Setting aside the apprehensions of the All India DRDA Staff Welfare Association, the Ministry of Rural Development, Government of India, has assured the association that the district rural development agencies (DRDAs), working through out the country, will not be wound up. However, the nomenclature of the DRDA will be changed.

A criminal case under Sections 376 and 506 of the IPC has been registered against a self-styled religious priest at the Dharamkot police station for sexually abusing a 22-year-old deaf and dumb Dalit girl for many months in a remote village of the Moga district. The matter reportedly came to light when the victim became pregnant.

Assembly elections are round the corner in Punjab but it is not only the state government that has already started telling the people about various development projects during its tenure.

The Union Government also seems to have jumped into the fray, by harping on the benefits of the Central schemes.

Informing the people about the National Rural Employment Guarantee Scheme (NREGS), National Rural Health Mission, Right to Information Act and the Primary Education Scheme and various other schemes funded by the Union Government, the main aim seems to be to effect a change in the attitude that Punjab was being discriminated against and given step-motherly treatment by the Central Government.

In one such awareness-cum-election campaign in Jaitu area of Faridkot last week, a team of the Press Information Bureau (PIB), Chandigarh and the Directorate of Field Publicity camped for three days to tell the residents that the Union Government was spending Rs 58,000 crore per annum in the country to improve the roads condition, irrigation facilities, health services, power supply, drinking water and telephone connectivity.

But the lukewarm response to the programme has been irksome to the PIB officials. Despite spending over Rs 6.05 lakh and advertising three days in advance, there were even arrangements for linch for the audience, the response was far from being encouraging.

"I think these programmes need more publicity for impressive gatherings,” said Parvesh Sharma, Deputy Director, PIB.

However, the sources revealed that as the PIB solely relies on various departments of the state government to mobilize people for these programmes, so the response of the latter is not very encouraging.

As the state government is least interested in giving credit to the Central Government for such schemes, so its machinery is not forthcoming in mobilizing the people, said a PIB officer, supervising the Jaitu programme.

“So, we mainly relied on the chldren from the government schools to make the gathering impressive,” he said. Besides the poor gathering, the PIB is not getting the desired response from public representatives like MLAs or MPs, to preside over these functions.

"While in Haryana, a Congress-ruled state, almost all of these programmes wee chaired by the MLAs and MPs.

“But in Punjab, there is no response from the elected representatives when approached,” said the PIB official, adding that they have to rely on the government officials and NGOs to chair the functions.

Varinder Sharma, SDM Jaitu said there was nothing lacking on the part of the administration in giving support to the PIB programme.

DRDA to stay for now, with a new nomenclature

Setting aside the apprehensions of the All India DRDA Staff Welfare Association, the Ministry of Rural Development, Government of India, has assured the association that the district rural development agencies (DRDAs), working through out the country, will not be wound up. However, the nomenclature of the DRDA will be changed.

This was stated by the national president of the association, Sadhu Ram Kusla, under whose leadership a seven-member deputation had met the joint secretary of the Government of India, Ministry of Rural Development, T. Vijay Kumar, IAS, at Delhi yesterday and held talks with him in the context of recommendations made by the V. Ramachandran Committee, regarding the restructuring of the DRDA.

Kusla said the joint secretary assured them that in the report of V. Ramachandran Committee, the word dissolve written for the DRDAs, would be rectified. He also said the joint secretary had also assured the deputation that the interests of the DRDA staff would be protected by adjusting them in the district level Poverty Eradication Mission whenever it is launched. Besides, no employee would be retrenched, he added.

Kusla said the joint secretary also said that there was no plan to wind up the DRDA Administration Scheme, under which the DRDA employees get salaries. However, the Planning Commission had been putting pressure on the Union Government to wind it up, but the Rural Development Ministry had written a letter to the Planning Commission saying it can not happen. He said the association had decided to take up the matter, with regard to winding up of the DRDA Administration Scheme with the Planning Commission in a serious manner. The move could have serious consequences, the association warned.

Detha’s name for top literature award delights fans

The news that the Rajasthani folklore writer Vijaydaan Detha (85) alias Bijji, is also in the race for the Nobel Prize for literature, has been widely welcomed by his admirers in the remote border region.

When contacted by local writers over the phone, Detha said he would not be surprised if he won the coveted award for literature.

Speaking about Detha, National Sahitya Akademi Award recipients Mohan Aalok of Purani Abadi here and Dr Mangat Badal of Raisinghnagar said that his literary works include “Bataan ri Phulwari” (garden of tales), a 14-volume collection of stories that draws on folklore and the spoken dialects of Rajasthan. His stories and novels have been adapted for many plays and movies including Habib Tanvir's “Charandas Chor” and Amol Palekar's “Paheli”. Renowned filmmaker Mani Kaul directed "Duvidha" based on Bijji's story. The film was appreciated all over the world. Much of it was shot at his village Borunda.

Later, Shah Rukh Khan made "Paheli" based on the same story, which was directed by Amol Palekar. "Paheli' was also India's entry for the Oscars. Prakash Jha made

"Parinati'', a wonderful film based on Bijji's story. Aalok informed that one of Detha's first books that created a storm was "Bapu Ke Teen Hatyare". The book is a critique of the work of Harivanshrai Bachchan, Sumitranandan Pant and Narendra Sharma.

The trio brought out books about Gandhi within two months of Gandhi's death. He was honoured with the Sahitya Akademi award for Rajasthani in 1974 and was also bestowed the Padmashri in 2007.

Aalok and Badal said it is indeed pathetic that the Rajasthani language, in which Detha writes, is not recognised as an official language. “We are fighting for the cause of Rajasthani to be recognized as an official language. It is surprising that the White House recognizes Rajasthani as a language, but the Indian government is yet to give recognition to Rajasthani,” they regretted.

