Govt manages to spend 76% of total Plan outlay
New Delhi, February 19 The sources said that allegations against the government for irregularities in the Commonwealth Games would be the reason for the slow pace of expenditure of the outlay. The finance department is also monitoring the expenditure minutely. The department official said the government could spend 11 per cent funds more in the first ten months in 2011-12 as compared to the corresponding period last fiscal. It could spend only 65 per cent of the total Rs 11,200-crore Plan outlay during April to January last fiscal. The sources said that various departments could not spend much in the initial months of the current fiscal year as they were afraid of taking decision due to allegations of graft in CWG expenditure. Instead of concentrating on current expenditure, the government is busy giving replies to the CVC and the Shunglu Committee regarding allegations of corruption. The allegations of irregularities have lowered the morale of the officials that was why they hesitate in taking any decision independently. According to the sources, the process of expenditure was very slow till August, but from September, it improved after the directions of the Chief Minister. The government has launched a number of schemes that required more expenditure and the Chief Minister's direction was a must to enhance the pace of expenditure. In November, a scheme was launched to provide sanitary napkins free of cost to around 7.5 lakh adolescent girl students studying in government-run schools. In the same month, the government launched another ambitious scheme to provide health check-ups and free treatment to nearly 14 lakh students studying in government schools. The government has also started "Delhi Arogya Kosh" to provide financial support to economically weaker section for treatment of critical diseases. A corpus of Rs 110 crore has been set up for the purpose. Some of the major projects under implementation in the current financial year include construction of Signature Bridge at Wazirabad, construction of multilevel car parking at various places, building hospitals, about 47,000 low-cost flats and redevelopment of the walled city area. |
Car crashes into railings, youth killed
New Delhi, February 19 Police officials said that the incident took place on the BRT Corridor in Chirag Dilli around 5.15 am. The deceased has been identified 27-year-old Anukul Rishi, son of a businessman. Anukool was a resident of H-79/18, Sainik Farms. The cyclist hit by the car has been identified as 45-year-old Kisan. “The cyclist was from the nearby Khanpur village area. He is undergoing treatment at the AIIMS Trauma Centre,” said a police official. The police suspects that Rishi was speeding and lost control of the car while trying to overtake the truck. He was killed on the spot as soon as his car hit the bus stop railings. “Rishi was coming from Khanpur side and tried to overtake a truck. He allegedly hit the cyclist and then lost control of the vehicle. He rammed the vehicle into the railings. He was not wearing his seat belt while driving. He was rushed to AIIMS Trauma Centre where he was declared brought dead,” a senior police official said. |
Baby still critical, may undergo another brain surgery
New Delhi, February 19 “We were waiting for the brain infection to subside. The culture test on the brain tissue has shown that her infection has subsided. We are likely to conduct the shunt surgery today (Sunday) or tomorrow (Monday),” Deepak Agrawal, assistant professor (neurosurgery) at the AIIMS Trauma Centre told IANS. The procedure involves the insertion of a shunt to divert fluid from the brain into the abdominal cavity, where it is absorbed into the bloodstream. According to doctors, Falak has already undergone five life-saving surgeries. “The two-year-old is still critical but stable. She has already undergone five life-saving surgeries. She is still on ventilator support,” Agrawal said. However, the doctors who are treating Falak said she won’t be able to lead a normal life even after she recovers from her injuries. “She was suffering from brain infection for over two weeks, which is now sustained. The infection must have affected parts of her brain. Even if she recovers, it might deprive her of a normal life in future,” Agrawal added. Meanwhile, Munni, a 22-year-old woman who claims to be Falak’s mother, visited her for the first time at the AIIMS Trauma Centre. “Munni was here only for 15 minutes. She was left alone in the Intensive Care Unit (ICU). She was very emotional and tears rolled from her eyes. She left the room without uttering a word,” Agrawal added. Falak was admitted to AIIMS on January 18 by a 14-year-old girl who claimed to be her mother. The baby was in a critical condition as her head was fractured and she had human bite marks all over her tiny frame. Investigations in the case have pointed to a likely human trafficking and prostitution racket, police said. — IANS |
Mobile school system soon, says Lovely
New Delhi, February 19 Laying the foundation stone of a school at Inderlok in the Sadar Bazar Assembly constituency, Lovely said that every child of the city would be given education. For those who are unable to get admission in schools due to certain reasons, mobile system would soon be launched. Children of poor families are also being given admission in public and convent schools under the EWS scheme launched by the government. The standard of schools is being improved with the result the pass percentage has increased from 38 per cent to 90 per cent. |
Police to form citizen panels to manage traffic
