Deputy Chief Minister of Punjab, Sukhbir Singh Badal, flagged off the city bus service at the Rose Garden Chowk in Bathinda on Friday. These buses, owned by the Municipal Corporation of Bathinda, will be run by the PEPSU Road Transport Corporation (PRTC). Punjab government will leave no stone unturned to make Bathinda an ideal city. This was stated today by Punjab Deputy Chief Minister Sukhbir Singh Badal while inaugurating various government and private projects.

Two women among 3 held for chain snatching bid
Bathinda, April 13
Three people, including two women, have been arrested by the police for snatching gold chain from a woman residing in Adarsh Nagar. The complainant, Puran Chand, said he had gone to purchase vegetables with his sister near the local Ghanaiya Chowk when two women and a man forced his sister to sit in a car.

Harvesting ban at night
Bathinda, April 13
The District Magistrate KK Yadav has banned the use of combine machines for harvesting wheat at night. Harvesting has been banned from 7 pm to 7 am under section 144 of the IPC. A complete ban has been imposed on the burning of wheat stubble within 1200 square yards radius of the ammunition depot. The orders will be effective from April 12 to May 31.

Punjab government will leave no stone unturned to make Bathinda an ideal city. This was stated today by Punjab Deputy Chief Minister Sukhbir Singh Badal while inaugurating various government and private projects.

He said Bathinda will be developed as a cotton and textile hub and the Bathinda airport would also be completed within the next two months.

Apart from starting the city bus service, Sukhbir also inaugurated a private mall-cum-multiplex in front of lake number three of Guru Nanak Dev Thermal Plant. Lake number three is famous for boating and shikara facilities.

He also inaugurated a project in the local Sirki Bazar to get rid of the problem of rain water and sewage stagnation. Sukhbir also inspected the newly-built modern Farad Kendra (land mutation centre) and interacted with the officials at the recently-built Suwidha Kendra and RTI office.

Amidst tight security, presence of heavy police force and chaos on the city roads, Sukhbir flagged off city buses at the local Rose Garden Chowk.

The buses would ply on different city routes and pick passengers from particular bus stands and may bring some respite from the chaotic service being provided by private bus operators.

Senior government functionaries said the introduction of the buses may bring some respite from the air pollution caused by the autorickshaws. It is said that the introduction of buses, if proved successful, may curtail the ever-increasing number of autorickshaws in the city.

Speaking on the occasion, Sukhbir said Bathinda was on its way to be counted as a big city of Punjab. Its residents would now get all modern facilities, he added.

The Deputy CM also claimed that Bathinda had become an attractive tourist destination with the introduction of bus service, boating facility, malls and various other projects which were in the pipeline.

Senior government functionaries and prominent people including Deputy Commissioner KK Yadav, Bathinda MLA Sarup Chand Singla, Mayor Baljeet Singh Beerbehman, managing director of PRTC, DPS Kharbanda and others were also present on the occasion.

Kharbanda told TNS that ten buses, owned by the Municipal Corporation and run by the PRTC, would ply on three routes. He also added that `5 per five kilometres would be charged from the commuters.

The routes of these buses include Engineering College-Dabwali Road to Bus Stand, Adesh Hospital-Bhucho and vice-versa, railway station to NFL via Bibi Wala Chowk and railway station to bus stand via Fauji Chowk.

Science Express changes tracks, goes to workshop

The Science Express, which was to chug into the Bathinda railway station on April 25 and be stationed here till April 30, before going to Ferozepur for two days, and then leaving for Udhampur on May 2, will not be arriving at the city station on the scheduled date.

Talking to Tribune News Service about the delay, Sudeep Sharma, manager of the Science Express, said, “The tour has been cancelled for the time being. The train has gone for maintenance and upkeep and only after it is out of the workshop will it be back on tracks again.”

Science Express, a joint venture of the Union Ministry of Science and Technology, the Federal Ministry of Education and Research of Germany, research organisation Max Planck Society and BASF, the chemical company, aims at developing students’ interest in science.

“This time, the theme of the Science Express is biodiversity. The theme will cover all the details about the species, ecosystem and genetic diversities in the living organisms in the terrestrial and aquatic ecosystems. Tentatively, the train is expected to begin its tour on the Environment Day, June 5, this year. The fresh schedule for the train’s present phase run will be finalised by next week,” said Sharma.

The Science Express takes the students on an expedition into the mysterious world of groundbreaking discoveries, cutting-edge science and future-oriented technologies. Details of the smallest elements of our world to the largest structures in the outer space are shared with the students.

The train has interesting images, video clips and interactive exhibits that offer insights into the world of atoms, cells and neurons, as well as the complex interactions of civilizations, planets, stars and galaxies.

