Jalandhar, April 6
The city police has cracked the murder case of Neetu Sareen, a beautician, in less than 12 hours with the arrest of her lover, this morning.

The accused, Gur Iqbal Singh, a resident of Guru Nanak Nagar on the Kapurthala road, allegedly fired two gunshots at Neetu, a resident of the same locality, while she was standing near an ATM booth along with her 5-year-old niece Isha in Hardev Nagar last night.

ADCP (City-I) RK Sharma said the accused had been chasing Neetu after she left her workplace. The accused went home, took out his father's country-made .32 bore pistol and fired two gunshots at Neetu from a point-blank range killing her on the spot.

The assailant then sped away in his Maruti Alto car and collided head on with a SUV while trying to escape.

During questioning, the accused confessed to the crime and claimed that he had a relationship with Neetu after her divorce.

A mother of two, Neetu started ignoring Gur Iqbal Singh, father of a 10-year-old son, after she developed relations with another youth a couple of months ago, the ADCP said.

He said Gur Iqbal Singh had proposed Neetu for marriage, but his offer was turned down. The accused admitted to have killed Neetu in a fit of rage, the ADCP revealed.

Neetu had been living with her parents for the past 18 months after her divorce from Aashu, a resident of Amritsar.

The ADCP said after the incident, the police was put on high alert and the accused was nabbed at the Bidhipur level crossing on the Jalandhar-Amritsar highway while he was trying to escape this morning.

The police has also recovered the weapon used in the crime and a case of murder and rash driving has been registered against him, station house officer, Division No-1, Nirmal Singh, said.

Engineering colleges flout AICTE norms
Fail to provide details of staff, students, facilities on campuses on their websites

Tribune News Service

Jalandhar, April 6
Most of the colleges have failed to put the list of facilities being offered to students on their web portals even as the All India Council for Technical Education (AICTE) has made it mandatory for all engineering and architecture colleges offering courses approved by it.

The AICTE norms say that it is compulsory for all colleges to have a column of ‘mandatory disclosure’ under a set format and details of the qualification of the entire faculty along with photographs, facilities being offered, details of the society or management governing the colleges with their designations and addresses and placement record in each department. However, many colleges have deliberately chosen not to follow the directions.

The idea behind the rule was to do a self-assessment exercise and make it known to students and their parents the minute details of each college ahead of admissions.

The AICTE has sought minute details of each staff member such as their designation, department, education, teaching experience, industry experience, papers published, conferences attended, books published, patents done, professional memberships, consultancy activities and awards received.

The students’ details include their enrolment in each stream and each year, cut-off pass percentage in admission in each stream, number of students who have got distinction, those with first class, number of those placed and their highest pay package stream-wise.

While certain local colleges, including the DAV Institute of Engineering and Technology and the CT Institute of Technology, have given mandatory disclosures, others like the St Soldier College of Engineering, Jalandhar, KC College in Nawanshahr and Anand College of Engineering, Kapurthala, have not added the column and are violating the AICTE norms.

Baba Hira Singh Bhattal Institute of Engineering and Technology, Lehragaga, has a mandatory disclosure column, but it does not give the detailed information regarding the staff. Likewise, the Aman Bhalla Institute of Engineering and Technology, Pathankot, has added details of staff, but without their photographs. Also, many columns regarding placement of students have been left blank.

Vice-Chancellor of Punjab Technical University Dr Rajneesh Arora said he had not received any complaint in this regard. “I will look into the matter. I also want students and parents to respond since it is a necessary provision to be made by every college,” he added.

Local Bodies Government proposes to do away with flat rate system

Jalandhar, April 6
You will have to pay more for every bucket of water you draw. The Local Bodies Government has proposed to do away with the flat rate system and charge residents for water as per their meter reading.

Those into framing of the policy hinted that there would be a slab system for levying water charges as was being followed in Chandigarh. The rate of water in the lowest slab of up to 10 kilolitres would be Rs 2 per kilolitre. The upper slabs would be between 10 to 25 kilolitres, 25 to 50 kilolitres and 50 kilolitres and above.

