Four held for murder
Ambala, March 20 Balwinder was murdered at her residence on March 5. Her body was found in a pool of blood in the bathroom, with her mouth and hands tied with a tape. Police Commissioner AK Dhul told mediapersons here today that the detective wing staff investigating the case arrested Manju, alias Sapna, Rajpal, Rajan and Karmvir on a tip-off last evening. They were charged with murdering Balwinder, he added. They were produced in court today, which remanded them in police custody till March 24. During interrogation, Manju disclosed that she did not have money for the wedding of her younger son, Dhul said. She knew Balwinder and was aware that she had money, he added. She hatched a conspiracy with the other accused to kill Balwinder, the Police Commissioner further said. According to the police, the accused went to Naraingarh on a motorcycle on March 5 when Balwinder was alone in the house as her son had gone to school. Manju went inside the house and later, Rajan and Rajpal joined her, Dhul said. When Balwinder went towards the kitchen to bring water, they caught hold of her, he added. They tied Balwinder’s mouth and hands, he further said. They later stabbed her to death and took her jewellery, he added. On way to Ambala, Manju threw the two mobile phones of the victim in a pond, Dhul said. On March 10, she solemnised the wedding of her son, he added. According to the police, they were planning to settle somewhere outside Ambala, but were nabbed in the meantime. The police recovered the jewellery, knife, mobile phones and motorcycle from their possession. Dhul said Manju was also involved in the murder of Heera, a property dealer. |

Ambala, March 20 Led by their president Sheesh Pal Bhola, they took out a protest march through the main market. Jewellery dealers took out a procession and raised slogans against the minister in Ambala City as well. The president of the local unit of the association, Satpal Jain, said their jewellery business would be ruined if the decision was not withdrawn. -OC |

Ambala, March 20 The victim, Sukh Ram, had been running a shop at his house, near the Kadasan bus stop. Six youths with muffled faces came there late night. They locked his wife and son in a room. After that, they took jewellery and cash worth Rs 35,000. On his complaint, the police registered a case against six persons today. Sukh Ram said that the robbers were armed with sharp-edged weapons. Naraingarh ACP Venod Kumar reached the spot this morning. No breakthrough could be achieved so far. — OC |

CM to inaugurate seminar on Guru Granth Sahib
Fatehgarh Sahib, March 20 He said that the sub-topics of the seminar will be Sikhism and inter-religious dialogue, accommodating the religious identity of Sikh diaspora with cultural identities of the countries of settlement, and correlating the existential concerns of the Sikhs with the universal concern of Sikhism. He said that co-operation will also be sought from Marcos Bogue, a scholar associated with the Religions Insight Journal. Besides this, a one day national seminar on “Major Trends in Punjabi Literature since 1947” will also be organised in collaboration with Sahitya Academy, Delhi, and Punjabi Sahitya Academy, Ludhiana, he added. Dr Gurmail Singh Sidhu, a renowned scholar, will be invited to deliver a lecture on “Sri Guru Granth Sahib and Environmental Concerns”. |
HC rap for school education board
Chandigarh, March 20 The assertion came on a petition filed by Jarnail Singh, retired Deputy Director (Computers). In his petition against the State of Punjab, the school board and the Department of Electronics and Accreditation of Computer Courses (DOEACC), Jarnail Singh had sought directions for the release of all retirement benefits, including pension, leave encashment, death-cum-retirement gratuity and provident fund. Interest at the rate of 18 per cent per annum was also sought. Taking up the matter, Justice Surya Kant asserted, “The petitioner appears to have been deprived of his legitimate dues due to the obstinate, adamant, ex-facie illegal and unwarranted attitude of senior functionaries of the education board, Punjab. This is not the first case where the conduct of the board authorities has been found bordering on contempt of court. However, in the interest of justice and as a last opportunity, the Principal Secretary to the Government of Punjab, Department of Education, is directed to convene a meeting, to be attended by the Chairman of the education board and the Director of DOEACC, where he had also worked, and resolve the petitioner’s claim for retirement benefits and release payments due, failing which this court shall be constrained to impose exemplary costs on the authorities of the school board and DOEACC to be personally recoverable from them.” In his petition, Jarnail Singh had contended that the benefits have been lying with the respondents since March 31, 2009, the date of his retirement. He had asserted, “Despite the fact that the petitioner completed all formalities well in time, that is, before the date of superannuation, the respondents kept delaying the matter with regard to the fixation of pension and other retirement benefits for reasons best known to them.” Two days after the Punjab School Education Board decided to withdraw the additional charge of Controller of Examination from Sukhwinder Kaur Saroya, Justice Surya Kant today stayed the operation of the order. Submit report on Ruchika’s expulsion from school: HC
Chandigarh, March 20 As the case came up for hearing this morning, the Bench wanted to know what action was taken on the inquiry report indicting Sacred Heart School for expelling Ruchika, who was allegedly molested by Haryana IG SPS Rathore. At the very onset, the Administration sought time for filing the report, based on the inquiry conducted by the then SDM Prerna Puri. The Bench also wanted to know that what action has been taken on the report. The counsel for Sacred Heart School contended that the school had recently challenged the report before a court. As city-based advocate-cum-petitioner Ranjan Lakhanpal presented himself before the Bench for hearing, the state counsel found himself looking for a plausible explanation to the posers. Raising the issue of closure reports, Lakhanpal asked the Bench to call for the same. Responding to the assertion, Kaushik said they were willing to place the reports before the Bench. He added that the CBI’s reply had categorically stated that Rathore was virtually exonerated by the state of Haryana. Chandigarh-based World Human Rights Council, through chairman-cum-advocate Ranjan Lakhanpal, had earlier sought directions for an independent probe in the Ruchika case, right from the day she was molested till the final decision of the case. The petitioner also sought appropriate action against all officers siding with Rathore, causing the trial to continue for 19 years. |

