Kumaon assesses losses due to rain
Nainital, August 21 In Almora, District Magistrate DS Garbyal carried out an on-the-spot inspection of the Mazhgaon area of Tadikhet block to take stock of the damage being done by the Gagaas river. He has ordered the officials of the Irrigation Department to prepare a proposal for checking the land erosion by the river and has announced that a geological survey of the area would be carried out soon. Garbyal has ordered the officials to divert the flow of the river and to instantly repair the main roads leading to the villages which are being used to transport essentials. At the same time he has ordered for the relocation of the affected people in the schools and panchayat ghars of the area. He also visited the other parts of Ranikhet tehsil and ordered immediate repairs of roads besides opening of the Maasi-Jalali road. Garbyal also inspected the school building in Kotli village the roof of which has been damaged. When told of the absence of the teachers for most of the time, he has ordered a probe into the matter and has called for stopping the payment of their salaries. Till now four persons have died in Almora in rain-related incidents while 46 head of cattle have perished. As many as 460 residential structures have been damaged completely or partially. In Nainital district, District Magistrate Shailesh Bagauli travelled extensively in the rural areas around Haldwani to take stock of the damage done by the rains. He visited the Amritpur-Pasauli hanging bridge that was devastated thus causing extreme hardship to the people of the region and also saw the devastated Amriptpur-Banana-Babiyad road. He has ordered that a detailed project report (DPR) for repairs be presented to his office at the earliest following a geological survey of the area. A survey for the construction of an alternative route via Dahra-Purani Haat has also been ordered. Because of the devastation of the bridge a large number of villages, including Pasauli, Ganja and Basuli, have been cut off from Haldwani. Bagauli has ordered that stocks of edible items that can last for at least two months be sent to these villages. He has also appealed to the people of the region not to attempt crossing the Gaula river with the help of ropes near the damaged bridge. However, several areas in the remote parts of the hill districts in the region continue to face a shortage of essentials. Many villages continue to grope in the dark on account of there being no power. With the water schemes damaged at several places people are also facing the shortage of water in several villages. |

Water level rises in Tehri Dam
Mussoorie, August 21 Due to a lackadaisical approach of the Tehri Dam authorities, many villages were inundated last year also due to a rise in the water level of the dam. This year, all link roads have damaged and standing crops submerged, but the administration and the dam authorities are yet to take any precautionary measure to provide relief to villagers. Panchayat members of the dam-affected region Prem Dutt and Shakumbar Singh said they had been demanding the rehabilitation of the affected villages since last year, but nothing had been done so far. They said the rehabilitation cell and the administration should begin the process on a priority basis to avoid any untoward incident in the future. Dutt said a ropeway that was constructed by the Bhagirathi Vikas Pradhikaran at Tipri-Madan Negi was lying closed for the past six months, thus creating commuting problems for the villagers on both sides of the lake, especially during the monsoon. He further said the GMVN, which managed the ropeway, had also not started it even after the release of the required managing cost by the Tehri Dam authorities. Shakumbar Singh said many houses in villages adjacent to the Tehri lake were subsiding, but the administration had turned a blind eye to their problem. Administrative officials said a collateral policy had been made to deal with a rise or decrease in the water level of the dam. They further said the funds required for the management of the ropeway had been been released to the GMVN and it would start functioning soon. NO relief

CPM to finalise candidates for Assembly elections soon
Dehradun, August 21 The party also decided to finalise the contenders for the Assembly elections at various level in the state. Intensifying its campaign against corruption, party representatives will demonstrate before Parliament on September 2 along with other Left parties. State secretary Vijay Rawat said the present state government was found to be the most corrupt government among all. The party decided that it should not be leader-based, but the effective policy-based struggle, which the Left, regional patriotic parties and influential people should collectively wage against corruption, bad governance and despotism in the state. The members also discussed the preparations to be done for the state-level convention of the party to be held in New Tehri in December. They decided to have such conventions in all districts in September, October and November. The secretaries held discussions about the report sent to the Chief Election Commissioner and decided to fight election on one or two seats in each district for the Assembly elections. They condemned the attacks on activists of Left parties in West Bengal after the Assembly elections. Rawat said the CPM was active in denouncing such attacks in West Bengal. Taking their protest forward, they said they would hold a massive demonstration in Delhi and capital cities of the states along with Dehradun on August 25. The party denounced the imprisonment of Anna Hazare, calling it an attack on secular rights of people of the country. They welcomed the impeachment of Calcutta High Court Judge Soumitra Sen in the Rajya Sabha. |

