3 cops convicted for aiding criminals Flee

Nakodar, December 5
The Nakodar court today awarded prison terms to three cops for helping criminals escape from the police custody. Out of three, two cops have already been retired from the service.

Announcing the judgment, the court of Taran Taran Singh Bindra, Sub-Divisional Judicial Magistrate (SDJM) held the three cops guilty of negligence while on duty.

Two cops, identified as Ashok Kumar and Joga Singh, who were then head constables, have been awarded nine-month imprisonment each along with Rs 500 fine. The other guilty constable, identified as Parminder Singh, has been awarded one year imprisonment along with a fine of Rs 500.

The incident had occurred on May 17, 2004 when the said cops had taken two accused --- Harjinder Singh of Rampur village near Noormahal and Jasbir Singh of Parjian Kalan village near Shahkot, for a hearing in the local court.

Ashok Kumar was then heading the police team while Joga Singh had custody of both the prisoners. The police investigation revealed that Parminder Singh, the head constable, was then also the Naib Court, was adjudged as the main accused in the case.

To help the accused flee from the custody, Parminder had given his mobile phone to the prisoners through which prisoners called to their friends for arranging the vehicles to flee from the court, said the additional public prosecutor, Nakodar court. The moment vehicle arrived, prisoners pushed the cop and fled away.

During investigation, the police tracked the call details of Parminder Singh's phone and detected the negligence.

A case in this regard had been then registered at Shahkot police station under Sections 223, 224 and 225 of the IPC against the cops. The accused cops were also charged under sections of the Prevention of Corruption Act. But during investigation, the corruption charges were withdrawn.

The prosecutor said, the said cops were then suspended but later were reinstated.

The retirement benefits of two cops, who have already been retired, are likely to be withdrawn while the present cop will likely to be dismissed. "We will recommend to the DGP to dismiss the accused cop from the service," the prosecutor said.

Two killed in mishaps

Two people were killed in as many mishaps in Jalandhar.
In the first mishap, 23-year-old Sukhwinder Singh of Bariyal village in Hoshiarpur was killed in a head-on collision between the truck and a car near Chooharwali village in Jalandhar late last night.

The incident occurred at 12.30 pm last night when the deceased along with his two friends was heading to his village on their Indica car, the police said.

They had a head on collision with a loading speeding truck allegedly coming from the wrong side.

After the collision, speeding car then rammed into a tree, the police said. Sukhwinder Singh, who was driving the car, died on the spot while his two friends --- Amritpal Singh and Paramjit Singh --- both residents of Gopal Nagar sustained serious injuries and were rushed to the nearby private hospital.

After the accident, truck driver Gurvinder Singh of Gelran fled from the spot.

The police said the truck has been impounded and a case against Gurvinder under Section 304 A of IPC has been registered.

In second accident, a man died after he fell down from the running Punjab Roadways bus near Lamha Pind Chowk this afternoon. The police said the victim after catching the speeding bus, stood by the door. He fell down after he slipped. The victim, who is yet to be identified, sustained severe head injury and died on the spot.

After the accident, the bus driver escaped, the police said. No case has been registered yet.

Ministerial staff strike ends, mad rush at District Transport Office

Ending people’s woes, the ministerial staff which had been on strike for the past fortnight today resumed work.
The trouble, however, continued for applicants with the District Transport Office where the softwares used by the staff at cash counter and permanent licence counter went out of order at around 11:15 am today.

Following this, no applications were received and the queues became longer and longer. The officiating DTO got a notice regarding the same pasted at the counters after reading which a few people in hurry even decided to leave.

Ramesh Tuli, who had come to get his permanent licence, said he had been standing at the window since 10:30 am. “As I was about to reach the counter, the software developed snag after which the clerks stopped receiving any applications. It has been over two hours I am still standing waiting for the system to fall in place. After all, it is not so easy for me to spare time off my job and stand in queues,” he complained. Officiating DTO Kehar Singh said his staff was at job and would get the software rectified at the earliest. Owing to the strike, Suvidha Centre too has some applications related to attested copies of documents and ration cards remaining pending.

