Following the raid at Sigma ultrasound centre conducted yesterday, the police has booked two woman identified as Jaspal Kaur of Khalsa Nagar and Kulwinder Kaur of Kot Mit Singh, the two midwives working at the centre, under the Medical Termination Pregnancy Act as well as Section 312 of IPC (causing miscarriage).

Stray dogs kill man, feast on body
Canines had eaten half of the body by the time the residents noticed it and shooed them away

In a shocking incident, seven to eight stray dogs not only killed a middle-aged man but also feasted on his body. The victim was on his way back home at the time of the incident and has been identified as Subeg Singh (45), a resident of Pandori village falling under Chatiwind police station. At the time of the incident the victim was on his way to his village late last night.

The incident came to light when some persons noticed several stray dogs eating a body. They raised an alarm and shooed the dogs away.

The body was handed over to the family after the post-mortem examination.

Subeg Singh worked as a hawker with a mini bus operator. He used to go to the bus stand and return late in the evening.

Last evening when he was returning home from a kutcha lane, seven to eight dogs attacked and bit him to death.

Chatiwind police has initiated action under Section 174 of the CrPC in this regard. The police authorities said nearly half of the body had already been eaten by the dogs by the time residents noticed it.

The victim

  • The victim was on his way back home at the time of the incident and has been identified as Subeg Singh (45), a resident of Pandori village.
  • Subeg Singh worked as a hawker with a mini bus operator.

Several booked for assault

A shopkeeper has alleged that he and his two sons were allegedly attacked by more than a dozen persons when they tried to stop them from abusing a woman customer.

The police has booked several persons for the alleged attack by the accused after they barged into their shop at Guru Nagar Abadi, Verka.

Inderjit Sharma, an area resident alleged that the accused were abusing a woman customer identified as Sukhwinder Kaur and when they tried to stop them, they assaulted him and his two sons Deepak and Arjun Sharma.

The armed miscreants also decamped with more than Rs 35,000 which was kept in the locker, he alleged. The injured were admitted to the hospital.

Rambagh police has registered a case under Section 354, 323, 341, 382, 148, 149 IPC in this connection. Those booked include Bau of Pandori Waraich, Gopi and Sahib besides 15/20 unidentified armed persons.

While the police has nabbed Bau, the remaining accused are at large and raids are being conducted to nab them, the police said.

Rescuers fall victim

Shopkeeper Inderjit Sharma alleged that the accused were abusing a woman customer identified as Sukhwinder Kaur and when they tried to stop them, they assaulted him and his sons Deepak and Arjun Sharma.

Minor among 3 killed in separate mishaps

As many as three persons, including a minor girl, were killed while two persons were injured in separate mishaps late last evening.

Two persons were crushed to death when the car in which they were traveling collided with a trailer at Mehta Chowk. They were going to drop their relative Narinder Singh, who was going abroad, to Guru Ram Das International Airport, Rajasansi near Amritsar at 2 am.

The driver of the trailer, which was going from Jalandhar to Batala, fled after leaving the trolley behind. The deceased have been identified as Baljinder Singh and his uncle Kashmir Singh while the injured include Narinder Singh and Jagdev Singh, all residents of Hoshiarpur.

The Mehta police has registered a case under Section 304-A, 279, 337, 427 IPC on the basis of the statement of Balwant Singh, a resident of Sadarpur village in Hoshiarpur, and a relative of the deceased.

He along with another relative were travelling in a separate vehicle. Balwant Singh in his statement alleged that the victims were travelling in an Alto-make car bearing the number PB-09K-4736.

He said when they reached near Mehta Chowk the speeding trailer collided with their car. Baljinder Singh and his uncle Kashmir died on the spot while the injured were admitted to Guru Nanak Dev Hospital here.

Lakha Singh, SHO Mehta police station said a case has been registered in this regard while the accused fled from the spot. He said investigations were on and efforts were being made to identify the accused.

Meanwhile, in another incident, a 17-year-old girl, Mandeep Kaur, was killed when a speeding truck hit her scooter. She was on her way to her tuition classes. The driver of the truck (PB-02-S-2182) fled the scene leaving his truck.

A case has been registered in this connection on the basis of the statement of Ajmer Singh, father of the deceased. No arrest has been made so far.

Attendants at designated parking lots in key commercial areas like Ranjit Avenue and Hall Gate are overcharging the commuters.

The Improvement Trust has authorised the contractor of parking area besides District Shopping Complex to charge Rs 2 and 5, respectively, for the two wheelers and four wheelers, respectively, but the attendants are charging Rs 5 and 10.

Even at the multi-storey parking inside the Nehru Shopping complex, the attendants charge Rs 10 for the two wheelers and Rs 20 for the four wheelers instead of Rs 2 and 5.