The exhibition inside the Science Express also throws light on the developments of modern science. It aims to inspire young students to pursue various fields of science —physics, chemistry, biology, astronomy, nanotechnology, biotechnology, and the environmental sciences.

JITF-MCB lock horns over 100% garbage collection

The urban waste management company Jindal Infrastructure (JITF) and Municipal Corporation, Bathinda, have locked horns over the delay in executing the solid waste management project.

During a recently-convened meeting of the executive officers from 17 urban units, that are covered under Bathinda cluster for solid waste management, the MCB officials pointed out that the company was given March 31 as deadline to complete 100 per cent door-to-door garbage collection, which has not been achieved.

Replying to queries, the project manager, solid waste management, Bathinda cluster, Bijendra Raghav, pointed out that the Ministry of Environment and Forests (MoEF) has not issued a no-objection certificate (NOC) to the project in the last eight months. He affirmed that the work on plant would be completed within eight months of getting the nod from MoEF.

The state environment committee had raised objections on the upcoming plant. As per the rules, there should be no residential area near the plant, whereas the proposed site on Mansa road is situated in a thickly-populated area of ward number 29.

The rules also say that there should be no construction within 500 metre area of the plant, whereas the MCB has yet not issued any such notification barring constructions within the specified limits. However, the residents are opposing the notification, which is proving to be pain in the neck for MCB.

It is also mandatory to have a green zone near the project, which is absent at the proposed site. The corporation has already furnished these details before the state environment committee.

During the meeting, the MCB officials pointed out that garbage collection in all the 17 local bodies was going on at a slow pace. Officials pointed out that while the company had already missed its March 31 deadline for 100 per cent garbage collection in Bathinda city, the situation is pathetic in other urban bodies too.

“Garbage collection is yet to begin in Raman, Bhikhi, Bareta, Sardulgarh, Sangat and Goniana. The rate of garbage collection in areas of Abohar, Budhlada, Kotfatta, Rampura, Mansa, Malout, Tapa and Bhucho Mandi oscillates between 55 and 75 per cent,” the MCB officials said.

Drawing the ire of the MCB officials, the company would now be penalised for not collecting the garbage on time. The MCB officials said the company has deposited `3 crore with the MCB as security. “If 100 per cent of the Bathinda city is not covered by April 17, the penalty would be deducted from the security deposit. There is also a provision for increasing the penalty in due course of time,” the officials said.

l Solid waste management plant is coming up on 20 acres of land on Mansa road. As per the JITF-MCB agreement, the MCB provided 20 acres land in ward number 29 and is also to get NOC from MoEF for the project.

l The NOC is delayed due to technical discrepancies such as presence of residential area around the project site and absence of green zone.

Tiff turns nasty as groups seek revenge
Clash over a trivial issue snowballs into major fight

The clash among two groups in the city over a trivial issue has taken a serious turn with both the groups continuing to attack the members of their rival camp every few days.

The clash began a few days ago when a group of youths was engrossed in playing cards at the Amrik Singh road and a cricket ball hit them.

Those playing cards were infuriated and entered into heated arguments with the youths playing cricket.

A case was registered against some of the youths playing cricket and the police issued a strict warning to the other group.

Police officials said one of the men involved in the clash had lost in the recently held Punjab Assembly elections.

Taking the clash further, five boys on Wednesday evening beat up a man on GT road after stopping his car midway. Police officials said the man was beaten up to seek revenge for getting a case registered against their group.

The injured, Yash Nehra of Veer Colony, complained that he was forced to come out of his car after it was stopped by some youths on GT Road at around 5 pm. Nehra said he was on his way home when the assailants beat him up and fled after leaving him injured.

A case under sections 323, 341, 148 and 149 of the IPC has been registered against five persons, Narinder Bansal, Gurpreet Singh, Mandeep Singh, Kala Sharma and Bittu, at the Kotwali police station. No arrests have been made in this regard so far.

The investigating officer in the case, Gurjeet Singh, said the accused and the complainant were involved in a clash over a trivial issue recently. The man (Yash Nehra), beaten up on Wednesday, was reportedly in the group that had assaulted some youths on Amrik Singh road.

Gurjeet Singh said heated arguments ensued after a ball hit the men playing cards and a case was registered against those involved in it. Irate over the registration of a case, the other group beat up Yash Nehra.

Now both the parties have settled their scores and might patch up soon, said the investigating officer in the case.

l A tiff ensued and a case was registered against some youth playing cricket. One of the men involved in the clash had unsuccessfully contested the Assembly poll.

l On Wednesday evening, the other group struck back by asaulting a member of the group that had complained.

ETT union worried over govt’s stand

The Elementary Teachers Training (ETT) teachers' union held a meeting in Bathinda recently to discuss their demands and express concern over the government's attitude towards them.

