Canal distributary or garbage dump

Once a major source of irrigation, a distributary of Bist Doab Canal passing through the Jalandhar-Kapurthala road, has been turned into a garbage dump. As the name suggests, the distributary situated near the Government Arts and Sports College has everything to pollute the environment - untreated garbage, filth, foul smell and unhygienic conditions, but no water for irrigation.

Chief Parliamentary Secretaries Pawan Tinu, KD Bhandari and Avinash Chander paid floral tributes to Dr Ambedkar and urged those present, especially leaders, social thinkers and SC welfare organisations to work for uplifting the community through quality education.

Pvt school managements hail SC guidelines on RTE Act

While a number of educational institutions in the city have expressed dismay over Supreme Court’s guidelines on the RTE Act for providing at least 25 per cent seats for children of the weaker sections, the representatives of several private institutions have welcomed it. Talking to The Tribune, the chairman of the St Soldier Group of Institutions, Anil Chopra, said he would implement the guidelines in the 26 schools run by the group located in various parts of the city and surrounding areas.

The NGO got a special permission from the DC to provide free treatment to Pita Singh (as Childline coordinator Sarita told The Tribune), yet it is Pita’s family members who are providing for his medicines and food.

BRNS research project 
Jalandhar, April 14
Dr Gopi Sharma from the department of physics of the local Kanya Maha Vidyalaya has been sanctioned a major research project titled ‘Nanocrystalline phase of oxyfluoride glasses for scintillator applications’ by the department of Atomic Energy, Board of Research in Nuclear Sciences (BRNS). He has been provided a grant of Rs 18,24,100 for the project.

Canal distributary or garbage dump

Once a major source of irrigation, a distributary of Bist Doab Canal passing through the Jalandhar-Kapurthala road, has been turned into a garbage dump.

As the name suggests, the distributary situated near the Government Arts and Sports College has everything to pollute the environment - untreated garbage, filth, foul smell and unhygienic conditions, but no water for irrigation.

The condition of the distributary has worsened in the past some years following lack of maintenance by the authorities concerned, decline in the water carrying capacity and the garbage being thrown by residents. The distributary is surrounded by residential colonies and commercial establishments.

The distributary full of garbage and filth greets visitors as they reach the Jalandhar--Kapurthala road. However, the Bist Doab Canal authorities have turned a blind to it.

Residents of the area, however, blame the MC workers collecting garbage door-to-door of throwing it in the distributary. "Residents living near the distributary are the first ones to blame for the menace. But at the same time, small time shopkeepers, vegetable vendors and those who conduct some social functions, marriages, rituals and worships also keep on throwing the leftovers in the distributary", the residents added.

It’s the duty of the canal administration to keep the water body infrastructure in proper shape and ensure authorised discharge at tail ends of the distributaries. The water allowance for each system has been decided by the state government on the basis of the availability of water, type of soil, crop sown in area and underground water level.

Renovation needed

The Bist Doab Canal takes off from the right bank of the Sutlej upstream of Ropar headwork. It was constructed in 1954-55 and is spread over a length of 805 km. Over the years, the water carrying capacity of the canal has reduced to 1,000 cusecs. The system needs comprehensive rehabilitation and renovation.

Residents  speak

As the authorities have not shown any concern to clean the canal, we too have become habitual of living with foul smell and filth. It is high time and the authorities should act to make the water body clean. — Sumit Kumar, Shopkeeper

Hike in collector rates: Sale deed registries take a dip

The registratio of sale deeds has declined drastically in the district following the implementation of new collector rates from April 9.

A Basti Gujan resident Nikhil Sharma said he delayed registering sale deed of a 10 marla plot due to hike in collector rates. He expressed hope that the government would rollback the hike in collector rates.

Deputy Commissioner-cum-District Collector Priynak Bharti could not be contacted despite repeated attempts. Meanwhile, admitting decline in registering sale deeds, Tehsidlar-II Sukhraj Singh told this correspondent to contact RCA Pawan to get the exact data, but the latter did not pick up the phone despite repeated attempts.

Kanhaiya Sharma of Shiv Property Dealer at the Globe Colony area said the real estate business has fallen on bad days. Things have turned from bad to worse after the hike in collector rates, he added.

General secretary of the Jalandhar Real Estate Dealers and Builders Association Rupinder Singh Gill demanded rollback of the steep hike in collector for the benefit of over 1,000 real estate dealers and also for of resident of the city as buying even a small house had become out of the reach of the common man.

Nearly 1,000 real estate dealers from across the city gathered at Desh Bhagat Yadgaar Hall under the aegis of the association to lodge their protest against the steep hike in collector rates.