Those owning a 1.5 marla house will, however, be exempted from water charges. Presently, house up to 5 marla enjoy this privilege. Department officials say 58 per cent of water supply is unaccounted for owing to such exemption.

Officials are of the opinion that the expenditure incurred on water supply in corporations and committees should come as 100 per cent returns.

Currently, only 10 per cent of the expenditure incurred by way of maintenance works, electricity on running tubewells and salaries of manpower are being recovered through bills in some committees.

Sources in the Jalandhar MC say the percentage of recovery is nearly 50 per cent. The expenditure incurred is Rs 39 crore and recovery is just Rs 20 crore per annum for water supply and sewage disposal.

Chief Engineer (O&M), Punjab, AS Dhaliwal said the meter policy was yet to get sanction. “I cannot divulge details till the time it is tabled and passed by the Cabinet.”

Memories of the golden era
10 yrs with Guru Dutt, a tale of poignancy & grace
Aparna Banerji
Tribune News Service

Jalandhar, April 6
A tale of poignancy and grace unfolded on stage last evening as Sathya Saran and her team of subtle actors began telling the Guru Dutt tale, as heard from his cherished friend Abrar Alvi.

Sathya Saran and Satvik read from Sathya's "Ten years of Guru Dutt", her book on her conversations with the legendary Abra Alvi, which helped her understand one of the most iconic film makers and the strong bond that the duo - Dutt-Alvi - shared.

Played and performed at the Apeejay College of Fine Arts on Thursday, Satya's keenness to share her enormous regard and understanding the life of Guru Dutt spilled through.

As actors moved about on the stage creating subdued preludes to the B&W grandeur on the screen, the golden era of the Indian film industry unfolded and memories of erstwhile cinematic class, poise, playfulness and sensitivity came flooding back to the audience's collective conscience.

The excerpts from the book were well chosen and so were the classic scenes from Guru Dutt's films -Kagaz ke Phool, Pyasa and Sahib Bibi Aur Ghulam.

Unheard of moments from the life of Dutt and Alvi were talked about as the audience sat glued - how they had almost rejected Waheeda at first, for her Telugu diction; the tricks they took to, to make Meena Kumari look exceptionally beautiful in Sahib Bibi aur Ghulam; how Guru used to call Alvi late at night (some times just to watch an egg hatch in his incubator); an inebriated Guru wondering whether he did right by calling up Raj Kapoor (on the last night that he lived); his last pained conversation with his wife Geeta Dutt; her early morning (2 am) premonition that something was wrong and how a posthumous look at Guru's fated Art Royale apartment room had told Alvi it was indeed a suicide (after all, they had been fond of talking suicide, they had shared the trick).

When Waheeda first appeared on the screen, moving to Jane Kya Tune Kahi, someone in the audience said, "Kamaal hai."

Sathya's effort to make the era come alive was a sight for sore eyes.

Even though the theatrical parts were not as theatrical as they were expected to be, it was evident that they had been deliberately kept light - and rightly so. Overt theatre or melodrama would have killed it.

From the word go, the script made it clear that the focus will be the life and times of Dutt and Alvi.

The audience waited for the screen to come alive with classic scenes - from Waheeda Rehman's playful grace in "Jane Kya Tune Kahi" (Pyasaa), to innocent Bhootnath's first encounter with the sad Choti Bahu (Sahib Bibi Aur Ghulam), the genius of "Na Jao Saiyan" (Dutt had shot it and Alvi had resumed shooting the film right after the song) and the bitter tragic climax with an old melancholy Guru Dutt crooning - Bichre sabhi baari baari - in a huge empty studio.

Sathya's matter-of-fact musings on Guru Dutt in her mellifluous voice were pleasing to ears.

Satvik, as Abrar Alvi, though a young Alvi, did a fair job. It was rare treat for film buffs and theatre lovers alike.

