After sending a “clotted” DNA sample of a mentally challenged youth, who was allegedly killed by the security forces in a fake encounter in Surankote on August 6, to the Forensic Sciences Laboratory (FSL), Hyderabad, the police said today that it would exhume the victim’s body on August 29 and take a fresh DNA sample. Lakhs offer prayers on Jumat-ul-Vida

Lakhs of devotees offered prayers at the Jamia Masjid, Hazratbal and other shrines and mosques here and elsewhere in the Kashmir valley on the auspicious occasion of Jumat-ul-Vida, the last Friday of Ramzan, today.

The biggest congregation was held at the Jamia Masjid, where Hurriyat Conference leader Mirwaiz Umar Farooq, in his address, dwelt upon the religious importance of the day and the resolution of the Kashmir issue.

The Mirwaiz expressed concern over the human rights violations in view of the report of the State Human Rights Commission (SHRC) about the burial of over 2,100 unidentified persons in 38 unmarked graves across Kashmir over the past two decades. He alleged that the disclosure was a proof of state terrorism and the killing of innocent persons by the security forces.

The Mirwaiz also expressed concern over the alleged continued killings by the security forces, arrests of youths and the restrictions being imposed on religious congregations.

Referring to the Kashmir issue, the Mirwaiz reiterated the Hurriyat Conferece’s four-point programme, which had been put forth as a pre-condition for talks with the Central government. “We are not against any dialogue process,” the Mirwaiz said, adding that the creation of a congenial atmosphere for talks was necessary for finding a solution to the Kashmir issue.

10 hurt in clashes after Friday prayers

The police said attempts were made to disrupt peace with groups of agitating youth throwing stones at the police.

Rates of commodities for Eid fixed in Doda

The District Development Commissioner (DDC), Doda, Farooq Ahmed Khan, has fixed the rates of different commodities to be sold in the district during the Eid-ul-Fitr celebrations so that people are not overcharged.

The rates were fixed during a meeting convened by the DDC at Doda today to review the availability of the essential commodities during the festival period. The new rates are: Meat (safi) Rs 170 per kg, ojri and seri Rs 100 per kg, khrowde Rs 120 per kg; paneer Rs 170 per kg, curd Rs 25 per kg, milk (30°C) Rs 22 per kg, chicken Rs 130 per kg and chicken (live) Rs 90.

During the meeting, the officers concerned were directed to ensure a regular checking of the quality, quantity and rates of the essential commodities. Anybody found violating the orders would be liable to action as per rules. The market checking squads would ensure that the people got these commodities at affordable rates. The DDC also directed the CMO, Doda, and the Executive Officer, Municipal Committee, Doda, to check the adulteration of milk and other commodities.

The DDC has asked the executive engineers of the Power Development Department and the Public Health Engineering Department to ensure an uninterrupted supply of power and water during the festival. Chief Planning Officer, Doda, Dr Yassir Balwan, SP (Headquarters) Arif Rishu, CMO, Doda, Dr Mohammad Iqbal and officers of the CAPD, Municipal Committee, PHE and the PDD were present at the meeting.

Poonch Fake Encounter
Victim’s body to be exhumed for another DNA sample

After sending a “clotted” DNA sample of a mentally challenged youth, who was allegedly killed by the security forces in a fake encounter in Surankote on August 6, to the Forensic Sciences Laboratory (FSL), Hyderabad, the police said today that it would exhume the victim’s body on August 29 and take a fresh DNA sample. It had also sought an explanation from the authorities concerned.

“We have written a letter to the doctors concerned, seeking an explanation,” SSP, Poonch, Ashkoor Wani told The Tribune.

He, however, downplayed the incident, saying the initial DNA sample was taken in a formalin solution, which didn’t preserve the sample beyond 30 hours. “Now, we have decided to exhume the victim’s body on August 29 and collect a fresh DNA sample in a saline solution. Subsequently, the sample will be sent to the FSL, Hyderabad, for DNA profiling with the samples of two other persons, who have staked claim to the youth’s body.” Terming it as clotted, the FSL, Hyderabad, had returned the youth’s sample.