Four New Districts
Pithoragarh, August 21 The CM had announced the creation of the four new districts, Yamunotri and Kotdwar in the Garhwal region and Ranikhet and Didihat in the Kumaon region, during his Independence Day address. Addressing mediapersons here today, Chufal said after the notification, the process of the demarcation of these districts would start. “As the people of Berinag subdivision have expressed their will to be a part of Didihat , they will be included in it. However, residents of Deval Thal are not willing to be a part of Didihat. The decision about their inclusion will be taken only after consulting them,” Chufal added. Meanwhile, residents of Deval Thal blocked the Pithoragarh-Thal highway for four hours in protest against their “forced” inclusion in Didihat. “For 46 villages of the Deval Thal area, the district headquarters at Pithoragarh are nearer than that of Didihat. Therefore, we want that Deval Thal be elevated to the status of a subdivision and later be declared as a part of Pithoragarh district,” said Jagdish Kumar, an organiser of
the protest. The fight over the district headquarters of Didihat has also begun with the announcement of making it a new district. The Prince of the erstwhile princely state of Askot has offered his palace for the setting up of the temporary headquarters of Didihat district on a condition that the permanent headquarters be made at Askot. “The region of Askot is in the centre of the proposed district. More than 100 acres of abandoned government land is available to construct the permanent headquarters,” said Kunwar Bhanuraj Pal, Prince of the erstwhile princely state of Askot. |

Dehradun, August 21 After the announcement by CM Ramesh Pokhriyal Nishank for the creation of four new districts, Yamunotri, Didihaat, Kotdwar and Ranikhet on the Independence Day, the demand for the formation of new districts like Purola, Kashipur, Roorkee, and a host of other areas grew leading to a widespread agitation in these pockets. In some areas, the agitation is also turning violent with agitated people pelting the police with stones and vandalising offices. In the Mori area of Uttarkashi district, enraged people vandalised the office of the SJVN, a hydropower company, yesterday, the police said. Agitated people, under the banner of the Sava Daliya Sangarsh Samiti, demonstrated at various places demanding the creation of Kashipur as a separate district. A spokesperson for the samiti alleged that the state had ignored the 50-year-old demand or the creation of Kashipur district.

