Court, Menon, along with celebrated non-fiction writer Primila Lewis, said: “The land was being acquired for the ostensible public purpose of building a 60-metre-wide sector road east of the Ghatta bundh?

“The true purpose of the proposed road is evident from the ongoing construction of a large private luxuryproject. The sector road has no apparent purpose other than to serve as a secondary access to the IREO luxury project”.

Taking up the petition filed through counsel Amir Singh Pasrich, Avi Singh and Anand Chhibbar, a Division Bench headed by Justice Hemant Gupta today issued notice of motion to the state of Haryana and other respondents for April 18.

Menon and Lewis had moved the high court earlier also; and had “partially succeeded in obtaining relief through quashing of a section 6 notification dated July 14, 2008. They were compelled to file another petition today after a fresh declaration under Section 6 of the Land Acquisition Act was issued.

Raising ecological concerns, the petitioners have now asserted: “The sector road will pass through and develop an area adjacent to the ecologically sensitive Aravalli region, where a forest has been cut, and a seasonal water reservoir, as confirmed by the Department of Irrigation, Haryana, exists?.

The petitioners also claimed that appropriate environmental clearances from the Union Ministry of Environment and Forests and other clearances are yet to be obtained.

Moreover, the Gurgaon-Manesar master plan has not been approved by the National Capital Region Planning Board.

Eligible teachers threaten mass immolation

Eligible teachers awaiting absorption in government jobs have threatened to commit mass immolation if their longstanding demands were not met .
The threat came after a major protest by eligible teachers here yesterday. At the end of the demonstration, they burnt copies of their certificates.

Rajinder Sharma, president of the Haryana Patra Adhyapak Sangh, said that they would wait till April 30 for the government to meet their demands and then resort to mass immolation at Rohtak on May 1.

These teachers had been taken into custody on Saturday as they tried to stage a demonstration near a venue where Chief Minister Bhupinder Singh Hooda was to attend a function. They were later given bail.

Archana Suhasini, president of the women’s wing of the sangh, said the government had failed to give jobs to those who had passed the eligibility test. It appointed guest teachers instead.

Now it has notified that guest teachers who had four years of experience would also be eligible for recruitment without passing the eligibility test.

She asked what was the need for prescribing and holding an eligibility test if everyone was eligible for appointment.

She said even the judiciary had not agreed with the government’s point of view.

She added that their organisation would not allow the government to have its way and do injustice to them.

Woman held for contract killing

The local police has arrested two persons, including a middle-aged woman, in connection with the murder of a youth in December 2011. The accused have been remanded to police custody till April 20.

Investigation has revealed that Shakuntala (48) of Kailash Colony here had allegedly hired a person to abduct and kill the victim, Mandeep, four months back.

“The victim was murdered by some persons near Kutana village. Shakuntala had given the contract for killing Mandeep against a payment of Rs 4 lakh to Devender.” a police spokesperson said.

It is reported that Shakuntala wanted to avenge the death of her son, Ved Pal, who was murdered in 2009. It is alleged that Mandeep was involved in Ved Pal’s murder. The other accused is Chand Singh of Nidana village. Meanwhile, the body of Mandeep is still to be recovered. —TNS
