Land Row: Deal eludes Gt Noida

While the farmers' agitation at Noida has been subdued by the Noida Authority in a majority of villages by giving written assurances about solving the problems in the next three months, at Greater Noida, farmers are still agitating and no settlement was reached till late evening today.

The chief executive officer of the Greater Noida Industrial Development Authority (GNIDA) Rama Raman today visited Itheda village in the Noida Extension area. Here too, like other villages, the farmers and the Authority agreed on all issues, except a hike in the compensation.

The farmers told the CEO that if the Authority could not hike the compensation, it should give them more developed land. The CEO has asked the farmers to form committees to negotiate on their behalf.

Meanwhile, the agitation has reached the proposed airport site in Jewar.

The government has reserved 10,000 hectares in several villages of Jevar tehsil, informing the farmers that their land will be acquired for the aviation hub.

"In the name of the airport project, the authorities have expanded the area of the reserved land by four times. We're sure that bulk of this land will be sold to private builders for residential complexes and hotels," said Raj Kumar of Sabota village in Jevar tehsil.

The farmers are encouraged by the Supreme Court and Allahabad High Court orders last month, directing the government to return the acquired land to the farmers of Shahberi and Patwari villages.

At Noida, the farmers whose lands were acquired between 1976 and 1997 are agitating for 5 per cent developed plots. However, the Authority and legal experts have termed their demand unjust and unsustainable in the court of law.

These farmers from 11 villages today held a panchayat at Atta village and decided to hold a demonstration and a march.

The 5 per cent developed land scheme was introduced in 1997, and for all acquisitions since then, the farmers have been given developed lands. However, there are some villages where the farmers are yet to receive the plots, but the Authority has promised to allot them the plots soon.

But now, the farmers whose lands were acquired before 1997 have started demanding the benefit of the scheme.

Baba arrested for raping 18-yr-old
He exploited jobless tribal girls

The West District police yesterday arrested Baba Wam Dev Ram (26) for raping an 18-year-old girl. Baba Wam was also involved in a kidnapping case in Jharkhand in 2006 besides being involved in a gangrape case in Rani Bagh.

The 18-year-old victim, Kavita (name changed) had reported to the police on June 4 that she is a resident of DDA market in Shakurpur and had come to Delhi in search of a job in May 2006. She told the police that she was repeatedly raped by one man when she was working in Amritsar. In April this year, one Shalami Didi had brought her to A-189 Sudershan Park where she disclosed the incident of rape which happened in Amritsar.

Shalami then called Baba Wam to discuss this case. After listening to the victim's story, he assured her that he would come back to alleviate her suffering.

On May 6 around 8 pm, Baba Wam came to the house when Shalami was not present. He called the girl into a room and raped her. He also threatened her not to disclose the incident to anyone.

The victim immediately complained to the police. An FIR was, consequently, lodged at the Moti Nagar police station.

On August 2, the police received information that Baba Wam would come near Red Quarters, Punjabi Bagh. The police apprehended the accused around 11 pm.

"During the interrogation, the accused revealed that he is a native of Jharkhand. He became famous there as he could read religious texts. He became popular with the people in Ranchi and was known by the name of Baba. He came in contact with some people of Jharkhand, who run a placement agency in Delhi and bring unemployed girls from the state. He came to Delhi six-seven years ago and started an NGO named 'BB Tribal Welfare Society' in Rani Bagh. He also counselled tribal girls, who came to him for help, but instead he exploited them," said V Renganathan, Additional Commissioner of Police, West District.

CM mum on CAG report

Chief Minister Sheila Dikshit today declined to comment on the CAG report that has alleged financial irregularities in the Commonwealth Games preparations. Expressing unawareness about the report, the Chief Minister said it had not been tabled in Parliament so far.

However, when reporters insisted her to comment, she said, "Let the report be tabled in Parliament, I will talk about it."

The CAG report, which was leaked yesterday, has faulted the Prime Minister's Office for letting Suresh Kalmadi run the Commonwealth Games organising committee. The report deals with each project of the government and explains how they were delayed. It also points out the reason for escalation in the costs.

Delhi chief secretary PK Tripathi also refuted the allegations that the Chief Minister favoured a particular firm for the streetlight project.

"It is totally wrong. She never favoured any company as reported by the media, quoting the CAG report," he said.

There is a procedure to award contracts and the government had followed it while awarding the contracts for the purchase of plotted plants and streetlights, he said.

However, he did not rule out any wrongdoings by Spaceage, the firm which got part of the contract for the installation of streetlights across the city. He said Spaceage was considered for the contract following a directive from the Delhi High Court.

