Bathinda, March 16 Dissecting the `74 crore amount to be spent in the name of development, Tarsem Goyal said instead of separating the assets and liabilities, the budget planning team (comprising assistant commissioner and his subordinates) has preferred to remain silent on liabilities and have included routine works under development work category. “The word development has been distorted to suit the needs of planners and their coterie. The funds for MC employees alone would take a lion's share of `27 crore while `75 crore has been earmarked for development works. `18 crore, which is given to sewer department every year for maintenance of the sewer in the city, should also be included under the MC employees fund category,” he said. Pointing at the loan of `40 crore borrowed from the Punjab Infrastructure Development Board (PIDB), he said the yearly interest on this four-year-old loan is `3 crore. “The PIDB is sending us reminders to pay interest amounting to `12 crore apart from the principal amount. This amount too should have been included in the `75 crore allotted for development in city," he said. Taking into account all the expenses, he concluded that only `10 crore is left to be spent on 50 wards in the city in the next financial year. Municipal councillors (MCs) Jagroop Singh Gill, Mithu Ram Gupta and Krishan Kumar Garg laid emphasis on generating more sources of income to meet ever-expanding needs of the city, which has upcoming projects like sewage treatment plant and garbage treatment plant. Gill pointed out that not even a dime has been earmarked for acquiring land required to start new projects in the city. Suggesting ways to generate more revenue, the councillors said `2.25 crore can be collected by levying land use charges in the core area of the city. Mithu Ram Gupta said the excise duty should be increased from current 10 per cent as well as the target of house tax collection should be increased from `616 lakh to `750 lakh. "Banking upon the refinery, many new industrial houses have bought huge buildings from where house tax can be collected," he added. Female MCs stay mum

Addressing MCs during his maiden meeting in the house, newly- elected MLA Sarup Chand Singla struck the right chord by raising the issue of rising road accidents in the city. He advocated an urgent need to combat the growing fatal mishaps. "No doubt, development in the city is needed, but it should not be at the cost of precious lives. I am here to extend all possible support to bring down the number of road accidents occurring in the city," the Bathinda MLA said. Parking blues Raj Kumar, a councillor, suggested that all the vehicles parked outside yellow line create chaos and hence, should be impounded to teach their owners a lesson. However, other MCs shot down the idea saying there was no place to park the vehicles. It was proposed that space at the Government Girls School on the Mall Road could be utilised to set up an underground parking on BOT (build-operate-transfer) basis. Similarly, the idea of multi-level parking was also mooted. |

