Rain wreaks havoc in city
Dehradun, July 28 Most of the low-lying areas were inundated due to an increase in the water level in the Rispana, Bindal and Song rivers. According to PTI, Dehradun recorded 119.3 mm of rain. The showers that started in the wee hours today caused inconvenience to the people, especially children, who could not reach their offices and schools, respectively, in time because of waterlogging on the roads. Many schools were forced to close down due to the water that entered on its premises. The unresolved problem of waterlogging experienced in many areas during the monsoon season had been worsened due to digging of roads. It also affected many of the residential areas and city roads. The traffic was also hit due to the muddy conditions caused by the excavation of roads for different works, including repairing of damaged sewers and laying of new pipelines. The roads that were dig were not recarpeted properly and the remains of concrete were left on them making it difficult for vehicles to move. In many places, the sewer system had been either affected by improperly dumped garbage or blocked by encroachments. Water entered in the residential areas, including Chaman Vihar, Municipal Road, Niranjanpur, Rajive Nagar, Ajabpur Khurd near Bengali Kothi and Ekta Vihar. Houses got damaged due to heavy flow of water in a river in Mehboob Colony. An embankment that was constructed at Mothrawala village last year also got damaged due to the pressure from the river water. A wall of a kutcha house located at Rajpur Bhatta also collapsed. Sources maintained that though the city experienced natural calamities every year during the rainy season, the disaster mitigation and management system of the state government had remained ineffective. They stated that in a majority of cases, the authorities took action after disasters like landslides. The Municipal Corporation and other departments started the work for cleaning and repairing of the drainage system at such a time that the works were not expected to be completed soon. At present, excavation had been undertaken in about 20 localities of the city for laying new sewer lines or repairing old and damaged ones. The surface of the roads excavated for sewer work was covered by mud. The pits and trenches being dug for these works were not properly filled after completion of the work.Recently, repaired roads in different localities had also been excavated again for these works. The corporation had also temporarily stopped the work on the sewer system from June 30 to September 15 in view of the rainy season. Talking to The Tribune, Dehradun Mayor Vinod Chamoli said the Municipal Corporation had set up a flood control room on its premises with the assistance of the Public Works Department and the Mussoorie Dehradun Development Authority since July 1. However, the sources mentioned that the action taken by the authority was very late and it could just help in cleaning the drains to check waterlogging but it would not be able to prevent major inconvenience to the public due to the waterlogging and related problems. Councilor Rajkumar maintained: “It is difficult to get to the control room as the telephone does not work properly and when we tried to contact an official there, we were not able to get through it. Despite this, officials maintained that the number worked properly”. Congress MLA Dinesh Aggarwal pointed out the problem of waterlogging, especially during the monsoon, in low lying areas such as Sabzi Mandi, Majra, Morowala and its adjoining areas. He has asked the District Magistrate to immediately release the relief to the needy and also ensure that the wire mesh as well as embankment is constructed on the riverbeds.

Dehradun, July 28 While a woman in Mohhebewala lost her life, others were trapped at different places in swollen water of the rivulets. A girl student of a local school sustained injuries after she was swept away while crossing a rivulet near Sonda Sairoli village in the Raipur block of Dehradun district. According to the police, in the first incident, a 45-year-old woman was going to give tiffin to her son when a wall of a concrete structure on the way fell on her. The woman died on the spot. Krishna Devi’s body has been kept in a mortuary of a local hospital. The police said after post-mortem, her body would be handed over to her family members. Meanwhile, heart-rending scenes were witnessed at the spot after her son reached
there. The family and the locals blamed the authorities for the tragedy. They said the MC and the administration did not care to identify such dilapidated walls in the town to save the lives of the people. In another incident, two children got trapped in the Rispana river. However, after efforts by the police, they could be saved. The fire service was also called for help. The Rispana these days have a very high flow of water, which makes the slums around it vulnerable. The two kids from the slums were reportedly playing on the bank of the river when they were washed away by a sudden flow of water. The residents of slums then raised an alarm and the police rushed to the spot. A team of policemen along with fire department officials carried out a rescue operation to save the children. In one such incident at a village school, a girl got trapped in a pool of water. She kept crying after getting stuck there. Residents of the nearby area tried to save her but in vain. The police was informed and it saved the child but she got a few injuries. The police said several such minor incidents were reported from Dehradun. |
Landslides block roads in Mussoorie
Mussoorie, July 28 The local administration rushed to the spot and supervised in clearing roads of mud and boulders that had blocked these completely. More than 100 vehicles, including that of Kanwariyas returning from Gangotri, had been stranded for several hours. In another case, a landslide on the Jharipani-Dehradun road cut off the route. Officials were of the view that it could take nearly one or two days to remove the debris from the road. Muncipal Council executive officer Rohtash Sharma said he visited all the affected areas. He also said the landslides had occurred at more than eight places in Mussoorie and the loss was amounting to Rs 2-4 crore (approximately). |

Dehradun, July 28 Two children also got trapped due to the overflow of a drain in Raipur tehsil and were rescued with the help of fire service employees. The in charge also stated that they had sent the Lekhpal to investigate about the embankment that broke due to the heavy flow of water at Deep Nagar. Other than this, he said the main way leading to Majra village and Dhanola village and Sahastradhara bus stand had been closed due to the heavy flow of river.

