MLAs fund projects in unauthorised areas
Jalandhar, September 21 Rather than dissuading the public from buying houses in unauthroised areas or pressing the residents to participate in the camps meant for collection of development charges, such a move on the part of the MLAs rather discourages the public from following the right, legal track. For the same reason, the collection camps held in the city for the purpose in the past two years have been a failure. The legislators have been enjoying getting a stone laid, roping in their party councillors, getting pictures clicked with members of welfare societies, winning the sympathy of residents who have been living in narrow, kutcha lanes for years and consolidating their votebank. While addressing at the gala functions, they do their trick by projecting themselves as their messiah asking the residents to remain aligned to get more works done including getting sewerage laid, streetlights installed and parks developed. There are about 500 illegal colonies in the city. Chief Parliamentary Secretary and BJP MLA Jalandhar North KD Bhandari rather feels proud of the fact that he has spent over Rs 50 crore in 17 wards falling under his area, primarily in unapproved colonies. “This is besides a grant of Rs 1.05 crore that he received through MC in 2009. There are several other projects that are being carried out by other agencies including PUDA, PWD and Punjab Water Supply and Sewage Board”, he mentioned. He said he was getting booklets printed highlighting the civic projects that he has been able to get through in the city through the discretionary funds he managed to get from the Local Bodies department or through the Chief Minister. “Most of my wards, especially number 3, 4 and 39 have too many illegal colonies. People have been living here for 20 to 25 years. The MC cannot use funds from its own budget. It is only through us that the residents have managed to get some reprieve”, he claimed. Interestingly, the MLA has his own house in unapproved part of the Seth Hukum Chand Colony near DAV College here. Asked about it, he said that he had bought the property long back. Much politics is being played by the MLAs while distributing the funds even for illegal colonies. While Bhandari has been a bit generous even for the wards of Congress councillor, the focus of Deputy Speaker and BJP MLA Jalandhar South Bhagat Chunni Lal, former Local Bodies Minister and BJP MLA Jalandhar Central Manoranjan Kalia and Kartarpur SAD MLA Avinash Chander has been only for the wards represented by the councillors of ruling alliance. For the same reason, there have been protests by residents every other day in wards of Congress councillors. Residents of Kot Sadiq were out on city roads demanding relaying of Kala Sanghian road. Bhagat Chunni Lal, whose votebank largely comprises of Kabir followers, has doled out state funds for development in Kabir Nagar and works for Satguru Kabir Community Hall and Sarguru Kabir Mandir falling in the same area. The MLA also claims to have got Rs 30 crore for sewage works in his area. |

Uncovered manholes give open invitation to mishaps
Jalandhar, September 21 When The Tribune team made a quick round of the city, it observed such open manholes at four places - Devi Talab Hospital road, lane in Dhan Mohalla, outside bus stand, near War Memorial, and Domoria ROB. Though no mishap of someone dying after falling in uncovered sewer manholes has been reported in the city in the recent past, yet such open manholes are giving open invitation to mishaps. The uncovered manhole on the Devi Mandir Hospital road has been inundated after rains. Residents and shopkeepers of the area have put a branch of a tree inside the manhole to alert the passersby so that they do not fall into it. Several houses are located near the uncovered manhole located in a narrow lane in Dhan Mohalla. There is every possible risk of kids falling into the open sewer. The uncovered manhole outside bus stand, near War Memorial, is situated on the footpath. Any pedestrian can fall into it accidentally. Danger on roads
official Speak ‘We cover open manholes on priority’
We cover open manholes on a priority basis as soon as we notice any open manhole or receive a complaint. However, sometimes such uncovered manholes do not belong to the MC but to some individuals who get sewer connections from the main sewer line. Some even belong to a telephone company and are known as telephone ducting manholes. Anyone finding uncovered manholes should lodge a complaint at land line number