Before the youth’s body was buried, a team of doctors in the presence of a magistrate had collected his DNA sample.

It may be stated here that Mohammed Isaaq of Thannamandi in Rajouri district and Mohammad Din of Jonu village in Udhampur had staked claim to the youth’s body.

“The doctors told us that they normally collected DNA samples in a formalin solution. Further, collecting a DNA sample in a remote district like Poonch is not common. Such cases happen only once in three to four years,” the SSP said.

“The DNA samples of Mohammed Isaaq and Mohammed Din have also been preserved at the FSL, Hyderabad,” he said, adding that a fresh DNA sample of the youth would be sent to Hyderabad.

“There is no pressure on us, whatsoever. As he was mentally challenged and was killed in a fake encounter, we want to do justice. There is no scope of any foul play,” he added.

It may be stated here that initially the youth’s samples were sent to the Forensic Sciences Lab, Chandigarh, which had refused to accept them.

Family welfare organisation chief meets war widows

Madhuri Choudhary, Chairperson, Rising Star Family Welfare Organisation, along with Shireen Waraich, Convener, Tiger FWO, met war widows at War Widows Hostel in Jammu Cantonment here today.

The hostel has been established to provide free dwellings with all amenities.

Those Veer Naris and war widows who wish to get education with a view to becoming self-reliant and get their children educated in Jammu, can stay in the hostel.

A 24-hour helpline has been provided for timely medical help and other assistance. Madhuri appreciated the war widows’ efforts to learn and get vocational training for self-reliance. She presented them various utility items.

Earlier, Lt-Gen AK Choudhary, Corps Commander of Rising Star Corps along with Maj-Gen TPS Waraich, GOC, Tiger Division, met students of the Boys Hostel.

The hostel,which houses 20 students studying in various classes,was started in 2004 under Operation Sadhbavana to provide free education, food and lodging to boys who were orphaned due to terrorism.

Gen Choudhary joined the students in singing a patriotic song and encouraged them to become officers in the defence forces.

Cross-LoC trade to have zero VAT
Governor promulgates ordinance to introduce amendments to VAT Act

Governor NN Vohra has promulgated an ordinance to introduce certain amendments to the Jammu and Kashmir Value Added Tax Act, 2005 and another ordinance to amend the Jammu and Kashmir Fiscal Responsibility and Budget Management Act, 2006.

As the state legislature is not in session, the Governor, on the recommendation of Chief Minister Omar Abdullah, promulgated the two ordinances, which came into force with immediate effect, an official spokesman said.

The Jammu and Kashmir Value Added Tax (Amendment) Ordinance, 2011 would pave the way for the application of zero rate VAT on goods produced and manufactured in Jammu and Kashmir and sold and supplied to the traders across the Line of Control (LoC) via Chakan-da-Bagh in Poonch and Salamabad in Uri tehsil. The cross-LoC traders had been, for the past several months, demanding exemption from VAT on sales and exports to the traders across the LoC.

The promulgation of the Jammu and Kashmir Fiscal Responsibility and Budget Management (Amendment) Ordinance, 2011 would enable the state government to avail several fiscal benefits from the Central government, which included the debt consolidation and relief facility (about Rs 115 crore annually), relief in interest payment on NSSF loans (about Rs 100 crore), waiver of Central loans (about Rs 117 crore) and the release of state specific grants (Rs 350 crore).

Rukhsana elated at meeting Amitabh Bachchan

Rukhsana, who shot to fame last year after killing a militant and injuring another in Rajouri, is cherishing every moment she spent with superstar Amitabh Bachchan and the team of the “Kaun Barega Crorepati” show.

“It was a great honour for me. Amitabh Bachchan invited me to the show and the feeling that I sat next to him is yet to sink in,” she said, sharing her experience with The Tribune over the phone.