After commuters refused to pay extra money, the parking contractor had to leave as they started parking vehicles on roadsides instead.

The MC's parking outside the Hall Gate is charging Rs 30 for the four wheelers. The same amount is being charged by the contractor of the fish market parking. Even inside the Civil Hospital where parking attendants are authorised to charge Rs 5 and 10 for the two and four wheelers respectively, money is being charged at free will.

Interestingly the hospital charges a fee of Rs 2 per patient as the user charges but people have to pay several times more to park their vehicles. Even at Guru Nanak Dev Hospital, the attendants have erased the board which mentions that Rs 10 as the fee to park four wheelers. Instead Rs 20 has been written over it so that the commuters don't argue about the rates.

Even at the local railway station, the commuters complain that the attendants charge Rs 30 for cars saying that the fee is not justified as they had to stay for only few minutes.

Another resident Inderpreet Singh said, "All the designated parking lots should have a board with the parking fee mentioned on it. People are not aware and the attendants are overcharging."

Another resident Sukhdayal Singh said, "The parking fee should be nominal. The government and its departments should charge only what it is necessary for maintenance purposes and not try to turn these places into money minting machines."

The residents said if the parking fee is nominal they will be more than happy to park their vehicles at the designated places and not roadsides. "Sometimes we have to park vehicles for only few minutes and paying Rs 30 for that pinches us. The parking fee should be charged for only the time period that the vehicle is parked. Shorter the stay, lesser should be the fee.

Two midwives booked for illegal abortions

Following the raid at Sigma ultrasound centre conducted yesterday, the police has booked two woman identified as Jaspal Kaur of Khalsa Nagar and Kulwinder Kaur of Kot Mit Singh, the two midwives working at the centre, under the Medical Termination Pregnancy Act as well as Section 312 of IPC (causing miscarriage).

A health team led by Dr Arjun Dhawan, Assistant Civil Surgeon-cum-District Family Welfare Officer had conducted raids on the premises of Sigma Ultrasound centre after a complaint from the private hospital where a patient was undergoing a treatment for uterine perforation allegedly caused during abortion.

During investigations, the health team had zeroed in on Jaspal Kaur and Kulwinder Kaur, two midwives.

Dhawan, in his complaint to the police, had stated that the two accused, who were untrained and unauthorised, had aborted the child of the said patient illegally.

Besides the four main parks of the city-Company Bagh, Sakatri Bagh, Rani ka Bagh and Gol Bagh, there are about 350 small parks located in various residential and commercial pockets of the holy city.

A random round of the city's public park revealed that barring a few which were being looked after by the residents themselves, there has been scant effort from the administration's side to refurbish the green belt, which was found to be infested with massive wild overgrown weeds, concrete waste and deep pits with broken paths.

At Beri Gate, the only public park in the area is a picture of neglect. Due to the broken boundary wall, this place has become home stray dogs and cattle. People here are scared of entering the park for fear of being bitten by stray dogs. The residents rue that numerous representations to the authorities to develop this park have fallen on deaf ears.

Nevertheless, taking note of the depleting green cover, the district administration with the help of a city-based NGO, has embarked on a tree-plantation drive called "Go Green Go Clean" in 2007. The drive gained momentum when the local Member of Parliament Navjot Singh Sidhu joined in and spared Rs 1 crore for the purpose.

This amount was extended to the Municipal Corporation but due to lack of any vision or concrete planning, this move too fizzled out.

Another starling fact which came to light is that the parks which come under the jurisdiction of the Improvement Trust are in most unhygienic and dilapidated conditions while the ones handled by the Amritsar Municipal Corporation are in reasonably good condition.

AMC Commissioner Dharampal Gupta said maintain the parks, a public participation policy (PPP) format has also been conceptualised wherein residents of the respective areas were involved to maintain the green belts falling in their vicinity. "As far as small parks are concerned, we have been providing a gardener against 1 acre on a regular basis and a part of its maintenance will be taken care of by the mohalla sudhar committees," he said.

On the other hand, the Improvement Trust has not spared a thought yet about this grave issue. Ironically, in Ranjit Avenue, the areas (Block A and B) falling under the AMC were found to be maintained whereas those (Block B, C and D) which comes under the Improvement Trust were in a dilapidated state.

In New Amritsar, a communication stone installed in one of the community parks in the residential complex of Block A amidst the wild grass since 2006 says, "340 acre Vikas Scheme de wich parkan di beautification de kamma da udghatan" (the inauguration of beautification of parks under 340-acre development scheme).

There are a few parks in the city which are being looked after by the residents and happen to be the most sought-after places for them, they say. A group of people joined hands and collected funds to transform the abandon land opposite to their houses in Rani Ka Bagh and reformed it into a proper park and named it as Shiva Ji Park.