However, sources claim Spaceage was given the contract because of political connections.

An extra sum of Rs 100 crore was spent by the government and the civic agencies in the streetlight project and Rs 31 crore on the plants, the CAG report has said.

Fake licence: One more pilot arrested

The crime branch yesterday arrested Patel Jigesh Ghanshyam Bhai (24) for submitting forged documents to the Directorate General of Civil Aviation to receive a commercial pilot licence (CPL).

In 2008, Bhai had paid Rs 2 lakh to Eknath Patil, a tout in Ahmedabad, for making a fake marksheet of the pilot license examinations to obtain a CPL in September 2008. Patil had also prepared forged documents which showed the completion of Bhai's remaining flying-hours from Alchemist Aviation Limited in Jamshedpur.

On May 10, 2011, DC Sharma, director (training and licensing) of the civil aviation department had complained to the crime branch about the submission of forged documents from Bhai and two other persons - Saurabh P Lokhande and Rohit Kapoor. They all had applied for the CPL.

During the interrogation, Bhai said he had joined Alchemist Aviation Limited where he had completed about 170 hours of flying in 2007.

In April 2007, he gave the pilot license examinations, in which he appeared for three papers - aviation meteorology, general and specific, but could not pass in any of them. He, subsequently, made two more attempts in July 2007 and August 2008.

Bhai contacted Patil for assistance because his flying time was falling short of 20-30 hours and he was unable to pass the examination.

On April 4, 2011, Patil was arrested. He is presently on bail. Lokhande and Kapoor have been arrested and are also on bail.

6 held for AIIMS admission racket

The Central Bureau of Investigation (CBI) yesterday arrested six persons, including the kingpin, on the charge of manipulating the entrance exam results of the All India Institute of Medical Sciences (AIIMS), said an agency officer.

The CBI registered four cases for rigging the results of the postgraduate entrance exam, he said.

In January 2010, answer sheets of seven candidates were changed and they succeeded in getting admissions int he medical institutes, the officer said.

Student polls Parties falling short of topics

Now that the admission season at Delhi University has ended and the classes have begun, the next big event on the calendar is the students' elections. Student parties are already strengthening their agenda points and the administration on the other hand is busy making sure that none of the Lyngdoh committee guidelines is violated.

The university today declared the new election commissioner officer. Prof I Usha Rai from the department of botany has been appointed the new ECO by the vice-chancellor.

The vice-chancellor has also appointed principals of colleges and heads of institutions affiliated with Delhi University as election officers for the upcoming elections.

Last year, all the student parities had focused on the problems due to Commonwealth Games. Another hot topic at that time was the implementation of the semester system in just 13 science courses at the undergraduate level. This time around, the parties will be falling short of topics.

What's more, the election scenario is expected to be much stricter in sync with the Lyngdoh committee guidelines. Last time as well, the university cancelled nominations of many candidates as they did not fulfil the conditions. No leniency is expected this time as well.

Some parties have already come under the scanner for putting up loud posters and billboards welcoming the freshers. The parties tried to make themselves visible and at a much higher cost.

No student party is allowed to campaign before the time begins and the university is very strict about it. The schedule of the upcoming elections is expected to come out this week.

FBI, Delhi police discuss security plans

A 13-member team of the Federal Bureau of Investigation (FBI), America's internal investigation agency, today met the top brass of the Delhi police, including the city police commissioner BK Gupta, at the police headquarters.

The two sides exchanged views on tackling terror and future challenges before the police forces of two countries.

According to information, only special commissioners and joint commissioners of the Delhi police led by commissioner Gupta were part of the discussion that lasted for more than two hours. "Both the sides exchanged ideas related to policing and new measures required to tackle terror attacks in the metropolitan cities. We gave a presentation before the visiting team during which the force explained its modernisation programme as well as the new measures taken to tackle the crime in Delhi," said a senior Delhi police official, who was part of deliberations.

According to information, the FBI team visited the National Security Guards (NSG) headquarters at Manesar (Haryana) yesterday and held similar discussions with its top brass.

After an unarmed traffic head constable was fired upon by a criminal yesterday, joint commissioner (traffic) Satyendra Garg today said the Delhi police could consider arming the traffic officials with small arms.

Head constable Mahesh Kumar was shot at by a criminal when he tried to stop them after jumping red light.

"If the need arises, the force may think of arming constables and head constables in the traffic wing with small firearms. But we have to look at the availability and functional requirement," said Garg while talking to the media in the backdrop of incident reported from the Raja Garden area.

