Rare kidney surgery performed on three-month-old child

Doctors of National Kidney Hospital here have pulled off a miracle by operating on an infant, born with a rare medical anomaly. In a first of its kind surgery, a team of doctors of the hospital conducted an operation on three-month-old Aniket, son of a resident of Bhannewal village in Hoshiarpur, who was born with an infected kidney.

Going on an indefinite strike from today, the safai karamcharis of the Municipal Corporation have once again brought great inconvenience to the city residents. There was no door-to-door garbage lifting from anywhere in the city today. The waste thrown by residents on their own in disposal sites was also not lifted as none of the 2,263 safai karamcharis and MC drivers performed their duties today.

Garbage heaps were also seen dumped in market areas, including Rainak Bazaar, Sheikhan Bazaar, Peer Bodla Bazaar and Sehdev Market. Certain landmark sites, including Bhagat Singh Chowk, Plaza Chowk and Pathankot bypass, also remained badly strewn with garbage the whole of the day.

Heaps of filth were also seen in front of the Punjab Institute of Medical Sciences, Posts and Telegraph Colony, Vijay Nagar, New Vijay Nagar, Bhagat Singh Colony, Garha and other localities. A dump outside popular Niku Park in Model Town also emitted foul smell throughout the day.

Members of the Safai Karamchari Sangharsh Morcha, representing 10 unions, today held a demonstration in front of the MC office for almost five hours. They demanded the cancellation of the allotment of solid waste treatment plant to a private company. They also demanded regularisation of safai sewaks working under the Mohalla Sanitation Committees and covering safai sewaks under the pension scheme.

Chandan Garewal, president of the Nigam Safai Mazdur Union, said they were against the treatment plant as they were against the incineration technique. “It is a known fact that “God recycles and devils burn”, still the authorities are hell bent on continuing on with the same strategy,” he said, adding that it would be profit making for the company when the MC on its own could also handle the project as was in Surat.

As the Bhagwan Valmiki birth anniversary falls on October 11, the members said, “We just hope that the officials concede to our demands before the day or else we really wonder how we will be able to carry out a shobha yatra with all that mess around”.

MC complex filthy

Since the employees of the MC working on contract for cleanliness of the building have also been supporting the ongoing strike, the staff had to bear with the problem. The worst affected today was the staff of the building branch on the first floor of the building of Dr BR Ambedkar MC Administrative Complex. The employees said there was a leakage from a pipe in the kitchen of the room of the Joint Commissioner, which flowed towards their corridor. The leakage could not be repaired and the water kept on flowing the night through. The repair was done this morning. But owing to the strike by the safai karamcharis, they had to bear with the ankle-deep standing water till noon when water finally dried up on its own.

In a press note issued by the morcha members, convener Ashok Bheel said the members would burn the effigies of Chief Minister Parkash Singh Badal, Local Bodies Minister Tikshan Sud and Mayor Rakesh Rathour on Dasehra on October 6

BJP leader Kishan Lal Sharma has poor track record
Was booked for misbehaving with the RPO on Monday

The past of the BJP leader Kishan Lal Sharma, against whom an FIR was registered on Monday for allegedly misbehaving with Regional Passport Officer (RPO) Perneet Singh, is also bad.

According to the information gathered by Jalandhar Tribune, criminal cases had been registered against him about a decade ago. So much so, he was declared a proclaimed offender (PO) in one of the cases.

Then district general secretary of the Bhartiya Janata Yuva Morcha (BJYM), was declared a PO in 2001 in a criminal case filed against him under Sections 323, 325 and 506 of the Indian Penal Code at Sadar police division on April 27, 2000. When the police could not arrest and produce him in the court of the then Judicial Magistrate (Ist Class) HS Grewal, he was declared a PO.

Similarly, in another case of attempting to murder a cable operator, Satwinder Chahal, a case was registered against him at police division number eight in 2001.