MC slashes water bill charges after HC stays order

A recent stay order by the Punjab and Haryana High Court has come as a golden opportunity for all those defaulters of the MC who have not been paying up water and sewage bills for a long time.

In view of the orders, the office has had to slash down its current rates and levy the old rates that were imposed way back in 1999, which are almost half the amount of new rates.

While the orders from the court had come about 20 days back, the decision of the MC came today after having received a legal opinion from its lawyer on the matter. The MC officials had asked whether the stay orders applied just on the litigant or all the residents to which the reply came that none is to be charged on the hike introduced in 2003 and the charges have to be levied on the 1999 rates.

The MC, which had stopped sending bills since the past fortnight, has now decided to send bills on the old rate. The decision is also going to hit the recovery of the fund-starved MC on this account.

A city-based resident had filed a civil writ petition number 9153 of 2010 which is being heard in the court of Judge Mehinder Singh Sullar. The court had ordered on November 15, “The petition is admitted for regular hearing. The recovery of enhanced sewerage and water charges is stayed till further orders”.

Even those who have got bills previously on new rates and are now paying up the amount would be charged at old rates, said AS Dhaliwal, SE, O&M.

There is much change in the charges levied for water from 2003 onwards and those prevalent prior to that. The sources in the office revealed that the monthly water bill charges levied from owners of 5 marla residential plots was Rs 50 and sewage charges Rs 20 in 1999. Those owning properties between 5 marla to 10 marla were paying Rs 75 for water and Rs 20 for sewer. For plot sizes exceeding 10 marla or more, the charges were Rs 100 for water and Rs 20 for sewer. The commercial rates were Rs 200 for water and Rs 20 for sewer.

The charges hiked after a notification in 2003 were Rs 105 for water and sewer each (Rs 210 total) for 5 marla to 10 marla houses. For those owning houses of 10 marla or more, the charges were Rs 140, each for water and sewer connections. The commercial rates were hiked to Rs 200, each for water and sewage. After the Congress government took over in 2006, the owners of 5 marla houses were exempted from any water and sewer charges.

Residents of Aladinpur village falling near Jalandhar Cantonment, who are forced to daily commit theft and risk their lives to use kundi connection for getting water supply to their homes, will soon be able to heave some sigh of relief.
Villagers have got a sanction for the purchase of five new submersible motors at a cost of Rs 2.5 lakh during a sangat darshan programme addressed by Chief Minister Punjab Parkash Singh Badal yesterday.

Burdened with a hefty penalty of Rs 1,71,625 imposed by Punjab State Power Corporation Limited (PSPCL), the poor residents of this SC-dominated village have been using an illegal power connection for drawing water supply from the common tank.

Since the villagers have not been able to pay up the fine for the past more than three and a half years and have been declared defaulters, they could not even get a regular connection for running the motor from the power corporation.

“The tank for water supply had been installed during the last days of the tenure of the previous panchayat. Perhaps in the run-up-to the elections, they did not wait for the power connection and too woo the voters started on with kundi. The kundi was caught and the fine was imposed,” sarpanch Ram Sarup cited the reason.

Since it is a small village of just 103 houses, primarily occupied by poor daily wagers, they resented pooling of money to pay up for the penalty. Even the panchayat does not have any source of income to pay up for it, so the problem has continued.

The problem of some 40 houses had been resolved recently after Congress MP Mohinder Singh Kaypee had given Rs 1 lakh for installation of two submersible pumps. Since the panchayat could not get a connection, the smart villagers devised a plan and took two power connections on individual names for running these motors. The bill is being paid by the connected houses collectively. Now with five new motors, the sarpanch said that the problem of water supply of all houses would be resolved and they would no longer have to do with any illegal connection.