Rukhsana said she was getting ready to participate in Anna Hazare’s campaign for the Jan Lokpal Bill. “I will join Anna’s campaign in Delhi. We have to fight corruption collectively,” she said

Amitabh gifted them a wall clock. “The clock will always be special to us. We feel he will be guiding us through it,” Rukhsana’s husband Kabir Khan, a head constable, said.

Rukhsana said Amitabh also promised to help her family in the future as well. “ When he was told that my husband was posted at a place over 100 km away,he assured me to take up the matter with Chief Minister Omar Abdullah.”

It wasn’t easy for her to participate in the show. She had been provided security and her movements were cleared by security agencies. “It took them a month to get security clearance. As I am on the hit list of militants, my movement is restricted,” she said.

At the show, Rukhsana won Rs 40 lakh out of which she donated Rs 20 lakh.She said she would spend the remaining amount on repairing her house and buying a car.

Rukhsana is the first girl from the border belt to appear on the show as a special invitee owing to her bravery for which President Pratibha Patil honoured her last year.

Uncertainty over Gurdwara Parbhandak Committee poll

The election to the Jammu and Kashmir Gurdwara Parbhandak Committee (JKGPC) remains in limbo, with the state government failing to reply to objections to the voter list and the conduct of the election as per old districts.

Even though Financial Commissioner (Revenue) Parmod Jain reviewed the status of the addition, deletion and related work of the electoral rolls last evening, the stay on the conduct of the elections remains.

Two petitioners, Tajinder Singh and Mohan Singh of Ramgarh tehsil in Samba district, had sought a court’s intervention early this month as the poll was being held as per the old districts. Further, there were many non-Sikh voters in the list,which was in Urdu.

Varinderjit Singh, Chairman of the National Sikh Front, who is contesting the election as per the new districts, explained there were 14 districts in the state when the last election was held in 2004. “Now, there are 22 districts and as the panchayat elections were conducted as per the new districts, the election to the JKGPC should also be conducted similarly,” he said.

As per the JKGPC Act, the election would be held in each district for choosing 11 members each. These members were chosen by the District Committees, which elected 15 members for the J&K Gurdwara Parbhandak Board.

The objective was to manage the affairs of the gurdwaras and the welfare of the Sikh population. The petitioners argued that under the Act, the District Magistrate was the authority to handle any dispute in the management. The new districts had their own District Magistrates and the DM of the old district would have no authority to intervene.

Further, it was argued that as the new districts were carved out for better service to the public and the management, the government had provided the same relief to the Sikh population.

Sources revealed the Financial Commissioner had asked the officials to file the reply to the petition at the earliest so that the dates of the election could be notified.

Pak troops target forward posts in Poonch

In a major ceasefire violation, Pakistan troops targeted forward posts along the Line of Control (LoC) in the Mendhar sector of Poonch district last evening.

Official sources said the Pakistan troops opened fire from at least four posts opposite Nangi Tekri in the KG sector of Mendhar around 6 p.m yesterday.

The Indian troops also returned the fire and caused extensive damage to at least two Pakistan bunkers, the sources added.

An Army spokesperson told The Tribune that the exchange of fire lasted for nearly an hour.

“The Pakistan troops fired rocket-propelled grenades (RPGs) and used machineguns at around 6 pm yesterday. We also responded appropriately,” he said.

No casualty or injury was reported on the Indian side.

This was the sixth ceasefire violation by Pakistan in the past 11 days.

“This morning, we lodged a strong protest with them via the hotline, reminding them of the ceasefire,” said the spokesperson.

In reply to a question, the spokesperson said the Army did not notice any movement of ultras on the other side during the exchange of fire.

“Normally, they resort to such tactics in a bid to push in militants , but yesterday, we did not notice any such movement,” said the spokesperson.

Legal awareness camp at university campus in Bhadarwah

The District Legal Services Authority, Doda today organised a legal awareness camp on the Jammu University Campus, Bhadarwah, today in which more than 200 students from the campus and Government Degree College, Bhadarwah, participated.

