Adampur, Ratia AssemblY byelections
Chandigarh, October 30 Both seats are tough for the Congress. Adampur has always been a pocket borough of former Chief Minister Bhajan Lal and his family. The Ratia seat has been with the opposition since 1982. Therefore, the Congress does not have much at stake in both constituencies. Even a defeat on these seats would not affect the stability of the government. However, a success or even a number two position would definitely be a moral booster. The success of Bishnoi in the Hisar Lok Sabha byelection has enthused his supporters in Adampur, who are out to ensure another success for the HJC-BJP combine. The seat will be contested by the HJC, while its alliance partner, the BJP, will contest the Ratia seat. Though both parties have not yet officially announced their candidates, it is expected that the HJC would field a member of the Bhajan Lal family. The BJP’s choice is likely to fall on Mahavir Prasad, son of former MLA Peer Chand, for the reserved constituency of Ratia. The INLD virtually started its campaign for Ratia when its supremo, Om Prakash Chautala, addressed party workers at Fatehabad recently and urged them to enrol at least 50 new voters at each booth and to ensure the deletion of 50 bogus voters. The Congress has also started an informal exercise to identify possible candidates for Adampur and Ratia. For Ratia, Sirsa MP Ashok Tanwar has been entrusted the job of making a panel of possible candidates because Ratia is part of the Sirsa Lok Sabha constituency. For Adampur, the Congress wants a candidate, who can finish at least second to relegate the INLD nominee to the number three position. HJC, BJP to chalk out strategy on Nov 5 Fatehabad: The Haryana Janhit Congress and the BJP will chalk out a strategy for the two impending Adampur and Ratia Assembly byelections at a meeting in Delhi on November 5. The BJP is confident that the Ratia seat will be allocated to the party while Adampur, being the pocket borough of the Bishnoi family, will be contested by the HJC, going by the 50-50 formula agreed upon between the two for the state Assembly elections. |
Rohtak MP felicitates Asian kabaddi champs
Ullawas (Gurgaon), October 30 A village girl, Pinki Ambawat, has brought laurels to Ullawas by winning a gold medal in the 3rd Asian Junior Kabaddi Championship organised in Malaysia last month. Deepender Hooda, Congress MP from Rohtak, felicitated Pinki at the village yesterday. He asserted that a prize of Rs 4 lakh would be given to Pinki and Poonam (of Madian village in Rohtak district), another gold medallist at the event. He said both champions would also be given the due encouragement, honour and facilities to keep up their good performance as per the sports policy of the state government. Hooda, who attended the felicitation ceremony despite an ankle fracture, also promised villagers all possible help and support in getting the local government school upgraded and getting a sports stadium constructed at Ullawas. |
BJP, HJC stage protest against MSP of wheat
Naraingarh (Ambala), October 30 A large number of BJP supporters along with farmers of the area staged a protest and burnt an effigy of the UPA government. Naib Singh Saini, president of the state BJP Kisan Morcha, and Bhum Singh Rana, district president of the HJC, condemned only a 9.8 per cent increase in the MSP of wheat declared by the Centre and said it was a “cruel joke” with the farmers. Most of the farmers are marginal farmers with landholdings of 2.5 acres to five acres and produce 40 to 80 quintals of the crop, respectively, with the average production in Haryana being 15 quintals per acre. After toiling hard for six months, a farmer having 2.5 acres land makes a profit of just Rs 3,400. The poor MSP is a blow to the food security of the country, the farmers alleged. Naib Singh and Bhum Singh said the government had fixed Rs 1,285 per quintal as MSP for wheat, a hike of Rs 115 over last year, while the cost of the DAP fertiliser had increased by 83 per cent since April. It was being sold at Rs 497.50 per bag in April. Now, it is being sold at Rs 910 per bag. The price of diesel, too, had increased by Rs 4 per litre during the past one year, they added. |