The state president of the union Jaswinder Singh Sidhu told TNS, "A settlement had been reached between the state government during its previous tenure and the ETT teachers. According to this, the ETT teachers teaching at the Zila Parishad schools would be shifted to the schools under the Education Department and the new teachers would be recruited for the Zila Parishad schools."

"The promise was reduced to mere words as after some time, the government asked the teachers to go on deputation to the Zila Parishad schools till the time new recruitments were made.

“Shortly after he became the Education Minister, Sikander Singh Maluka announced that under the rationalisation policy, teachers would be transferred to the schools where the posts are vacant," Sidhu further added.

Expressing his concern over Maluka's announcement, Sidhu said, "The posts on which our teachers were working in the schools under the Education Department are being shown as vacant as the teachers are right now teaching at the Zila Parishad schools. We are concerned that in case these vacant posts are filled up under the new policy, what will be the future of our teachers?"

The state president of the ETT teachers’ union said they had met the Education Minister on April 10 and were waiting for the government's to revert back. The union has planned another meeting in Chandigarh next week to decide on its new course.

Seminar traces impact of science on environment

A national conference on "Global upcomings in environment, science and technology" started at the Punjab Technical University Giani Zail Singh (PTUGZS) campus today.
In a press statement issued here today, a spokesperson of the institute said the department of physics and chemistry was organizing the two-day conference. The chief guest on the occasion was the Vice-Chancellor of Baba Farid University of Health Sciences (BFUHS), Faridkot, Dr SS Gill. He inaugurated the conference.

Coordinator Dr Seema Sharma said researchers and delegates from different parts of the country are participating in the conference. Campus director, principal Dr Jasbir S Hundal, welcomed the guests. He said advancements in science and technology are polluting the environment. Such conferences play an important role in sharing the experiences and innovations of the delegates on the issue, he added.

Vice-Chancellor, Punjab Technical University, Jalandhar, Dr Rajneesh Arora thanked the delegates for participating in the conference through a written message. The chief guest, Dr SS Gill, addressing the delegates, said the development in the field of science and technology has made everything possible in the world. The contribution of scientist, researchers, organizers and students is immense, he said. "Extra-ordinary inventions in the medical field have resulted in finding a cure for deadly diseases," he said while sharing his experiences.

Renowned scientist and deputy director, Thapar University, Patiala, Dr KK Raina, delivered a talk on liquid crystal materials. He explored the areas in which future research can be undertaken. Chairman Dr Gursharan Singh thanked the guests and researchers for their valuable contribution in making the conference a success.

Two women among 3 held for chain snatching bid

Three people, including two women, have been arrested by the police for snatching gold chain from a woman residing in Adarsh Nagar.
The complainant, Puran Chand, said he had gone to purchase vegetables with his sister near the local Ghanaiya Chowk when two women and a man forced his sister to sit in a car.

After the woman sat in the car, its occupants took away the gold chain of his sister. The man raised an alarm and succeeded in rescuing his sister from the miscreants with the help of the residents of the area.

A case under section 379 of the IPC has been registered for further investigation against the three, named as Channi, Seema and Rani.

Elderly dies in mishap

A resident of Kaleke village has been booked by the police after the death of an elderly man in a road accident. The accused hit the elderly man with his bike who later succumbed to his injuries at the PGIMER, Chandigarh.

The complainant, Major Singh, said his father was hit by the accused, Mandeep Singh. A case under sections 279, 304-A and 427 of the IPC has been registered against the accused at the Phul police station.

One arrested with habit-forming drugs

A resident of Mansa has been arrested by the police for possessing 800 habit-forming drugs without any valid licence or other relevant documents. The accused has been identified as Gurjant Singh. He has been booked by the police for further investigation under sections 22, 61 and 85 of the NDPS Act.

Prisoner booked for attempting suicide

A prisoner who was booked under sections 364, 302 and 201 of the IPC has been booked by the police for attempting to commit suicide. The accused, Inderjit Singh of Dhipali village, was brought to Rampura for investigations. The complainant in the case, Amritpal, deployed as Munshi in the police station, said the accused tried to commit suicide by hanging himself.

Another case under section 309 of the IPC has been registered against him at the Sadar Rampura police station. The accused is undergoing treatment at a local hospital.

Costly material stolen from government school

Costly material worth nearly Rs 15,000 has been stolen from the laboratory of a government school in Kot Shamir. The incident took place on Thursday night.

The complainant in the case, Surjit Singh, the principal of the Senior Secondary School, Kot Shamir, said the stolen material included computer parts and other laboratory material. A case under sections 457 and 380 of the IPC has been registered in this regard at the Kotfatta police station.