Subash Khajuria, Head of English Department, Jammu University Campus, Bhadarwah, and Dr Mohammad Iqbal Zargar, Principal, Degree College, Bhadarwah, and Arif Haleem Khatib, External Relation Officer, Jammu University Campus, Bhadarwah, were present.

Chairman of the District Legal Services Authority SK Bhagat highlighted various provisions of maintenance, including under Section 488 of the CrPC and the provisions with regard to interim maintenance and various provisions of the Hindu Marriage Act, Hindu Adoption and Maintenance Act with reference to the special rights of the deserted women and children.

The meeting also deliberated upon the J&K Protection of Women from Domestic Violence Act 2010, besides divorce among the Muslims was also discussed with reference to the latest court judgement. The Preconception and Prenatal Sex Determination Regulation Act 2002 and rural employment of 100 days with regard to the Mahatma Gandhi National Rural Employment Guarantee Act 2005 was also discussed. — TNS

Missing Boy Case
Three minor eyewitnesses identified

Jammu, August 26
The Samba police has identified three eyewitnesses in the Shubam Sharma case. Shubam was allegedly killed by his mother, Veena Devi, her paramour and another person in Vijaypur on March 30.

The statements of the three eyewitnesses would be recorded on August 29 or 30 before a magistrate in Samba. Police sources said the children, aged 9, 12, and 16, witnessed the crime. “They have narrated everything to us and now their statements will be recorded under Section 164 before a magistrate on August 29 or 30,” a senior police officer told The Tribune.

As far as investigations were concerned, Veena Devi, her paramour, Darshan Kumar, and another person were being questioned. The police was about to solve the case, he added.

It may be stated here that Shubam, 9, son of late Kaka Ram Sharma of Vijaypur, was allegedly drugged and killed on March 30. His father had left a sizeable property in his name, which his mother had allegedly sold to an influential man of the area. — TNS

Shia Federation observes Quds Day

The Shia Federation, Jammu, along with the Ladakh Muslim Students Association, Jammu, took out a protest rally here today to observe Quds Day.

According to the leaders of the Shia Federation, the Quds Day is observed on the last Friday of Ramzan to oppose the oppressive policies of Israel. “Seeing the danger of Israel to the lives of Palestinians and the unconditional support of the US to the crimes committed by Israel, Imam Khomeini, a great Muslim leader, had declared the last Friday of Ramzan as Quds Day or Day of Palestine,” a Shia Federation leader said, and added that, “Imam Khomeini believed that oppression of any kind against anyone, irrespective of religion and nationality should be condemned and stopped.”

“Our nation has been oppressed by Britishers for about 200 years. We understand the pain and sufferings of others. So, on this day, let us support every innocent oppressed human in the world,” he said while addressing the gathering.

BJP sees conspiracy in new marriage registration rules

Smelling a conspiracy in the newly drafted proposed Hindu Marriage Registration Rules, the state unit of the BJP today said the proposed rules were framed only to harass a particular section of society.

Addressing a press conference here, spokesman of state BJP Ramesh Arora cautioned that the people of the state would have to face harassment, as the government had drafted another controversial Bill to discriminate against the people on the basis of religion as according to the proposed Bill, the registration of marriages had become compulsory.

“Every marriage will be registered under the purposed Rule 5 of the registration, as per the proposed Bill,” he pointed out adding, “Muslims and Christians are exempt as no rules have been framed for them.”

He further added that the power of registration was given to tehsildars and naib-tehsildars, whose offices were already known as hubs of corruption.

“If a Hindu from Bani in Kathua district marries in Paddar in Kishtwar district, he has to approach the local tehsildar,who can also refuse the registration,” Arora said.

He said the legislative power was used with a negative approach in the state.He added that the minorities’ benefits were extended to the majority community without any justification and explanation.

He appealed to the legislators to put pressure on the government to desist from the irresponsible approach.