Drunk youths fire in air, booked

The police booked seven youths for allegedly firing in the air at Guru Teg Bahadur Nagar here late last night. The police said the alleged youths were in the influence of alcohol.

The said youths had drinks at a restaurant in GTB Nagar. When they came out of the restaurant, youths had heated arguments among themselves, said the police.

Few minutes later, the miscreants started firing in open outside the restaurant.

Passersby informed the police about the firing. Additional Deputy Commissioner of Police Gagan Ajit Singh reached the spot and gathered details of the alleged youths.

The youths were in Innova car (number PB08AY 0004), said Kewal Krishan, SHO, Police Division No 6. He said after preliminary investigation, a case under Section 336 of the IPC and Sections 25, 27 and 54 of the Arms Act had been registered against the seven youths, identified as Arun Kumar, Jassa, Sukh, Gopi, Deep, Ajay and Raja.

The police said that raids are being conducted to nab the accused.

State education board to depute observers at each exam centre

The Punjab School Education Board (PSEB) has plans to do away with its old practice of appointing flying squads for checking mass copying by the students during examinations.

Fed up of frequent complaints of cheating each year from several examination centres, the board has decided to appoint observers at every examination centre to check the use of any unfair means by the students. As per the plan, the observers will be senior lecturers from outstation colleges.

Secretary of the board Dr Balwinder Singh divulged the details during an interaction at Lyallpur Khalsa College here today. He was invited to present scholarships to students.

Dr Singh said it was also being decided to do away with the current semester examination system and instead follow the previous annual examination plan in schools. He said that feedback had been taken from the schools and it was being felt that the semester system was rid with lots of problems including stretching of examination schedule to two months in a year instead of one and the problem in completing syllabi in time. 

He said all members in the core committee of the State Education Advisory Board which is currently devising the state education policy are of the same view. Dr Balwinder Singh along with former Vice-Chancellor of Guru Nanak Dev University Dr SP Singh are part of the 11-member core committee.

Dr Balwinder Singh said it was also being decided that the colleges should have an independent examination board and that the universities should be made free of this Herculean task. “The idea is to divert the attention of the university professors and scholars towards the much-needed research work which is currently being ignored”, he said.

SAD hit by Factionalism

Factionalism in the ruling SAD has come to fore over the issue of probable candidate from Adampur constituency in the forthcoming Assembly elections scheduled to be held in February.

While party high command has reportedly given green signal to its Dalit leader Pawan Tinu for this seat, several local Akali leaders have openly his candidature.

A number of Adampur-based Akali leaders have written a letter to the SAD chief Sukhbir Badal in which they openly opposed Tinu’s probable candidature. In the two-page letter, Akali leaders alleged “Tinu had opposed the SAD candidate from Adampur, Bibi Davinder Kaur Kalra. So much so, he called the electors to vote in favour of that candidate who is supporter of Manpreet Badal.”

The Akali leaders further alleged, “Tinu still has not adopted the ideologies of the SAD. Instead he is still sticking to the ideologies of his previous party, the BSP. Old SAD electors are feeling neglected, so Tinu should be asked to stay away from this seat.”

Those who signed this letter include the president of Adampur Nagar Council Darshan Singh Karwal, Director Cooperative Bank Jalandhar Parwinder Singh Muradpur, Gurdial Singh Kalra circle president Adampur SAD and his wife SGPC member Bibi Davinder Kaur Kalra. Punjab BJP executive member Rajiv Paanja also signed the letter addressed to the Deputy Chief Minister, Sukhbir Badal. However, Tinu could not be contacted despite repeated attempts.

Currently Chairman of the Punjab Scheduled Castes Financial and Land Development Corporation, Tinu had been promised the Jalandhar Lok Sabha seat after the merger of his Bahujan Kranti Party (BKP) with the SAD a few years ago. Later, ticket from Jalandhar seat was allocated to Sufi singer Hans Raj Hans.