Another place known as 'Guru Arjun Dev Park', is the prized possession of residents of B-Block (House No 292 to 311) at Ranjit Avenue. Once a chunk of land with wild grass has now been transformed into a well-maintained garden.

The residents here have engaged an additional hand on their own for the keep-up of this park.

This park boasts of a variety of fauna like rose, gainda, sunflower, dalia, gulashrafi, guldaudi and not to forget the beautifully grown palm trees on its periphery, which offer exquisite ambience. Special gates were installed on the entry points of the park to prevent the stray dogs and animals from entering it.

Similarly, another park in the Rose Avenue too could not be ignored.

The residents pool in money to arrange for water pipes, sprinklers and other equipments to prune and grow the seeds of different varieties of plants here.

Six years on, pensioners await arrears

Retired government employees are still waiting for their arrears on travel concession.

BR Prenja, general secretary, the Punjab employees’ rights protection and welfare union, Amritsar, in a press release issued here today stated the state government has deprived pensioners of their arrears (of travel concession) due from revision of their pension from January 2006.

“The organised employees who protested on roads and agitated aggressively succeeded in getting a favourable grade pay. But the pensioners are neither organised nor are they fit to launch a demonstration against the government. The government doesn’t care two hoots about their genuine demand,” said Prenja. He also said the government should enlist this as their achievement as it had managed to save money by not paying the due of the infirm, aged and ailing pensioners.

2,044 youth find jobs

Bharti Walmart Training Centre, since its inception in 2008, has been successful in placing 2,044 youths of Amritsar in leading companies. A joint venture of Bharti Enterprises, Centum Learning and Walmart, the training centre has transformed lives of 3,300 youth through job placements.

The centre, in partnership with the governments of Punjab, Delhi and Karnataka, provides free of cost training program. It has imparted vocational training to around 9,000 students who undergo a stringent selection and training process.

Sanjeev Duggal, CEO and Executive Director of Centum Learning, said the program aimed at bridging the shortage of skilled resources in the rapidly growing retail sector by empowering the youth from economically weaker sections of society.

Guru Nanak Dev University has announced to accept online submission of admission forms and fee from private candidates for postgraduate courses.

According to Prof RK Mahajan, Professor Incharge, (Examinations), the admission forms and requisite fee would be accepted till February 15, 2012, including three days of grace period.

The students can submit their admission forms and fees at http://www.gnduadmissions.org.

The second semester of postgraduate examinations for private candidates would be starting from May 7, 2012.

The Department of Pharmaceutical Sciences won both the men and women titles during the GND University Inter-Departmental Men and Women Carrom Tournament held at the university campus today.

In the men section, the Pharmaceutical Science Department and the Commerce and Business Management Department grabbed four points each, yet the pharmaceutical team was declared first on the tie-breaker basis.

As many as 125 students donated blood at Khalsa College’s Blood Donation Camp today, organised by Red Ribbon Club, in collaboration with National Social Service (NSS) wing of the college.

Girl students showed equal enthusiasm as the boys and this was highly appreciated by Additional Director General of Police (Retd), Punjab, Chander Shekhar, who inaugurated the camp. He also thanked the students for participation in the noble cause and coaxed the students and others to donate blood.

Khalsa College NSS Program Officer, Dr HB Singh, said the donated blood would be deposited at various blood banks in the district. College Dispensary In charge, Dr Charanjit Singh, said each donor gave one unit of blood.

Present on the occasion were Prof Zorawar Singh, Dr Gargi Varma, Dr Jatinder Pal Singh, Prof Gursharan Kaur and Harpreet Kaur.

Bank branch inaugurated

Allahabad Bank Chairman JP Dua today inaugurated 100th branch of the bank, under Ludhiana circle, at Anaj Mandi, Bhagtanwala.

Addressing mediapersons, he said the bank took a major initiative by financing potato growers of Punjab, especially in Doaba region.

Dua said the bank crossed Rs 7,300 crore business in Punjab and was forging ahead to finance medium and small enterprises of the state. The bank had sanctioned Rs 150 crore to modern warehousing and silos. This is an initiative to protect grains from rotting, he added. He said the bank was also providing funds for integrated development of agriculture by giving various facilities, including Kissan Credit Card, storage for fertiliser and seeds, and has earmarked 19 per cent of its total advances towards agriculture sector.

The bank is likely to open overseas branches at Shinghai in China, Hong Kong, Singapore and Dhaka in Bangladesh in coming three months. Besides, the bank was in process to upgrade representative office at Shenzhen in China into a full-fledged branch. He said, “The bank, with a network of 2,081 branches in the country, plans to open 108 more branches especially in the northern region of the country.”