Terming the present regime as one of the corrupt in the country, he said, “There is complete lawlessness in this state. Ruling elites are more concerned about centralising the power than decentralising it at the grass-roots level.”

“Under the garb of special status, the successive state governments did not allow any law to be enacted in the state,” he observed.

Govt trying to weaken panchayats, says Mehbooba

Srinagar, August 26
Expressing concern over the delay in making panchayats functional, the PDP today criticised the state government for its attempts to subvert the Panchayati Raj system.

In a statement issued here, PDP president Mehbooba Mufti said though more than three months had passed since the panchayats elections were held, the government was delaying the formal constitution of the panchayats and the issue of appropriate notifications for making them functional. She said a chaotic situation had been created in the rural areas as a result of the government’s inability to give powers and facilities to the panchayat members.

Mehbooba said even as the present Panchayat Act provided a lot of power, authority and remuneration to the panchayat members, the Act had not been implemented so far. She cautioned against any attempt at weakening the panchayats.

Calling for appropriate amendments to the law to further empower the panchayats, Mehbooba reiterated the party’s stand that the Panchayati Raj system would have to be implemented up to the district level. She said the village institutions should be upgraded and the facilities must be transferred to the panchayats. — TNS

The Congress Seva Dal today paid rich tributes to its founder, Dr NS Hardikar, on his death anniversary.

The function was organised by Vipan Nischal, chief organiser of the Congress Seva dal, Jammu (urban), in which a large number of workers were present.

Speaking on the occasion, Nischal said the Seva Dal was formed in 1923, by Dr Hardikar under the guidance of Mahatma Gandhi to serve the people.

During the function, speakers highlighted policies announced by the Union Health Minister Ghulam Nabi Azad. They called upon the poor to take benefits of such policies, which were aimed at giving relief to them.

Others who addressed the function included JK Koul, Krishal Lal, Babli Gupta, Davinder Kumar, Sahil Gupta, Vaibhav Gupta, Lucky Gupta, Abhimanyu Sharma, Amit Salotra, Suresh Kumar and Inderpreet Kaur.

Three held, Rs 5 lakh fake currency recovered

A Special Operations Group (SOG) today arrested three persons and recovered fake currency worth Rs 5 lakh from their possession.

The three arrested persons have been identified as Habibullah, a resident of Malda in West Bengal, Ghulam Mohammed Sufi and Abdul Rashid War, both residents of Haihama in Kupwara district.

Giving details, SP, SOG, Pawan Parihar said the counterfeit currency to the tune of Rs 5 lakh in the denomination of Rs 1,000 and Rs 500 notes had been recovered from the three arrested persons at the Jhajjar Kotli check post today.

“After receiving Habibullah at the General Bus Stand here, the three had left Jammu in a black Scorpio bearing registration number JK09/6302 and the SOG sleuths had followed them,” said Parihar.

“We alerted the Jhajjar Kotli check post on the Kashmir highway where all the three persons were nabbed,” said the SP.

During preliminary questioning, Habibullah disclosed that he had handed over the counterfeit currency to Ghulam Mohammed Sufi and Abdul Rashid War, twice before.

He had also disclosed that the counterfeit currency originated from Pakistan and after travelling all the way to Bangladesh, the money was pumped into India from West Bengal, he said.

Now, we are seeing whether the trio had been involved in any Hawala racket and had any connections with militants in the state, added the SP.

Genuine currency worth Rs 35,000 and four mobile phones were also recovered from them.

Areas in old city go without electricity

Jammu, August 26
Residents of old Jammu city, particularly Pacci Dhakki, Jullaka Mohalla and Mubarak Mandi, had to face a tough time last night following a landslide at the Circular Road that snapped the power supply to the area.

Official sources said in the incident, a main feeder at Jullaka Mohalla developed a technical snag that disrupted the power supply.

Left to fend for themselves, the residents held a protest.

“Though the landslide might have added to the problem, but Pacci Dhakki and Jullaka Mohalla have been without electricity for the past two days,” said a resident. — TNS