The Rajasthani Bhasha Manyata Samiti has also welcomed Vijaydan Detha's nomination.

Ferozepur revels in Ronjan’s success

Last evening, it was a moment of pride for the border town when it received the news that the local lad Ronjan Sodhi has won the World Cup title.

Friends, fans and members of the sports fraternity converged at his residence in the cantonment to join in the celebrations.

His father, Malwinder Sodhi, while talking to The Tribune, said, "I am really proud of my son as Ronjan is the only shooter to win the World Cup twice in a row. It has been a dream run for Ronjan this year as earlier, the numero uno rankings were bestowed on him by the ISSF followed by qualification for the London Olympics. Now, he has won the gold back-to-back in the world cup."

The proud father further added that given the form he is in, Ronjan would surely bring gold for India in the Olympics next year.

Ronjan won the ISSF World Cup- 2011 in the double trap shotgun event on Tuesday, which was held at Al Ain in the UAE defeating Hu Binyuan from China (189-188) in the tie shot.

"The ISSF has changed the targets which were used for the first time in the World Cup," said Malwinder, who has been a champion shooter himself, adding that it is extremely difficult to break the targets unless they are properly hit with finesse and precision.

"My son has created a history," said an ecstatic Geetanjali, Ronjan’s mother. She added that Ronjan has shown the world that if there is grit and determination, no impediments can deter one from reaching the pinnacle of glory. Geetanjali said she was confident that Ronjan would continue his gold winning spree on the London Olympics next year.

"It is a matter of great honour for the district and in fact for the entire state," said ADC DPS Kharbanda. He added that the district administration would organise a function in recognition of this extraordinary feat.

Last week, before leaving for the World Cup event in the UAE, Ronjan had assumed the charge as Deputy Superintendent of Police (DSP) in Punjab Police, a post offered to him by the state government in recognition of his outstanding performance in sports.

Hardeep Dhillon, ADGP, Administration, while conveying his congratulatory message, said, "The Punjab Police is proud of its young official and hopefully, he would bring many more accolades to the force and the state in future."

"He is our real hero," said Sunil Kumar, DSO, who had trained Ronjan during the initial years in Ferozepur.

Overflowing drains will affect residents adversely: BJP

Breaking its long studied silence over the havoc wreaked by the overflowing of drains in more than two dozen villages in the Balluana segment during the last one month, the district BJP expressed its concern over the fate of thousands of residents. 

District president Arun Narang said transparency in distribution of relief material must be ensured. He also sought the cooperation of the people in meeting needs of those displaced. District general secretary Ravi Setia said Navneet Jaiswal and Rajinder Khanagwal have been appointed as secretaries. — OC

Fire tragedy averted in Abohar

Abohar, October 5
A major tragedy was averted by taking timely action as the fire that broke out in a garbage dump engulfed a luxury car parked near it in the office complex of a leading private transport company on the Sadar Thana road here, today.

A dozen buses that were parked in the complex were immediately shifted to a safer place while calling in the municipal fire brigade. The staff of the company controlled the flames with the help of fire tenders within a few minutes. Notably, the complex of another transport company is located next door and half a dozen buses were parked there also at the time of the mishap.

Meanwhile, in another incident, an expectant mother, Paramjit Kaur, succumbed to her burns.

She sustained burn injuries after her clothes caught fire while preparing breakfast at her in-laws house at village Rukanpura Khuikhera, today.

She was referred to the Muktsar-based hospital but could not be saved. Her statement has been recorded by the authorities.

Godman held for sexually abusing disabled Dalit girl

Moga, October 5
A criminal case under Sections 376 and 506 of the IPC has been registered against a self-styled religious priest at the Dharamkot police station for sexually abusing a 22-year-old deaf and dumb Dalit girl for many months in a remote village of the Moga district. The matter reportedly came to light when the victim became pregnant.

The accused has been identified as Pritam Masih, son of Fazla Masih, a resident of Izzat Wala village. The accused is yet to be arrested. As per the FIR, the girl’s father Mangal Singh alleged that his daughter was sexually abused for many months. "On noticing that she has become pregnant, we brought the matter to the notice of the police," he said.

"We will soon arrest the accused," the SHO claimed. The case has been registered on the complaint of victim's father. The complainant added that the accused has threatened him of dire consequences, if the case is not withdrawn. The medical examination of the victim was conducted at the district hospital here today.

Three killed in Fazilka mishap

Fazilka, October 5
Two women and a tractor- trolly driver were killed on the Fazilka-Abohar road today late in the evening at around 8.15 pm.

Fourteen other woman occupants of the trolley were injured while one of them is stated to be serious.

According to available details furnished by Palwinder Singh, SHO sadar police station, Fazilka, over a dozen women were returning to Fazilka on a tractor-trolley after picking cotton from village Kheowali Dhab of the sub-division.

The tractor trolley was hit by speeding canter of a Bhatinda-based transport company from the rear.

As a result, the tractor- trolley skided. The tractor driver Bhim Sen, a resident of village Kheowali Dhab, died on spot.

All the injured were immediately shifted in an 108 Ambulance and other vehicles to the local Civil Hospital.

Surjit Kaur (35), a resident of Dhobi Ghat and Lalo Bai (45) succumbed to their injuries in the hospital after a short while.

According to doctors on duty, the condition of the other injured including Bimla (35) is stated to be serious.

Those injured include include Mindo Bai (70), Usha(18), Jago bai (60), Soma (30), Paramjit Kaur (32), Manjit Kaur (35), Maya (45), Kiran (16), Palo Bai (35), Harnam Kaur (40), Suman (17) and Suman (16).

Doctors and paramedics at the Civil Hospital immediately swung into action to treat the injured.Their condition is under observation.
