Dehradun, April 10 While chairing a meeting of the Finance and Tax Departments at the Vidhan Sabha, the minister said by ensuring proper fixation of these taxes, the government could expect a marked improvement in its finances. “Along with the existing tax regime, we could also earn revenue through the collection of taxes from the transport, water, power and forest sectors,” she said. She suggested raising of the tax revenue from the existing 30 per cent and also proposed levying of taxes on herbs and resin (forest produce). “We need to look at new sources of revenues and bring hotels, wedding points and tent houses, river rafting and other luxury items under the umbrella of taxes,” she said. The minister also asked the officials to give details of taxation from 2002-2007 and for the period 2008-2012 and also suggested raising of the cash deposit ratio limit for banks which is currently pegged at
52 per cent. The minister was informed that in 2010-2011 the state’s revenue expenditure (plan) stands at Rs 11621.07 crore. She was also informed about the cash burden on the state due to the implementation of the Atal
Khadayan Yojana. There was also a fall in the state’s revenue due to free power and royalty payment and defaults due to the transport corporation, she was told. |

They were angry as neither the Director came in the office, nor he sent any official on his behalf to meet the union members. The two Additional Directors too sat in their rooms. It was when one of them Ramesh Chander Semwal came out to leave the office, the president of union requested him to listen to their
grievances. Rebuking the union president, Semwal held him by his collar and pushed him aside. Feeling humiliated over the officials’ attitude toward them, the union decided to prolong
their protest into indefinite strike. |
State mulls running 16 health centres under PPP mode
Dehradun, April 10 If the proposal gets the nod, the CHCs begin running to their full capacity by providing much-needed medical care at the first referral unit. Moreover, under the terms and conditions of the PPP, the government will also be saved of the bother of appointing and retaining doctors. “The government’s headache of recruitment and retaining doctors will automatically pass on to the public partner according to the modalities of the PPP,” said a senior official in the Health Department. There are 56 CHCs in the state which at present lack specialised facilities and skilled medical professionals. Of these, the selected 16 CHCs identified under the PPP are Pabu and Thalisain in Pauri Garhwal, Hindolakhal and Thatyur in Tehri Garhwal, Sahiya and Raipur in Dehradun, Naugaon in Uttarkashi, Gairsain in Chamoli, Garhwal, Jakholi in Rudraprayag, Bhagwanpur in Haridwar, Garampani in Nainital, Chaukhutiya in Almora, Munsiyari in Pithoragarh, Bazpur in Udham Singh Nagar, Kapkot in Bageshwar and Lohaghat in Champawat. At present, most of these CHCs have 30 beds, barring a CHC in Kapkote (Bageshwar) which has 10 beds and a CHC at Garampani (Nainital) that has four beds.
The selected private partner would manage, operate and maintain selected CHCs in Uttarakhand as mandated under the IPHS and provide clinical services. It is also expected to provide OPD. However, medico legal cases, promotion and the management of government health schemes, ambulance services, the collection of user charges and major repairs due to ageing and natural disaster would continue to be under the CMO appointed by the government. Earlier, different proposals regarding the running of the CHCs were brought from time to time during the BJP rule. First it was decided to run the CHCs through selected NGOs (in 2008) as is being done in Gujarat. But the project could not see the light of the day. |
Landour Bazaar residents face acute water shortage
Mussoorie, April 10 The residents have to wait in long queues, leaving other important work, to get water from this public tap, as the other three have been non-functional for the past one month. This highlighted the indifferent attitude of the department concerned towards the people of the area. On the other hand, the Jal Sansthan officials have been quick to wash their hands off the issue and blame frequent electricity failure for irregular water supply. The Landour Bazaar area residents said they had been facing a water crisis for the past two days and had not got supply even during stipulated hours. This forced them to fill up utensils from the lone running public tap to meet their daily household needs. An affected resident, Rekha Lekhwar, told The Tribune that due to the water shortage she had to wait in long queues for getting water and this was leading to delay in other household chores. “Most of the time is lost standing in a queue to get drinking water and as a result my children are reaching school late in the morning,” added Shobha, another resident. The Jal Sansthan provided water only for an hour in the morning and the evening, which was resulting in brawls among residents of the area, said Mohsin Khan. Another resident Anil Godiyal said during every meeting the department concerned assured the residents of regular water supply in the area but in vain. The department concerned stored water during the winter through various reservoirs situated at Chandal Garhi, Gun hill and others, but no effort was made to resume water supply during a crisis, added Godiyal. Executive Engineer GP Gairola said the present water problem emerged due to an abrupt power cut induced by a faulty electricity pole near Landour Bazaar. The fault had been rectified and water supply would resume in a day or two. He said the department concerned was supplying drinking water to the town through multi-stage pumps running on electricity that were installed at the source of natural springs situated at Kolti, Bhilaru and Jhinsi forests. Hence, whenever there was electricity failure the water supply also got disrupted, added Gairola. However, the residents felt that until a water policy was framed for the area, they would continue to suffer in future too. |
Woman thrashed in Clement Town
Dehradun, April 10 It was in the day when her husband and son were not at home, a boy and a girl came at her place as Census employees. They talked to her and then asked her to let them sit inside so that they could talk to her at length. Once inside, two more boys also followed. They pounced upon Madhu, beat her up, stuffed her mouth with a cloth and tied her with the bed. After they ransacked the house and took away the valuables and cash. Madhu managed to untie herself and called up her husband. Her husband reached home and then called the police. Later Madhu was taken to hospital. Madhu bore major injury on her forehead as her forehead had been banged against the floor. Police is waiting for her to come out of the trauma to gather more information about the incide which would help them to zero in on the criminals. The neighbours had no clue about the mishap taking place in Rathi’s house. |
Nainital admin gears up to meet tourist influx
Nainital, April 10 It was decided to make the optimum use of the parking developed by the Kumaon Mandal Vikas Nigam at Sukhatal and to make it mandatory for the guests residing in hotels adjacent to the High Court and the Administrative Training Institute to park their vehicles there and avail the shuttle services to reach their destinations. At the meeting, it was decided that bigger vehicles be allowed to reach the Pines area via the Jyolikote-Bhawali route at the time when the tourist influx is at its peak. A committee has been set up for the construction of a temporary modern toilet facility at the parking spot adjacent to the Fields to be used by the tourists and the drivers of tourist vehicles. The police has been asked to increase patrolling to maintain traffic flow and strengthen the shuttle service that takes the tourists to the zoo from Mall Road. The Commissioner has further asked the police not to allow any horse enter Nainital without licence. At the same time, District Magistrate Nidhi Mani Tripathi and the police have been asked to initiate a drive for the removal of construction material from the roads in the town. The Commissioner has asked PWD officials to avoid carrying out road construction at a time when traffic flow is at its peak. He has ordered that a roster be followed to ensure that the drinking water supply is not affected. The Commissioner has ordered immediate transfer of the management of public toilets from the LDA to the Nagar Palika. He has asked the District Supplies Officer (DSO) to ensure that there is no scarcity of diesel, petrol, cooking gas and other essentials in
the town. The Commissioner said hotels being run without registration under the Sarai Act should be got registered immediately. The District Magistrate, while addressing the core issue of hoteliers not displaying tariff cards, has stated that they must present tariff cards to the visitors and also install CCTV cameras on their premises. A large number of hoteliers have been fleecing tourists on the issue of tariff. Tripathi has also called for the strengthening the Tourist Information Centre on Mall Road and providing tourism promotion literature at other spots in the town. She stated that the tours and travel agencies, taxi owners, boatmen and horse owners must display their charges prominently to the visitors. |
Chandragupta section win RIMC b'ball tourney
Dehradun, April 10 The first match was played between Ranjit and Pratap seniors in which the latter won 28-23 with Cadet Nelson scoring the highest points(8) from Pratap and Cadet Rahul scoring the highest (10) from Ranjit. In the second match between Chandragupta and Shivaji seniors, Chandragupta won 54-46 with Cadet Harsh scoring the highest (16) from the Chandragupta side and Cadet Amit scoring the highest (20) from the Shivaji side. The overall result was as follows: 1st- Chandragupta Section - 48 points, 2nd- Shivaji Section-40 points, 2nd- Pratap Section-40 points and 3rd - Ranjit Section-16 points. VC rejects allegations of irregularities
Dehradun, April 10
According to a release issued by the university, SK Singh, Vice Chancellor of HNB Garhwal University, has outrightly rejected allegations of irregularities levelled on him. He said university employees had themselves sought concession of 5 years as upper age limit for the university employees applying for posts of Public Relation Officer and other non-teaching posts, which was even accepted by the university's executive and he has no individual role in the decision. SK Singh further said that even in case of raising the retirement age of university's teaching faculty from 60 years to 65 years, the subject falls in the prerogative of the university's executive and does not need approval from any other authority. Singh categorically held that he was fully committed to follow the rules and regulations and would not indulge in acts of irregularity under any circumstances. On other hand, the agitationists, who have been staging a dharna on the Srinagar Garhwal campus of the university, have repeatedly alleged large-scale irregularities in the university at the behest of incumbent Vice-Chancellor.