He has been recommended for out of turn promotion.

According to information, last evening when Mahesh, deployed in a chase and challan squad of the Delhi police, stopped two bikers, who jumped traffic signal, and asked for vehicle documents. "When he asked for documents, he was offered Rs 200 for allowing them to get away on the plea of being in a hurry. But Kumar persisted with the checking when pillion driver pulled out a pistol and fired upon him, missing narrowly. In the commotion, one of the accused managed to run away but Kumar managed to nab Sunil," said Garg. Sunil is wanted in 10 criminal cases.

Mahesh was recruited in the Delhi police in 1991 and was promoted to the rank of head constable in 2006. He has been working in the traffic police on the chase and challan squad for the last one year.

Ex-merchant navy official held for duping students

A 28-year-old former merchant navy official was arrested by the Delhi police from Ranchi on charges of duping 70 students of a coaching institute by promising them admission in premier merchant navy institutes of Kolkata and Mumbai.

Vikas Kumar was apprehended from his in-laws' house in Ranchi following investigations into a complaint filed by a south Delhi-based institute.

"Vinod Rana, director of IPMT, IPSR & IPSR Maritime, provides coaching to students for joining merchant navy. On July 21, Rana reported that Kumar had vanished with Rs 1.05 crore," said a police official. When students reached the institute, he was nowhere to be found and even his mobile was switched off.

During interrogation, he told the police that he had worked as deck officer in merchant navy and since he had sustained back injuries and was declared medically unfit for sea duties, he left the job.

Sarojini Nagar parking lot awaits clearances

The multi-level parking lot at Sarojini Nagar Market, which was supposed to open last month, is still waiting to be inaugurated. The parking space, built at an approximate cost of Rs 80 crore, is waiting for approvals from various departments, said New Delhi Municipal Council (NDMC) officials.

It is yet to get a go-ahead from the fire department and the Delhi Urban Arts Commission (DUAC).

"The process is on and the approvals are expected to come soon," said a senior NDMC official.

However, according to sources, the installation of fire safety equipment was done at the last moment, which delayed the clearances.

Twenty five per cent of the parking lot area will be used to develop a shopping complex.

While everybody, including the shopkeepers, shoppers and the residents of the area, are happy about the parking lot, they are disappointed by the delay in its opening.

"We hope that the parking space is opened before the festive season which is about to begin. There is a huge rush in the market during this time," said Siddharth Mishra, owner of a garment shop in the market.

The multi-level parking lot, which will accommodate over 800 vehicles, has seven floors starting from the second floor. The fee of the parking lot, which will be operational round the clock, will be Rs 10 for two hours.

The features of the parking space include car lifts, pallets, computerised control systems etc. The maximum retrieval time for a car will be three minutes. A pallet-based system will be used in both the parking sites which will use basements for the entry of the cars from where they will be taken up by lifts. The vehicle will be transferred to an empty pallet and an empty space will be identified either horizontally or vertically through a computerised control system.

The proposal for the construction of this parking lot was floated in 2007 and the project was targeted to be completed in 30 months.

200 pledge to make Delhi green

Chief Minister Sheila Dikshit today administered green Delhi pledge to around 200 persons at a function organised by the Public Welfare Forum at her residence. She distributed free saplings among them.

Dikshit called upon everyone to contribute substantially in extending green cover in the capital. Delhi is all set to plant a million saplings during this monsoon season.

She advised them to plant them in their courtyard and take care of them.

She expressed satisfaction that plant of a million trees campaign had reached all corner of the city. "We all together will be able to make Delhi a clean and green city. Delhi belongs to all of us and it becomes our responsibility to make it more and more green," she added.

Dikshit said message of plantation drive was being disseminated through radio, televisions, newspaper and facebook. "We want to reach out to one and all to make this drive a grand success," she said.

Chairman of the Public Welfare Forum Harpreet Kaur assured co-operation of her organisation in making the green drive successful.

In order to spread awareness on the launch of this new line, Noida Police's PCR vans have been branded with the new number.

Heroin worth Rs 2 crore seized, two held

The Crime Branch today arrested two persons, Shamshad (45) and Fariq (22), with a consignment of fine quality heroin weighing two kg worth Rs 2 crore on the international market.

The Crime Branch yesterday received information that a person named Jahid, who is a resident of Loni, Uttar Pradesh, is engaged in the sale of heroin in Delhi and Ghaziabad. He was assisted by his uncle, Shamshad and cousin Fariq.

The Crime Branch also discovered that Jahid used to procure heroin through Shamshad and Fariq from one Tarachand in Bhilwada, Rajasthan.