New Delhi, February 19 Joint Commissioner of Police (Traffic) Satyendra Garg said the city police planned to constitute these committees at the district and state levels within three to four weeks. He said that this was the right time to involve stake holders in traffic management at grassroot level after having involved the community through social networking sites. He said that in the coming week, the police will contact RWAs, market associations, professional bodies, students, eminent persons and those who wanted to contribute in improving traffic management at three levels. A printed form will be there for the stake holders. They have to fill up the form for becoming the members of the committee. "We will be uploading form on the Iinternet, apart from sending it to all the stake holders and those interested in improving things can show willingness by filling in forms and sending them electronically," Garg said. He said he would prefer these committees to participate in the issues like minor driving, traffic education, illegal parking of commercial vehicles in residential areas, improvement in traffic sense, functioning of traffic police infrastructures like traffic lights, conditions of roads and creation of pedestrian facilities like pavements and footover bridges. "This will bring transparency in our working and better traffic management by making stake holders equal partners in improvement," Garg

‘Suicide note very important piece of evidence’
New Delhi, February 19 "Suicide note is an important, may be the most importance piece of evidence," the court said in its order while citing from a Supreme Court judgement. Additional sessions judge Surinder S Rathi said a prima facie case was made out for framing of charges under section 306 (abetment of suicide) against sub-inspector Ram Kishan, head constable Chandehass and co-accused Raju Sharma. The prosecution case was that on September 8, 2006, police received information a man (Tilak Raj) has lost his arm at Shakur Basti Railway Station. He was rushed to hospital and was found carrying a suicide note stating that he had borrowed some money from accused Raju Sharma which he had returned back but he was pressurising him for repayment of the money with the help of two police officials namely Ram Kishan and Chandehass. |

Quake: Govt to frame guidelines for citizens
New Delhi, February 19 The project will start soon and will be completed by April. The analysis will be made zone-wise as Delhi is a big city and each area has different ratio of population. The experts will asses the quality of soil in various parts of the Capital. Once the study is completed, the government will find easy in making area-centric guidelines. The data of the study will help the National Disaster management Authority (NDMA) and Delhi Disaster Management Authority frame guidelines to be followed during eventualities. Recently, the NDMA and the DDMA had jointly conducted a mock drill to see the alertness of officials of various government departments, including police, Delhi Fire Service and hospitals. The Army monitored the mock drill and submitted its report to the Lieutenant-Governor of Delhi. It mentioned that the health department of the city government was not up to the mark. The sources said the authorities concerned will also impart training to the engineers in the Municipal Corporation of Delhi and the city government so they could coordinate with the experts during the study.The municipal body should be aware of soil conditions of the city area-wise as it approves building plans, an official of the department said. |
Nursery: Parents banking on distance criterion
New Delhi, February 17 The guidelines have come as a breather for parents whose kids couldn't make it to the first list. According to the guidelines, students living within 1 km of the school will get preference in admission. In case seats reserved under these categories remain vacant, students residing within 3 km of the school will be eligible for admission. The next limit extends to 6 km and then beyond it, depending on the availability of seats. The guidelines were put in place after the directorate received complaints that several schools were manipulating nursery admissions under the EWS category. However, now with distance being a prime criterion, schools are resorting to their own methods of calculating distance. The majority of the schools have taken the help of DTC route maps, meter readings of school buses running in that area and even the Google Map application to determine the exact distance and thereby conduct "fair" selections. However, last year as well, parents had complained that the schools favoured certain candidates by twisting the distance criterion. "A uniform method to determine distance should be used by schools. A method such as Google Map is within the reach of the parents as well and makes the process much more transparent. Schools are also taking a declaration from the parents over their claims of the distance so that if the results are otherwise, the parents know the reason of not getting selected," said Kirti Mishra, a parent. The schools are likely to conduct a draw of selected candidates in the first week of March. |
KGSS rally against ‘graft’ in gurdwara administration
New Delhi, February 19 The rally was started at 12 noon from Gurdwara Rakab Ganj Sahib and culminated at Tilak Nagar. It covered the majority of the Sikh-dominated areas like Shankar Road, Patel Nagar, Shadipur, Moti Nagar, Rajouri Garden, Subhash Nagar, Hari Nagar, Jail Road and Tilak Nagar. People were in cars and on two-wheelers. On the front two-wheeler riders were seen going ahead. At Patel Nagar, the rally was greeted by Pushpinder Singh, member of the Delhi Minorities Commission and Dilvinder Singh, member of the Delhi Gurdwara Management Committee. While addressing the participants, Marwah said that rampant corruption in the gurdwara administration was the major of cause of annoyance. The authorities concerned should improve it forthwith. If it is not done, he will make it an issue in the coming DSGMC elections. He appealed to the Sikhs to overthrow the Shiromani Akali Dal (Delhi), the ruling party in the gurdwara committee election if corruption is not controlled. The KGSS will contest election from all the 46 wards of the gurdwara committee. |
Rs 20.50 lakh cash seized from car
Noida, February 19 The persons from whom the amount was recovered said they were employees of a steel company and the cash was meant for disbursement of salaries to the company staff. But they could not show the relevant documents. The police has asked the income tax department to initiate a probe. A vehicle check was on at the Sector-58 police area when the cash was recovered from a Santro car coming from Delhi. Kailash from Ghaziabad and Lal Dhar Yadav and driver Suresh told the police that the cash was for the disbursement of salaries to the staff of a steel company, said naib tehsildar Sunil Kumar. |