Punjab Local Bodies Minister Bhagat Chunni Lal, who hails from the city itself, reached the protest site to express solidarity with the agitating real estate dealers.

Speaking on the occasion, the association president Bhupinder Singh said the steep hike in collect rates had been made in most of the areas falling under Chunni Lal’s Assembly segment of Jalandhar (West).

Demanding rollback in collector rates, the representatives of the association submitted a memorandum to Bhagat Chunni Lal, who was accompanied by his son Mohinder Bhagat.

Dr Ambedkar remembered

Rich tributes were paid to the founder of the Indian constitution, Dr BR Ambedkar, on his 121st birth anniversary during a ceremony held at Nakodar Chowk this morning.

Chief Parliamentary Secretaries Pawan Tinu, KD Bhandari and Avinash Chander paid floral tributes to Dr Ambedkar and urged those present, especially leaders, social thinkers and SC welfare organisations to work for uplifting the community through quality education.

Addressing the gathering, Tinu said Ambedkar brought a revolution by making education available for the Dalits in the country. Bhandari said the present generations of the Dalits should never forget that it was Dr Ambedkar who was behind providing equality, justice and recognition to them.

In his address, Avinash Chander spoke about the three point agenda of Dr Ambedkar - to get educated, struggle for your rights and stay united.

Ambedkar Jayanti was also celebrated at Kapurthala. SDM, Kapurthala, Neeraj Kumar Gupta was the chief guest on the occasion.

The Social welfare department of the district also held a seminar on Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and Rules, 1995, and the Protection of Civil Rights Act, 1955, so as to create awareness among the local population.

The BSP Workers Morcha also celebrated the birth anniversary of Dr Ambedkar at their BSP party office at Wadala chowk. Senior leaders of the BSP, including Ashwani Kumar Birdi, Tek Chand Bangar, Kewal Bhatti and many others were present on the occasion.

Pvt school managements hail SC guidelines on RTE Act

While a number of educational institutions in the city have expressed dismay over Supreme Court’s guidelines on the RTE Act for providing at least 25 per cent seats for children of the weaker sections, the representatives of several private institutions have welcomed it.

Talking to The Tribune, the chairman of the St Soldier Group of Institutions, Anil Chopra, said he would implement the guidelines in the 26 schools run by the group located in various parts of the city and surrounding areas.

At present, nearly 24,000 students study in these schools. Every year, he said, the institution offer Master Raj Kanwar Chopra Scholarships to deserving students. This year the scholarship amount has been increased from Rs 31 lakh to Rs 1 crore, he added. The president of Gurdwara Model Town Management Committee, Atam Prakash Bablu, said he would implement the SC’s order of providing 25 per cent seats to the poor children from the next session onwards in the two schools run by the committee.

The committee is running Guru Amar Dass Junior School (from first to fifth standard) at Guru Teg Bahadur Nagar and Guru Amardass School (from sixth to twelfth standard) at Model Town. On the contrary, the MD of CT Public School, Manbir Singh, said, “Our school is unaided minority school and it does not come under the RTE Act.”

He said they would hold a meeting with board of governors of CT groups of educations on Monday before taking any final decision on SC guidelines. The principal of Police DAV Public School, Rashmi Vij, said, “Our school is a welfare school and is already providing 25 per cent seats to the children of the fourth class employees of the police.”

The principal of Shiv Jyoti School, Vibha Sharda, could not be contacted despite repeated attempts.

Childline ‘ignores’ rescued teenager
NGO members forget Pita Singh, family has been paying for his food, medicines

Rescued by the members of the local Childline (1098) team about a week ago, Pita Singh’s troubles do not seem to end soon.

The NGO got a special permission from the DC to provide free treatment to Pita Singh (as Childline coordinator Sarita told The Tribune), yet it is Pita’s family members who are providing for his medicines and food.

Talking to The Tribune, Pita’s sister, Alisha, said, “We are spending about Rs 100 per day for food. My earning is minimal and my brother doesn’t earn a penny. The NGO initially promised us that they would provide food to Pita as long as he is receiving treatment in the hospital. But in reality they visited him for the first two days. No one has come to ask about him after that.”

As per the Childline guidelines, the NGO is supposed to provide for the nutrition of the patient as long as he is receiving treatment.

Talking about the medicinal expenses of the patient, Alisha said, “We have been paying for his injections and tonics. Though we are receiving some free medicines from the hospital, the staff said we were supposed to get the said medicines on our own.”

“I have been borrowing money from my employers to pay the hospital bills. I don’t earn much and paying off the debt is going to be an additional concern. We cannot keep borrowing money for long,” Alisha said.