‘Army may hike Punjab quota’
Increase in Recruitable Male Population will be subject to report of 2011 Census

Tribune News Service

Jalandhar, April 6
The Deputy Director-General (Recruiting), Headquarters, Recruiting Zone Punjab and J&K, Brig Vinod Raizada, said yesterday that the Army might consider increasing the quota, ie Recruitable Male Population (RMP), of Punjab in the armed forces as desired by Chief Minister Parkash Singh Badal recently.

“The increase in the RMP will be subject to the report of the 2011 Census, which will be released soon. Any decision pertaining to increasing the RMP lies with the Army headquarters and if the need be, an increase might be possible,” he said.

The officer added that at present the RMP of Punjab was 2.47 per cent and any decision regarding its increase could be made only after the census report. “In fact the Army already has the maximum number of pure regiments, like Sikh Light Infantry, from Punjab, by giving a fair representation to the Punjabi youth,” he stated.

Brig Raizada was addressing mediapersons on last morning during the Army open recruitment rally at the Dogra ground in Jalandhar Cantonment.

He said Punjab had always been following the glorious tradition of sending the maximum number of youths to the armed forces. “However, this tradition has witnessed a decline in certain parts of the state like Jalandhar, Ludhiana and Patiala to name a few. But, there are districts like Hoshiarpur, which have been leading in sending the maximum number of youths to the forces,” he added.

Brig Raizada said in the rally there was an overwhelming response from Hoshiarpur as more than 7,000 youths turned up for the rally. “On the other hand we received a total of 3,500 youths from Kapurthala, Jalandhar and Shaheed Bhagat Singh Nagar this time,” he said.

In the today’s rally 10,222 youths took part. While the physical fitness test and physical measurement test was held on Thursday, the medical examination for the successful candidates continued till today. The common entrance test of the successful candidates would be held on April 29.

The rally was held for four districts, namely Jalandhar, Kapurthala, Shaheed Bhagat Singh Nagar and Hoshiarpur, for soldier general duty. Besides this, a rally was also open for the soldier (technical) and soldier (tradesmen) categories from all districts of Punjab. The next Army open recruitment rally would be held at Patiala from April 12 to 19.

A havan was being held on the office premises and BJP leaders and supporters were attending it when the MLA came and sat down. Perhaps peeved at the presence of a leader whom he claims had tried to spoil his prospects in the recently concluded Assembly polls, Bhandari left the function.

Bhandari’s supporters also followed him, raising slogans in support of their leader. The MLA is said to have complained against the activities of the same leader before the district party president Subhash Sud and has demanded action against him.

Jalandhar, April 6
The much-loved collections of INIFD designers Manoj Kumar and Vinod Bhardwaj, which have won much appreciation at the Lakme India Fashion Week, were showcased here on Thursday.

Their collection “Infinity” was first showcased at the Lakme India Fashion Week Summer/Resort 2012.

While Vinod hails from Arki town in Himachal Pradesh, Manoj is from Jhajjar, Haryana.

Mentored by designer Aki Narula, who designed Ranbir Kapoor’s look in “Rockstar”, the collection of Vinod and Manoj was inspired by “The Banyan Tree” and made it to the catwalk under their label “Antariksh”.

Earthy, ropy browns and soothing beachy greens dominated their summer offerings.

The interesting rope jacket, totally hand woven with wooden carvings, spoke of their innovation.

Other unique features were keyhole pleated arms, box pleat French pants, belt with woven rope motif, hand-woven bags and wooden block neck pieces as accessories.

Lots of draping pleats and gathers done on muslin and tie-dyed cheese clothes in the shades of the banyan, stood true to their theme of nature, which they attribute their collection to.

At the Lakme India Fashion Week, their collection was appreciated by top designers like Rohit Bal, Manish Malhotra, Rocky S, Vikram Phadnis and Narendra Kumar.

Before this, three other designers from INIFD - Sabah Khan, Ashtha and Sukhwant - have also showcased their designs at “Emerging Show” and “Gen Next Show” at the Lakme India Fashion Week’s previous seasons.