New Delhi, October 30 “Case be listed for orders on sentence on October 31,” Additional Sessions Judge Kamini Lau had said after hearing the arguments on sentence from the prosecution as well as the defence counsel. The judge had also asked for a report of a probation officer of Hisar regarding seven of the 15 convicts, who were first-time offenders, after the defence counsel had said they would be entitled for the benefit of the Probation of Offenders Act as they were not booked under provisions of the SC/ST (Prevention of Atrocities) Act. The court had earlier acquitted 82 out of 97 accused in the case saying the allegations levelled against them were not proved beyond reasonable doubt. The 15 convicts, belonging to Jat community, were held guilty for setting ablaze victim Tara Chand's house, which caused the deaths on April 21. The incident took place after a dispute between Jat and Dalit community of the village. The court had convicted Kulwinder, Ramphal and Rajender on charges of committing unintentional killing under Section 304, IPC. The trio might get life term, which is the maximum sentence for the offence. Besides these three, 12 others were convicted on milder charges of arson, rioting and making unlawful assembly. Six of them, Monu, Baljeet, Karamveer, Karampal, Dharambir and Bobal, were convicted for setting ablaze the houses of the Dalits. Another six persons were held guilty for rioting, unlawful assembly and causing damages to properties by stone pelting. The court had convicted the 15 accused after examining 68 prosecution witnesses, 44 defence witnesses and one court witness. The accused were tried under various IPC sections dealing with murder, rioting, making unlawful assembly, promoting enmity between different communities, physical assault, creating mischief and damaging public property. The accused resorted to rioting and attacked the houses of the Dalits on April 21 as a pet dog of a Dalit had barked at a group of Jats two days ago when they were passing through the colony, according to a
chargesheet. They got enraged when a Dalit boy objected to hurling of stones by Jat youths at the dog, it said, adding that later it led to the killings of Tara Chand and his physically challenged teenaged daughter.

FCI plan to up storage space hits roadblock
Chandigarh, October 30 The premier food procurement agency, FCI, will be taking up the matter regarding the delay in creating additional foodgrain storage during a high-level meeting of Union Minister for Food with the Haryana Chief Minister, scheduled for tomorrow. Sources in the FCI informed The Tribune that work on creating this space should have started a long time ago, but for the delay by HAFED in getting permissions from various state government departments for creating this storage space. HAFED is the nodal agency, appointed by the state government for building foodgrain storage space under the Private Entrepreneur Guarantee (PEG) Scheme. Under this scheme, the FCI will pay Rs 160 per quintal per month as preservation charges to HAFED for storing its (FCI’s) foodgrains in the godowns constructed under the PEG scheme. HAFED will also get some supervision charges from the FCI for looking after the foodgrains during their storage. FCI officials said while all work regarding the creation of 17 lakh metric tonnes of space was complete and had even been approved by the high-level committee of the FCI, construction was delayed because the CLUs for the construction of godowns could not be obtained. The technical bids for the creation of another 24 lakh metric tonnes of space under this scheme were invited in July, but these bids had not yet been examined by HAFED. The FCI has a covered storage capacity of 24 lakh metric tonnes in Haryana already. Various state government agencies have an additional storage capacity of 16 lakh metric tonnes. Officials said that with the creation of 41 lakh metric tonnes of additional space under the PEG scheme, the total foodgrain storage capacity in the state would double, thereby solving foodgrain storage problems (especially in open spaces) to a large extent. |

Gurgaon, October 30 Meanwhile, Gurgaon Deputy Commissioner PC Meena told The Tribune that the DNA Networks’ account at the Indian Bank’s Bangalore branch had been freezed so as to prevent them from withdrawing money from the corporate guarantee amount of Rs 1 crore. Meena further maintained that a show-cause notice was also being issued to DNA Networks, asking why a ban should not be imposed on them. On the other hand, the disappointed fans of the Metallica band, who had come from far-off places to watch their favourite music-makers’ live performance, said they should also be compensated for the amount they had spent on reaching and staying at Gurgaon. On being questioned about this demand, the Deputy Commissioner advised the dejected fans to approach the consumer court for that. “We have made them refund the ticket amount, but if the fans want more compensation on the said grounds, they should move the consumer court,” Meena asserted. The district police has already registered a case under Sections 420 (cheating) and 406 (breach of trust) against the organisers and arrested four
functionaries of DNA Networks. |

