Accused of embezzling funds, SMO gets coveted post

Over two months after the health department in Faridkot made a complaint to the police and senior departmental authorities in Chandigarh about the alleged misappropriation of funds by a Senior Medical Officer (SMO) in connivance with two pharmaceutical companies, while the police are yet to start the investigation, the accused SMO has been given the charge as the Principal of the Health Department's Training Centre in Amritsar

Gill continues his mass contact programme in Moga

Former DGP of Punjab, Paramdeep Singh Gill, who has of late been made adviser to the Home Department after his retirement from service on September 30, is now busy round-the-clock reviving contacts with the people of the Moga constituency from where he is aspiring to contest the forthcoming assembly elections on a SAD ticket.

The roadshow organized by his cousin Dr Micky Gill on October 2 to welcome him after his retirement was not so impressive with none of the local Akali leaders turning by his side, which might have forced the former cop to move out in the villages, making his own efforts, rather than depending on his near and dear ones. Sources close to Gill revealed that during the past one week, he has visited more than ten villages, besides attending all the religious functions during the festival season in the town.

Today, he led the 'shobha yatra' of the Valmikis after hosting lunch for a section of the local media at his cousin's house. In the morning, he heard the grievances of the local people at his residence.

As per the details available, last week, he visited the Droli Bhai village and met the local people, mostly Akalis, who promised to vote for him in the elections even as the DGP did not utter even a single word on whether he would contest the elections or not.

He just says 'Mera khyal rakheo' to the people wherever he goes. His programme was organized by one Bittu and Dharam Singh, a former panch in the village.

At Ghal Kalan village, he was welcomed by Jaswant Raja, a youth Akali leader, along with the other youth Akali leaders. At Dadahoor village, a local resident, Sher Singh, organized a gathering for him in the village gurudwara where he shared a cup of tea with them. He patiently listened to the grievances of the people and assured them of all possible help. The people promised to vote in his favour. At Jhandeana village, the local Akali worker Gurlabh Singh organized the show for him, which did not attract too many people.

At Saleena village, he met a Dera head Gurjant Singh and after that, went to the house of former DIG (Jails) Amrik Singh him whose son Gursharanveer Singh 'Paggy' is a local Congress leader.

There could have been a hidden message in the visit but Amrik Singh termed it as purely a 'personal' visit saying that they both were posted at Ferozepur in the 1980s and are friends since then. The former DGP was then commandant in the BSF while Amrik Singh was posted in the Central Jail at Ferozepur.

On Saturday evening, Gill kept a date with his firm supporter and friend Parveen Garg at his pharmacy college where a cultural event was organized by the students.

Interestingly, the chairman of the District Planning Board and the newly-elected SGPC member Tarsem Singh Rattian, District Magistrate Ashok Singla, head priest of the local Geeta Bhawan temple and a renowned lawyer Bodh Raj Majithia were seen sitting along with him. Late that night, he attended two 'jagratas' held in the town by the local residents.

Sources in the state intelligence, who are keeping a watch on every movement of the former cop, revealed that the former DGP is also meeting people who were the supporters of his father, former MLA late Nachattar Singh Gill, in the villages and the town to revive his family's old contacts.

His schedule is 'strategically' so well planned that he does not miss even a single programme chalked out in advance by his supporters.

He is punctual and tries his best to reach on time.

Keeping in view all these activities, it appears that Paramdeep Singh Gill is flexing his muscles to contest the assembly elections from here.

Accused of embezzling funds, SMO gets coveted post

Over two months after the health department in Faridkot made a complaint to the police and senior departmental authorities in Chandigarh about the alleged misappropriation of funds by a Senior Medical Officer (SMO) in connivance with two pharmaceutical companies, while the police are yet to start the investigation, the accused SMO has been given the charge as the Principal of the Health Department's Training Centre in Amritsar

In a complaint made to the police on July 22, the Civil Surgeon's office Faridkot alleged that though Dr Avtar Singh, the SMO , was relieved from his official duties on July 8, but on July 18, he attempted to withdraw Rs 6 lakh from the department's bank account.

Avtar Singh attempted to withdraw Rs 6 lakh from the bank's Amritsar branch by depositing a ‘self-favouring’ cheque. But the suspicious bank authorities raised the matter with the Faridkot Civil Surgeon's office before releasing the amount and the latter asked the bank to stop all payments till further orders.