An FIR was registered against him and his associates, including Sachin Kumar and Raj Kumar, under Sections 307, 382, 323, 324, 327, 148 and 149 of the IPC

When contacted, the BJP leader initially feigned ignorance about the registration of any criminal case against him in the past. However, later, he admitted that the two cases had been registered against him and was also declared a PO in one of the two cases.

Claiming that he had been falsely implicated in both the cases, Sharma said these cases were disposed of as he had reached a compromise with the rival parties.

At the same time, the former BJYM district president claimed that he had gone in support of Raj Kumar to solve his dispute with Satwinder Chahal but the latter and his associates allegedly attacked his house. Chahal was also booked in several cases, he added.

“BJP may think of taking action against him”

The party has already disassociated itself from Kishan Lal Sharma’s alleged misbehviour with the RPO, the district BJP president Advocate Subash Sood told Jalandhar Tribune that the entire matter would be discussed at the proper forum of the party to decide whether any action should be taken against him or not. Reiterating that Kishan Lal Sharma had gone to the passport office in his individual capacity, he gave a diplomatic reply to a query whether his behaviour had defamed BJP or not. Without naming anyone, he said “If the behaviour of any person associated with the party is not good in view of general public, it definitely affects the party.” He also did not give any direct reply to the question whether the party would think of removing Sharma from the primary membership of the party.

Man dies as car hits cycle

An elderly man of the Rehmanpur locality in the Deep Nagar area was crushed to death under an unidentified car on the Dhina road near Jalandhar cantonment area this afternoon.

The victim, Piyare Lal, was going to Dhina village to meet his sister with his son Jaswinder Singh when the accident occurred.

The SHO, Sadar police station, Gurwinder Singh, revealed that Piyare Lal and his son were riding bicycles when an unidentified car rammed into Piyare Lal’s cycle from behind leaving him critical injured.

The victim and his cycle were dragged for a long distance as the driver accelerated the car to escape after the mishap. Gurwinder, however, could not note down the registration number of the car.

The SHO said the body was handed over to the family after postmortem at the Civil Hospital this evening.

A case under Sections 279, 427 and the 304-A of the IPC was registered against the unidentified car driver.

Notice by Cantonment Board on suspension of octroi

The Jalandhar Cantonment Board has invited objections and suggestions from the public for the suspension of octroi within the cantonment limits. A public notice in this regard has been released by the Cantonment Board.

This decision comes up as a big relief the trader community and the cantonment residents who have been demanding scrapping of abolition in the Jalandhar cantonment limits for the past many years. The tax was abolished in Punjab except the cantonment areas of Jalandhar and Ferozepore where it is functional till date.

A proposal in this regard was forwarded by the cantonment board authorities to the Ministry of Defence (MoD) following which the procedure began.

Talking to The Tribune, the Cantonment Board CEO, Vibha Sharma said that the board has invited suggestions and objections from the traders and the residents. “After the stipulated period of one month of the public notice, the board will convene a special meeting to register the viewpoints of the public. The findings would be sent to the MoD for the final gazette notification”.

“The Punjab government will compensate the Rs 2-crore loss every year. However, in case the state government failed to pay this amount, we will be forced to implement the octroi in the cantonment again”, she added.

The municipal committees and corporations constituted under the Punjab Municipal Act and the Punjab Municipal Corporation Act had abolished octroi, except on electricity, petrol, diesel and liquor charged in the form of additional excise duty.

However, the cantonments constituted and governed by the Centre under the MoD continued to levy octroi as per powers conferred upon them under Sections 90 to 92 of the Cantonment Board Act.

It needs to be mentioned here that the Punjab Assembly had passed the Municipal Fund (Amendment) Act, 2008, so that a provision can be made in the Punjab Municipal Fund, 2006, to compensate the cantonment boards of Jalandhar and Ferozepore for the loss of revenue on account of abolition of octroi. “The government failed to compensate the previous loss of Rs 21 crore as additional excise duty to the cantonment board”, the sources added.