Two buses collide head-on in Kaithal, 42 hurt
Kaithal, October 30 The accident took place between a Haryana Roadways bus that was
coming from Jind and a private bus of The Kolekhan Cooperative Society that was going from Kaithal to Narwana. It is learnt that the driver of the cooperative society bus tried to overtake a vehicle ahead and lost control over the bus that collided head-on with the Haryana Roadways bus coming from the opposite direction near the Dera Sacha
Sauda Ashram. The Haryana Roadways bus driver reportedly tried his best to avoid the collision and even put his vehicle on a kutcha berm but due to the high speed
of the private bus, the buses collided. On receiving information about the arrival of a large number of accident victims, the Civil Surgeon, Dr Jagmal Singh, doctors on duty and other doctors, despite a holiday,
reached the hospital and started treating the victims and provided medical aid to them. Meanwhile, Kalayat MLA Ram Pal Majra, SDM Hawa Singh, DSP Nripjeet Singh and Haryana Roadways officials reached the hospital. According to reports, some of the passengers with minor injuries were discharged after first
aid while those with serious injuries were kept under observation. |
No clue to double-murder accused
Rohtak, October 30 While four suspects involved in the case have already been arrested, the main accused, identified as Krishan, is absconding. He has been declared as a Proclaimed Offender (PO) with a cash reward on his head. This is the third case in the district in the past about one year when the police has announced a reward for the arrest of the accused involved in the murders. According to SSP Satish Balan, the accused was involved in the double-murder case in which two youths, identified as Satish and Narender, were murdered by some persons at Sanghi village while they were on their way to the fields. Anyone providing vital information about the accused will be given a cash reward of Rs 20,000 and his or her identity will not be disclosed, he added. Though some persons were arrested in connection with the case, the police has not been able to arrest the main accused despite several raids and searches conducted in this regard. Meanwhile, the police has arrested a PO, identified as Sunil, alias Baba, a resident of Sanjay Colony here, who was wanted in a criminal case booked against him on August 25 under Sections 478 and 405 of the IPC. The accused, who had been declared a PO, was arrested last night from a hideout, said the police PRO, Sanjay Deswal. He said another youth, identified as Rajbir Singh, was arrested for possessing
an unlicenced country-made revolver in the past 24 hours. |

Jhajjar, October 30 While addressing a news conference here yesterday, he threatened that the morcha would intensify its ongoing agitation to bring transparency in fixing the MSP of various crops. “The government has fixed Rs 1,285 per quintal as the MSP for wheat by hiking Rs 115 as compared to the last year whereas the cost of DAP has been increased by 83 per cent since April this year. Similarly, the cost of diesel has increased by Rs 4 per litre and the salary of government employees have increased by 23 per cent, the MSP of wheat has been
enhanced by merely 9.8 per cent,” said Dhankar. |
Insurance scheme amended
Chandigarh, October 30 As per new rules of the scheme, employees of the government, public sector undertakings, cooperative institutions, universities, government-aided institutions, etc. will not be covered under the scheme as they are already covered under the group insurance scheme. The persons whose gross annual income from all sources exceeds Rs 2.5 lakh are also not covered under the amended scheme. Under the scheme, the dependents of a person who dies or who becomes total disabled due to an accident or even unnatural causes like murder, poisoning, etc. are given a financial assistance of Rs 1 lakh. The dependents of those persons who suffer a loss of two limbs or two eyes or one limb and one eye are given Rs 50,000 and of those persons who suffer a loss of one eye or one limb are given Rs 25,000. Persons aged 18 years and above but below 60 years, whose names appear in the voters' list of the state or who hold ration cards issued by the Food and Supplies Department of the state will be covered under this scheme. |
Govt Dental College graded 9th among top colleges
Gurgaon, October 30 The college, which is first and only state-run dental institute in the state, was on the verge of closure in 1993, when the Dental Council of India (DCI) stopped the admissions to the BDS course because of inadequate infrastructure and faculty strength. The dental college, which had merely two MDS faculty members in 1993, now has more than 50. As per a survey report of dental colleges across the country published in a reputed news magazine, Government Dental College, Rohtak, ranked 9th. |
Call for Hisar bandh on Haryana Day
Hisar, October 30 The decision was taken at a joint meeting of these organisations held here today. Representatives of almost all political parties attended the meeting. The local Congress legislator’s representative supported the agitation but suggested that the bandh should not be observed in larger public interest. The suggestion was overruled. Shopkeepers of the market have been on strike for the past four days in protest against the incident. They will keep their establishments closed tomorrow as well. |

Kaithal , October 30 The police said here that Subhash of Harigarh Kingan village in this district lodged a complaint that they had sold ancestral land some time back. His brothers, Darbara and
Rana, had an altercation over the distribution of sale proceeds on November 27 . As tempers ran high, Darbara attacked Rana with a ‘gandasi’, killing him on the spot. Rana also threatened to eliminate Subhash and his family members following which the latter left for his in-laws’ house in Punjab . After leaving his family members in Punjab, Subhash returned to the village next day and came to know that Darbara had cremated the body
secretly with the help of his uncle, Nikku. The police later arrested Darbara
and Nikku. |