The Civil Surgeon's office was more particular in conveying to the bank that no transaction initiated by Dr Avtar Singh, be honoured. After this futile attempt, it is alleged that Dr Avtar Singh and two pharmaceutical companies in Amritsar withdrew Rs 3,95,799 on July 18, 19 and 20. All the cheques, issued to the pharmaceutical companies, were allegedly signed by Dr Avtar Singh. Even though the bank was issued directions to stop payment from the account if the cheques were signed by Dr Avtar Singh, the amount was released, it was alleged in the complaint.

Raising an accusing finger at the bank officials for releasing the payment, the Civil Surgeon alleged that there appeared to be some nexus between the two pharmaceutical firms and Dr Avtar Singh as the SMO is a resident of Amritsar and all the eight cheques too have been issued to Amritsar-based firms and en-cashed from the bank's Amritsar branches. Dr Avtar Singh denied the allegations, saying he did not withdraw any amount after being relieved from duty. However, the complaint to the police has clearly mentioned that once he was caught on the wrong foot, Dr Avtar Singh deposited Rs 3,11,748 on July 25.

Interestingly, the amount which was refunded by Dr Avtar Singh on July 25 was encashed by the two pharmaceutical companies.The amount was refunded after the Civil Surgeon's office made a complaint to the district police, said the sources in department.

Amrik Singh Warrack, SP (D), Faridkot, said the complaint was received from the Health Department and the investigation is still under process. The police needs to verify the withdrawal, deposits and cheques from the bank also, said the SP.

Pharmacy scientists have demanded that doctors be banned from dispensing and distributing medicines directly to the patients contending that pharmacists know better the therapeutic use of medicines for good results.

As many as 500 pharmacy scientists and teachers gathered here from across the country at a three-day seminar on 'Bringing reforms in pharmacy education on the global pattern' organized by the Association of Pharmaceutical Teachers of India (APTI), which ended in the Indo-Soviet Friendship College of Pharmacy at Moga, last night.

Renowned pharmacy academic SL Nasa said that pharmacists were technically trained for the safety of patients with regard to prescriptions, medication systems and distribution of medicines. Kulkarni was of the view that pharmacists were accustomed to systems designed for promoting accurate dispensation of medicines as diagnosed by the physicians and specialists.

Dr RS Gaud said that India needs to produce more clinical pharmacists or hospital pharmacists on the global pattern.

BG Nagavi from UAE, P Trivedi from Bhopal, N Udupa from Manipal, SP Vyas from Sagar, MD Burande from Pune and many other pharmacy scientists also held a similar view.

Ex-minister gears up for assembly polls

Speculations have been rife in the city over former Punjab minister Chiranji Lal Garg contesting the next Assembly elections from Bathinda either as an independent or as a candidate of the People's Party of Punjab (PPP) in case he is not given the party ticket this time again by the Shiromani Akali Dal (SAD).

This speculatin however, gained currency when a calendar-size poster was distributed to the media persons here today by Garg himself in which he has mentioned himself as only a former minister (in place of a former SAD minister).

The poster begins with the words, Mera Rang De Basanti Chola, Diwali/Nawan Saal Mubarak. On the remaining part of the poster, the following has been printed: ‘Shaheedan De Supne Sakaar Karange, Bharistachar, Berojgari, Mehangai, Bhukhmari, Garibi, Gundaraj Khatam Karange. Tuhada Sehyog Meri Taqat, Na Paisa, Na Sharab, Na Bhuki, Na Nasha, Kewal Lok Sewa’.

It may be mentioned here that Garg had been denied the SAD ticket from Bathinda during the February 2007 Assembly elections when Sarup Chand Singla had been allotted the party ticket. However, Singla had lost to the Congress candidate Harminder Singh Jassi.

This time, Singla is reportedly a strong candidate again for the SAD ticket from Bathinda as he is the area in-charge of the SAD for the constituency.

Nine year after a rickshaw-puller was selected for the prestigious Baba Farid Award for Honesty, the Baba Farid Educational Society in Faridkot on Monday selected a daily wage earner to lay the foundation stone of a new school building.

“Instead of approaching a political leader or a bureaucrat to lay the foundation stone of a new kindergarten for tiny-tots, we approached Baldev Singh Sadhawalia, a daily wager who is the ultimate in his honesty and dedication towards his job,” said Inderjit Singh Sekhon, the chairman of the Baba Farid Education Society. The Baba Farid Society is running a Law College, a senior secondary school and looking after various religious places, related to Sufi saint Baba Farid. Every year, the society gives Rs one lakh award for honesty and service to humanity.

