Two killed in S Delhi car collision
New Delhi, February 27 Police officials said that a Swift Dzire car being driven by Mohan at a breakneck speed banged into Sonia's Honda City, resulting in their death. Mohan Kumar (46) was a senior technician at AIIMS' Rotary Cancer Hospital. Sonia is said to be a close relative of Bollywood actor Fardeen Khan. The incident took place around 1.15 am near Uday Park bus stop on August Kranti Marg. Sonia was returning from a dinner at a friend's place in Gulmohar Park to her home at New Friends Colony. Her car was being driven by Ramesh, the driver. His friend, Keshav Sharma, who is also a driver, was sitting beside him while Sonia was sitting in the back seat. Mohan Kumar, who had gone to attend a wedding in Gurgaon, was returning home at Ayur Vigyan Nagar. His younger son, Anjay (18), was sitting beside him. A senior police officer said that Mohan was driving at a high speed. He lost control and rammed into the Honda City. Sonia was trapped between the front and the rear seat. She was removed with the help of gas-cutters. Mohan was also trapped in his car after the powerful crash. He was stuck between the steering wheel and the driver's seat. Local residents gathered at the spot after they heard a loud thud. All the five victims of the accident were rushed to AIIMS Trauma Centre. Sonia and Mohan were declared dead on arrival while Mohan's son Anjay and the driver of the Honda City car Ramesh and his friend Keshav sustained critical injuries and are undergoing treatment. However, Mohan's elder son Ashutosh says that his father lost control of the car after he was hit from behind. "My father never drove fast. We were told that an unknown vehicle had first hit my father's car from behind. Instead of pressing the brakes, he probably panicked and pressed the accelerator and the car hit the Honda City car," said an inconsolable Ashutosh. While Rajendra Sethia was out of town when the incident took place, his landlady said, "Sonia told me that her friend had invited her to a dinner. She had left around 10 pm. We got a call about the accident around 5 in the morning. Her son Sharad Lal Sethia (25) rushed to the hospital." The Hauz Khas police has registered a case of rash and negligent driving in this regard. The police is suspecting it to be the case of drunken driving and waiting for the MLC report. Fardeen Khan was also seen at AIIMS Trauma Centre. He attended Sonia's last rites at Lodhi Colony mortuary. |
Discussion on cars leads to murder
New Delhi, February 27 No one was arrested in the case, though his friends are being questioned, the police said today. Ashish, who had left his home to meet a few friends in Mukherjee Nagar, was declared dead at Babu Jag Jeevan Ram hospital. He was hit on his head with a sharp-edged weapon. "When we reached the spot after receiving a call from a passerby, we found the victim lying in a pool of blood inside a car. He was declared brought dead in the hospital. He was later identified as Ashish," a senior police official said. Investigators said Ashish and his friends entered into an argument on which car was better and in a fit of rage, one of them allegedly hit Ashish with a sharp-edged weapon. "They abandoned him in his car and fled from the spot. We are questioning his friends," the official said. The police had recovered bottles of alcohol from the car in which Ashish was found dead. According to the police, around 17 per cent of the murders in the capital are due to sudden provocation or triggered by trivial issues. Last year, people were murdered for reasons as trivial as argument over street dogs, buying curd, crying of infant, beating drums, playing cricket and consuming liquor. Argument over taking articles to a train through an unauthorised passageway cost a 53-year-old railway police constable his life on January 23 after a catering manager allegedly beat him up.

Baby responding to treatment: Docs
New Delhi, February 27 "She is moving her limbs and partially opening her eyes on her own which she earlier did only when we applied painful stimuli. It is over four hours since we put her off the ventilator and she is breathing on her own," said Dr Deepak Agarwal, who has been attending on her since January 18, when she was admitted at AIIMS Trauma Centre in a battered state. "Despite this, she is still critical but stable. We can rule out her critical state only after she is able to stay without artificial respiration for a stretch of three to four days," he said. The baby was brought to the hospital with severe head injuries, broken arms, bite marks all over her body and cheeks branded with hot iron. She has undergone five life saving surgeries from the day she was admitted to the ICU of the trauma centre. With the nature of injury suffered by her at this age it will take her some time to recover, Dr Agarwal said. Moved by the plight of the baby, Indians as well people from the US and Canada have approached doctors, expressing their desire to adopt her.