Central team meets polytechnic college chairman

After his assurance, members of various unions such as th Sanyukt Trade Union Sangharsh Smiti, the Mahila Manch and the Janwadi Mahila Smiti who had been sitting on a dharna for the last 16 days demanding the reinstatement of the staff, called off their protest. Gulati, Meena Gera, Diksha Kapoor and Megha Sharma who were removed after they worked for 6, 5, 4 and 2 years, respectively, in the college on contract. They were not given any notice before the removal. The authorities cited the reason of financial crunch behind

CM assurance to pensioners
Dehradun, April 10 PD Gupta, general secretary, said they were getting all these benefits before 2010 when a government order declared that those who retired before November 9, 2000, would get benefits as per the government orders of the Uttar Pradesh Government because they were pensioners of the UP Government. Ever since, the members had been lodging their protest on this issue. Vijay Bahuguna said many such issues arose after the formation of the state which he recently discussed with UP Chief Minister Akhilesh Yadav at a meeting. He said he would consult senior officials on this issue and send the Chief Secretary to Lucknow to discuss it with the UP government. He assured the members that he would handle their matter with utmost sincerity. |
DM: Remove encroachment from parking area
Dehradun, April 10 He said if the GMVN was unable to manage it, then it should be run under the public-private partnership mode. He directed the regional tourist officer to take action by April 30. The DM also visited a water source situated near the GMVN rest house, which had got damaged a few months ago. He has issued orders for its repair.