Pita was admitted in the hospital in an extremely malnourished condition. He had very low hemoglobin and his limbs were weak due to a spinal injury he suffered a year ago. His spinal injury happened when he tried to lift a heavy trunk for an employer and fell down along with it.

He is currently also being treated for bed sores.

Sandeep, Pita’s brother, and Alisha also said they were not satisfied with the dressing Pita was receiving. “The attendant had been haphazardly bandaging his sores. The bandages would sometimes come undone and made him cry in pain. We are dressing his sores ourselves now.”

Sarita, coordinator of the 1098 Childline, said, “We were of the opinion that Pita’s brother earns so we stopped providing for his food. As far as the medicines are concerned, we have had a conversation with activists of the Red Cross to provide them free medicines. I will make sure that they do not pay for their medicines from now on.”

Talking about the carelessness of the attendant, Sarita said, “Alisha had told us about it. We thought if they are happy dressing the wounds themselves, then we should let them do it.”

BRNS research project

Dr Gopi Sharma from the department of physics of the local Kanya Maha Vidyalaya has been sanctioned a major research project titled ‘Nanocrystalline phase of oxyfluoride glasses for scintillator applications’ by the department of Atomic Energy, Board of Research in Nuclear Sciences (BRNS). He has been provided a grant of Rs 18,24,100 for the project.

Under this project, her group would conduct research on the nanocystalline phases formed in oxyfluoride glasses through thermal treatment and gamma irradiation. Her work would have development and characterisation of new materials for industrial applications. Principal of the college Dr Atima Sharma congratulated Dr Gopi Sharma and the physics faculty for this achievement.

University toppers

Two students of SSC fashion designing, semester-I, of Prem Chand Markanda SD College for Women, Madhuri Pushkarna and Prabhjot Kaur jointly bagged second position in Guru Nanak Dev University, Amritsar, by scoring 521 marks out of 550 while Manjit scored 509 marks and bagged the sixth position in the varsity.

Parents’ meet

An interaction session was held between the students and parents of Class XI with their teachers at Innocent Hearts School, Green Model Town. All members of the management, principal, vice-principal, teachers and professors of classes XI & XII were present. Principal Dheeraj Banati highlighted the importance of co-operation of the parents towards them and all round development of the children.

155 boys get place in Bhajji’s academy

The Harbhajan Singh Institute of Cricket — the newly launched cricket academy of off-spinner Harbhajan Singh — today released the list of players selected in the under 14, 16, 19 and above age groups.

The chief operating officer of the academy, Vikram Sidhu, said 65 boys were selected in the under 14 age group, 39 boys were selected in the under 16 age group and 51 got selected in the under 19 and above age group.

Sidhu said the registration would be held on April 16 while the academy would start from April 20. He said soon Bhajji would also visit the academy to meet and motivate the selected boys.

The trials were held on April 12 during which boys from across the state had appeared. A five-member committee comprising of Davinder Arora, Ravneet Nicky, SP.Kumar, Ankur Sondhi and Samrat Sharma conducted the trials.

Youth hacked to death

Suspecting the role of a Gadiyeepur youth in a runaway episode, a man allegedly hacked him to death. The body of the deceased was found dumped in a field in the Raja Garden locality near here today.

The deceased has been identified as 22-year-old Amar Singh, a migrant labourer. He was allegedly hacked to death by Vinod, who suspected that Amar helped his brother-in-law, Deepak, flee with his (Vinod's) wife.

During investigations, it came to light the accused's wife ran away with Deepak after they developed an illicit relations. Vinod suspected that Amar helped Deepak in this and in a fit of rage, hacked him to death, the police said.

A case under Section 302 of the IPC has been registered against Vinod and a nunt has been launched to nab him.

9-year-old boy killed in mishap

Jalandhar, April 14
A 9-year-old boy was crushed to death under an Army vehicle at Birring village in Jalandhar Cantonment today.

The deceased has been identified as Manav Arora, a student of Class V. The victim, who died on the spot, was the only child of his parents.

Ram Parshad, the deceased’s grandfather, told the police that he and his grandson were going to the market this afternoon when the tragedy struck.

“Manav was riding a bicycle and I was walking just a few feet ahead of him. The boy was hit by a speeding Army truck and his head got crushed under the wheels of the vehicle,” Manav’s grandfather told the police.

An inconsolable grandfather said his son, Sunil Arora, had died last year and now his grandson also left them. Deceased’s mother, who is handicapped, is employed at an anganwadi centre.

An errant truck driver, Devi Dayal of the Ram Nagar locality, has been arrested and a case under Section 279 and 304-A of the IPC has been registered against him at the Rama Mandi police station.