OBC quota up in educational institutes
New Delhi, February 27 While talking to media after the cabinet meeting, Chief Minister Sheila Dikshit stated that the city government has fulfilled its commitment to provide 27 per cent reservation for the OBC students. This decision will go a long way in imparting higher and technical education to a large number of students coming from weaker sections, providing them ample opportunities of employment. The cabinet had decided in principle in 2008 to provide 27 per cent reservation to the OBC students. It also decided to grant five per cent reservation in the first year to be implemented with effect from 2009-10. The percentage was hiked to 15 per cent for the academic year 2010-11 and 21 per cent for 2011-12. The cabinet has now decided to hike reservation for the OBC students to 27 per cent for the academic year 2012-13. The decision will not affect the SC quota. The number of admissions in each class in each discipline would be increased by 12 per cent, to ensure that the seats available for the general candidates are not reduced. The total number of seats will be increased accordingly. Dikshit expressed confidence that the decision will benefit all the sections of society. |
Wall collapse: Kin to get Rs 3 lakh ex gratia
New Delhi, February 27 It was an illegal building being constructed by Baldev Singh. Three floors are allowed for construction but it was the fourth floor which was being constructed. It indicates that ban imposed on unauthorised construction is not effective so far, said an official of the Delhi police. The police arrested builder Sandeep Saini and contractor Mohammad Salim under Sections 288 (negligent conduct with respect to pulling down or repairing building and 304 (culpable homicide not amounting to murder0 of the IPC. The police said that building owner would also be arrested. The MCD has assured to take action against on going unauthorised constructions in Chhattarpur and other areas. New construction was totally banned in Delhi. The MCD would find out with whose permission this construction was done. It would also inquire the kind of material used in the construction, sources said. When the approval of unauthorised colonies was raised in the Delhi government, the Delhi Urban Development Department said that the colonies came up to 2007 would be taken into consideration. If any further construction was made, that would not be taken into consideration for approval. |
DU radiation leak: Court summons 6 professors
New Delhi, February 27 Metropolitan magistrate Lovleen took cognisance of the chargesheet, which was under consideration since September last year, and issued the summons to the six accused for March 12. The Delhi police had filed the chargesheet in September, accusing six Delhi University professors of endangering lives by auctioning a radioactive gamma irradiator without following the mandatory precautions. The chargesheet has named the then head of the chemistry department VS Parmar and the then Dean of Sciences Roop Lal as accused. Besides them, Rakesh Kumar, Ramesh Chandra Rastogi, Ashok Prasad and Rita Kakkar have also been chargesheeted under various penal provisions dealing with causing death by rash and negligent acts and causing grievous hurt. The irradiator was sold in the scrap market in violation of the rules of Atomic Energy Regulatory Board (AERB) which says any chemical product emitting radiations cannot be auctioned and disposed of without following mandatory regulations, according to the chargesheet. One person died and seven people were critically injured in April 2010 after they were exposed to radiation when they cut open a Cobalt-60 irradiator at the Mayapuri scrap market here. The irradiator was traced to the university's chemistry department. According to the police, two committees, comprising university professors, were set up before the irradiator was decided to be auctioned. The first committee was set up to find out which materials were of no use to the university and could be sold and the second committee was formed to auction the waste products, the chargesheet said. The six accused professors were part of those committees and had recommended the auctioning, it said.