Dehradun, August 21 The winner was RK Tripathi, followed by Amit Narayan and Deepa on the second and third position, respectively. On the second day an essay-writing competition and painting competition were held at Doon Valley School. Kirti Thapa from Varni Jain Balika Inter-College stood first in the senior category of the essay-writing competition while Umesh Sharma from Government Boys’ College, Kishanpur, stood second and Varsha Rawat from Rajiv Gandhi Navodaya School, Noonkheda, won the third position. In the junior category, Pryinka Dhyani from Rajiv Gandhi Navodaya School, Noonkheda, grabbed the first position while Sonakshi Sharma, from Rajkiya Balika Inter-College, Rampyari, Khudbada, was declared the first runner-up. Neha Dhobal from Rajiv Gandhi Navodaya School was the second runner-up. Ritika Thapa from Sai Grace Public School was the winner of the painting competition while Bhawna from Rajkiya Balika Inter-College, Rajpur, and Jyoti Chauhan from Rajkiya Balika Inter-College, Kaulagarh, were the first and the second runner-up, respectively. The prizes were distributed by Dehradun Mayor Vinod Chamoli on the last day of the celebrations. Addressing the participants, Chamoli asked everyone to use solar equipment. Both private and government operators did a large number of on-the-spot bookings for the tourists. The pavilion through posters, depicted various destinations of Uttarakhand, linked to wellness, adventure, rural and eco-tourism. Minister attends Iftaar party
Haridwar, August 21 Harish Rawat was speaking at an evening Roja Iftaar programme held in Jwalapur in which both Hindu and Muslim saints participated. With the Central Government embroiled in the Jan Lok Pall Bill issue, the minister refused to speak on any political issue, saying that he had taken time from the monsoon session to be with the people of his constituency in this festive season only. Maha Mandaleshwar Swami Hari Chetanand Saraswati pointed out that Mah-e-Ramzan fostered the communal harmony and such programmes like Roja Iftaar brought various sections of society on one platform. While shedding light on the fast observed during Ramzan, Maulana Mohammed Arif remarked that just being hungry was not the real purpose of Roja, but it’s a medium of praying to Allah to bless the devotees. He said before starting the march they would also present a memorandum to the Uttarakhand Chief Minister, Ramesh Pokhriyal Nishank. Addressing the media, RP Singh said their main concern was to keep the Reservation Act out of the jurisdiction of courts. Other than this, they wanted the government implement the Act in the defence sector, judiciary and other departments. Ice-Skating Carnival on August 29
Dehradun, August 21 The president of the Winter Games Federation of India, Brig SS Patwal, said: “Since the rink is the first of its kind in the entire South Asia, tourists, who love ice-skating, will be able to enjoy this sport there. Besides, we are going to put pictures, news and videos relating to the event on our website. This will bring this city and the venue to the limelight. This will certainly be a big step to boost adventure tourism in the state.” Patwal said in the summer season when tourists want to see and feel ice, the skating rink would prove to be a big attraction. Besides, there would be trainers at the rink to train budding skaters. Nodal officer for the event and Joint Director, UTDB, AK Singh said: “The event will certainly attract the attention of domestic tourists as well as international tourists”. During the carnival, colourful tableaux will be presented by the students who are undergoing training at the rink. “We are working on some very interesting themes and songs showcasing the culture of the state. It will be something on the lines of the tableaux presented on Independence Day in New Dehli,” he said, adding that the department concerned was making efforts to ensure that tourists did not face any accommodation problem in the city during

Camp receives good response
Dehradun, August 21 For the first week batch only, 200 children from different schools of the state capital have registered. Forty students are from Maharana Pratap Sports College and the remaining are from six schools of the state capital, said coach Arvind Gupta. “We have received a great response from students. We are initially starting off with a few schools for the first week batch and later on more students will be registered,” Gupta, who is also looking after the registration of the players, said. A total of six coaches, including Gupta, are teaching the basics of the sport to the budding skaters. Certain coaches have come from Ladakh. “Such is the response to the camp that we are now left with only five batches of 40 candidates each (11 am to 1pm) for the certificate course, which is for five days each. There is no fee for the certificate course,” he added. The training course includes training in speed skating, figure skating for all while for ice-hockey training only advanced skaters are registered. The players selected during the training camp will take part in the ice-skating carnival, which is scheduled to be held on August 29. The Governor and the Chief Minister of the state will inaugurate this mega carnival. The main attraction of carnival is a fancy dress show in which the winners will get cash awards. |

Demand to set up district HQ at Lansdowne
Dehradun, August 21 Addressing a gathering, Pratap said Uttarakhand had been carved out from Uttar Pradesh after a long struggle and sacrifices by state agitators. “Although the state BJP government claims that it is championing the cause of backward areas, it is unfortunate that it is developing the already developed areas in run-up to the assembly elections in the state”, he pointed out. Describing the declaration of four new districts as purely "an election stunt", Pratap pressurised the government to set up the district headquarters of Kotdwar at Lansdowne and of Yamunotri at Purola. He also declared that the Lansdowne District Creation Committee would hold a chakka jam and bandh on August 23 to press the state government for fulfilling its most genuine demand.