For the annual Baba Farid Award for Honesty-2002, the Baba Farid Society had elected an elderly rickshaw-puller Jawant Singh of Batala who does not have a house of his own to live in, yet he handed over a bag containing a large sum of money, he found at the railway station, to the police for returning it to the owner.

“A rickshaw-puller like Jaswant Singh and a daily wager like Baldev Singh are the epitome of honesty and sincerity. This is the reason why we thought that to impart a lesson in honesty to the school children, we selected the daily wager Baldev Singh to lay the foundation stone,” said Sekhon.

Computerised MC office inaugurated

Now a grade 'A' Municipal Council, Fazilka is perhaps the first fully computerised civic body in the state where all transaction and information is a click of the mouse away. Payment of all the bills relating to house and property tax, water supply, sewerage, construction and licences can be made online. Any kind of record and data required from the Municipal Council can now be downloaded. The requisite fees can also be deposited online.

Local MLA and Minister for Transport and Technical Education Surjit Kumar Jyani inaugurated the computerized system at a specially organised function here today.

According to Anil Sethi, President and Sukhdev Singh, Executive Officer, Municipal Council, the entire data has been fed in the computers. The system has also been linked with the state headquarters of local self-government and the Municipal Corporations.

Jyani said it was a major achievement. He said the local MC, which had been carrying a debt of about Rs 9.5 crores is now free from it.

He inaugurated a conference hall built at a cost of Rs 10 lakh, and Suvidha Centre at a cost of Rs 15 lakh in the council complex. He also laid the foundation stone of the fire brigade station. He declared that his department would soon introduce two AC buses from Fazilka to Delhi, daily.

Ghazal maestro Jagjit Singh’s demise mourned at his native place

Hundreds of students in the Shri Guru Nanak (SGN) Khalsa educational institutions and the Government College, who participated in the mass prayers here last week for the speedy recovery of acclaimed ghazal singer Jagjit Singh, were found sobbing. Bablu, his nephew, informed that eminent artist Sagar Sharma at 8.30 am over the phone today that the man with golden voice is no more.

There are many who cherished memories of Jagjit’s maiden concert at native district town organised by Rashtriya Kala Manch here on December 3, 1995. He had come up with songs such as ‘Kaagaz ki kashti’, ‘Chaak jigar ke’, ‘Kal chaudhanvi ki raat thi’, and ‘Shaam se aankh me nami si hai’.

He mixed the words of legends like Ghalib, Qateel Shifai, Firaq Gorakhpuri, Nida Fazli and Sudarshan Faakir with melodious indigenous tunes and achieved a state where nothing came in between him and his listeners, remembers Sagar Sharma.

Sagar along with Subhash Gogi had gone to Amritsar to invite Jagjit for the concert. “We could spot him after lot of efforts at a marriage place but he initially refused to talk to us even for five minutes. When I referred to some of his child-time friends including Sardul Singh motor mechanic, Thakur Dutt Sharma paan seller and Krishan Narula at Sriganganagar and school-life, he embraced us and spent three hours over cups of coffee and agreed for the concert, said SagarSharma.

Jagjit Singh was born on February 8, 1941, in the house that was known as Pat Ram Ki Chhikari (cluster of six houses), located on Ravindra Path. His father Amar Sigh was working as sectional officer in the Public Works Department then.

After few days the family was allotted G-25 quarter in the Civil Lines area earmarked for the state government officials.

It may sound surprising that Jagjit Singh was initially named as Jagpreet Singh. When he went to meet his sister at Sahwa in the Churu district, a saint of the Naamdhari sect suggested to his brother-in-law Ratan Singh that the kid should be renamed as Jagjit Singh since he had the qualities of winning over the world in the field of culture. In fact, the boy had impressed the saint by singing bhajans.

Gang of robbers busted in Ferozepur

The Ferozepur police has busted a gang of robbers involved in various incidents of theft and burglary and arrested five persons along with two country-made pistols and two rounds of ammunition besides three stolen motorcycles.

Surjit Singh, SSP Ferozepur, said the arrested persons have been identified as Gurjit Singh, Inderjit Sharma, Gurbachan Singh, Jaswinder Singh and Satish Kumar who were apprehended by a police team following secret information from an abandoned government quarters near the Government College Ground in Zira.

The SSP said that on the basis of the information gathered from the accused during the interrogation, the police has recovered four Samsung laptops stolen from a shop besides another stolen motorcycle.

The SSP further said that the police has also arrested four members of the gang who were involved in the robbery which had taken place at Anmol filling station in village Gudder Dhandi a few months ago. — OC