Campaigning gains momentum in JNU
New Delhi, February 27 The colour of election can be seen with posters pasted all across the campus. "This is a serious politics we are witnessing. It is nothing like what I witnessed at DU elections when I was pursuing my bachelors. At JNU, the candidates make a conscious effort for everything. They debate with sense and talk with an appreciable depth on every topic. We feel like we are a part of the process and that is why so many of us have turned up to hear the contestants today," said Divya Mathur, a PhD student of computer science. "In other universities, hardly 40 to 50 per cent students turn up for polling. This year alone, at DU less than 40 per cent students cast their votes for the students' union. However, at JNU up to 70 per cent on an average turn up for polling. And after four years, we are expecting much better numbers on the polling day. They have never known what JNU polls are all about. This is just a hint, the real show will begin in September when the polls will be held again properly," added Shivani, vice-president of the AISA unit, JNU. "General body meetings of all schools on February 23 and 24 were a hectic affair for us as there were heaps of issues to be addressed. The councillors' elections, which will also be held on March 1, are equally important as they are the persons to whom students turn up for help in case of any emergency in the departments. Except presidential candidates, vice-president, general secretary and joint secretary today got the main JNU students' union panel to debate in front of the students. It has been a constructive debate so far, with all of the party candidates trying their best to reach out to students on a number of issues," said one of the election committee members. Slogan shouting and counter comments amongst candidates ruled the general body meeting today. Contestants spoke on variety of issues like the facilities for the physically challenged, a more gender sensitive environment on campus and the high dropout rate in certain science departments. The campaign will gain momentum tomorrow with the much-awaited presidential debate that will see 10 candidates in contention for the president's post, debate their heart out on possibly all issues. |
GB Nagar poll: High voter turnout expected
Noida, February 27 District magistrate and district election officer Hirdesh Kumar said, "We have tried to create an atmosphere of fearlessness among the voters. Now they may drive to the polling booths in their vehicles. Unnecessary restrictions on the movement of vehicles have been removed. As a result, a higher turnout of voters is expected this time." The DM added, "There are 436 centres which will have 1,113 polling booths." In the sprawling Phool Mandi (flower market), all the polling staff--sector magistrates, presiding officers, polling and police officials--were being briefed for the job, including the use of electronic voting machines. EVMs were being handed over to the officials concerned. According to DIG Noida, Jyoti Narayan, more than 7,000 police personnel comprising 23 companies of paramilitary forces, nine companies of the provincial armed constabulary and 1,500 home guards are being deployed to ensure peaceful polling. Over 100 cameras will be strategically installed, bringing all the important areas of the district under electronic surveillance. According to Avdhesh Kumar Vijeta, superintendent of police (traffic), "This is the first time that we are using this technology on such a large scale. It will also enable us to ensure smooth flow of traffic on polling day." All the entry and exist points will be cordoned off to keep miscreants away from the city, said a police officer. Paramilitary forces and commandos equipped with machine guns will be deployed on rooftops near 30 clusters of sensitive booths and 40 hyper-sensitive booths. Bunkers will also be set up at polling centres in the rural areas. Besides, videography of all the polling booths will be done, the officer said. "For every four polling centres, we are making a central communication centre "cluster point", which will have armed police personnel and cars to reach the booths in case of any emergency," he added. Gujarat riots: Experts discuss bill
New Delhi, February 27 The talk was represented by former member of the NAC Farah Naqvi, senior lawyer Vrinda Grover, former MP Syed Shahabuddin, Justice Rajinder Sachar and editor, The Pioneer, Chandan Mitra. Grover said that it was high time that state officials, who had been enjoying impunity for their acts of commission and omission since colonial times, were made accountable. She cited special examples of negligence of a policeman from the Trilokpuri police station during 1984 Sikh riots and killing of Ehsan Jafferi as cases of connivance of state officials in organising communal violence. She forcefully argued that the law should make the state officials, including policemen and chief ministers, accountable for acts of commission and omission. Farah Naqvi expressed concern about the silence of the government in questioning the bill and discussed its various components, particularly the role of political leaders, government officials and issues of reparation in order to make justice accessible and available to all citizens. Chandan Mitra, however, said that the bill would further divide the society and create bias towards the majority community. Calling the bill anti-secular, he said it was an attempt to further deepen communalism in the society. Justice Sachar, meanwhile, was deeply concerned about the overall ambience of pessimism among the Muslim community and urged that the community should not feel that they were the second class citizens and neither should the state treated them in such a fashion. AS Dulat, former chief of the RAW, said, "It is unfortunate that in intelligence agencies we don't have any Muslim officials, particularly in the RAW, the premier intelligence agency of the country." Even the Muslim leadership needs to demonstrate more courage and confidence in projecting their problems. The Chief Minister of Jammu and Kashmir has been pleading for withdrawal of AFSPA without success, he further said. |
Grandparents of Norway kids protest at embassy
New Delhi, February 27 The couple's grandchildren -- one-year-old Aishwarya and three-and-a-half-year-old Avigyan -- have been taken over by the Norwegian government and sent to a foster home. According to the Norwegian government, the parents were not taking proper care of the children. The parents of the children-- Anurup and Sarika Bhattacharya-- have lost the legal battle to get back the children in all three courts of the country and now want the Indian government to take some strict action. The grandparents of the children, who showed their anger outside the Norway Embassy today, have launched a four-day protest in the city. They have demanded the Norwegian government to send the children back to India. "We haven't seen them (children). Their parents have gone in depression. We want our children back as soon as possible," said Ajay Bhattacharya holding a placard that said, 'Norway send the children home'. They said that they were confident that the Indian government would help them reunite with their children. Though, the Norwegian government has agreed to hand over the custody of the children to their uncle, the Norwegian Childcare Services is yet to take any decision. The children were sent to a foster home in May last year. The grandparents said the officials of the Childcare Services of Norway, who conducted regular inspections, had alleged that the parents were not able to take proper care of the children. "They had objected to certain habits of the parents, which we as Indians don't bother. They had objected to the children being fed with hand and not spoons and they sleeping on the same bed with the parents. They had questioned why the children were not given separate rooms and beds to sleep. These are really absurd reasons for a government to take such a step," said the grieving grandfather. Several political leaders showed up at the protest site to show their solidarity with the grandparents. Leader of Opposition in the Lok Sabha Sushma Swaraj, CPI(M) MP Brinda Karat, CPI leader Annie Raja, senior Congress leader Mani Shankar Aiyar and officials from the National Human Rights Commission and Women and Child Welfare visited the protest site today. The leaders expressed their support with the family and said they would raise the matter in the Budget session of Parliament. |
Panel to finalise bill on placement agencies
New Delhi, February 27 The committee has been directed to finalise a comprehensive bill with sharp teeth to overcome problems being faced by the families, institutions and establishments in respect of services being rendered by such agencies. The composition of the committee is rational as well as elaborate as representation has been given to the representatives of trade unions, Delhi police, department of information and publicity, department of law and justice, placement agencies and others representatives of department of labour, department of home and union labour ministry. The 15-member committee will be headed by the principal secretary of labour and labour commissioner will act as its member secretary. The minister said that draft bill being prepared by the committee would be tabled before the assembly after getting approval from the Cabinet. This was being done as the present act was not sufficient to curb the activities of placement agencies which had been found to be involved in extorting a huge amount from their clients apart from exploiting maids and security guards being provided by them. A large number of families have been feeling deceived due to malicious attitude of such agencies. The government has been receiving a large number of complaints relating to alleged misbehaviour by the agencies. They are supposed to get themselves registered under the Shops and Establishment Act. It has been observed that most of the agencies are not registered. Even police finds itself on weak turf in lack of a suitable act, the

