Bathinda, August 29
The high-profile Guru Gobind Singh Refinery (GGSR) here is inching towards formal commissioning with test processing of crude oil beginning today.

This is a major component of the refinery that has been put to test.

A top functionary of the refinery said several tests of the plant and equipment were underway to stabilise the nine million tonne refinery.

After initial hiccups, crude oil reached the refinery on August 10 through the 1014-km-long pipeline between the Mundra port in Gujarat and here.

Senior officials of the railways visited the refinery last week to assess the rail linkage with the GGSR that would produce value-added products, including aviation turbine fuel (ATF), coke, food grade hexane, mineral turpentine oil and polypropylene besides LPG, petrol and diesel.

The Rs 19,000-crore refinery is expected to usher economic transformation in the Malwa region of Punjab that had remained backward in industrialisation.

It has been built as a joint venture between the Hindustan Petroleum Corporation LTD (HPCL) and the Mittal Energy Ltd. The refinery would produce clean fuels meeting the Euro IV specifications. It is the single largest investment in Punjab.

According to a study, investments of over Rs 1,200 crore could come up near the refinery.

The coke produced by the refinery could be used by the thermal power plants to generate electricity.

PSEB’s Bathinda book depot cries for care
Megha Mann
Tribune News Service

Bathinda, August 29
The Punjab School Education Board (PSEB) book depot in Civil Lines here is crying for attention.

The building today is in a shambles as not even a penny has been spent on it in the past couple of decades. “The only repair we can remember is the re-plastering of the lower portions of the walls,” said the PSEB employees posted here.

Constructed in 1955, it housed the printing and stationery department serving Patiala and East Punjab States Union (PEPSU). Later in 1977, the PSEB took over this building and even absorbed its employees.

The structure, built over 6,000 sq ft, houses four halls for storing books, two halls for staff members and one room for the manager of the PSEB.

The electric wiring in the building is completely worn off. If disturbed, it is impossible to restore the connection. Old wires have even led to short circuits, which, if not handled immediately, could damage the stock of books and forms housed in the building.

Officials here have sent several representations demanding repairs, but all pleas have fallen on deaf ears. Officials, on one occasion, requested the PSEB that the building should be dismantled and new offices built.

“But we were told that though the PSEB had taken over the building from the printing and stationery department, the land mutations were not transferred. As the building is not in PSEB’s name, no repairs or new construction could be done,” he added.

“When the district administrative complex was built, it was decided to hand over the ground floor to the PSEB, department of canal lining and one more department. However, with Bathinda being declared a police range, offices were allotted to the police department leaving no room for us,” said PSEB employees.

PSEB chairman Dr Dalbir Singh said that the PSEB has requested the state government to either give the board an alternative piece of land to construct a new building or transfer the present land in the name of the PSEB. “The government will decide the issue in the next three to four months,” he said.

NRHM staff beg for alms in protest

Bathinda, August 29
In protest against non-acceptance of their demands, members of the district unit of the National Rural Health Mission (NRHM) Employees Association, Punjab, today sought alms from patients and doctors at the OPD of the local Civil Hospital, at the office of the Civil Surgeon, on the premises of the Civil Hospital and in the vegetable and fruit market here.

Under the banner of the association, the agitation entered its 22nd day throughout the state in support of their demands, including regularisation of services, formulation of service rules and implementation of pay-scales recommended by the Fifth Pay Commission, Punjab.

District president of the association Narinder Kumar said the association today collected Rs 2,489 by begging. He said 15 per cent of the amount collected would now be deposited in the Chief Minister’s Relief Fund as they believed that the state government was exploiting the contractual employees by giving them meagre salaries with which they could not even fulfill basic needs of their families.

Narinder said they would continue their agitation till the state government did not accept and implement their demands. He said over 5,300 employees working under the NRHM throughout the state had been observing the agitation for the past three weeks but the state government had been turning a blind eye towards it even as the health services in rural areas and the work at the block and district levels had been affected adversely.

Nod to gallery at Hussainiwala
Anirudh Gupta

Ferozepur, August 29
The Ministry of Home Affairs (MHA) has sanctioned the mega development plan for the construction of the new visitors’ gallery at the Indo-Pakistan Joint Check Post (JCP) Hussainiwala. An estimated amount of Rs 16.39 crores is likely to be incurred on the project. As per the information, the proposed visitor’s gallery would accommodate around 1800 visitors on the Indian side of the JCP.

Everyday thousands of people from distant places visit the JCP daily to witness the retreatment ceremony. The BSF authorities found it difficult to accommodate huge crowds.

The CPWD, which has been given responsibility to prepare the schematic drawings, has also kept provision for a new dormitory for the BSF jawans, conference room for officials and kiosks for selling souvenirs besides a canteen area to cater to the refreshment needs of the visitors.

The officials said a provision for car parking has also been made as the visitors had to march a long distance to reach the JCP with only those permitted by the BSF authorities were permitted to take their vehicles up to Zero Line.

Earlier, the Union Home Minister had laid the foundation stone for the new visitors’ gallery on October 22, last year. However, the project got delayed as the initial proposal with an estimated cost of Rs 6,22,49000 had to be revised following certain observations raised by Chidambaram. Later, after incorporating those changes, the new estimates were prepared in which the cost escalated to Rs 16,39,07,406 which has now finally been approved.

The officials further said the entire project would take around 21 months for completion.

Rain hits picking of white gold
Raj Sadosh

Abohar, August 29
Even when the weathermen listed 30 per cent chances of rain last week, heavy rain lashed the rich cotton belt spread over Abohar and Sriganganagar district during the last 24 hours bringing picking of cotton to a halt.

The picking had already been delayed due to uncomfortable weather and the traders were expecting to begin the purchase of cotton by September 3. However, it might be delayed further, sources said.

The Metrological Department sources said there are 40 per cent chances of storms and showers till this weekend. The temperature recorded as 37 degree centigrade today may fall to 28 degree by the weekend following showers. The growers, who had got the cotton balls picked, may have to wait to reduce the moisture content before transporting the yield to the markets.

Release of more water from Hussainiwala in the Gang (Bikaner) canal due to floods and heavy rain has caused breaches in some sub-canals in Sriganganagar region. Two kids identified as Rahul (9) and Geeta (8) were drowned while playing around a pond due to flash-flood at village Saharani on Sunday, official sources confirmed.

Five divers have been engaged to trace out the victims, said Subhash Chander, in-charge of the police post at Surewala.

“Teams led by Suratgarh SDM SK Budania and Srikaranpur SDM Kailash Sharma have reached Ridmalsar as some houses have collapsed there in a colony near Ramdev temple,” said Sarpanch Inderaj Poonia. The waterworks has become non-functional there as the entire complex got submerged. A breach in the DD minor (sub-canal) has damaged the cotton crop spread over hundreds of acres.

Agricultural scientist Gormohan Mathur said rain may evoke chances of attack by mealy bug. Mathur advised the cotton growers to visit the fields twice a day and get ready for spraying specified insecticides, if mealy bug or white fly develops.