Hit-and-run accused turns himself in
Mohali, March 20 Malkit surrendered before the police and confessed that his vehicle hit the motorcycle around 8:30 pm, which resulted in the death of one youth and left another with injuries. Avtar Singh (22) and his friend Harkirat Singh (26) were on their way to Fatehgarh Sahib after viewing a kabaddi match at Ballo Majra when the accident occurred. Avtar died on way to hospital. Malkit fled the spot, leaving behind his damaged vehicle, bearing a Patiala registration number. Malkit tried to drive away, but could not start the damaged vehicle. He was a senior engineer with a private tractor-manufacturing company at Nabha, near Patiala. Harkirat was admitted to the PGI in Chandigarh. He was critical and not in a condition to record his statement. The Mohali police registered a case under various sections against Malkit. He was later released on bail. |

Roadways peon found dead
Chandigarh, March 20 The police has ruled out foul play in all the three cases. Sub-Inspector Gurdeep Singh (55) was on medical leave and he died at his house early in the morning. The body of a peon with Punjab Roadways, Ram Dulara, was found in the toilet of the roadways headquarters in Industrial Area Phase-I. The police said it appears that the peon died due to cardiac arrest and his family, who are based in Ferozpur, were informed about it. The body of Abdul Rafeed (50) of J$K was recovered from his room in the J&K Guest House in Sector 5. Rafeed was taking treatment from the PGI. The police said Rafeed’s two elder brothers were also present in the guest house and they found the body today. The police has said it has initiated inquest proceedings in all the three cases. |

CFA trainees take Chandigarh to final
Chandigarh, March 20 They have made the city proud as the team has made it to the final for the first time. Ten CFA players are in the team. In the semifinals this evening, Chandigarh defeated Uttar Pradesh 3-1. Chandigarh conceded the first goal in the second minute. Right-in Harsharang, a CFA trainee, levelled the score in the 14th minute. Just before the lemon break, Harsharang scored a brilliant field goal. Uttar Pradesh tried hard to pull one back, but Ramdin, another CFA trainee, built a counter-attack and scored the third goal. “If the boys continue to play like this, they will lift the cup. They have worked hard and deserve this win. I am happy with their performance,” said CFA head coach Harjinder Singh. |
Harbhajan to lead Punjab in T20 meet
Chandigarh, March 20 According to PCA spokesperson Sushil Kapoor, Harvinder Singh has been appointed team manager and Parmeet Singh has been made team physiotherapist. Assured flat allotment for boxer Vijender
Mohali, March 20 Under the scheme, the Greater Mohali Area Development Authority (GMADA) had set aside 36 type-III flats under the quota for sportspersons, but only six had applied for those. A total of 208 applicants under various reserved categories, except disabled persons, got assured allotment as the number of flats exceeded the number of applicants. GMADA had offered 648 type-III flats under various reserved categories and only 214 applications had shown interest. In the category of disabled persons, 46 persons applied for 45 flats and the authorities held a draw. In the general category, a draw for 1,152 flats, with 3,255 applicants, was conducted. A total of 166 applicants for type-III flats had earlier asked for a refund of their money. The number of such applicants was 66 for type-I and 203 for type-II flats. “The scheme, meant for all, without any condition of domicile, has failed to evoke interest among buyers,” a GMADA official said. |
