Srinagar, October 1 Addressing a press conference here this afternoon, senior PDP leader and former Deputy Chief Minister Muzaffar Hussain Beigh held that the first step after the ordering of the judicial inquiry should be the resignation of Omar Abdullah, Nasir Aslam Wani and Farooq Abdullah. “As long as they are in power, they can manipulate or find means to hush up the case,” Beigh said. The former Deputy Chief Minister was accompanied by PDP president Mehbooba Mufti and senior legislators. “This is a crime most foul,” Beigh commented, adding that “it seems that even ministers, legislators find their place in the government depending upon the amount of money they are able to pay”. The senior PDP leader said his party apprehended foul play in case the three senior NC leaders remained in power. The PDP leader held that there were contradictory statements from Farooq Abdullah, Omar and the NC’s official spokesman since yesterday. Beigh alleged that the deceased had been close to Farooq Abdullah. Sixtyone-year-old Syed Mohammad Yousuf, an NC worker from south Kashmir's Anantnag district, died allegedly in police custody after two fellow party workers had accused him of taking Rs 1.18 crore from them for getting them berths in the Legislative Council. The government had yesterday formally approached the Chief Justice of the state high Court to appoint a sitting judge to probe the incident. Yousuf had allegedly died in custody of the JK police's Crime Branch here on Thursday night, official sources said. The deceased and two other persons - National Conference workers Mohammad Yousuf and Abdul - were picked up by Crime Branch sleuths on Thursday after a complaint that a police officer in the Chief Minister’s security -- Shabir Ahmad — was allegedly involved in taking bribe for favours. The officer has been shifted from Chief Minister’s security and posted as Deputy Superintendent of Police (Headquarters) in Kulgam district of South Kashmir. The police, however, termed his transfer as a routine matter. Meanwhile, in view of the sensitivity of the matter, the District Magistrate, Srinagar, was requested to constitute a board of doctors to carry out the post-mortem under the supervision of an executive magistrate and in the presence of the legal heirs of the deceased. The Principal, Government Medical College, Srinagar, has constituted a board of doctors to carry out a post-mortem on Yousuf’s body. The post-mortem has been videographed and the body has been handed over to the legal heirs for burial. |

Cong wants amendments to Panchayati Raj Act
Sriangar, October 1 Rahul Gandhi, during a visit to the state recently, had suggested that the implementation of the 73rd and 74th amendments were important for making the panchayati raj institutions as well as the local bodies vibrant and powerful. “The stand of the Congress is clear on the issue. Without incorporating the 73rd and 74th amendments into the Panchayati Raj Act, the institution of local self government cannot be strengthened,” Ravinder Sharma, spokesman for
the PCC, told The Tribune. Sharma said before the panchayat elections were announced the
Congress had suggested the inclusion of the amendments into the Panchayati Raj Act. However, the NC is not in favour of extending the two amendments to the state though it has repeatedly announced to give more powers to the
panchayats. Sources in the Congress said it had decided to oppose any move of the government to conduct the elections of the block samitis and the zila parishads without adopting the 73rd amendment. In the Jammu and Kashmir Panchayat Raj Act there is a provision for nomination to the block samitis and the zila parishads but the Congress is against it. |

Rashid not to attend Assembly session
Srinagar, October 1 “I met the Governor yesterday and informed him about the drama enacted in the Assembly on September 28 when the resolution on Afzal Guru was slated for discussion. I have sought his intervention in getting the resolution tabled in the present session,” Rashid told reporters here. He said the Governor assured him that he would communicate to him the possibility of the resolution being taken up for discussion in the session after going into the legalities involved. “I have decided not to attend the session till the Governor informs me about the decision,” he said. — PTI

New timings for govt offices, hospitals
Jammu, October 1 From October 1, all the government schools, hospitals and offices would open at 10 am. “The work hours for schools in the rural areas will be from 10 am to 4 pm, which earlier used to be from 8 am to 2 pm. The schools coming under the Municipal limits will remain open from 9 am to 3 pm,” said GA
Qureshi, Director, School Education, Jammu. He added that these new orders were made mandatory for all schools. Similarly, the timings of the government hospitals, including Government Medical College and Hospital
(GMCH), Jammu, Shri Maharaja Gulab Singh Hospital, the Chest Diseases Hospital, the Psychiatric Diseases Hospital and other district hospitals would also be changed. Now, the OPD would remain open from 10 am to 1 pm. “The patients can get their registration slips from 10 am to 11.30 am and the OPD services will be provided till 1 pm. Earlier, the registration slips were being issued from 8 am to 9.30 am and the OPD services were available till 11 am only,” said a senior official of the
GMCH. Meanwhile, the Divisional Commissioner, Jammu, Pawan Kotwal, has also directed the staff of all the government departments to attend their duties according to the new work timings. “Those found absent from duty would be penalised and strict action would be taken against them, as per the law,” said an official at the Divisional Commissioner’s office. |