Bathinda, March 16 They termed the budget as old wine in new bottle. They said though the FM proposed to increase duty on big cars and removed duty on the import of silver, nothing has been done to benefit the common man. Renowned industrialist Rajinder Mittal said the manufactured items used in everyday life will become costlier and eating out at restaurants or hotel accommodation will now become even more expensive. A per cent relaxation of rate of interest on housing loan is a cruel joke. He pointed out that the rate of interest on the housing loan is already going through the roof. “It is still a dream for a common man to build a house or buy a piece of small plot due to inflation,” Mittal said. City-based hotelier Ashwini Malhotra said the hotel industry is paying 13.75 per cent VAT (Value Added Tax). “Such a high rate of VAT tempts a small time trader to evade tax,” Malhotra said. He said the government should evolve a system so that the burden of exorbitant taxes is reduced and shopkeepers pay all the taxes honestly. Ashok Dhunnike, state president of the Punjab Pradesh Beopar Mandal, too lamented that the businessmen vainly expected relaxation in taxes. “The small traders are now burdened with high taxes,” he said. President of the Jewellers Association of Bathinda Manmohan Kukku said the jewellers did not get any benefit from the budget. Kukku said the trend of purchasing 22 carat gold jewellery is prevalent in our country whereas in developed countries, people opt for 12, 14 and 18 carat gold which is light and economical. “12 or 14 carat gold is less pure than the 22 carat but the jewellery made of it has similar attraction. Jewellers have been demanding introduction of gold other than 22 carat,” he said. Speaking out }The budget did not bring anything new to the people. It is like old wine in a new bottle. Bathinda, March 16 Besides, the Railways has already been providing concessions as a social welfare measure to travellers falling under more than 50 categories, including patients and senior citizens. Talking to this reporter here today, a child specialist in the local Women and Children Hospital Dr Satish Jindal said though the prevalence of the ‘Sickle Cell Anaemia’ in the country was rare but the proposal for granting 50 per cent concession in the rail fare in some categories was a welcome step. Dr Jindal said the patients of both the diseases often visited high medical institutions for treatment and follow up in big cities like New Delhi and Chandigarh. So they, especially the poor patients, certainly needed concession in the rail fare. However, very few patients, suffering from ‘Aplastic anaemia’ visited the hospitals here and in the surrounding areas in a year. The main causes of the disease are idiopathic, drug induced mainly chloramphenical, radiation exposure and some viral infection, he added. It may be mentioned here that the Aplastic anaemia is a condition wherein bone marrow does not produce enough new cells to replenish blood cells. Such patients have lower counts of red blood cells, white blood cells and platelets. In the Sickle-cell disease, the sickling decreases the red blood cells’ flexibility and results in a risk of various complications. The sickling occurs because of a mutation in the haemoglobin gene. This disease also shortens the life expectancy. |
TB patient dies after ‘falling’ from IInd floor of Civil Hospital, suicide not ruled out
Bathinda, March 16 However, there were conflicting reports about the cause of mishap. According to senior medical officer (SMO) of the hospital Dr Satish Goyal, some attendants of the patients stated that he had fallen as he lost balance due to weakness while a couple of attendants said he had jumped from the second storey. In these circumstances, it is not certain whether he committed suicide or fell from the building after losing balance due to weakness, he added. The SMO said this afternoon that Darshan Singh had been admitted to the emergency ward of the Civil Hospital on March 9 with a history of cough and fever. Later, he had been shifted to the medical ward on the second storey of the hospital building. He said as Darshan had lymph nodes in his neck, so fine needle aspiration cytology (FNAC) test had been conducted on him. In the report of the FNAC, it was found that he had been suffering from lymph nodes tuberculosis (TB), he added. Dr Goyal said at about 11 pm on Thursday, the deceased had been walking outside the room of the medical ward when the mishap took place. Dr Goyal said the patient had been brought to the hospital by an NGO. He said the police has been informed about the it. |
NDRF recreates Disaster scene at Rly station for mock drill
Bathinda, March 16 NDRF commandant, RK Verma said the drill was conducted with the help of the railway officials to sensitise them about the rescue operation during a train accident. He said 117 personnel of the NDRF, including officers, subordinate officer and others, conducted the drill which started at 10.30 am and continued till 1 pm. An actual scene of accident was created with equipment and a rescue operation was launched to save the passengers caught up inside the bogies of the train. Verma said all the necessary precautions were taken before the mock drill and the railway authorities had expressed their satisfaction over the awareness. He added that many railway employees were imparted basic training on how to rescue the injured passengers from the train and shift them from the place of accident to the nearest hospital. |
AIMSR doc to present paper on inhaler use among asthma patients at Airway Vista 2012
Bathinda, march 16 Dr Sang-Do Lee, chairman, Organizing Committee for Airway Vista 2012, has extended this invitation to Dr Vitull. In a press statement issued here today, AIMSR spokesperson stated that Airway Vista 2012 is an international symposium of airway diseases to be held on March 31 to April 1 at the Asan Medical Center in Seoul, Korea. Airway Vista 2012 is organised and supported by the Asan Medical Centre, National Strategic Coordinating Center for Clinical Research (NSCR) and the Korean Ministry of Health and Welfare. The event is designed to offer respiratory health professionals new horizons in their understanding of chronic obstructive pulmonary disease and asthma. The research paper titled ‘To study the prevalence of inhaler use, its types and errors and to evaluate the role of education in improving the inhaler use and inhaler errors in primary practice among patients of COPD and asthma’ would be presented. For the study, 7469 out patient department (OPD) patients of chronic obstructive pulmonary disease and asthma were interviewed about medication used, oral or inhaler medication, type of inhaler device used, frequency of inhaler use, as to who imparted education about the inhaler technique and observed their actual inhaler technique. This paper consist of largest data in the region and is co-authored by Dr Ashwani Maheshwari, Dr Sonia Arora, Varun Gupta, Dr Arun Maria, Dr Jagjeet Bahia and Dr Gurpreet Singh Battu. The paper is one of the 20 selected from all over the world. Dr Vitull and Dr Sonia Arora will be presenting the research paper on April 1 at Seoul, South Korea. |
BFGI conference on Indian retail industry ends
Bathinda, march 16 On Day II of the conference, in the valedictory session, (Col) Dr Rakesh Sharma, director (academics), BFGI, welcomed the chief guest, Abhinav Trikha, IAS, ADC (D), Bathinda. Ibabet Hynmiewta, research scholar, North Eastern Hill University, Shillong, thanked BFGI for giving a platform to share views and ideas on retailing. The conference aimed at bringing scholars and experts together and keep them abreast of the latest trends in the field of research and innovation. The conference also offered a forum to discuss the problems of retailing in India and its challenges and opportunities. More than 150 papers were presented at the conference. |

Two injured in separate road accidents
Bathinda, march 16 Gaganpreet Singh, from Mansa, was injured in a road accident at around 10 pm on the Bathinda-Gidderbaha road. His car was badly damaged after it collided with a canter truck and got stuck under it. Volunteers of the NGO, Sahara Welfare Society, pulled the injured out of the damaged car and took him to the Civil Hospital, Bathinda. Gaganpreet sustained serious injuries on his legs and head. In another accident, Veer Davinder Singh, a resident of Ajit Road, sustained injuries when the bike he was riding collided with a car on the Power House road at around 10:15 pm. He was immediately rushed to the hospital. |
