Gymnastics, yoga mark sports day celebrations
Patiala, November 5 The programme began with the march past, thereafter the chief guest declared the meet open, which was followed by track and field events. The programme included aerobic exercises displayed by 170 girls of the middle school, gymnastics and yoga by 210 students and a colourful Goan carnival presented by 120 schoolchildren of the junior wing. The school’s equestrian team performed show-jumping exercises to the regalement of audience. Some dare devilry was also on display in the form of fencing and martial arts. Later, the chief guest gave away prizes to the winners. He congratulated the winners and appreciated the efforts of the school. |

Abandoned mobike triggers panic
Ambala, November 5 Deputy Commissioner of Police Shashank Anand and other personnel reached the spot. A bomb disposal squad was also called. Nothing deserving mention was found on or near the motorcycle during a search operation. Not even any document concerning the registration of the motorcycle was found. The police took the motorcycle after a thorough check and started a search to trace its the owner. A large number of onlookers gathered near the road. |

HC dismisses Scientist’s plea
Chandigarh, November 5 He had challenged the Central Administrative Tribunal’s refusal to quash his transfer from Mohali to Bangalore. He had contended that the order of transfer was actuated by malafides on the part of director- general, Standardisation, Testing and Quality Certification, and Mohali ETDC director Ravinder Sahi. Assailing the validity of the transfer orders, the applicant argued that the malafide on the part of the respondents was evident from the fact that two orders were issued the same day. One order was without the applicant’s name, while the other contained the same. The issuance of the transfer orders on the same day with the same dispatch number indicated malafides. But the division bench comprising of Justice Permod Kohli and Justice Tejinder Singh Dhindsa declined to accept the arguments. Advocate Kapil Kakkar, specially engaged by the Union Ministry of Communication and Information Technology, argued that the transfer orders were not issued at the level of director-general or director, ETDC, Mohali, but were issued in pursuance of the transfer committee proceedings held on May 10. Speaking for the Bench, Justice Kohli held that it is settled law that the transfer was an incidence of service and no employee or government servant has any vested right to remain posted on a particular post or place. “From the averments made in the petition, it is also found that the petitioner was posted in Mohali in April 2005 as Scientist ‘E’ and has been transferred vide order dated July 8, 2011 i.e. after a period of more than six years. The petitioner should not have any grouse against his transfer after a long stay of six years. We do not find any valid ground warranting interference in the judgment of the Tribunal or the order of transfer,” held the Bench. |

Disobeying court orders
Panchkula, November 5 It was on October 20 that the court allowing temporary injunction (interim relief) application filed by a Panchkula-based couple, Pankaj and Sangeeta Chandgothia seeking relief from the stray cattle menace in the city, issued direction to the authorities. Now the officials have been asked to explain by November 25, as to why they would not be punished for disobedience of court orders. Advocate and social activist Pankaj Chandgothia had earlier filed a public interest litigation accusing them of neglecting their duties of safeguarding commuting public. Chandgothia submitted that stray cattle are often found sitting or moving in the middle of busy roads leading to sudden breaking by vehicles, giving rise to the risk of accidents and resultant injuries and loss of life and also damage to vehicles. The authorities concerned are turning a blind eye to the grave problem, he submitted. Arguing today for the issue of contempt proceedings, Chandgothia contended that the authorities had various powers under Section 10 of the Cattle Trespass Act, 1977 and Sections 268, 283, 337 and 338 of the Indian Penal Code, which enable them to deal with the menace effectively, but the defendants were deliberately not utilising these powers. |