Even the ruling SAD-BJP combine had also promised in its election manifesto to abolish octroi on priority. However, the government failed to deliver their promise. Earlier, the issue of abolition of the octroi was raised on 1997, 2002 and the year 2009 but it has been lingering on.

Draft Bye-laws

  • The bye-laws may be called the Jalandhar Cantonment Octroi (Amendment) Bye-laws 2011
  • The amended bye-laws shall come into force on the date of their final publication in the official gazette
  • In the Jalandhar Cantonment Octroi Bye-laws, 1991 the bye-law 26A shall be inserted- “Suspension of collection of octroi on goods- Notwithstanding anything in the bye-laws, the board may with the prior approval of the Central Government enter into agreement with the state government of Punjab to suspend the collection of octroi on goods, except on electricity, petrol or diesel or liquor, entering within or transiting through the limits of Jalandhar Cantonment for such period as may be agreed upon and the extent compensated by the Government”.

Members of the Ramleela Committee today handed over a memorandum to Assistant Commissioner of Police (ACP) Balkar Singh for their grievance over the alleged highhandedness of the Army regarding the holding of Dasehra celebrations at the Dasehra ground in Jalandhar Cantonment.

Accompanied by Congress leader Gurkanwal Kaur, cantonment residents demanded assurance from the police that no further unnecessary intervention by the Army should take place.

Chairman of the Ramleela Committee and member of the Cantonment Board Avinash Chander Sharma said at 1.30 am today some Army personnel came and tore the tents that they had pitched at the venue. “Following this unwarranted nuisance we had decided to stage a dharna today, but the police reached the spot to ensure that everything goes smoothly,” he added.

Sharma added that earlier yesterday some Army personnel came and started pulling down our religious billboards. “They also asked us to produce the permission certificate for celebrating Dasehra at the ground. We provided all the documents, but they remained adamant,” he stated.

The Army personnel reportedly also told the civilians that no billboard should be put up in the defence land. However on this, Sharma clarified that the land of the Dasehra ground was under the control of the Defence Estates Officer (DEO).

“We have submitted a security of Rs 20,000 for carrying out the Dasehra celebrations on October 6, while permission have also been granted by the Defence Estates Officer,” he added.

The cantonment residents said, “It has been years since the cantonment residents and those from the nearby villagers are coming here to witness the festivities.”

Naresh Vig, Defence PRO “Yesterday the Army had asked the civilians to produce the permission certificate for holding the Dasehra celebrations. After that no such issue of a tussle had come to the fore.”

Rare kidney surgery performed on three-month-old child

Doctors of National Kidney Hospital here have pulled off a miracle by operating on an infant, born with a rare medical anomaly. In a first of its kind surgery, a team of doctors of the hospital conducted an operation on three-month-old Aniket, son of a resident of Bhannewal village in Hoshiarpur, who was born with an infected kidney.

Speaking at a press meet, surgeon Dr Rajiv Aggarwal said during the ultrasound scans of the child it was seen that while his left kidney was normal, the right kidney was a double kidney, ie it was two kidneys intertwined in one.

The rare state was causing regular infections and one of the double kidneys was needed to be taken out as it would have damaged the other.

Since an open surgery would have been fatal for the three-month-old child, the doctors conducted a laparoscopic surgery with three 5mm incisions. The operation lasted an hour.

Speaking on the issue, Dr Rajiv Tandon, who was also part of the team of surgeons, said, “Normally surgeries can only be conducted when a child is at least 10 months’ old, weighs 10 kg and has haemoglobin of 10. But in this case, though the haemoglobin was normal, the child weighed only 4 kg and was only three months’ old.”

Administering anaesthesia to such a small child was also a very complex matter, since the doctors had to be extra careful.

The doctors said the incidence of such a rare case was one in a lakh. “This is the only such case we have come across in North India and so far there haven’t been any reports of such a case in South India either,” Dr Aggarwal said, as a smiling Aniket sat next to him on the table.

“We have only heard about such a case in Germany and the US so far.”

Dr Aggarwal has sent the achievement to be listed in the Indian Journal of Urology and China Journal of Modern Medicine.