Poll code to lapse today, development projects worth crores planned
Jalandhar, September 21 Projects to the tune of nearly Rs 40 crore have been put up in the meeting of the Finance and Contracts Committee scheduled for September 23. Since the roads across the city are in a bad shape, majority of the projects being planned are for relaying of roads. It is learnt that councillors of all wards have been asked to list out priorities for various B&R works for a sum of Rs 30 lakh in their respective areas. The 80-point agenda of the meeting lists out six sites where traffic lights and blinkers are being put up. An amount of Rs 7.61 lakh is being spent on timer and battery operated automatic traffic lights at Sutlej Cinema Chowk. A tender to the tune of Rs 5.92 lakh has also been proposed for approval of lights at Ladowali Road T-junction. An amount of Rs 3.87 lakh is being spent on traffic signals on Jalandhar Cantonment Road near Lyallpur Khalsa College crossing. Sanction has also been sought for installing automatic blinkers at New Courts Complex for Rs 1.28 lakh. Blinkers are also to be put up at Gulab Devi Road near Rose Park and Kapurthala Road near Hardev Nagar. The annual maintenance contract of four lifts in the Dr BR Ambedkar MC administrative complex is also likely to be given out in the meeting. Currently, only two of the four elevators are working owing to lack of maintenance. A proposal to re-tender work of renovation of Nehru Garden, following blacklisting of the previous contractor, for an estimated amount of Rs 21 lakh is also likely to be taken up. MC refuses to take over focal points and surgical complex
Despite directions from the state government, Municipal Corporation Jalandhar has decided not to take charge of focal points and leather complex for further maintenance blaming Punjab State Industrial and Export Corporation (PSIEC) for glaring deficiencies in infrastructural facilities. A joint inspection conducted by officials of both the corporations three weeks back revealed that there is no pumping station and treatment plant in the leather complex for disposal of sullage. “Presently sewage water is disposed off by providing overflow into the existing storm water sewage, which is disposed off directly into the Kala Sanghian Drain”. This point is mentioned as a part of the report to be presented in the F&CC meeting scheduled for September 23. It also mentions that the Board of Management of Punjab Effluent Treatment Society for tanneries has claimed that using their Common Effluent Treatment Plant would disturb its working efficiency. The MC has clearly spelt out that it cannot take over the leather complex sewage system unless a pumping station and treatment plant is installed by the PSIEC. |

Jalandhar, September 21 Though many have plunged in to take credit for the newfound glory that the Punjabi film industry currently finds itself in, it is an undeniable fact that if it wasn’t for this brawny lad from Bathinda, people wouldn’t have flocked to watch Punjabi fare on the big screens as they do now. Speaking on the occasion, he said, “While singing is my first love, I always go back to do a film after every album. Cinema is a strong medium and I think there’s no better way to promote Punjabi.” While Harbhajan has been doling out commercial Punjabi entertainers for the past many years, his films are liked because they strike a perfect balance between the commercial and the cultural. Yaara O Dildara is special in many ways because this time he’s going bigger and has also roped in biggies like Kabir Bedi to give the film that special edge. Other cast members include the pretty Tulip Joshi, Jonita Doda and Gulzar Inder Singh Chahal. Excerpts of an interview with the pioneer: Going bigger: A total of 200 prints of the film will be out; 60 in Punjab, seven in Haryana, one in Jammu and 180 overseas. Storyline: It’s about a family based in Ludhiana. It’s a look at three generations of a family and their different views as well as their efforts to stick to each other despite the odds. It is a family film and will bring memories of the joint family culture flooding back to people’s minds. On Kabir: He plays my father in the film and I am happy to say that when I approached him with the script he didn’t think twice. I am glad he is a part of the film. Popularity quotient: It feels good to hear that as many as 1,300 seats of the film have already been booked for the students of the Amritsar Engineering College in a theatre there. I feel happy and humbled to hear about it. Art house cinema in Punjab: Long way to go for that. I don’t think it is possible in the near future. Though I think thoughtful commercial entertainers can also work wonders for the revival of cinema in the state. Cinema scene in the future: Recently Akshay Kumar said he would like to make more Punjabi films. Actors like Jimmy Shergill are already doing good Punjabi films. Punjbai cinema is getting more and more acceptability among Bollywood actors. These are very positive trends and bring a lot of hope for Punjabi cinema and filmmakers. Upcoming projects: My upcoming folk album Satrangi Peengh (part 2). Yaara O Dildara is slated for a September 23 release. |
