Panchkula, September 14 The report in possession of The Tribune revealed that the accused persons had in fact on their own prepared a list of co-sharers of the ‘shamlat’ land in the villages under question in just two days. Existing rules clearly said that any list on co-sharers of a 'shamlat' land needed to be approved by the Deputy Commissioner concerned. The report reads, “It is beyond comprehension as to how within two days, the list of co-sharers was worked out in a short span and in a scuttled mode. This misconduct of both the tehsildar as well as the kanungo raises eyebrows about their being mala fide.” It has been pointed out that “the amount of compensation was distributed during the tenures of Dinesh Singh Yadav, HCS and DR Kairon, HCS, who were the land acquisition officers at that time.” The report further reveals that for creating the co-sharers of the ‘shamlat’ land, officials had not obtained the permission from the Deputy Commissioner. Highlighting how the accused persons had bypassed the Deputy Commissioner’s office, the report reveals that there were direct communications between the office of the Land Acquisition officer, HUDA, with the tehsildar, Kalka, for preparing the list of co-sharers which should have been through the Deputy Commissioner’s office. On April 25, an FIR was registered against former Panchkula land acquisition officers, Dinesh Singh Yadav and DR Kairon. Besides these two, HUDA tehsildar Ghup Singh, Kalka tehsildar Ishwar Chand Vairagi, Kalka kanungo Singh Ram and HUDA naib tehsildar Surinder Kumar were booked under charges of forgery and criminal conspiracy and under various sections of the Prevention of Corruption Act. The names of the villages under question whose 'shamlat' land was sought to be transferred included Manakpur Nanakchand, Manakpur Thakurdass, Dhamala, Rajjipur, Surajpur, Milk and Rampur Seuri. The land in question was acquired for HUDA sectors and the Kaushlya dam. Panchkula Deputy Commissioner Ashima Brar had marked the inquiry into alleged the embezzlement to the then Kalka SDM, Vandana Disodia. After receiving the SDM’s report, Brar had forwarded it to the Haryana Government. |

Rohtak, September 14 However, the authorities concerned seem to be unmindful of the danger lurking over the lives of a large number of students, as despite the matter
being taken up several times, the school has no other option but to operate from the building declared as “dangerous”. Though the building of the school, which is one of the oldest schools, was declared “condemned” a few years ago, the department concerned had neither provided an alternative place nor any work had begun on the construction of the new building as proposed and a move made about a few years ago, claimed sources in the Education Department. There were 2,300 students in the school at present, the sources added. The risk to both the students and the staff had always been there and the chance of the collapse of the building was the maximum in the rainy season, a
teacher said. Except for a few rooms, which were constructed recently, a majority of the rooms of the old building had been rendered useless due to a few cracks leading to broken walls and roofs,
he added. While the warning had been inscribed on the wall of the building urging the students and the staff to maintain a safe distance from it, the classes had to take place nearby and within a few metres away from the danger spot, he said. Promila, principal of the school, said the issue had been taken up with the authorities at various occasions in the recent past and the officials had prepared an estimate for the construction of a new building at this place, adding that she had no idea when the work would begin. “Till the availability of the new building, the school has been functioning from the present spot despite the fact that the building has become unsafe,” she said. |
Teachers’ Eligibility Test
Chandigarh, September 14 Teachers unions and various other bodies are demanding that the candidates be tested on the subject of their specialisation rather than appearing for a general test. Also, various representations have been received from organisations of Scheduled Castes. They are seeking a relaxation of 5 to 10 per cent in the pass marks. Confirming that the criterion for the test has come under fire and teachers’ organisations are holding protests, seeking modifications in the test pattern, Haryana Education Minister Geeta Bhukkal said that their demand was being examined and the case would be taken up with Chief Minister Bhupinder Singh Hooda shortly. “We have received representations in which the physical training teachers have questioned the relevance of testing them for science and mathematics. Also, the languages teachers have raised similar objections. They maintain that instead of testing their knowledge about the subject they will be teaching, the prescribed syllabi suggests that they will have to attempt questions on subjects they have neither studied nor taught for years together,” Bhukkal added. However, sources in the department maintain that there is little they can do to alter the “design” of the eligibility test because it is based on the pattern prescribed by the central authority on education. “This is essentially a skill-and-aptitude test for the candidates aspiring to be teachers which has been conceived at the national level. The Central Board of Secondary Education conducts it at the central level and the states have been given a prescribed pattern to frame the test which has been carried out successfully in Punjab and Rajasthan among other states,” an official said. However, this logic has not satisfied the candidates and organisations supporting them. On the issue of relaxation in pass marks, candidates appearing in the general category insist that the reserved category has already got a relaxation at the entry level. |
Mistaken identity
Karnal, September 14 Senior National Conference leader and Vice-Chairman of J&K Kisan Board, Thakur Rachpal Singh, visited the institute but the NDRI officials mistook him as the Agriculture Minister of Jammu and Kashmir, unmindful of the fact that Ghulam Hassan Mir is the Agriculture Minister there and Javaid Ahmad Dar is Minister of State for Agriculture. Rachpal Singh was taken around the institute and the NDRI Director, Dr AK Srivastav, and other scientists interacted with him as a minister and even gave an official press note mentioning that “Jammu and Kashmir Agriculture Minister Rachpal Singh visited the institute and lauded the efforts being made by the NDRI in improving milk production and productivity in the country”. When pointed out to the officials, the institute maintained that there was no written communication and the information about the visit was communicated telephonically and the error was regretted. The NDRI officials also searched the website of the Jammu and Kashmir Government but did not find the name of Rachpal Singh in the list of ministers and one of the officials even said “we thought that the website might not have been updated recently” but unfortunately it was not true and a mistake was indeed committed. Late in the evening, Nodal Officer, Press and Media, Rameshwar Singh, came out with a corrigendum saying, “I deeply regret the mistake in the designation of Thakur Rachpal Singh, who visited the NDRI yesterday. His correct designation is Vice-Chairman (MOS), Jammu and Kashmir State Advisory Board for Development of Kisans, chaired by the Chief Minister. The programme was coordinated by Haryana State and the dignitary also visited Sulatn Fish Farm, Butana village and grain market at Shahbad Markanda”. |
Sycophancy takes the cake on CM's birthday
Gurgaon, September 14 Brainstorming sessions are in full swing and party think tanks are busy chalking out strategies to impress the powers that be on this occasion. Most of the old-timers are expected to implement the tried and tested techniques of performing rituals like havan and prasad-bhog, followed by the customary seeking of blessings of the 60-plus birthday boy. On the other hand, the newer and more enthusiastic ones are coming up with more innovative ideas. Take, for instance, the novel idea of having a cake made of 65 kg of cow milk (it's the CM's 65th birthday) and offering it as prasad-bhog at the popular Banke-Bihari temple in Vrindavan. This has been combined with distribution of 1,100 kg of laddoos (supposedly of desi ghee). As if this was not enough, the local cadres of the Congress, including DCC (rural) president Jitender Bhardwaj, plan to organise an essay-writing-cum-painting competition at Sohna to mark the Chief Minister's birthday. Students of government as well as private schools are slated to participate in the event and the winners will be presented with attractive cash prizes. The theme of the contest is, obviously, the commendable achievements of Hooda. In the same Press statement, Bhardwaj candidly concedes that the birthday was being kept a low-key affair. |