Durga Puja celebrated with gusto

The aroma of incense, sound of the dhak, broad-paar (border)-sari-clad women, imposing Durga idols and a delicious bhog (puja food) - the day of Ashtami was about all this and more.

Children dressed by doting mothers strutted in puja pandals, the young and old chanted mantras and bowed before the idols that are worshipped across five venues, which held Durga Puja celebrations in the city.

While the puja pandals in Kolkata (or Poshchim Bango) are elaborately themed and reflect the creative aspirations of both the contemporary and traditional artists; the history of puja celebrations in Jalandhar are recent and modest. The oldest puja, being held by the Jalandhar Kali Bari Association is, 32 years old.

Begun by 14 founding members in 1979, the association now has 51 members. The Bengali community in Jalandhar comprises mostly service class people like bankers and professors. The numbers keep diminishing and increasing as people move in and out of the town.

The Kali Bari Association president, Ratneshwar Gupta, said, “The beauty of the Bengali community in Jalandhar is that it is very fluid. At times there have been massive changes in the number of members, but the celebration was never dampened by that change. We fervently organise Durga puja every year.”

“People are very attached to it. Like Sujit Ghose, a banker and one of our members, lived in Jalandhar for three years. He is now posted to another city but still comes to Jalandhar, especially during the puja,” Gupta added.

Durga pujas are also held at Guru Nanak Mission Chowk, the Railway Colony, Suranussi (organised by defence personnel), Cantonment (held by defence personnel and civilians) and Gujral Nagar (held mostly by the Bihari community).

The interesting thing about the all-defence-personnel Durga Puja at Suranussi is that all its personnel belong to the Commandment 223 ABOD. Subedar Mukul Shaha, who heads it, said, “The organisers of this puja are from the Begali, Oriya and Assamese community. It was started in 1999.”

“The puja is definitely affected when members move out or when new people join us. In 2008 we had 57 members; in 2009 we had 35; in 2010 it was 25 and this year it is 20. The number has decreased now, but might increase tomorrow. The important thing is that the numbers do not affect our fervour and dedication.”

Of pandal decor

  • Though the city pandals are pretty modest as compared to their counterparts in Bengal, Jalandhar does have its own special pandal art this year. Nationally acclaimed city-based painter and sculptor Basudeb Biswas has been known for his silent contributions on many occasions.
  • The added golden elegance of the Durga idols and the decorative bunting hanging over the passage leading to the main hall at the Kali Bari Association puja has been the idea of Biswas, who’s also given his personal touch to the Harivallabh stage décor several times.

School students get lessons on information security

Alarmed at the increasing cases of youth inadvertently getting trapped in cyber crime, the Dr BR Ambedkar National Institute of Technology (NIT) has started a series of lectures for schoolchildren on the importance of information security.

The lectures focus on the need to have a responsible behaviour while using web, email and social networking sites. The advice includes a lot many dos and don’ts, such as not sharing passwords, photographs and personal information with anyone, using alpha-numeric passwords, not scribbling these anywhere, using anti-virus softwares, not passing on any bank details to anyone, not allowing strangers to use your computer and not opening any mail received from an unknown account.

The first eight-hour lecture of the series was held this Saturday at Police DAV Public School. The lectures are being organised as a part of the project of the Union Ministry of Communication and IT. The next lecture in the series has been planned at Swami Sant Dass School next Saturday.

Addressing the students, Dr A.L. Sangal, Registrar, NIT, quoted an instance from Jammu and Kashmir where a threat mail had been tracked down to the PC of a student. “One needs to exercise certain restrains while using all gadgets, including mobile phones, computers and Internet, or else one can become prone to be identified as a criminal in the eyes of law,” he warned.

Dr Sangal had another piece of advice, “Never disclose your identity or address to an unknown person on the web or else you can fall in the loop of anti-social elements.” He added, “You are likely to come across scores of lucrative mails giving you attractive offers and prize money, but you should never divulge any personal information or bank details.” — TNS