Drunk driver on rampage
Dehradun, July 28 Driving at a high speed in his WagonR car he hit several vehicles and pedestrians, injuring over half a dozen of them before he was arrested by the police near MKP PG College. He was arrested after he banged his car into a Vikram. Six to eight passengers sitting inside the Vikram got injured. The driver of the car was caught on the spot by people. After being given a thrashing, he was handed over to the police. The police got his medical examination done at Doon Hospital and sent him to the Kotwali police station. He has been identified as Rajat Rawat, a resident of Haridwar Road. Kotwali police station Inspector AS Rawat said before hitting the Vikram, he hit people at several places. |
MDDA compounding exercise a success
Dehradun, July 28 The compounding procedure has been restarted after a hiatus of two years by MDDA Secretary Vinod Suman. He said: “In the normal routine too we go through such cases along with other routine work. But, by holding compounding camps, we sort out a plenty of such cases within a couple of days. It has also given immense relief to many property owners within a short period of time.” The MDDA has laid down guidelines under the compounding policy which gives benefit of relaxation in the offences shown to a certain limit, both for the residential and commercial complexes. He said: “At times people build houses without taking permission from the MDDA or getting the maps of their buildings passed, knowingly or unknowingly. It is undoubtedly a mistake on their part for which we charge them as per the quantum of their offence and the day they deposit the penalty, usually within 15 or 30 days of the camp hearing, their cases are approved by the MDDA.” The fine of offence per square metre has been fixed for different sides of a building, open space and other irregularities. The MDDA is reaching out to maximum people and now it creating further awareness on the compounding policy by giving advertisements on local channels and in newspapers, mentioning the dates and the venues for compounding camps. Every month one such camp is held in the city. The ones who evade the MDDA scrutiny have to fall into the trap sooner or later. “People who manage to construct their buildings without getting a clearance from the MDDA face the problems later on when they go to take loans from banks or sell their properties. Then they come to us. Here we only select those cases, which had gone beyond the norms only by only 10 per cent. In such cases, they are directed to dismantle the extra construction and to submit an affidavit to that effect,” said Suman. The MDDA is helpless in dealing with the irregularities in those constructions, which were built before its existence, i,e. before 1984. But, it is trying to nail those who violated the building bylaws thereafter. Vinod Chamoli, an official of the MDDA, says: “The constructions are supervised by a Junior Engineer (JE) sectorwise and there are a total of eight sectors in the city. Since each sector is spread over an area ranging from 15 km to 20 km, it is difficult for a JE to keep tabs on each construction. Similarly, during the interchange of duties among these JEs, such neglect is quite common. Once a house gets constructed, then it becomes quite complicated to measure the covered area.” Though not this year, penalty imposed on many builders who had constructed commercial buildings on the posh roads commanding maximum commercial rates had run into several crores in each case, Chamoli added. |

UKD leader complains to DSO
Dehradun, July 28 Gusain said he was getting complaints regarding sale of kerosene and ration on the black market which indicated towards the involvement of the employees of the departments concerned in these irregularities. “The kerosene which is sold for Rs 13-14 per litre at ration shops is being sold for Rs 40-50 litre on the black market. Similarly, other ration stuff too is sold out much before it comes to the shops. Either the shops are found closed or the customers are misled about the supplies. They are even misbehaved with by the owners of the ration shops,” he added. |
State SP chief expresses concern for minorities
Dehradun, July 28 “The SP would come up as a third alternative to the BJP and the Congress in the Assembly poll next year. We will fight the elections on the basis of our policies and agenda,” he said, accusing the Congress of a conspiracy to finish the SP in the state. He once again advocated the implementation of the recommendations of the Sachar and Rangnath Mishra committees for the welfare of the Muslim community. “The SP, which is ranked third in Parliament, has always fought for the Muslims and other minority communities. We will usher in a revolution in society based on social justice and equality,” he added. District secretary Tejender Singh said it was due to corruption in the state, for which the BJP and the Congress were responsible, farmers, students and youngsters were suffering. Another leader Bina Kishore lamented the Chief Minister’s announcements about various schemes, which were never launched on the ground. Delay in exam results hits admission process
Dehradun, July 28 Owing to a delay in the announcement of the annual degree examination results of students by HNB Garhwal University, the admission process for the second and third years of the degree courses at the college has taken a back seat. With the introduction of the semester system in the degree courses from this session, pressure on the college administration has also built up. The university has directed the college administration to complete the entire admission process by July 30. According to officials, the college administration has sought 21 days’ time after the results are announced to complete the admission process. |
