Cows dying, MC passes the buck

The age old Hindu adage ‘Gau Mata’ clearly doesn’t stand true for our city. Even as Jalandhar Tribune had highlighted the issue of dying cows in these pages a few days ago, it seems the people of the city are keen to wash their hands off the topic and leave the dying cows in their battered, malnourished state.

Bhandari in foundation stone row

Jalandhar, January 1
A foundation stone bearing the name of Jalandhar (North) MLA KD Bhandari erected today at the entrance gate of a Shaheed Bhagat Singh Nagar colony falling in his constituency, where from he has plans to re-contest on the BJP ticket, has created quite a stir.

The stone was prominently fixed today on an under-construction concrete arc at the entrance of the colony, which falls right on the GT Road. The stone mentions that the work is being done after a grant for the same came from the MLA.

Since there clearly could not be any formal inauguration, members of the Youth Welfare Society and Shaheed Bhagat Singh Nagar Development Association have smartly acknowledged the same through the stone while mentioning the date of work between December, 2011, and January, 2012.

While the Election Commission has been not allowing even a single political banner, flag or hoarding in the city, the erecting of the stone has come as a big shock for the residents and the passersby.

Residents of the colony revealed that the entrance gate had been there since long. It, however, was pulled down at the time of the construction of the Maqsudan ROB. Now, the welfare society of the colony was again getting it constructed, they said.

Chief Parliamentary Secretary Bhandari, when contacted about the same, feigned ignorance. “I am not aware of putting up of any foundation stone. I, of course, had given the society a grant of Rs 1 lakh, but that was about five to six months back,” he commented.

Dr Happy, a member of the Youth Welfare Society, initially said, “It is not a newly laid stone. We had got it put up days back. You must have noticed it today.” Again when he was questioned about the fresh plaster around the gate, he said, “Better contact our society secretary in this context.”

Rajesh Kumar, secretary, said, “Since Bhandari ji has given grant to us, his name was bound to appear on it”.

poll code violation

Jalandhar, January 1
A week after the model code of conduct was implemented by the Election Commission of India in poll-bound Punjab, violations by various political parties are rampant in various parts of the city.

The district election authorities had been claiming that around 95 per cent of the city was cleaned in the past one week with billboards, posters, graffiti being removed by the surveillance teams under the respective Returning Officer (RO) in the district.

Even today, a huge billboard of the Congress showcasing the pictures of Jalandhar MP Mohinder Singh Kaypee and Congress councillor from Ward 55 Aruna Arora was found erected in the main Model Town market of the city, highlighting the message of “Welcome to Model Town market”.

As if this was not enough, the district election authorities were yet to remove the graffiti of “Vote for BSP” written on the under-construction Jalandhar-Panipat expressway project.

Surprisingly, a series of graffiti, also by the BSP, were removed by the static surveillance teams recently and the one written on the under-construction flyover did not invite the attention of the teams conducting surveys.

Earlier today, the team checking the implementation of the model code of conduct today removed 17 flags, strips of small flags and one small board installed by the SAD, BJP, Congress and BSP in Jalandhar (Central) constituency.

Cows dying, MC passes the buck
Aparna Banerji
Tribune News Service

Jalandhar, January 1
The age old Hindu adage ‘Gau Mata’ clearly doesn’t stand true for our city. Even as Jalandhar Tribune had highlighted the issue of dying cows in these pages a few days ago, it seems the people of the city are keen to wash their hands off the topic and leave the dying cows in their battered, malnourished state.

Disinterested, clueless MC officials are passing the buck and those running the gaushalas are still busy pretending that nothing ever went wrong.

Even as the cattle still walk around on the slushy, swampy gaushala floors, those that were found collapsed on the repulsive gaushala grounds (out of compulsion and bad health) a couple of days ago, still haven’t got up.

As things are clearly going from bad to worse, sources say a sudden spell of winter mists or rain is probably bound to cause the death of many of these cattle in one go.

There have been no efforts to dry up the floor beneath their feet, nor to get any of them out in the sun.

The MC officials - like they are famed to do in cases involving animals - believe it’s a no-issue. They even say the MC is not supposed to pay any more money to the gaushala owners.

Though gaushala owners claim they received the promised money (Rs one lakh) about eight months ago, MC officials claim they haven’t provided any money to the gaushala administration for the past two years (interestingly the decision to provide Rs one lakh to the cowsheds was made in January 2010).

While MC’s Health Officer Varinder Kalia said the issue does not fall under his jurisdiction (so he isn’t answerable), Sanitation Officer Ved Vyas said, “The MC isn’t supposed to pay any money to these gaushalas. The MC hasn’t paid any money to the gaushalas for the past two years. Further money can only be paid if the government directs the MC to pay the gaushala owners some amount and if decision regarding that is taken in the house.”

There was also apparent contradiction about the period of time during which money was supposed to be paid. While the gaushala owner said MC was paying them Rs 1 lakh per month and was still supposed to do so, Vyas said, “We were only paying them the amount annually.”

“In any case, we are not supposed to handle the affairs of the gaushala. It’s a private establishment and they are responsible for what happens there. I respect cows, but even during times that we have intervened, they have never listened to us, nor will they ever do.”

When asked whether the MC was hence planning to let the cattle languish in inhuman and unsanitary conditions, he just reiterated, “We are not responsible for this matter.”

Ravinder Kakkar, head of the gaushalas on the Tanda road and Transport Nagar, said, “Sending the Rs one lakh to us is their duty. The amount was increased from Rs 40,000 to Rs 1 lakh by the MC itself. Whoever said something on the contrary must be quiet misinformed.”

“As for the cattle, I have brought dry fodder and hay to the gaushala. I am just planning to get it laid with the dry hay. The cattle have been kept in different sheds according to their age and conditions. The calves and elder cattle have been kept separately. The milk cows and others are also kept in different sheds.”

“As for getting them out in the sun, that is not possible at the moment because there is such limited space in the gaushala,” he added.

The decision to increase the amount of grants to the gaushalas (from Rs 40,000 to Rs 1 lakh), given a go ahead in January 2010, was in fact taken in an MC house meeting but seems like MC officials are unaware of the fact. Deepak Jyoti, a cattle lover, had taken MLA KD Bhandari and some councillors to the gaushalas. The MLA showed concern looking at the state of affairs, following which the historic decision was taken in the house. Ignorant MC officials now say the money will only be provided once the decision is taken in the house.

Also, sources say a constitution of the gaushalas was also made which states that there should be elections of the management every two years. But there have been no elections for the past 11 years.

Sources say the lackadaisical attitude of the gaushala administration has also caused the staff to go lax. They have stopped taking care of the cattle and majority of the staff is also untrained.

Victims of apathy

  • MC says gaushala privately owned, not their responsibility
  • Gaushala owners pretend everything’s going right
  • MC gets facts wrong, says no grants given to gaushala for the past two years and none to be given until decision taken in house
  • Gaushala head says MC guys misinformed
  • No grants for past eight months and decision to increase grants was taken in house meeting
  • MC officials, gaushala head also issue contradictory statements on time period
  • Former says grant’s one lakh annually, latter says it’s a monthly grant