Ardent Hindi activist booked
Karnal, September 14 Apprehending a breach of peace in case he succeeded in translating his threat into action, the police booked him under Sections 107 and 151 of the CrPC and sent him to jail after he refused to be released on a bail. “I am fighting for a cause and will continue the struggle from the jail for getting an honourable place for Hindi in the state,” he said. A vociferous campaigner for “fully” implementing Hindi as the official language in the state, Anand Kumar was peeved over the denial of due status to the national language in the state and threatened to commit suicide on Hindi Day (September 14) to highlight the issue. Sharma said it was a matter of shame that even after 65 years of Independence, Hindi had not been given the status of the national language in its true sense. Even in Haryana, which was mainly a Hindi-speaking state, the language had been denied the status of the sole language of the state for all official purposes, he added. He said he had written to the Chief Minister, Chief justice of the Punjab and Haryana High Court, Home Minister and other persons concerned for restoring the position of Hindi, but his letters had not even been acknowledged. “With no solution in sight, I am left with no other alternative, but to sacrifice my life for the sake of the national language - Hindi,” he said. |

Chandigarh, September 14 Appearing before Justice Permod Kohli, CBI special public prosecutor said reading in the light of the Constitution, he was compelled to say that the Law Minister acted on his own. He not only acted in breach of the Constitution… he acted in breach of the principle of democratic responsibility and propriety by not preaching the matter either to the Council of Ministers or the Law Minister.” Claiming to have examined 15 more witnesses in the case, he also placed “new material” gathered against her before the Punjab and Haryana High Court. The special public prosecutor also told Justice Kohli’s Bench that the report was completely new and the fresh charge sheet itself made it clear that the premier investigating agency had more evidence. The CBI itself was under the “judicial mandate” to carry out a further investigation. The list of witnesses was also placed before the court. In all, the CBI said there were a total of 81 witnesses. The special prosecutor added the letter written by the Law Secretary on December 7, 2009, was taken as the refusal for the sanction, as the communication stated the Law Minister discussed the matter with the Chief Justice of India; and the CJI observed no action needed to be taken for the present. Analysing the law secretary’s letter to the CBI director, he argued that it was just a communication between the two authorities on consultation between the CJI and the Law Minister. Replying to a query by the Bench, he said it was neither an order of the Law Minister, nor an order of the Government of India. The communication did not shed light on the mode, nature and extent of the discussion between the CJI and Law Minister, whether it was in writing or oral, face-to-face or over the phone, how long it took place, what were the aspects discussed, and what material was shown by the CJI. |
Tejas kidnapping
Panchkula, September 14 Meanwhile, the CBI got the signature samples of the accused Satinder Malik in the court. Sources said that the CBI would match the handwriting with the ransom letters received by the Gaba family. Tejas, who was eight-year-old when he was kidnapped, was waiting for his school bus at Paruthi Chowk on the morning of December 12, 2008. The Panipat police had arrested Satinder Malik, Pradeep Thakur and Ram Kumar, all three with a criminal background with cases related to murders, robberies, kidnapping and even a bomb blast registered against them, on September 2. During initial investigation, the Panipat police and the CBI had learned about the
involvement of Rajesh Kumar as well. |
2 get 7-year jail for bid to kill farmer
Sirsa, September 14 The victim, Jagdish, who lived in a “dhani” near Bijjuwali village, Sirsa, alleged that on April 21, 2008, he had come out of his house to shoo away stray animals from the fields on Monday night. He was standing near a liquor vend, when the accused, Bhup Singh and Sanjay, came in their Indica car and entered into a verbal altercation with Jagdish over some issue. The victim alleged that when he protested to the abusive language used by the accused, Bhup Singh caught hold of him and asked Sanjay to crush him under the car. Jagdish alleged that Sanjay started the car and ran it over him with an intention to
kill him. The victim was admitted to the General Hospital, Dabwali, with grievous injuries. The judge directed that Rs 1.30 lakh recovered as the fine from the convicts would be given to Jagdish to compensate him for the money spent on his skull and leg injuries. |