Indo-Pak OAKS members remember walk down memory lane
New Delhi, February 19 Seventeen former students from Pakistan's premier women's college on a 10-day visit to India met members of Delhi Chapter of OAKS - the Old Associates of Kinnaird Society at the India Islamic Cultural Centre. The group that included former senator Dr Nighat Agha and theatre personality Madeeha Gauhar shared their memories at Kinnard with the Delhi OAKS today. A famous theatre personality, Madeena Gauhar said that she had visited India before for theatre, but with the OAKS it was here first time. Referring to the entire process of coming to India, she said, "Indeed at times there are visa issues, but that doesn't mean we give up on such programmes easily. We need to keep trying. We hope that our younger generations also take bigger steps and carry forward the OAKS legacy." Amna Salman Ahmad from Lahore is a 1990 batch graduate from Kinnaird. President of the Karachi Chapter, Amna said, "It is high time that the partition is forgotten so that people from both sides can have a new beginning. We are really excited about visiting India for the centennial celebrations of Kinnaird College with our Indian Oak Sisters." The tour is part of a historical exchange programme that takes place periodically between the alumnae of Kinnaird College located on either side of the Indo-Pak border. Since the mid-1980s when the programme began, a total of nine visits have taken place between old students of the college which was founded in 1913. Speaking of her days, Arjuna Award winner Sita Roli was also present at the Islamic Center today joining in the celebrations. Another inspiration in the OAKS clan today was Irum Ahmad from Lahore. Married very early, she said she always thought her husband had been denied education. "I joined Kinnaird back in 1979, but I was married off during my first year college and so I couldn't even complete my bachelor's degree. My husband had too many postings, so I could never even think of pursuing education again. Finally, when things became stable, I returned to Kinnaird to complete my masters and completed my education in 2006." Sharing her nostalgia, Irum said, "Kinnaird doesn't give girls a bookish knowledge. It is an upbringing that will stay with all of us till we die. Everywhere we go, we find our sisters. It is a connection that binds us all and is very close to my heart personally." The visit has been organised by the India-based alumnae of Kinnaird or the Indian OAKS. "A lot of us have studied in Kinnard and even after partition wanted to continue our association with our college and so the Indian OAKS came into existence. We wrote to the Lahore chapter in November conveying our desire to celebrate the centenary celebrations here in India. We also part of that institution and we wanted to celebrate it here as well. Kinnard will turn 100 in 2013," said president of Delhi OAKS Chapter, Priyo Batra. |
Minor differences no potent ground to leave spouse: court
New Delhi, February 19 "These minor differences do not constitute sufficient cause for the wife to abandon her husband or to withdraw herself from company of her husband. "In my considered opinion the plaintiff (husband) is entitled for the relief claimed by him. Accordingly, a decree of restitution of conjugal rights is passed in favour of the plaintiff and against the defendant (wife)," Senior Civil Judge (SCJ) Anil Kumar Sisodia said. —

Ghaziabad, February 19 He said he would convert Uttar Pradesh into Uttam Pradesh. Yadav pledged that his government would write off farmers' loans, make free supply of water for irrigation, make basic education free and grant unemployment allowance to the youth. And government employees will be given three promotions instead of two at present. Samajwadi Party's national president, speaking at a nearby town, said that he was confidence that his party would return to power with fully majority in UP and would be able to form the government on its own. When the SP will from the new government, farmers will be supplied free water and farmers' loans up to Rs 50,000 will be written off by the co-operative societies. Yadav said children will be provided free education in the state and students given laptops also, he said. Books and dress will be supplied free to junior students. Students passing out from inter-colleges with distinction will be awarded Rs 25,000 each. Such students will be provided free accommodation and food in hostels of educational institutions for further studies. Yadav said to encourage sports in the state, sports persons, both men and women they will be offered government employment. The government will also be responsible for maintaining the families of advocates and pleaders over 65 years of age. Rickshaw pullers will be provided rickshaws. |

Police prefer hiring than procuring CCTV cameras!
New Delhi, February 19 During the 2010 Commonwealth Games, Delhi police had spent Rs 5.58 crore on hiring security equipment which included CCTV cameras for eight days to guard the road events of cycling and marathon at a cost of Rs 1.04 crore. Besides, the police had hired 37 CCTV cameras (21 fixed and 16 PTZ) at a cost of Rs 5,208 daily per camera for eight days. All these CCTV cameras were hired and put for just eight days in the high-profile New Delhi area, where the February 13 attack took place and where residences and offices of Prime Minister Manmohan Singh, all top ministers and bureaucrats are located. "Instead of hiring, Delhi police could have purchased at least some CCTV cameras with the same money. The Commonwealth Games was not held in Delhi in short notice but was awarded to the city eight years before the event. Delhi police could have planned in advance and install CCTV cameras permanently in vital locations and could have caught criminals involved in incidents like the one involving the Israeli diplomat," a home ministry official said. Delhi police has already made the payment of Rs 79.5 lakh for hiring CCTV cameras during the Games, though payment of Rs 25 lakh has not yet been cleared due to the registration of an FIR against a firm and its proprietor. During the Games, Delhi police also had also procured security equipment worth Rs 13.24 crore. —