Contractual MCD teachers to get maternity leave
New Delhi, February 27 This facility, he said, would benefit as many as 2,500 teachers who were working on contract with the MCD. Earlier, the facility was limited to only the permanent women employees. The chairman pointed out that the contractual women teachers had already been allowed one-day casual leave in a month. Their monthly emoluments had also been increased from Rs 11,000 to Rs 13,500, he added. |

Mahasangh(RJTCM) president Suresh Sharma said the strike was to protest faulty government policies regarding autorickshaw drivers. "According to Supreme Court orders, 45,000 new autorickshaws were to be issued licenses but the government told us to install Global Positioning System (GPS) before we could get them. We told them we have challenged this directive in court. But even after 90 days, we haven't got one single vehicle," Sharma told
IANS. Also, the drivers are required to give education certificates from Class 8 or 10 to get their driver's badge, something which the unions claim to be unfair.

Two minor girls raped
in 3 days
New Delhi, February 27 The accused, identified as Parasuram, took the girl to a building near a temple in the locality and allegedly raped her. He then beat the victim and even tried to smash her head. The victim was later found injured in a drain on February 25. She is now admitted to a hospital. In the second incident reported from Mundka yesterday, a security guard allegedly raped a six-year-old girl in the morning. The man, who is still on the run, also threatened her with dire consequences if she revealed the incident to anybody. Separate cases have been

Two held with fake money
New Delhi, February 27 Deputy Commissioner of Police (crime) Ashok Chand said, "Acting on a tip-off, they were arrested with the fake currency. Counterfeit notes with a face value of Rs 20,000 in denominations of Rs 100 were seized from them." These notes were printed on excellent papers having fine printing quality and appear quite genuine to the naked eye, Chand said. Allegedly, Sharafat, the kingpin, hails from Rampur, Uttar Pradesh, while Yusuf belongs to Mathura. According to the police, Sharafat used to get these notes from Rampur and would supply them in Delhi and other cities. He then involved Yusuf in his gang to help in easy circulation of the counterfeit currency in Delhi and NCR. Sharafat had earlier been involved in drug trafficking in Delhi and arrested in 2002 for possessing 400 g of heroin. "In the jail he came in contact with Yusuf who was also serving time in a case of drug trafficking. After releasing from the jail, they started circulating counterfeit currency notes. |

Ghaziabad, February 27 The incident occurred in the Kaila Bhatta area of Ghaziabad around 9.50 pm. Madhu Suneja had just came out of her office when she was shot at.