Private BEd colleges promoting student absenteeism: Minister
Srinagar, October 1 In a written reply to a question by Congress legislator Ravinder Kumar Sharma, Minister for Higher Education Abdul Gani Malik said in the Legislative Council here yesterday that of the 87 complaints received by the authorities this year, 78 were from the Kashmir valley alone where 65 colleges were functioning. When Sharma sought the minister’s reply regarding the number of complaints about the BEd colleges allowing the students to indulge in unfair means during the examination, Malik said in year 2009, 89 cases were reported, while 78 such cases were reported in year 2010. During the year 2011, 87 cases had been reported so far. “All these cases have been scrutinised and decided by the unfair means committee of the University of Kashmir and accordingly the punishment has been awarded,” Malik said, adding “with regard to the University of Jammu, the authorities concerned have proposed the imposition of a heavy fine on the erring colleges for which the recommendations of a committee constituted for the purpose are under the consideration of the competent authority”. On a question regarding the steps taken by the authorities concerned to deal with the complaints of absenteeism, the minister said measures in form of surprise inspections to control absenteeism among students had already been initiated by the universities. The government had also constituted two high-level committees for identifying all the major aberrations in the functioning of the private B.Ed colleges in the state for undertaking necessary corrective measures, he added. According to the official data, there are 65 private B.Ed colleges in the Valley and 77 in the Jammu region. While the intake capacity of all the private B.Ed colleges in the state is 40,450 candidates, 31,853 students are enrolled. In the Jammu region, against an intake capacity of 21,000 students, only 13,750 students are enrolled in these colleges. |

Jammu, October 1 “There are clear indications that Pakistan has reactivated terror camps to push militants into the state. These camps have all along been operating in Pakistan and the Pakistan-occupied Kashmir (PoK) and the neighbouring country have been bluffing the international community about its war on terror,” said Ashwani Kumar Chrungoo, president of
the Panun Kashmir, at an executive council meeting here today. He also said Pakistan’s growing ties with China had serious political and strategic ramifications for India. “The time has come to strengthen the hands of the nationalist forces in the state and give a clear signal that under no circumstances the sovereignty of the nation will be compromised,” he added. Virender Raina, spokesperson for the organisation, said democratic India did not have a “shared destiny” with a theocratic Pakistan. “The people of India need to keep in mind that despite parleys with Pakistan, the neighbouring nation is in no mood to relent on the Kashmir issue,” he said. “The US has referred to Pakistan as a state supporting terror networks. The Indian government needs to take concrete measures and devise an effective policy with regard to the Kashmir issue,” added Raina. Later, the Panun Kashmir decided to conduct a five-day “Event Panun Kashmir” from December 24 to 28 in Jammu to commemorate the 20th anniversary of the “Margdarshan Resolution”. In this connection, Chrungoo and Raina would conduct awareness tours to Karnataka, Maharashtra and Himachal Pradesh shortly. |

Ignored by kids, they find it tough to come to terms with their plight
Jammu, October 1 With wrinkled faces, inmates here say: “Paisa aata jaata rehta hai, magar maa-baap phir nahi milte (money comes and goes, but they will not get their parents again).” “But who can understand our plight when our own family members have disowned us?” asks Ram Rakhi, an octogenarian and a native of Khour village who has two married daughters in Patiala. Ram Rakhi has been living in the home for aged after the death of her husband for the past one and a half years. “My daughters are well-settled, but they don’t have time for me. They have never visited me here. Once I went to meet them, but they even cheated me of Rs 14,000 (my total savings) and then a neighbour brought me here as I was unable to live alone in the village house. I have lost the battle of life,” says Ram Rakhi with moist eyes. Besides Ram Rakhi, there are a number of people who have been braving odds at the twilight of their lives. Ninetyone-year-old Sai Dass of Sajjadpur village in Marh Block, whose only son had disowned him about seven years ago, has now started living here happily. He said: I had four kanals of agricultural land, but my son told me that he had nothing to feed me. It is a better option to die at some place where no one knows your background than living a pitiful life at your house.” “Till the time I was working, my son had no problem with me. But when I became a burden, he disowned me. The greed of money has made him blind. Maybe one day, he will realise the fact, but by that time I would have left this world,” said Sai Dass, Meanwhile, a few inmates were taken to the Kendriya Vidyalaya, Bantalab, which had organised a special cultural programme for old persons. |

Army organises tour for elderly
Jammu, October 1 The 15-day tour will be covering Mount Abu, Udaipur, Ajmer, and Jaipur. The flag-off was attended by civil administration officials of Kalakote, sarpanches and panches of the tehsil, besides a number of prominent citizens. The tour members will be visiting places of tourist interest and historical importance. They will also get a chance to pay obeisance at the shrine of Ajmer Sharief. The Commander, Budhal Sector, flagged off the tour. In his address, he exhorted tour members to experience the country’s rich diversity and take lessons from other parts of the country to improve quality of life of people living in remote areas.

11 laptops recovered, 2 arrested
Jammu, October 1 The police yesterday said it had arrested the main accused, Mohan Singh alias, Sonu, a resident of Bhagwati Nagar while it was looking out for his two other accomplices. Sources said during the questioning, Mohan reportedly told the police that he would steal laptops and other electronic gadgets from shops at Gandhi Nagar, Jewel and Talab Tillo. However, the police is yet to recover two more stolen laptops as the persons, who have purchased them are outside the state. The police has also been questioning more than six persons in this regard. Mohan added that he would sell off the stolen brand-new laptops for just Rs 10,000 each. The Talab Tillo police is investigating the case, under the supervision of SSP, Jammu, Anand