Chandigarh, November 5 District Forum directed the firm to refund Rs 25,000, besides Rs 5,000 as costs of litigation to the complainant within a period of 30 days, failing which they shall be liable to pay the Rs 45,000 along with interest at the rate of 12 per cent per annum from the date of order till realisation. The complainant Paamjit Kaur said she had purchased a life insurance policy for a sum assured of Rs 1,87,500 against annual premium of Rs 25,000. She deposited a sum of Rs 25,000 as premium with the opposite party on March 25, 2008, however, after completing all formalities, the company failed to deliver the certificate of policy document. She then requested the company for the cancellation of the policy on June 10, 2008 and also for refund of an amount of Rs 25,000. She alleged that instead of cancelling the policy, the insurance company sent a premium notice dated February 16, 2009 for depositing the second installment of the premium. The counsel for the opposite party contended that the complainant had signed the proposal form after understanding the terms and conditions and implication of the policy. The policy in question was taken in March, 2008. The original document along with other material was received by the complainant on March 28, 2008 and denied that the complainant did not receive the original policy documents as the same has been delivered to her through speed post. The opposite party further pleaded that the complainant was well aware about the period of exercising free look option was 15 days and not 3 months and if she was not satisfied, she had the option of “right to reconsider” and thereafter, make a request for the cancellation of the policy within 15 days. The forum observed that the opposite party had failed to produce any evidence regarding the specific defence and the plea that the original documents along with other material was received by the complainant. |

Cyclist hit by unidentified vehicle, dead
Zirakpur, November 5 The incident took place when Rakesh was going towards Zirakpur on his bicycle when the unknown speeding vehicle hit him from behind. A passerby informed the police, which took the Rakesh to GMCH-32, Chandigarh, where he died during the treatment. The body of the deceased was handed over to the family after conducting the postmortem examination. A case has been registered against an unidentified driver of the unknown vehicle.
Three booked
The local police has booked a man and his parents who solemnized second marriage with a Dayalpura girl by cheating them. The police said Ajmer Singh, a resident of Dayalpura, complained that his daughter, Kulwinder Kaur, got married to Davinder Singh, who lived in Chamkaur Sahib, in December 2010. After the seven of the marriage, Davinder Singh left his house, saying that he was going abroad for seven months. The complainant alleged they came to know that Davinder was already married to another girl.
A case has been registered by the police after investigation, said a police official.
50-year-old killed
in hit and run
Panchkula: A 50-year-old man was killed after an unidentified vehicle hit him on the Panchkula- Kalka road, here today. The victim was taken to the General hospital, Sector 6, where he was declared brought dead. Victim’s body has been kept in the mortuary to for the identification.
Man commits suicide
Mohali: A 31-year-old man allegedly committed suicide after consuming a poisonous substance at Phase VI, Mohali. The deceased was identified as Didar Singh, a resident of Phase VI. The police said a case had been registered against the deceased’s wife and mother-in-law. It stated that the deceased was under depression as his wife had left him. He was living with his two daughters in Mohali. He was taken to a hospital in Mohali, where doctors referred him to the PGI, Chandigarh, where he died. The police said the body would be handed over to the family after an autopsy.
Rickshaw-puller dies
Dera Bassi: A rickshaw-puller died here this evening. He was identified as Ashok Kumar (45) of Ward No. 6 here. As per reports, he dropped passengers at Issapur village, near here, after which he suddenly collapsed. He was rushed to the Civil Hospital, where doctors declared him brought dead. It was believed that he died of a severe cardiac arrest. The police started investigations.
Worker killed
A worker was crushed to death in a stone crusher at Mubarikpur, near here, this afternoon. The victim was identified as Arvind Chaudhry (22) from Gherwan district in Uttar Pradesh. Sources said Arvind was standing close to the machine at Shri Ram Stone Crusher when he got sucked into the machine and he died on the spot. The police has sent the body for post-mortem examination.

Cop thrashed in Sector 45
Chandigarh, November 5 Forty-year-old Joginder Singh, who is posted at the Sector 45 police post, was returning home on his scooter when a black Scorpio intercepted him. Two youths then alighted from the SUV and started abusing him. As he confronted them, they beat him up. In his complaint, the constable stated that he was assaulted for more than five minutes with punches and blows. He called the police control room but by the time it reached the accused fled. The constable sustained injuries and was taken to a hospital. The police has started the investigation and a case has been registered
at the Sector 34 police station.

October 17: Head constable Janak Raj, posted at the Sector 11 police station, was abducted and thrashed by four youths in a moving car. He was later abandoned in a forest area. Chandigarh, November 5 Jharkhand innings were sustained by a brilliant knock of 98 by Rohit Raj and a supportive knock of 51 by Prashant. Rohit was unlucky to miss his coveted century by two runs.