The police learnt that Shamshad and Fariq would be meeting Jahid in front of the Hanuman Mandir near Loni flyover in Gokul Puri today between 8:30 am and 9:30 am. They planned to deliver the consignment to a contact in Meerut.

The police laid a trap around the Hanuman Mandir and the accused Shamshad and Fariq were apprehended at 9:00 am. The police recovered the narcotic from them.

During the interrogation, Shamshad revealed that he used to sell indigo (neel) in Haryana. When he felt that his expenditure on heroin is quite high, he indulged in trafficking of the drug for his nephew, Jahid. In 2008, he was arrested for the first time in Panipat, Haryana, and the case is pending trial. However, he committed the same crime after his release.

"Fariq used to sell clothes in various cities of Haryana, UP and Punjab. He has been consuming smack for the past four years. To meet the expenditure for his addiction, he started trafficking heroin for his cousin Jahid. He used to procure heroin from Tarachand of Bhilwada, Rajasthan," said Sanjay Bhatia, Additional Deputy Commissioner of Police, Crime.

The police will investigate this case further. The crime has been registered under the NDPS Act.

Delhi’s ex-street kid in US photography show

Vicky Roy, a street child-turned-ace-art photographer, will be India's sole representative at the prestigious 'The Art of Photography Show 2011' to be held in San Diego in the US later this month.

Roy's selection was announced today by the show's judge, Anne Lyden, an associate curator at the J. Paul Getty Musuem in Los Angeles. "Vicky Roy's photograph was one of the 109 entries from 72 countries chosen from among 15,444 photographs," said Lyden.

The chosen photograph, "In all colours and sizes", is from Roy's new photography series "A Better Life".

Roy, 24, hailing from Purulia in West Bengal, came to the Capital as a runaway kid in 1999. He was then taken care of by the Salaam Balak Trust, a large juvenile destitute facility near the New Delhi railway station.

"I fled to Delhi from home in 1999 and found shelter at a non-profit organisation, Salaam Balak Trust, after spending a few months on the streets. I began photography in 2005," said Roy.

He studied photography at the Triveni Kala Sangam and at the International Centre of Photography in New York.

In 2009, he was sponsored for a mentoring programme at the US-based Maybach Foundation by the Ramchander Nath Foundation where he was chosen to photo-document the reconstruction of the World Trade Centre in New York.

The portfolio of the reconstruction that Roy gathered in New York was exhibited at the American Centre in the Capital.

He held his second solo show, "WTC: Now", at the American Center in New Delhi in 2010.

"Vicky Roy's is the only work to be chosen from the Indian subcontinent," said Steven Churchill, producer of "The Art of Photography Show".

Last year, 1,500 people attended the opening reception and this year, the organisers are expecting more people.

The event will be held at the Lyceum Theatre Gallery in San Diego from August 13 to October 23. — IANS

JNU signs MoU with EXIM Bank for developing library

A Memorandum of Understanding has been signed today between Jawaharlal Nehru University (JNU) and Exim Bank of India for the maintenance and development of the JNU economics library.

The memorandum of understanding was signed today between the vice-chancellor, JNU and the chairperson, Exim Bank on the JNU campus.

Under the MoU, both the parties have resolved to continue their cooperation for making the library an economics library of excellence.

The EXIM economics library is the part of the JNU library located at the heart of academic complex in a nine-storey building.

Being in the middle of the academic complex, it is easily accessible from all the schools/centres in the academic complex.

Under this memorandum of understanding, Exim Bank shall provide Rs 12.5 lakh per annum for five years, commencing from April 1, 2011. Of this, Rs 10.40 lakh would be earmarked each year for acquiring books and journals for the library; Rs 4 lakh each for the two seminars to be organized during the period of MoU in JNU; and Rs 50,000 would be earmarked for contingency.

IGNOU trains statistical personnel

New Delhi, August 3
Indira Gandhi National Open University (IGNOU) organised a training programme on micro-and macro-economics for personnel of the Indian Statistical Service (ISS), a statement said yesterday.

The programme was conducted in association with the National Academy of Statistical Administration (NASA) for its ISS personnel.

"About 37 ISS probationers participated in the training. It is for the first time that we were assigned this important training," said Narayan Prasad, economics professor at the varsity.

"Yoga and two days' educational tour were also part of the training," he added.

According to the university, 41 lectures were delivered during the training in mid-July, with participation from senior economists.

"All the ISS probationers were evaluated through a written test, followed by distribution of certificates among the participants," said the statement. — IANS