Inspired by the BSP founder Kanshi Ram, Tinu started his political career in 1989 by joining the BSP after completing studies from DAV College, Jalandhar. Tinu was elected as sarpanch in 1993 of Khurla Kingra, then biggest village of Jalandhar district.

Later, he contested the Assembly elections from Jalandhar South as a BSP candidate in 1997 and secured 26,000 votes. He could not win in a triangular contest, but due to a dent in Congress votes, for the first time, non-Congress candidate Bhagat Chunni Lal, SAD-BJP contestant, won from Jalandhar South seat. He floated the BKP and merged it with the SAD.

An evening full of classical music treat delighted music lovers in the city yesterday.

The Sangeet Kala Manch held its 52nd music event here at the Saigal Memorial Hall. Dedicated to the music scholar and performer Late Dr Jagmohan Bawra, the evening witnessed magical performances by both seasoned artists and young talents.

While the show started with the performances of last year’s winners Gurvir Singh (tabla) and Anupriya Singh (sitar), Ganesh Vandana (classical dance).

Soul stirring flute recital was presented by Mustafa Hussain in Raga Saraswati. He was accompanied by Madhuresh Bhatt on the tabla. Ghazal recital also took place.

Delhi-based artist Dr Sunil Goswami performed Raga Puriya Kalyan. Norway-based violinist Harpreet Bansal enthralled everyone with her impeccable rendition of Raga Marwa. Pt Ramakant, on tabla, mesmerised all with his performance.

The surprise package of the evening and a befitting end to it was undoubtedly saved for the last. Jalandhar’s very own Manu Seen charmed all with his lovely sitar recital in the Raga Des. Akram Khan, on tabla, along with Seen gave the perfect end to the musical evening.

The Sangeet Kala Manch events were started in Jalandhar by Dr Joginder Bawra. He is a celebrated sitar and vocal maestro, who was born in Pakistan. He came to Jalandhar at the age 20 and was tutored by his father Lal Chand Bawra.

He was later tutored by Sr Sohan Singh and went on to be a classmate, close associate and guru bhai of ghazal maestro Jagjit Singh.

Satguru Jagjeet Singh of Bhaini Sahib was one of the eminent dignitaries present at the inauguration of the Sangeet Kala Manch. Dr Bawra was also the first person to have pursued a PhD in music in Punjab. He penned three books about Indian classical music-‘Bharatiya Sangeet Ki Utpatti Evam Vikas’, ‘Bharatiya Sangeet Ka Itihaas’ and the yet unpublished ‘Sangeet Shiksha Adhyayan’. He wrote two books on Harivallabh-‘Harivallabh Darshan’ and ‘Harivallabh Darpan’.

2 Punjabi authors get Kewal Vig Memorial Award

Punjabi authors Baldev Singh Sadaknama and Dr Darshan Singh Aasht have been conferred `Kewal Vig Memorial Award’ for the year 2011.

Regional Passport Officer Perneet Singh gave away the awards at a function held at Virsa Vihar here on Sunday.

Both Baldev Singh and Dr Aasht have been honoured for their dedicated, distinguished and sincere efforts to Punjabi literature.

Jatinder Mohan Vig, Founder, Kewal Vig Foundation, Jalandhar said `Kewal Vig Memorial Award’ was instituted way back in 1994 in the memory of Kewal Vig who rendered his services in the field of journalism for about 30 years.

Ahead of assembly polls, a group of ex-servicemen from across the state have come together and floated a new political party called Bharti Jan Suraksha Party. The members have appointed Lt Col Balbir Singh (retd) as its president and have even declared him as the candidate from Jalandhar Cantonment constituency.

Anoop Singh, party chairman, said the party was registered with the Election Commission of India on July 12 this year under Section 29-A of the Representation of the People Act 1951. He said the party will not only enroll retired personnel from the Armed Forces but also like-minded civilians. Besides, general issues, the party has also enlisted other issues such as fighting for one rank, one pension and building new hospitals for senior citizens and veterans. — TNS
